[5A. Presentation to Kathy Freiheit for her years of service as Library Director.]

THERE IS A HUGE ADVANTAGE TONIGHT TO HAVING SUCH A BIG CROWD AND THAT IS WE ARE GOING TO BE ABLE TO GIVE AN INCREDIBLE SEND OFF AND HONOR. KATHY WHO HAS BEEN SUCH AN INVALUABLE ASSET TO OUR CITY AS OUR LIBRARY DIRECTOR FOR EIGHT PLUS YEARS F. WE COULD. OUR FIRST ITEM OF CONSIDERATION IS ITEM 5A WHICH IS PRESENTATION TO KATHY FOR HER YEARS OF SERVICE AS LIBRARY DIRECTOR AND OUR CITY MANAGER IS GOING TO

TAKE THAT. >> THEY ARE ALL HERE FOR YOU.

THIS IS PRETTY SPECIAL. KATHY, OUR ROWLETT LIBRARY SERVICES DIRECTOR IS RETIRING TOMORROW.

WE WANT TO HONOR HER TONIGHT FOR HER SERVICE TO THE CITIZENS OF ROWLETT. KATHY'S FIRST DAY ON THE JOB WAS AUGUST 8, 2011. WHEN SHE WAS HIRED I WAS DOING DOUBLE DUTY AS ASSISTANT CITY MANAGER AND INTERIM LIBRARIAN.

WHICH IS WHY WE CALL HER K2. I ALSO LIKE TO SAY SHE'S NOT YOUR TYPICAL LIBRARY DIRECTOR. SHE'S AFEARS ADD VODKAS FOR LIBRARY SERVICES AND TOUGH ENOUGH TO TELL THE CITY MANAGER THOUSAND COW TATE CABBAGE WHEN ASKING FOR RESOURCES.

KATHY AND HER STAFF HAVE SERVED THROUGH NUMEROUS SEVERE WEATHER THREATS. SUCH AS 2013 AND 2015.

THREW IT ALL KATHY AND HER TEAM PROVIDED SHELTER, COMPUTER ACCESS, INFORMATION, A LISTENING EAR AND THIRD PARTY RESOURCES TO OUR ENTIRE COMMUNITY. SHE ALSO WENT THROUGH FLOODS BUT HANDLED IT ALL WITH GRACE AND FINESSE JUST AS SHE DID WHEN SHE

[00:05:03]

ORCHESTRATED TWO RELOCATIONS OF THE LIBRARY PLUS THE DESIGN OF A NEW LIBRARY. I LIKE TO CALL HER THE DRIVING FORCE OF THE LIBRARY ACTION EXACTLY THE RIGHT PERSON TO HANDLE THESE TWO MONUMENTAL TASK OF MOVING THE LIBRARY.

CAN YOU IMAGINE MOVING 92,000 BOOKS, SHELVING, DESK, TABLES, CHAIRS, EMPLOYEES AND CUSTOMERS AFTER BEING IN THE SAME LOCATION FOR 18 YEARS? THAT'S A LOT OF STUFF FOLKS.

PLUS DURING THE 2015 MOVE IT RAINED ALMOST EVERY DAY.

BUT THE 2018 MOVE WAS NOT WITHOUT ITS CHALLENGES TOO.

THERE ARE A LOT OF OVERLAPPING AND MOVING PARTS AS THE CREWS STRUGGLED TO FINISH THE LIBRARY WHEN THE MOVE STARTED.

NOT TO MENTION THE TO PROGRESSIVE HEAT DURING THE RIBBON CUTTING. I THINK A LOT OF YOU LIKE THE NEW LIBRARY AND ITS LOCATION AS OVER 1500 PEOPLE VISITED THE VERY FIRST DAY. HERE ARE IS A FEW OF THE MANY ACCOMPLISHMENTS ACHIEVED BY KATHY AND HER AMAZING TEAM.

SHE'S ACREDITTED BY THE ARCHIVES COMMISSION AS A FULLY QUALIFIED MEMBER OF THE TEXAS LIBRARY SYSTEM, RECOGNIZED BY THE TEXAS LIBRARY MUNICIPAL LIBRARY DIRECTIVES ASSOCIATION FOR ACHIEVEMENT OF LIBRARY EXCELLENCE AWARD WHICH IS ONLY 51 LIBRARIES IN THE STATE OF TEXAS MAKING US ONE OF THE TOP TEN LIBRARIES OR TOP 10% LIBRARIES IN THE STATE.

