I PRAY FOR OUR LEADERS IN THIS CITY, STARTING WITH OUR MAYOR, TO ALL THE COUNCIL OFFICERS, TO OUR AGENT AND THE DEPARTMENT CHIEF AND OTHER MEMBERS, THAT LORD, YOU MAY KEEP THEM SAFE.

OUR FIRE DEPARTMENT AND CHIEF, KEEP THEM SAFE.

FATHER, WE PRAY FOR ALL OF OUR MEMBERS IN THE COUNCIL, KEEP THEIR FAMILY AND BLESS THEM. AND ABOVE ALL, I PRAY TO NIGHT, THAT ALL THE BUSINESSES AND ORGANIZATIONS IN THE CITY, THAT YOU HANDLE BLESSEDLY UPON THEM AND FOR GREATER BUSINESS IN THIS CITY. AND THE FIRST ORDER OF BUSINESS THIS EVENING ARE PRESENTATIONS, ITEM TWO A. PRESENTATION OF A PROCLAMATION RECOMMENDING -- RECOGNIZING JUNE 19TH, 2026 AS JUNETEENTH

NATIONAL FREEDOM DAY. >> GOOD EVENING EVERYBODY.

FIRST I WANT TO THANK THE MAYOR OF.

MAYOR, I DID NOT KNOW YOU WOULD GIVE ME THIS HONOR ON THE YEAR ANNIVERSARY OF MY SWEARING IN SO I APPRECIATE YOU FOR ALLOWING ME TO GIVE THIS PRESENTATION. BUT I WOULD NOW LIKE TO TALK ABOUT ULTIMATELY WHAT JUNETEENTH IS AND WHY WE CELEBRATE IT HERE IN THE CITY OF RALEIGH -- ROWLETT.

WHEREAS JUNETEENTH, ALSO KNOWN AS FREEDOM DAY, JUBILEE DAY, EMANCIPATION DAY AND JUNETEENTH NATIONAL INDEPENDENCE DAY IS A HOLIDAY THAT COMMEMORATES THE EMANCIPATION OF THOSE WHO HAD BEEN ENSLAVED IN THE UNITED STATES.

AND WHEREAS, ON JUNE 19TH, 1865, MORE THAN TWO YEARS AFTER THE EMANCIPATION PROCLAMATION TOOK EFFECT ON JANUARY FIRST, 1863, UNION GENERAL GORDON GRANGER ARRIVED IN TEXAS AND ANNOUNCED THAT ALL ENSLAVED PEOPLE IN TEXAS WERE FREE.

BY ORDER OF THE PRESIDENT OF THE UNITED STATES.

AND WHEREAS ON JUNE 19TH, 1866, THE FIRST ANNUAL CELEBRATION OF JUBILEE DAY WAS ORGANIZED BY FREED MEN IN TEXAS, BEGINNING A LONG TRADITION OF HONORING FREEDOM, RESILIENCE AND PROGRESS. AND WHEREAS ON JUNE 17TH, 2021, DUE TO THE TIRELESS ACTIVISM OF NATIVE TEXAN MISS OPALINE, JUNETEENTH WAS OFFICIALLY RECOGNIZED AS A FEDERAL HOLIDAY IN THE UNITED STATES. AND WHEREAS WE REFLECT ON THE PAINFUL HISTORY IN WHICH BLACK AMERICANS WERE DENIED BASIC HUMAN RIGHTS AND TREATED AS PROPERTY, AND WE ACKNOWLEDGE THAT THE EFFECTS OF LEGAL DISENFRANCHISEMENT AND SYSTEMIC INEQUITIES PERSIST TODAY, AND WHEREAS THE CITY OF ROWLETT PROUDLY HAS THIS NATIONAL OBSERVATION TO CELEBRATE THE END OF SLAVERY IN AMERICA, TO EMPHASIZE THE IMPORTANCE OF EDUCATION AND HONEST REFLECTION ON OUR NATION'S HISTORY AND TO HONOR THE CRITICAL CONTRIBUTIONS BLACK AMERICANS HAVE MADE AND CONTINUE TO MAKE TO THE STORY OF OUR COUNTRY.

NOW THEREFORE, I, ON BEHALF OF THE MAYOR OF THE CITY OF ROWLETT AND ON BEHALF OF THE ENTIRE CITY COUNCIL DO HEREBY PROCLAIM JUNE 19TH AS JUNET JUNETEENTH S./EMANCIPATION DAY IN THE CITY OF ROWLETT AND ENCOURAGE ALL MEMBERS TO RECOGNIZE THE PROFOUND SIGNIFICANCE OF THIS DAY.

BE IT FURTHER RESOLVED THAT THE CITY'S WATER TOWER SHALL BE ILLUMINATED RED, YELLOW AND GREEN FROM JUNE 16 THROUGH JUNE 19TH IN HONOR OF THE JUNETEENTH HOLIDAY.