TRANSITION FROM AN OLD AND FAILING SOFTWARE SYSTEM TO NEW AND IMPROVED INTEGRATED LIBRARY SYSTEM WITH ENHANCED FUNCTIONALITY AND IMPROVED ONLINE PUBLIC ACCESS AND CATALOG FOR LIBRARY USERS. EVERY MINUTE A RADIO FREQUENCY IDENTIFICATION SYSTEM BRINGING OPERATIONAL EFFICIENCIES TO STREAMLINE PROCESSES INCLUDING CUSTOMER CHECKOUT WHICH A LOT OF OUR CUSTOMERS APPRECIATE. DEVELOP OR IMPROVE LIBRARY PROGRAMS SUCH AS LOVE ON A LEASH WHICH IS READING THERAPY DOGS, CONVERSATIONAL ENGLISH AS A SECOND LANGUAGE CLASS, A NEW CURRICULUM FOR GED CLASSES, ONE ON ONE TECHNOLOGY ASSISTANCE AND STEM WHICH IS TECHNOLOGY ENGINEERING AND MATH FOCUSED ON SCHOOL AGE ACTIVITIES. SHE COLLABORATED WITH THE LIBRARY BOARD IN DELIVERING AN UPDATED LIBRARY STRATEGIC PLAN AND PRESENTING A REVISED MANUAL FOR COUNCIL CONSIDERATION APPROVAL TONIGHT ACTUALLY. KATHY'S WORK WITH CITIZEN BOARD MEMBERS HAVE CONTRIBUTED GREATLY TO A QUALITY OF LIFE IN ROWLETT.

SHE SERVED ON OUR LIBRARY VISIONING TASK FORCE WHICH WAS A COMMITTEE OF KEY STAKEHOLDERS, COUNCIL REPRESENTATIVES AND CITY STAFF WHO RESERGED 21ST CENTURY TRENDS, MADE SITE VISITS AND WORKED WITH ARCHITECT TO IDENTIFY SERVICE AND MAKE RECOMMENDATIONS FOR INTERIOR DESIGN FOR THE LIBRARY FACILITY.

THE APRIL 2015 HAPPY TRAILS EVENT BID FAREWELL TO THE 3900 STREET FACILITY. OCTOBER 2018 GRAND REOPENING EVENT WAS SHOW CASED MANY OF THE RESOURCES AND SERVICES AVAILABLE AT 300 MAINSTREET. SHE ALSO SERVED AS STAFF LIASON FOR THE FRIENDS OF THE LIBRARY. LIBRARY ADVISORY BOARD AND ARTS AND HUMANITIES COMMISSION CONNECTING WITH NUMEROUS CITIZENS OVER THE YEARS. HER KINDNESS, WISDOM AND DEDICATION WILL BE GREATLY MISSED BY THE BOARDS, HER STAFF , THE CITIZENS AND ME. I KNOW HER STAFF WILL MISS HER TOO, ESPECIALLY HER THREE RIGHT-HAND PEOPLE.

KATHY, IT'S BEEN A PRIVILEGE TO SERVE WITH YOU AND I KNOW THE EXECUTIVE TEAM AND CITY COUNCIL FEELS THE SAME WAY.

THANK YOU FOR MAKING A DIFFERENCE IN THE LIVES OF THE ROWLETT COMMUNITY. CONGRATULATIONS ON YOUR RETIREMENT AND GOD SPEED FOR THE FUTURE.

[00:10:06]

FORMAL PRESENTATION, PLAQUE AND THEN WE'VE BEEN REQUESTED BY ARTS AN HUMANITIES COMMISSION TO MAKE A STATEMENT.

>> FIRST OFF KATHY DID NOT WANT A BUNCH OF FANFARE TO SEE HER OFF. BRIAN SAID A PRESENTATION AT THE COUNCIL MEETING WAS NONNEGOTIABLE.

I'M GLAD WE CAN SHARE THIS WITH THE CITY COUNCIL BEING HERE, YOUR EMPLOYEES, ARTS AND HUMANITIES COMMISSION AND ALL THESE CITIZENS. THE GREAT THING IS BRIAN SAID SHE RETIRES TOMORROW OFFICIALLY. THE MEETING IS GOING TO BE SO LONG YOU WON'T HAVE TO GO HOME TONIGHT.

YOU CAN JUST STAY HERE. I DO WANT TO READ THIS PLAQUE.

KATHY DIRECTOR OF LIBRARY SERVICES YOU HAVE BEEN THE DRIVING FORCE OF THE ROWLETT LIBRARY ALONG WITH SUCCESSFULLY COORDINATING TWO LIBRARY MOVES. WE WISH YOU EVERY HAPPINESS IN RETIREMENT. THANK YOU FOR YOUR NINE YEARS DEDICATED SERVICE TO THE CITIZENS OF ROWLETT.

THANK YOU KATHY.

. >> MY NAME IS JEFF AND I SERVE ON THE ARTS AND HUMANITIES COMMISSION.

THANK YOU FOR BEING HERE. I'M SURE THERE IS ANOTHER REASON YOU ARE HERE. I'M SO GLAD WE CAN ALL BE HERE TO SEE KATHY OFF THIS EVENING. I CAN'T OVERSTATE HOW MUCH KATHY HAS OVERDONE FOR THE ARTS AND HUMANITIES COMMISSION.

HER FEARSNESS ABOUT ACCOMPLISHING THINGS IS JUST BEYOND WORDS. FROM OUR CONTEST TO OUR COMPETITION TO EVERYTHING WE ACCOMPLISHED, THE DISPLAYS OF ART IN OUR COMMUNITY, KATHY IS THE LUNCH PIN THAT MAKES THAT HAPPEN. WE HAVE A BOARD OF NINE PEOPLE AND SHE LOCALS US TOGETHER BETWEEN US AND ALL THE CITY DEPARTMENTS THAT HAVE TO WORK TOGETHER TO MAKE THOSE THINGS BECOME A REALITY. WE ARE SO BLESSED TO HAVE HAD HER PATIENCE IN DEALING WITH ALL OF OUR MANY QUESTIONS AND MANY SUGGESTION AND THINGS WE'VE ENCOURAGED HER THAT WE CAN DO.

TO SAY WE'LL MISHER DOESN'T EVEN BEGIN TO SCRATCH THE SURFACE.

THANK YOU KATHY FOR YOUR MANY YEARS.

WE APPRECIATE IT.

ONE LAST THING. MAY I ASK ALL THE BOARD MEMBERS THAT ARE HERE TONIGHT THAT KATHY HAS WORKED WITH TO COME UP AND FRONT ASK DENISE TO TAKE A PICTURE.

COME ON UP GUYS. >> KATHY ON BEHALF OF THE CITY COUNCIL, THANK YOU SO MUCH FOR YOUR SERVICE AND THANK YOU TO ALL OF YOUR STAFF. THEY HAVE BEEN SO INTRICAL IN ALL OF YOUR SUCCESSES. WE KNOW THAT THEY WILL CONTINUE YOUR MISSION AND WE HOPE THAT YOU HAVE A WONDERFUL RETIREMENT.

TOUCH BASE ONCE IN A WHILE. SEND THOSE PICTURES OF THOSE GRANDKIDS. WE'LL COMPETE CUTENESS.

>> THANK YOU FOR ALL YOUR SUPPORT.

>> ANYBODY ELSE WANT TO SAY ANYTHING?

>> I HAVE JUST BEEN INFORMED IF ANYBODY WANTS TO GO SIT DOWN, YOU MIGHT GET A SEAT AND YOU CAN WATCH THIS ON TV ALSO.

IF YOU ARE REQUESTED TO SPEAK TONIGHT AND YOU ARE IN THE OTHER ROOM, YOU'LL HEAR YOUR NAME AND CAN COME RUNNING F. YOU WANT TO GO NEXT DOOR, THAT'S FINE. THERE ARE A FEW SEATS OVER

[5B. State of the City Address.]

THERE. THE NEXT ITEM IS ITEM 5B WHICH IS OUR STATE OF THE CITY ADDRESS.

EVERY YEAR ONE OF THE REQUIREMENTS OF THE MAYOR IS TO PRESENT THE STATE OF THE CITY. AND I HAVE NEVER SEEN A CROWD THIS BIG THAT HAS BEEN ABLE TO SEE THE STATE OF THE CITY ON THE NIGHT WE RELEASE IT. I'M EXCITED ABOUT THAT.

[00:15:01]

IT'S ABOUT 20 MINUTES. SIT BACK, OR LEAN AGAINST THE WALL AND WE ARE GOING TO SHOW THIS BEFORE WE DO ANY OTHER ITEMS ON THE AGENDA. COUNCIL, FEEL FREE GO TO THE FRONT SEATS. IT'S HARD TO WATCH THIS ON OUR MONITORS. WE'RE GOING TO COME JOIN YOU.

IF THERE IS SOMEBODY THAT WANTS TO SIT DOWN BESIDE US, FEEL FREE

DO THAT. >> IT'S AN EXCITING TIME TO BE PART OF THE ROWLETT COMMUNITY. WE HAVE SUCH AN EXCEPTIONAL CITY, A BEAUTIFUL PLACE. AN EVEN BRIGHTER FUTURE, A PLACE

WE CALL HOME. >> HELLO.

MY NAME IS TAMMY. MAYOR FOR THE CITY OF ROWLETT.

OUR POPULATION IN THE STATE OF TEXAS IS GROWING BY OVER 1,000 PEOPLE A DAY AND OUR CITY IS CERTAINLY EXPERIENCING PHENOMENAL GROWTH AND DEVELOPMENT.

AS A RESULT 2018 WAS ANOTHER VERY BUSY YEAR WITH HIGH QUALITY PROJECTS SPRINGING UP ALL ACROSS THE STAY.

OVER 20% OF THE LAND DEVELOPED AND MEMBERS ARE CAPITALIZING ON OUR REGIONAL GROWTH AND OUR STRANGE ENVIRONMENT.