AND I WOULD INVITE ANYONE WHO KNOWS ANYONE OR WHO IS AFFLICTED WITH VITILIGO TO COME FORWARD AND RECEIVE THIS PROCLAMATION,

I WILL READ A LITTLE BIT OF BACKGROUND INFORMATION AND THEN THE PROCLAMATION AND IF YOU WOULD LIKE TO MAKE ANY REMARKS TO TALK ABOUT THIS, IT WOULD BE VERY HELPFUL.

YOU HAVE REMARKS RIGHT HERE, I SHOULD PAY ATTENTION.

SO WORLD VITILIGO DAY IS OBSERVED ANNUALLY ON JUNE 25TH TO BRING GLOBAL ATTENTION TO VITILIGO THE CHRONIC AUTOIMMUNE CONDITION THAT CAUSES LOSS OF SKIN PIGMENTATION.

MILLIONS OF PEOPLE WORLDWIDE ARE AFFECTED BY VITILIGO, REGARDLESS OF AGE GENDER OR ETHNICITY. THE OBSERVANCE PROMOTES PUBLIC EDUCATION REGARDING THE CONDITION, ENCOURAGES SUPPORT FOR ONGOING MEDICAL RESEARCH AND HIGHLIGHTS THE IMPORTANCE OF COMPASSION AND INCLUSION FOR INDIVIDUALS WHO LIVE WITH VITILIGO. RECOGNIZING THIS DAY PROVIDES AN OPPORTUNITY FOR THE CITY OF ROWLETT TO PROVIDE AWARENESS EFFORTS AND REINFORCE THE CITY'S COMMITMENT TO DIVERSITY EQUITY AND COMMUNITY UNDERSTANDING. AND SO WITH THAT, I WILL READ THE PROCLAMATION, WHICH IS UPSIDE DOWN.

IT READS, WHEREAS THE CITY OF ROWLETT IS COMMITTED TO PROVIDING HEALTH, INCLUSION AND AWARENESS FOR ALL MEMBERS OF OUR COMMUNITY, AND WHEREAS VITILIGO IS AN AUTOIMMUNE SKIN CONDITION THAT CAUSES THE LOSS OF SKIN PIGMENTATION IN PATCHES AND AFFECTS INDIVIDUALS OF ALL AGES RACES AND ETHNIC BACKGROUNDS, WHEREAS MILLIONS OF PEOPLE WORLDWIDE LIVE WITH VITILIGO, THEY OFTEN EXPERIENCE EMOTIONAL PSYCHOLOGICAL AND SOCIAL IMPACTS DUE TO MISUNDERSTANDING AND STIGMA.

AND WHEREAS MANY INDIVIDUALS LIVING WITH VITILIGO ALSO FACE CHALLENGES RELATED TO ACCESS TO TREATMENT OPTIONS AND CARE, MAKING AWARENESS EDUCATION AND CONTINUED RESEARCH ESPECIALLY IMPORTANT, AND WHEREAS INCREASED AWARENESS AND EDUCATION CAN HELP REDUCE STIGMA, PRODUCE UNDERSTANDING AND ACCEPTANCE, ENCOURAGE ACCEPTANCE OF THOSE LIVING WITH VITILIGO.

AND WHEREAS INDIVIDUALS, ADVOCATES, HEALTH CARE PROFESSIONALS AND ORGANIZATIONS CONTINUE TO SUPPORT RESEARCH, IMPROVED TREATMENT OPTIONS AND COMMUNITY EDUCATION EFFORTS RELATED TO VITILIGO, AND WHEREAS WORLD VITILIGO DAY IS OBSERVED ANNUALLY ON JUNE 25TH TO BRING GLOBAL ATTENTION TO VITILIGO IN HONOR OF THE STRENGTH AND RESILIENCE OF THOSE AFFECTED BY THE CONDITION, NOW THEREFORE I, MAYOR OF THE CITY OF ROWLETT, ON BEHALF OF THE CITY COUNCIL DO HEREBY PROCLAIM THURSDAY JUNE 25TH, 2026, AS WORLD VITILIGO DAY IN THE CITY OF ROWLETT, TEXAS, AND ENCOURAGE ALL RESIDENTS TO JOIN IN EFFORTS TO INCREASE AWARENESS UNDERSTANDING AND ACCEPTANCE OF VITILIGO AND THOSE WITH IT. THANK YOU.

>> GOOD EVENING MAYOR CITY COUNCIL MEMBERS AND FELLOW% ROWLETT RESIDENTS. THANK YOU FOR RECOGNIZING WORLD VITILIGO DAY AND FOR TAKING THE TIME TO BRING AWARENESS TO A CONDITION THAT AFFECTS MILLIONS OF PEOPLE AROUND THE WORLD, INCLUDING MANY RIGHT HERE IN OUR OWN COMMUNITY, INCLUDING MYSELF.

VITILIGO IS AN AUTOIMMUNE CONDITION THAT CAUSES THE IMMUNE CONDITION TO ATTACK THE CELLS RESPONSIBLE FOR PRODUCING PIGMENT IN OUR SKIN. AS A RESULT, PATCHES OF SKIN LOSE THEIR COLOR AND APPEAR WHITE.

VITILIGO AFFECTS APPROXIMATELY 1% OF THE WORLD'S POPULATION, FOR NEARLY 80 MILLION PEOPLE WORLDWIDE.

YET DESPITE AFFECTING ROUGHLY ONE OF EVERY 100 PEOPLE, MANY PEOPLE HAVE NEVER HEARD OF VITILIGO OR EVEN UNDERSTAND WHAT IT IS. MANY PEOPLE DON'T REALIZE THAT VITILIGO AFFECTS BOTH MEN AND WOMEN, ALL RACES AND ETHNICITIES AND THE ONSET CAN ACTUALLY HAPPEN AT ANY AGE FROM BIRTH INTO YOUR 90S. WHILE VITILIGO IS NOT CONTAGIOUS, PAINFUL OR LIFE THREATENING, ITS IMPACT OFTEN EXTENDS FAR BEYOND THE SKIN. VITILIGO IS PART OF A LARGER FAMILY OF AUTOIMMUNE DISEASES AND MANY PEOPLE LIVING WITH VITILIGO ALSO FACE ADDITIONAL AUTOIMMUNE CONDITIONS AFFECTING THE THYROID, INCLUDING THE ENDOCRINE SYSTEM, DIGESTIVE SYSTEM, CONNECTIVE TISSUES, HAIR AND OTHER PARTS OF THE BODY.

FOR MANY PATIENTS VITILIGO IS NOT SIMPLY A DIFFERENCE IN APPEARANCE BUT ONE PART OF A MUCH LARGER HEALTH JOURNEY.

FOR GENERATIONS, PEOPLE LIVING WITH VITILIGO HAVE FACED MISUNDERSTANDING CACTUS CRIMINATION AND SOCIAL STIGMA.

IN MANY CULTURES AROUND THE WORLD, A DIAGNOSIS OF VITILIGO CAN AFFECT A PERSON'S OPPORTUNITIES FOR MARRIAGE, EMPLOYMENT AND SOCIAL ACCEPTANCE.

AND EVEN MORE SO IN CULTURES WHERE ARRANGED MARRIAGES ARE COMMON. MANY PEOPLE WITH VITILIGO FEEL ISOLATED, ASHAMED OR PRESSURED TO HIDE THEIR SKIN, EVEN IF IT MEANS LONG SLEEVES AND PANTS DURING TEXAS SUMMERS.

THE EMOTIONAL IMPACT CAN BE PROFOUND.

RESEARCH HAS SHOWN THAT PEOPLE LIVING WITH VITILIGO EXPERIENCE SIGNIFICANTLY HIGHER RATES OF ANXIETY, DEPRESSION, SUICIDAL THOUGHTS AND EMOTIONAL DISTRESS COMPARED TO THE GENERA POPULATION. SOME STUDIES HAVE FOUND THAT SUICIDAL THOUGHTS AMONG PEOPLE WITH VITILIGO OCCUR AT RATES SEVERAL TIMES HIGHER THAN IN CONTROL GROUPS.

THESE ARE NOT JUST STATISTICS, THEY REPRESENT REAL PEOPLE, REAL FAMILIES AND REAL MENTAL HEALTH STRUGGLES.

THIS IS WHY AWARENESS AND EDUCATION MATTERS SO MUCH.

WHEN PEOPLE UNDERSTAND WHAT VITILIGO IS AND WHAT IT IS NOT, WE REPLACE OUR FEAR AND MISCONCEPTIONS WITH COMPASSION AND ACCEPTANCE. NO CHILD SHOULD FEEL ASHAMED OF THEIR SKIN AND NO PERSON SHOULD FEEL DEFINED BY A CONDITION THEY DID NOT CHOOSE. WORLD VITILIGO DAY IS OBSERVED EACH DAY ON JUNE 25TH, THE MOVEMENT BEGAN FOLLOWING THE PASSING OF MICHAEL JACKSON, WHO OPENLY SHARED THAT HE LIVED WITH VITILIGO. SINCE ADVOCATES, PHYSICIANS, RESEARCHERS AND PARENTS AROUND THE WORLD HAVE WORKED TO INCREASE AWARENESS, ADVANCE RESEARCH AND IMPROVE ACCESS TO TREATMENT AND HELP PEOPLE EMBRACE THE SKIN THAT THEY ARE IN, AS SOMEONE WHO HAS LIVED WITH VITILIGO SINCE 2015 AT THE AGE OF 28, THIS CAUSES DEEPLY PERSONAL TO ME.

I KNOW THE IMPORTANCE OF REPRESENTATION AND VISIBILITY.

SOMETIMES THE CHALLENGE IS NOT THE CONDITION ITSELF BUT HELPING OTHERS UNDERSTAND IT. I HAVE PERSONALLY PARTICIPATED IN MULTIPLE RESEARCH TRIALS IN HOPES THAT FUTURE GENERATIONS WILL HAVE MORE TREATMENT OPTIONS AND THAT CHILDREN DIAGNOSED WITH VITILIGO WILL NOT HAVE TO EXPERIENCE THE BULLYING, ISOLATION AND SELF-DOUBT THAT OFTEN COMES FROM LOOKING DIFFERENT. EVERY TIME I PARTICIPATED IN A TRIAL, I THOUGHT ABOUT A CHILD WHO MAY ONE DAY RECEIVE A VITILIGO DIAGNOSIS AND HAVE A DIFFERENT EXPERIENCE BECAUSE OF THE PROGRESS WE ARE MAKING TODAY.