IN FACT, YOU ROWLETT WAS NAMED -- THE INCREASED RESOURCES WHICH BECOMES A STRAIN ON INFRASTRUCTURE, PUBLIC SAFETY AND CITY SERVICES. YOUR LOCAL TAX DOLLARS PROVIDE EXTENSIVE SERVICES SLUG INFRASTRUCTURE IMPROVEMENTS AND MAINTENANCE, PUBLIC WORKS, PARKS AND THE LIBRARY.

WE ARE ABLE TO MEET INCREASING BUDGET NEEDS WITHOUT RAISING THE TAX RATE LARGELY DUE TO THE INCREASE IN PROPERTY EVALUATIONS AND E AS WELL AS THE 2015 AND 2018 BOND PROGRAMS. AS A RESULT OF THESE BOND PROGRAMS WE ARE INVESTING OVER $32 MILLION IN OUR NEIGHBORHOODS.

RECONSTRUCTION OF STREETS, ALLIES AND DRAINAGE SYSTEMS.

>> BEFORE THIS STREET, WE HAD JUST A STREET WITH NO CURBS AND WHEN IT RAINED THE WATER WOULD COLLECT AND LOOKED LIKE -- YOU'D SEE PEOPLE WALKING UP AND DOWN THE STREET.

WE HAD THE LITTLE LIBRARY. THAT'S THE NEIGHBORHOOD GATHERING SPOT. BEFORE WE WOULD NOT EVEN ATTEMPT

ANYTHING LIKE THIS. >> IN ADDITION TO IMPROVING OUR NEIGHBORHOODS, WE ARE INVESTING OVER $27 MILLION TO RECONSTRUCT AND IMPROVE OUR MAJOR ROADWAYS. TO IMPLEMENT TRAFFIC MANAGEMENT SYSTEMS TO IMPROVE FLOW OF TRAFFIC.

OUR RESIDENTS DEMAND AND DESERVE A SAFE COMMUNITY.

WE ARE VERY FORTUNATE TO BE SERVED BY OUR TOP NOTCH MEN AND ANYMORE OUR POLICE AND FIRE DEPARTMENTS WHO CONSISTENTLY PROVIDE EXCEPTIONAL SERVICES TO OUR GROWING COMMUNITY.

TO MEET THE NEEDS OF OUR FIRE DEPARTMENT, CONSTRUCTION IS NOW UNDER WAY ON A PUBLIC SAFETY TRAINING CENTER AND WE ARE DESIGNING FOR A NEW FIRE STATION NUMBER TWO.

OUR UP COMING 2020 BUDGET INCLUDES THE ADDITION OF EIGHT POLICE OFFICERS AND ONE DISPATCH TORE ADDRESS INCREASING RESPONSE TIME ON PRIORITY ONE CALLS ON MOST CRITICAL LAND.

TO A INNOVATIVE TEAM ROWLETT PARKS AND RECREATION DEPARTMENT ENRICH'S OUR CITY. CITY PARKS ARE CRUCIAL TO THE HEALTH AND DEVELOPMENT OF OUR CITY AND WELL BEING OF ALL OF OUR RESIDENTS WHICH IS WHY WE INVESTED OVER $12 MILLION IN CAPITAL IMPROVEMENTS ACROSS OUR ENTIRE TOWN.

>> SIX DAYS A WEEK WE WALK THIS TRACK.

MY WIFE AND I TRY TO STAY ACTIVE AS MUCH AS POSSIBLE.

BY COMING UP HERE AND WHAT THEY OFFER US, IT HELPS US.

[00:20:05]

>> THIS IMPORTANT RECREATIONAL ASSET FOR OUR COMMUNITY WAS OF

UTMOST IMPORTANCE. >> WE ARE EXCITED ABOUT THE CHANGES TO THE GOLF COURSE. IT WILL SET THE FOUNDATION TO CREATE AN ENVIRONMENT FOR THE GOLFERS TO REALLY JOIN GOLF COURSES.

. >> SPECIAL EVENTS CONTINUE TO SHINE IN OUR CITY. THE ROWLETT PARKS AND RECREATION DEPARTMENT IS DEDICATED TO PROVIDING QUALITY EVENTS AND FESTIVALS SO THE ENTIRE FAMILY WILL LOOK FORWARD TO AND THING EACH YEAR. ONE OF THESE EVENTS IS DIVERSE CITY WAY. AN EVENT TO PROMOTE AN INCLUSIVE

COMMUNITY. >> IT'S A SUCCESS THIS YEAR.

WE HAD OUR HIGHEST ATTENDANCE.

>> ENCOURAGES PARENTS TO READ 1,000 BOOKS BEFORE THEY HEAD TO

KINDERGARTEN. >> THEY HAVE TO LEARN HOW THE SPEAK.

AS YOU CAN SEE THE STUDENT CAME TO THE LIBRARY TO LEARN ENGLISH.

>> WE ARE EXCITED TO REPORT THAT THE CITY WAS ABLE TO LOWER OUR WATER RATES FOR THE UP COMING YEAR.