THIS YEAR I HAVE THE INCREDIBLE OPPORTUNITY OF SERVING AS MC FOR WORLD VITILIGO DAY USA FESTIVITIES ALONG WITH MY FRIEND AND FELLOW VITILIGO, MARK. PHARMACEUTICAL COMPANIES WILL COME TOGETHER FROM ACROSS THE COUNTRY AND AROUND THE WORLD TO CELEBRATE THIS YEAR'S THEME, LOOK HOW FAR WE'VE COME.

WHILE SHARING STORIES OF RESILIENCE AND CONTINUING TO ADVOCATE FOR GREATER AWARENESS ACCEPTANCE AND RESEARCH.

WE ARE ALSO SO EXCITED TO WELCOME INTERNATIONALLY RECOGNIZED SUPERMODEL AND VITILIGO ADVOCATE, WINNIE HARLOW. HER WILLINGNESS TO SHARE HER STORY ON A GLOBAL STAGE HAS HELPED BRING UNPRECEDENTED AWARENESS TO VITILIGO AND HAS INSPIRED COUNTLESS YOUNG PEOPLE TO EMBRACE WHO THEY ARE AND RECOGNIZE THAT THEIR DIFFERENCES DO NOT DEFINE -- DEFINE THEIR POTENTIAL.

FOR THE FIRST TIME IN HISTORY WE ARE SEEING SIGNIFICANT ADVANCES IN TREATMENT AND RESEARCH, GIVING HOPE TO MILLIONS OF PATIENTS AND FAMILIES AROUND THE WORLD.

THERE IS STILL SO MUCH WORK TO BE DONE, WE CAN TRULY LOOK AT HOW FAR WE HAVE COME AND BE OPTIMISTIC ABOUT THE FUTURE.

I AM ESPECIALLY PROUD TO BRING THE SUPPORT OF MY HOMETOWN WITH ME TO THAT EVENT. BY RECOGNIZING WORLD VITILIGO DAY, OUR CITY JOINS COMMUNITIES AROUND THE WORLD AND SENDING A POWERFUL MESSAGE THAT EVERY PERSON DESERVES COMPASSION, DIGNITY, INCLUSION AND RESPECT. TO PEOPLE LIVING WITH VITILIGO, ESPECIALLY CHILDREN, TEENAGERS AND THOSE WHO HAVE RECENTLY BEEN DIAGNOSED WHO MAY BE STRUGGLING WITH CONFIDENCE, BULLYING OR FEELING DIFFERENT, PLEASE KNOW YOU ARE NOT ALONE.

THERE IS A GLOBAL COMMUNITY STANDING BESIDE YOU.

GIBBS AND I ATTENDED THE GENERAL ASSEMBLY OF THE NORTH TEXAS COUNCIL OF GOVERNORS AND AT THAT CEREMONY, AMONG OTHERS, THEY PRESENTED THE MIKE EASTLAND REGIONAL COOPERATION AWARD TO THE NORTH TEXAS MUNICIPAL DISTRICT, SEVERAL MEMBER AND CUSTOMER CITIES, INCLUDING ROWLETT. THIS AWARD RECOGNIZES -- AND I HAVE THE AWARD HERE, I GUESS I CAN SHOW IT.

CAN I ASK YOU TO HOLD THAT? THIS AWARD RECOGNIZES REGIONAL COOPERATION, AND IN THIS CASE THAT COOPERATION CAME OUT OF A VERY IMPORTANT ISSUE, WHICH IS HOW WHOLESALE WATER COSTS ARE ALLOCATED ACROSS THE COMMUNITIES WHICH ARE SERVED BY THE DISTRICT. THAT WAS WHAT TOOK PERSISTENCE, TOOK COORDINATION WITH OTHER CITIES, IT TOOK TECHNICAL ANALYSIS, LEGAL REVIEW AND A WILLINGNESS TO STAY ENGAGED IN A COMPLICATED REGIONAL CONVERSATION. AND ULTIMATELY, IT HELPED MOVE THE DISCUSSION TO A BETTER AND MORE BALANCED FRAMEWORK.

SO WHILE THIS AWARD IS A RECOGNITION OF A REGIONAL COOPERATION, I ALSO VIEW IT AS A MEANINGFUL WIN FOR ROWLETT.

IT SHOWS THAT WHEN OUR CITY IS THOUGHTFUL, PREPARED AND PERSISTENT, OUR VOICE CAN MAKE A DIFFERENCE.

BY HEADLINES, BUT I BELIEVE THE BETTER MEASURE IS WHETHER SOMEONE CONSISTENTLY PROTECTS THE LONG TERM INTERESTS OF THE MARK HAS DONE EXACTLY THAT THROUGH HIS SERVICE ON THE DART BOARD. ONE EXAMPLE OF HIS LEADERSHIP DURING THE LEGISLATIVE EFFORT BY THE CITY OF PLANO TO REDUCE DART FUNDING BY 25%. FOR CITIES LIKE ROWLETT, WHICH DEPEND ON REGIONAL REVENUE SHARING STRUCTURES, THAT PROPOSAL WOULD HAVE HAD SIGNIFICANT CONSEQUENCES.

MARK HELPED LEAD DART'S OPPOSITION TO THAT EFFORT AND WORKED TO PROTECT THE FINANCIAL STABILITY OF THE AGENCY AND THE COMMUNITIES THAT RELY ON IT. MARK HAS ALSO DEMONSTRATED A WILLINGNESS TO TAKE PRINCIPLED POSITIONS ON ENVIRONMENTAL ISSUES. WHEN MUCH OF THE BOARD SUPPORTED PURCHASING SO-CALLED CLEAN DIESEL BUSSES, MARK ADVOCATED FOR A DIFFERENT PATH. THROUGH HIS LEADERSHIP, THE BOARD ULTIMATELY CHANGED DIRECTION AND INVESTED IN LNG BUSSES, RESULTING IN A CLEANER AND MORE ENVIRONMENTALLY RESPONSIBLE FLEET. PERHAPS MOST IMPORTANTLY, MARK UNDERSTANDS THAT PROGRESS OFTEN COMES THROUGH NEGOTIATION, RATHER THAN CONFLICT. THESE NEGOTIATIONS WERE SUCCESSFUL AND ULTIMATELY LED BOTH CITIES TO CALL OFF COSTLY ELECTIONS.

THAT OUTCOME PROTECTED REGIONAL RELATIONSHIPS, REDUCED UNCERTAINTY AND ALLOWED THE AGENCY TO REMAIN FOCUSED ON SERVING ITS RIDERS AND ITS MEMBER CITIES.

THROUGHOUT HIS SERVICE, HAS DEMONSTRATED SOUND JUDGMENT, A REGIONAL PERSPECTIVE AND A COMMITMENT TO FINDING PRACTICAL SOLUTIONS TO COMPLEX CHALLENGES. POSITIVE YOUTH ENGAGEMENT, ACTIVE AND OFF THE STREETS IS WHAT WE WANT FOR OUR YOUTH. LEADERSHIP AND CHARACTER DEVELOPMENT. AT THESE TOURNAMENTS, WE HAVE NONPROFITS THAT PLAN TO COME AND HAVE WORKSHOPS TO TEACH OUR YOUNG MEN AND WOMEN HOW TO TIE A TIE, HOW TO CHANGE A TIRE, HOW TO ARRIVE ON TIME AND BE PUNCTUAL AND PROFESSIONAL, WHATEVER SPACE THEY ARE PURSUING IN LIFE.

FAMILY-FRIENDLY COMMUNITY EVENTS.

THIS OPPORTUNITY ALLOWS FAMILIES TO BRING THEIR KIDS OUT TO WATCH A GAME OF BASKETBALL AND AGAINST A FELLOWSHIP WITH OTHER KIDS IN THE CITY AND ALSO FOR THE ADULT, IT ALLOWS US TO BE HANDS ON WITH THE YOUTH AND JUST CONTINUE TO GUIDE AND LEAD THEM ON THEIR PERSONAL JOURNEYS AS WELL. THIS ALSO CREATES AN OPPORTUNITY FOR THE COMMUNITY FOR INCREASED RECREATIONAL OPPORTUNITIES.

SO THE PROJECT WAS DELAYED TO DO THE ENGINEERING ANALYSIS ENTERING THE EXTENDED. , SIGNIFICANT OPERATION OF PUBLIC SAFETY IMPACTS DURING THE CLOSURE.

FIRE STATIONS AND RESOURCES LOCATED IN SOUTHWEST ROWLETT WERE UNABLE TO DIRECTLY RESPOND TO CALLS FOR SERVICE IN THE SOUTHEAST OF ROWLETT. AS A RESULT, THE FIRE DEPARTMENT EXPERIENCED BOTH INCREASED RESPONSE TIMES AND OPERATIONAL CHALLENGES IN MAINTAINING SERVICE DELIVERY.

ON MARCH 13TH, 2026, FROM THE PROFESSIONAL SERVICES LIST, PERFORMING THE NECESSARY ENGINEERING DESIGN AND SERIOUS INVESTIGATIONS. THE DOLLARS WERE SELECTED IN PART DUE TO THE RECENT DESIGN ON THE EASTERN SIDE OF MILLER ROAD FROM GLEN HILL, PROVIDING VALUABLE KNOWLEDGE WITHIN THE CORRIDOR. FOLLOWING THE COMPETITIVE BID PROCESS, IT WAS SELECTED AS THE CONTRACT FOR CONSTRUCTION BASED ON IMPROVED DESIGN PLANS. CONSTRUCTION BEGAN IN APRIL 23RD, 2026. AND I'M HERE TO PROVIDE AN UPDATE. WHEN THEY ARE COMPLETE, THE CONTRACTOR IS CURRENTLY PLACED INSIDE THE PAVEMENT WOULD BE SWEPT IN PREPARATION FOR STRIPING AND PENDING ANY WEATHER EVENTS, THE PROJECT IS AHEAD OF SCHEDULE AND WILL BE COMPLETED JUNE 25TH, 2026. SO THIS RIGHT HERE IS THE