THIS WAS POSSIBLE BY UTILIZING AN APPROACH TO CAPITAL INVESTMENT OVER TIME. IT PROVIDES A DIRECT BENEFIT TODAY'S CUSTOMERS RESULTING IN A $5.50 REDUCTION IN THE MONTHLY WATER RATE. SECOND IT ALLOWS FUTURE CUSTOMERS TO HELP PAY FOR THE COST OF THE SYSTEM OVER TIME.

THIS APPROACH IS EXPECTED TO KEEP FUTURE INCOLLIES MORE MODEST. IN 20129 THE CITY ADDED BUSINESSES. SAW COMMERCIAL PROJECTS INCLUDING THE OPENING OF A 70,000 SQUARE FOOT EXPANSION OF THE MEDICAL CENTER. AND THE CREATION OF OVER 200 NEW JOBS. ANOTHER $1 MILLION IN PLANNED DEVELOPMENT AND PRIVATE INVESTMENT IS UNDER WAY.

A MAJOR ACCOMPLISHMENT THIS PAST YEAR IS SECURING A NEW DEVELOPER FOR SAPPHIRE BAY. A 117-ACRE $1 BILLION MIXED USE WATER FRONT DEVELOPMENT UNLIKE ANY OTHER IN THE COUNTRY.

I PERSONALLY WOULD LIKE TO THANK OUR RESIDENTS.

YOUR PASSION AND COMMITMENT PROVIDED THE NECESSARY GUIDANCE TO OUR COUNCIL AND STAFF WHICH WILL ALLOW OUR DECISION TO COME

TO LIFE. >> ORIGINAL GRASSROOTS THAT'S RIGHT SPRANG OUT OF ALL THE NEGATIVE PUBLICITY BEING DISTRIBUTED BY THE DEVELOPER TOWARD THE CITY AND CITY'S

LEADERSHIP. >> WE DISTRIBUTED AND HAD 500 SUPPORTERS ON FACEBOOK. WE WERE HAPPY WE WERE ABLE TO

[00:25:05]

GAIN MUCH SUPPORT IN THE COMMUNITY.

I FEEL LIKE WE'VE KEPT THE LAGOON AND SHELL FOUNTAIN.

I FEEL LIKE SLAG IS A NICE TOUCH.

I'M EXCITED ABOUT SAPPHIRE BAY AND LOOKING FORWARD TO THE BENEFIT IT WILL BRING THE CITY OF ROWLETT.

>> GROUNDBREAKING CEREMONY WAS JUST THE START OF THINGS TO COME. THE VILLAIN OF ROWLETT DOWNTOWN HAS GROWN. THIS AREA WAS ONCE LOCATED ON THE HISTORIC BANK HEAD HIGHWAY. THE CITY OF ROWLETT SET OUT THE MAINTAIN AN ORGANIC FEEL TO THE DOWNTOWN CREATING AN URBAN ENVIRONMENT. IS PROVIDING DIFFERENT AND UNIQUE CHOICES FOR DINING AND SHOPPING.

>> THE PRESIDENT OF THE ROWLETT DOWNTOWN ASSOCIATION, WE ARE SO EXCITED TO SEE ALL THE ACTIVITY COMING TO DOWNTOWN.

THEY HAVE A GREAT VISION HERE. WE'LL BRING MORE AND MORE BUSINESS DOWN HERE. IT'S EXCITING TO SEE THE NEW BUSINESS OPENINGS HERE. WE HAVE SO MUCH MORE POTENTIAL

IN DOWNTOWN AS WELL. >> MANY OPPORTUNITIES EXIST FOR ROWLETT. THE NORTH SHORE COMMERCIAL DISTRICT. WITH 13 3: HUNDRED AVAILABLE ACRES PRIME FOR COMMERCIAL DEVELOPMENT, THE NORTH SHORE PROVIDE A ONE OF A KIND OPPORTUNITY BRING MORE BUSINESSES FOR QUALITY JOBS AND DIVERSE FEW THE LOCAL ECONOMY.

WE VALUE OUR RESIDENTS AND CREATE WAYS TO CELEBRATE, ASSIST AND CREATE UNIQUE OPPORTUNITIES. THE CITY PROVIDES SEVERAL WAYS FOR SIDES TO LEARN ABOUT THE ROLES AND FUNCTIONS OF MUNICIPAL GOVERNMENT IN INTERACTIVE PROGRAMS.

ANYWAY DECISION MAKING PROCESS. >> I THINK VOLUNTEERING FOR ONE OF THE CITY BOARDS, YOU GET A CHANCE TO PUT INPUT ON SOME OF THE THINGS YOU MIGHT FIND OTHER PEOPLE NEED TO THINK ABOUT.

JUST WORKING WITH OTHER PEOPLE, GETTING TO KNOW THEM.

I HAVE NEW FRIENDS BECAUSE OF BEING INVOLVED WITH THE BOARD I.