DURING THIS PROCESS, THERE WERE TWO OPINIONS OF PROBABLE CAUSE THAT WERE PROVIDED FOR THE RECONSTRUCTION WORK FOR IN-HOUSE WORK, OUR ENGINEERING TEAM, THROUGH THE QUESTIONING OF THE PUBLIC WORKS ASSISTANT DIRECTOR OF OPERATIONS AT THAT TIME. THE ENGINEERING TEAM WAS ASKED TO SCOPE CONCRETE PAVEMENT THAT WAS APPROXIMATELY 7500 FEET, 25 FEET IN WIDTH WITH A 5-FOOT SIDEWALK ASSOCIATED WITH IT.

THE ENGINEERING TEAM PROVIDED THE OPC AT ABOUT $8.5 MILLION.

THESE PRICES WERE BASED ON RECENT CONCRETE PRICES BASED -- GIVEN BY THE PUBLIC WORKS OPERATION TEAM.

HOWEVER CONSIDERING THIS OPC WAS A RESULT OF REJECTING A PRIOR OPC THAT WAS CONDUCTED WHERE IT WAS PROVIDED WITHOUT SIDEWALK AND THAT RECONSTRUCTION COST WAS AT 3.5 MILLION, SO THE ENGINEERING TEAM WAS INSTRUCTED TO REVISIT THE IDEA OF COST AND THEN ENHANCE THE CONSTRUCTION ON THIS STREET AND THE ELEMENTS

ASSOCIATED WITH IT. >> I NEEDED THAT TO BE SAID, BUT I WILL DO A LITTLE BIT OF TRANSLATION.

I WILL TELL THE STORY BECAUSE I THINK THAT IN THE SPIRIT OF TRANSPARENCY, NUMBER 2 IN THE SPIRIT OF ADMITTING MISTAKES, IT IS IMPORTANT THAT I, OF ALL PEOPLE DO THAT.

IS OVER LAND AND MUCH OF THAT STRIP OVER THE WATER OR NEXT TO THE WATER IS OVER LAND AS WELL. AND WHEN THERE IS A VERY SMALL PORTION, IT IS ONLY A FEW HUNDRED FEET LONG OVER ACTUAL WATER AND THE BRIDGE IS MAINTAINED BY DALLAS COUNTY.

ON DECEMBER 17TH, 2025, I HAD A MEETING WITH DALLAS COUNTY COMMISSIONER JOHN PRICE TO DISCUSS THE BRIDGE, THE ACTUAL BRIDGE ITSELF. AND TO INITIATE ALL CONVERSATIONS WITH HIM ABOUT A MORE COMPREHENSIVE REPAIR TO THE CAUSEWAY, TO THE BRIDGE AND TO THE PLANS FOR AN EVENTUAL FOUR-LANE ROAD. DURING THOSE DISCUSSIONS, CITY MANAGEMENT PROVIDED ONE ON ONE FEEDBACK TO ME THAT THE PROJECT COULD BE ACCOMPLISHED BY OUR IN-HOUSE CONCRETE TEAM AND THAT THE CAUSEWAY AND THE BRIDGE COULD BE REOPENED IN THREE WEEKS, ARE APPROXIMATELY THREE WEEKS TO ONE-WAY TRAFFIC.

AND THE OTHER LANE WOULD BE COMPLETED DURING THAT TIME.

I WAS ALSO ASSURED THAT THE COST OF THOSE REPAIRS WOULD BE A TREMENDOUS SAVINGS OVER OUTSOURCING WORK, WHICH YOU JUST HEARD. AND IT WOULD GIVE US CONTROL OVER THE TIMING AND THE SPEED OF THE REPAIRS.

SO FOLLOWING A DELAY IN JANUARY, WHICH RESULTED FROM THE ICE STORM, THE PROJECT BEGAN IN FEBRUARY NINTH, MESSAGING WAS SENT OUT ON SOCIAL MEDIA AND AN ALERT THAT WAS SENT TO THE COMMUNITY THAT THE PROJECT WOULD BE CLOSED -- THAT THE STREET WOULD BE CLOSED TO TRAFFIC FOR APPROXIMATELY THREE WEEKS.

AND THAT AFTER THAT, ONE LANE WOULD REOPEN TO ALTERNATING TRAFFIC FOR THE REMAINDER OF RUSH HOUR THAT WOULD FLOW WITH THE FLOW OF TRAFFIC DURING THAT TIME OF THE DAY, WITH RUSH HOUR.

AND THE ENTIRE PROJECT WAS ANTICIPATED TO TAKE ABOUT FOUR AND A HALF MONTHS AND THAT IS WHAT THE ALERT SENT OUT VIA EMAIL. UNFORTUNATELY, AFTER THREE WEEKS, THE PROJECT HAD NOT MADE THE PROGRESS THAT WAS ANTICIPATED, WE ALL KNOW THAT NOW.

AND FOLLOWING AN INTENSE INVESTIGATION THROUGH A VARIETY OF CHANNELS, I LOST ALL CONFIDENCE IN BOTH THE CITY'S ABILITY TO PERFORM A PROJECT OF THAT SCALE IN-HOUSE, AS WELL AS THE LEADERSHIP THAT HAD RECOMMENDED THE PROJECT BE DELIVERED IN THAT WAY. WHAT I DISCOVERED THROUGH THIS INVESTIGATION WAS THREE THINGS -- THE CITY'S ENGINEERING STUDY OF THE PROJECT WAS INSUFFICIENT FOR A ROADWAY OF THIS TYPE AND COMPOSITION. BECAUSE THE CAUSEWAY IS ARTIFICIALLY MADE, THE SUBGRADE NEEDED A FULL ENGINEERING STUDY, INCLUDING A GEOTECHNICAL STUDY. THE ACTUAL ENGINEERING WORK THAT HAD BEEN PERFORMED BY CITY STAFF UNDER THE DIRECTION OF CITY MANAGEMENT WAS A CROSS SECTION ENGINEERING DESIGN.

POINT NUMBER 2. CITY MANAGEMENT INSTRUCTED THE ENGINEERING TEAM TO DEVELOP A COST ASSESSMENT FOR THE PROJECT.

THIS RELATES TO THE QUESTION THAT YOU JUST ASKED.

THE ASSESSMENT WAS CALCULATED ON KNOWN COST, INCLUDING INFLATION ADJUSTED ESTIMATES. UPON RECEIVING THAT ESTIMATE, IT WAS DETERMINED BY CITY MANAGEMENT THAT THE COST WAS TOO LOW. THAT WAS THE $3.5 MILLION COST.

THE COST WAS TOO LOW. AND THE ENGINEERS WERE ESSENTIALLY SET -- INSTRUCTED THROUGH THE ASSISTANT DIRECTOR OF PUBLIC WORKS OPERATION TO GO BACK TO THE DRAWING BOARD AND REASSESS THE COST OF THE PROJECT USING ESTIMATES WHICH DRAMATICALLY INFLATED THE COST AND GOT US UP TO THE EIGHT AND A HALF MILLION DOLLAR MARK. THAT'S WHERE WE WERE ABLE TO SAY OUT LOUD HOW MUCH MONEY WE WERE SAVING THE CITY.

POINT NUMBER 3. DURING THE ASPHALT REMOVAL WHICH TOOK FAR LONGER THAN EXPECTED, A FIBER-OPTIC BOX WAS STRUCK NEAR THE BRIDGE ITSELF. WHICH DELAYED THE PROJECT DUE TO EMERGENCY REPAIRS THAT WERE REQUIRED TO GET THAT FIBER-OPTIC BOX BACK ONLINE. DURING THAT TIME, THE CITY ITSELF ACTUALLY LOST INTERNET FOR A DAY.

NUMBER 4, WHEN THE CONCRETE INSTALLATION BEGAN, IT BECAME QUICKLY APPARENT THAT TIMING WAS GOING TO BE A CHALLENGE.

AFTER THE THREE WEEK WINDOW, ONLY ABOUT A FOURTH OF THE BRIDGE HAD BEEN COMPLETED. WE KNOW THAT BECAUSE I WENT OUT WITH MY DRONE AND I TOOK PHOTOS MYSELF.

FOLLOWING THE CHANGE IN THE CITY MANAGER POSITION, THE COUNCIL MET IN EXECUTIVE SESSION WITH THE INTERIM CITY MANAGER TO DETERMINE OUR NEXT STEPS. THE URGENCY OF THE PROJECT COULD NOT BE UNDERSTATED AT THAT TIME. EVEN BEFORE THE MEETING, STAFF HAD ALREADY DONE AN INTERNAL ASSESSMENT, THEY HAD RECOGNIZED NOT ONLY THE IMPORTANCE OF THE PROJECT, BUT THEY RECOGNIZED THE NEED FOR OUTSIDE ENGINEERING TO ENSURE THAT THE PROJECT WAS PROPERLY AND FULLY ENGINEERED TO PROVIDE THE LONGEST, MOST DURABLE ROADWAY FOR RESIDENTS. TODAY, I AM EXTREMELY GRATEFUL FOR THE EXPEDITIOUS WORK THAT STAFF DID TO ENSURE THE ROADWAY WAS PRIORITIZED LIKE, IN MY OPINION, NO PROJECT HAS EVER BEEN PRIORITIZED IN ROWLETT HISTORY.

AND EVEN MORE REMARKABLE IS DESPITE THE CHALLENGES THAT PLAGUED THIS PROJECT, WE MANAGED TO GET TO A POINT WHERE WE ARE ESSENTIALLY READY TO REOPEN THE ROAD.

AND I BELIEVE IT MAY HAVE BEEN MENTIONED DURING THE PRESENTATION, WHAT IS THE ANTICIPATED REOPENING DATE?

AS YOU JUST HEARD, ALL CONSTRUCTION WORK WILL BE COMPLETED BY JUNE 25TH AND WE ARE GOING TO CELEBRATE.