STRONGLY RECOMMENDTA PEOPLE VOLUNTEER I. ALOT OF TIMES YOU DON'T KNOW WHAT IS GOING ON UNTIL YOU GET INVOLVED WITH SOMETHING AND GIVES YOU A CHANCE TO MAKE A FEW THINGS A LITTLE

BETTER. >> QUESTION WWE LOVE TO HIGHLIGHT SID WHO IS GO ABOVE AND BEYOND IN OUR COMMUNITY.

EVERY MONTH SPIRIT OF ROWLETT AWARD RECOGNIZES A CITIZEN THAT POSITIVELY IMPACTS EVERY DAY LIFE IN OUR COMMUNITY.

TO THOSE MEMBERS OF OUR COMMUNITY WHO HAVE DEDICATED THEIR TIME AND SERVICE TO OUR NATION WE INSTITUTED THE RECOGNITION PROGRAM. WE ARE SO HONORED TO CELEBRATE A LOCAL VETERAN AT OUR CITY COUNCIL MEETINGS.

SINCE 2019 THE VETERANS RESOURCE OUTREACH CENTER HAS SERVED AS A NEW BASE OF OPERATIONS FOR PROGRAMS AND REFERRAL SERVICES FOR THE VETERAN COMMUNITY. OPERATED AS PART OF THE LIFE MESSAGE, IS COMMITTED TO BRINGING SOLUTIONS TO THOSE WHO

HAVE SERVED OUR GREAT NATION. >> WE HAVE OVER 1300 VETERANS WALK THROUGH THE DOOR HERE. THE NUMBER OF VETERANS THAT NEEDED HELP, WE'VE BEEN ABLE TO HELP NOT ONLY FEEDING AND CLOTHING AND HELPING IN THOSE AREAS BUT AT THE VETERAN CENTER WE'VE BEEN ABLE TO HELP WITH JOBS, HELP THEM WITH THEIR CLAIMS AND BENEFITS THROUGH VA. MENTAL HEALTH IS A BIG COMPONENT OF WHAT WE DO HERE OFFERING CLASSES AND INFORMATION.

>> WE HAVE MANY THINGS TO CELEBRATE IN OUR CITY.

THE FUTURE HOLDS CHALLENGES NOT ONLY FOR ROWLETT BUT THE ENTIRE NORTH TEXAS REGION. BUSINESS AND LIVING ENVIRONMENT AND EXTRAORDINARY INFLUX OF NEW COMPANY HEAD QUARTER 76ERS CAUSING PEOPLE TO MOVE TO TEXAS IN DROVES WHICH STRAINS REGIONAL

[00:30:06]

RESOURCES INCLUDING INFRASTRUCTURE, WATER SUPPLIES, TRANSPORTATION AND SCHOOL SYSTEMS. RESIDENTS ACROSS NORTH TEXAS ARE CONCERNED THESE CHANGES ARE NEGATIVELY IMPACTING THE QUALITY OF LIFE.

IT IS IMPERATIVE CITIES MANAGE THIS GROWTH EFFECTIVELY.

WE HAVE RECENTLY DEVELOPED A NEW STRATEGIC PLAN AND UPDATED OUR COMPREHENSIVE PLAN WITH SIGNIFICANT PUBLIC INPUT AND ENGAGEMENT. THESE PROVIDE GUIDANCE TO OUR DECISION MAKERS, STAFF, PROPERTY OWNERS AND DEVELOPERS TO UNDERSTAND AND FOLLOW HOW THE COMMUNITY SHOULD LOOK IN THE COMING DECADES. 2019 WAS A YEAR AS OUR STATE REPRESENTATIVES PASSED LEGISLATION THAT AFFECTED THE CITY ANSWERED COUNTIES. THE PAIN WILL BE FELT IN ROWLETT IN THE COMING YEARS EPIFULLY REGARDS TO MAINTAINING PUBLIC SAFETY RESOURCES AND INFRASTRUCTURE NEEDS FOR OUR GROWING REGION. THE CAP ON WHICH CITIES CAN RAISE PROPERTY TAXES. REGULATE BUILDING STANDARDS ALL IN NEGATIVELY IMPACT. TO INCREASE AT THE STATE LEVEL.

WE BELIEVE OUR RESIDENTS KNOW WHAT IS BEST FOR OUR COMMUNITY AND WITH LOCAL DECISION MAKING IS DESIRABLE AS THOSE CLOSEST TO THE RESIDENTS SERVE OUR COMMUNITIES.