THIS HAS BEEN A LONG AWAITED PROJECT AND THE RESIDENTS HAVE SHOWN A LOT OF PATIENCE THROUGH THE CONSTRUCTION PROJECT.

THAT IS PROBABLY THE BIGGEST UNDERSTATEMENT OF THE CENTURY.

UNDER THE CURRENT REGULATIONS, PERMITS INVOLVING THE REMOVAL OF MORE THAN THREE TREES REQUIRES BOTH A RECOMMENDATION FROM THE PLANNING AND ZONING COMMISSION AS WELL AS FINAL APPROVAL FROM CITY COUNCIL.

THE PROPOSED AMENDMENTS ARE INTENDED TO STREAMLINE THE REVIEW PROCESS WHILE MAINTAINING PUBLIC REVIEW FOR LARGER TREE REMOVAL PERMIT REQUESTS. THIS SLIDE COMPARES THE CURRENT REGULATIONS WITH THE PROPOSED AMENDMENTS.

UNDER THE EXISTING PROCESS, REMOVAL OF THREE TREES OR FEWER MAY BE APPROVED BY -- ADMINISTRATIVELY BY STAFF WHILE REQUESTS INVOLVING MORE THAN THREE TREES REQUIRE PLANNING AND ZONING RECOMMENDATION AS WELL AS CITY COUNCIL APPROVAL.

THE PROPOSED AMENDMENT WOULD RETAIN THE ADMINISTRATIVE APPROVAL FOR PERMITS INVOLVING THREE TREES OR FEWER AND THEN DESIGNATE THE PLANNING AND ZONING COMMISSION AS THE FINAL APPROVAL AUTHORITY FOR PERMITS INVOLVING THE APPROVAL OF MORE THAN THREE TREES. CITY COUNCIL WOULD CONTINUE TO SERVE AS THE APPROVAL AUTHORITY FOR TREE REMOVAL REQUESTS THAT REQUEST A MITIGATION FEE IN LIEU OF PLANTING THE REQUIRED REPLACEMENT TREES, AND THE INTENT IS TO REMOVE THE ADDITIONAL APPROVAL STEP WHILE MAINTAINING OVERSIGHT FOR THOSE LARGER REQUESTS. THE SECOND COMPONENT OF THIS AMENDMENT IS THE REPEAL OF ARTICLE TWO, SECTION 98 OF THE CODE OF ORDINANCES. THERE ARE DUPLICATE REGULATIONS ALREADY FOUND IN SECTION 77-504H THAT WE ARE RECOMMENDING TO AMEND IN THE ROWLETT DEVELOPMENT CODE.

AND REPEALING SECTION 98 WOULD ELIMINATE THE REDUNDANT REGULATIONS THAT ARE ESTABLISHED IN THE DEVELOPMENT CODE AND THE CITY'S SOLE REGULATORY AUTHORITY FROM TREE REMOVAL PERMITS THAT WOULD REMAIN. THE PROPOSED AMENDMENTS ARE EXPECTED TO STREAMLINE THE PERMIT REVIEW PROCESS, REDUCE UNNECESSARY PROCESSING TIMES, ELIMINATE THE DUPLICATE REGULATIONS FOUND AND REDUCE POTENTIAL FOR A CONFLICTING INTERPRETATION OF THE CITY'S CODE.

IMPORTANTLY, THE AMENDMENTS MAINTAIN DISCRETIONARY REVIEW FOR SIGNIFICANT TREE REMOVAL REQUESTS AND IMPROVE THE OVERALL ADMINISTRATIVE EFFICIENCY OF THESE TREE REMOVAL PERMIT REVIEWS. WITH ANY DEVELOPMENT, THERE IS GOING TO BE -- THERE'S LIKELY TO BE THE REMOVAL OF TREES. SOMETIMES IT IS IMPOSSIBLE ON EVERY TREE, PARTICULARLY ON A WOODED LOT.

OUR TREE PRESERVATION ORDINANCES ARE THERE FOR REASONS CACTUS TO PROVIDE PEOPLE AN OPPORTUNITY AND AN AVENUE AND THE WAY THAT THEY WOULD DEVELOP PROPERTY, LIKELY ALL OF US LIVE IN A HOME RESIDENCE OF SOME SORT THAT REQUIRED A TREE TO BE CUT DOWN IN ORDER FOR IT TO BE BUILT AND I THINK IT IS UNREASONABLE TO THINK THAT THERE ARE NO TREES IN ALL THE NEIGHBORHOODS AND SUBDIVISIONS THAT WE NOW LIVE IN.

SO THERE'S AN ORDINANCE THERE FOR THAT REASON WHICH ALLOWS FOR FUTURE DEVELOPMENT TO HAPPEN. I AM EXCITED TO APPROVE THIS ITEM TO MAKE OUR LIVES AND STAFF'S LIVES A LITTLE BIT EASIER, TO MAKE OUR DEVELOPERS AND RESIDENTS LIVES A LITTLE BIT EASIER, WITH RESPECT TO APPROVING THIS.