WE'LL CONTINUE OUR FIGHT FOR LOCAL DECISION MAKING AND ARE HOPEFUL THAT SOME OF THIS DAMAGE CAN BE MITIGATED IN THE NEXT LEGISLATIVE SESSION. MANY OF OUR FACILITIES ARE IN POOR CONDITIONS OR INADEQUATE TO SERVE THE NEEDS OF OUR GROWING COMMUNITY. WE ARE CURRENTLY UNDER TAKING EXTENSIVE FACILITY NEEDS ASSESSMENT SO WE CAN ASSURE THAT FACILITY DECISIONS MADE OVER THE COMING YEARS WILL NOT ONLY SERVE OUR COMMUNITY NOW BUT WILL ALSO SATISFY OUR NEEDS.

THE 2015 AND 2018 BOND PROGRAMS PROVIDE RESOURCES TO ENABLE IMPORTANT INFRASTRUCTURE, PUBLIC SAFETY AND RECREATIONAL IM.

PROS WHICH HAVE ENHANCED OUR QUALITY OF LIFE.

WE ANTICIPATE FUTURE BOND PROGRAMS AS LONG AS THE ECONOMY REMAINS STRONG AND OUR BUDGET HAS SUFFICIENT FUNDING.

TEXAS HAS EXPERIENCED RAPID GROWTH SINCE THE LAST CENSUS IN 2010 WHICH REFLECTS THE STRENGTH OF OUR GREAT STATE.

IF OUR COMMUNITIES ARE FULLY COUNTED IN THE 2020 CENSUS TEXAS COULD GAIN UP TO THREE ADDITIONAL SEATS IN CONGRESS.

ALSO FUNDING FOR POPULATION BASED PROGRAMS THAT OUR COMMUNITIES NEED. AN UNDERCOUNT OF TEXAS' POPULATION BY 1% COULD RESULT IN A $300 MILLION LOSS PER YEAR IN FEDERAL FUNDING. PLEASE MAKE SURE TO PARTICIPATE IN THE 2020 CENSUS. WITH SO MUCH HAPPENING IN ROWLETT, COMMUNICATIONS WITH OUR CITIZENS IS CRITICAL.

THE CITY OF ROWLETT HAS MADE GOVERNMENT TRANSPARENCY ONE OF ITS PRIORITIES. MOST OF US USE MOBILE DEVIATIONS TO GET INFORMATION. [6. CITIZENS’ INPUT]

THIS IS THE SECTION OF OUR MEETING WHERE CITIZENS CAN TALK ON ANY TOPIC THEY WANT TO ADDRESS UP TO THREE MINUTES TO ADDRESS COUNCIL. WE ARE NOT ABLE TO RESPOND TO THE ITEMS BECAUSE THEY ARE NOT SPECIFIED ON THE AGENDA.

I HAVE THREE CARDS FOR CITIZEN INPUT.

AND I'M FIRST GOING TO CALL STANLEY POLL LARD TO THE MIC.

YOU HAVE UP TO THREE MINUTES. IF YOU WOULD JUST TALK ABOUT THE CITIZEN INPUT ONE. AND ITEM 8E WE'LL COME BACK TO

IF THAT'S OK WITH YOU. >> PLEASE STATE YOUR NAME AND

ADDRESS. >> STANLEY POLL LARD, 3110 SYCAMORE STREET IN ROWLETT. FIRST REMARKS I WANTED TO MAKE.

AS YOU KNOW I'M VERY INVOLVED IN THE FRIENDS OF THE ROWLETT PUBLIC LIBRARY. IT'S BEEN A PLEASURE TO WORK WITH KATHY OVER THESE YEARS THAT SHE'S BEEN HERE.

AND I WAS ALSO FORTUNATE TO BE ON THE LIBRARY TASK FORCE AND A VISIONING TASK FORCE. IT WAS A PLEASURE TO WORK WITH HER ON THAT. I WANT TO URGE THE COUNCIL IF THEY ARE LOOKING FOR A LIBRARIAN, IT WOULD BE NICE IF THEY LOOK FOR SOMEBODY WITHIN THE DEPARTMENT AND I SUGGEST THAT THAT MIGHT BE SOMETHING THAT YOU DO.

IN REGARD TO MY OTHER REMARKS ON THE PAPER THERE, I WON'T BELABOR THAT BECAUSE OF 8E AND 80 REFRAIN FROM MOST OF THAT EXCEPT FOR THIS. BECAUSE THE THREE MINUTE RULE IT'S HARD TO GET A LOT OF THINGS IN.

>> WE'RE GOING TO HAVE A TWO MINUTE RULE ON 8E SO BE WARNED.

>> I THINK YOU NEED TO REMEMBER IF YOU PUT A MUNICIPAL COMPLEX DOWN IN THE PARK AND WITH WHAT IS ON THE 8E, YOU'VE GOT A HIGH SCHOOL THAT HAS A TREMENDOUS PARKING PROBLEM AND TRAFFIC PROBLEM. AS FAR AS I KNOW THERE IS NOTHING IN THAT TO LOOK AT THE INFRASTRUCTURE OF THE STREETS THERE. WITH THAT I'LL LEAVE IT THERE

OUT OF RESPECT TO THE MAYOR. >> THANK YOU.

I HAVE ONE OTHER CITIZEN INPUT CARD FROM MR. JOHN SHOEMAKER.

GOOD EVENING. YOU HAVE UP TO THREE MINUTES.

>> MY NAME IS JOHN SHOEMAKER. MY ADDRESS IS 3101 WILLIAMS WAY HERE IN ROWLETT. I GAVE A COPY FOR COUNCIL MEMBERS THERE AND I DON'T KNOW WHO ALL I'M SPEAKING ON BEHALF OF. I DON'T KNOW WHO ELSE IS IN THE% SITUATION I'M IN. ASSUME THERE ARE A LOT OF PEOPLE IN ROWLETT. IF YOU'LL NOTICE ON THERE AND I CIRCLED THEM IN RED. AND THEN STORM WASTE MANAGEMENT

[00:45:02]

AND THEN IRRIGATION. I'VE LIVED IN ROWLETT FOR 35 YEARS. AND WHEN MY HOUSE WAS BUILT, THE BUILDER PUT IN TWO SEPARATE METERS.

ONE FOR THE HOUSE AND ONE FOR THE IRRIGATION SYSTEM.

I DON'T KNOW WHY BUT HE DID. I GUESS THAT'S WHAT THEY DO.

I DON'T KNOW. BUT I'VE GOT TWO WATER METERS, ONE FOR THE HOUSE AND ONE FOR THE IRRIGATION SYSTEM.

IF YOU'LL NOTICE ON HERE I GET CHARGED $45 AND 46 CENTS A MONTH JUST FOR HAVING THAT WATER METER.

THAT'S NOT FOR WATER. THAT'S JUST FOR HAVING THAT METER. IF YOU TAKE $45 AND 46 A MONTH AND PUT THAT OVER 35 YEARS THAT'S OVER $19,000.

SO THAT WOULD BE IF THAT'S WHAT THE WAY IT'S BEEN.

I DON'T KNOW HOW IT WAS DONE. WAY BACK WE USED TO GET ONE WATER BILL. THEN THEY MERGED THEM AND NOW IT'S ALL IN ONE. SO I DON'T KNOW.

IT SHOWS HOW MUCH WATER YOU USE AND THE IRRIGATION AND THE HOUSE. I USED 100-GALLONS OF WATER IN THE IRRIGATION SYSTEM. I DON'T KNOW HOW I DID THAT.

I MUST HAVE A LEAK MAYBE. I HOPE NOT BUT MAYBE.

I WANTED TO -- I THINK SOMETHING SHOULD BE DONE ABOUT THAT.

TO ME THAT IS OUTRAGEOUS TO HAVE TO ANYWAY MUCH MONEY EVERY MONTH JUST FOR THE PRIVILEGE OF HAVING A WATER METER, AN IRRIGATION

WATER METER. >> THANK YOU VERY MUCH.

I'M GOING TO ASK MR. MCILROY WHO IS OUR ASSISTANT CITY MANAGE TORE GET AHOLD OF YOU AND I'LL GIVE HIM YOUR CONTACT INFORMATION AND HE'LL ADDRESS IT WITH YOU.

THANK YOU FOR COMING. DOES ANYBODY ELSE WISH TO SPEAK DURING CITIZEN INPUT? NOT ANY ITEM ON THE AGENDA FOR INDIVIDUAL CONSIDERATION. DOES ANYBODY ELSE WISH TO SPEAK DURING CITIZEN INPUT? SEEING NONE WE'LL MOVE ON THE

[7. CONSENT AGENDA]

OUR CONSENT AGENDA. THIS IS A SERIES OF ITEMS WE CONSIDER IN ONE MOTION. COUNCIL ASKED FOR 7C TO BE REMOVED FOR INDIVIDUAL CONSIDERATION F. ANYBODY IN THE AUDIENCE WANTS ANY OTHER ITEMS MOVED FOR INDIVIDUAL CONSIDERATION PLEASE RAISE YOUR HAND AT THIS TIME.

SEEING NONE. >> READING 7A A.

READING 7B. READING 7D.

>> THANK YOU VERY MUCH. DO I HAVE A MOTION?

>> I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDA ITEMS AS

READ. >> SECOND.

>> MOTION AND SECOND. PLEASE CALL THE VOTE.

THAT IS ITEMS PASSED. THE NEXT SECTION WILL BE OUR

[8E. Conduct a public hearing and take action on a request by Mike Martinie, on behalf of DHI Communities, and Walter Guillaume, First Baptist Church of Rowlett, to rezone the subject property from General Office (O-2) District and Commercial/Retail Highway (C-3) District to Planned Development (PD) District for Commercial/Retail Highway (C-3) District uses and Form-Based Urban Village (FB-UV) District uses. The 28.93-acre site is located at the northeast corner of Main Street and President George Bush Turnpike, in the City of Rowlett, Dallas County, Texas.]

INDIVIDUAL CONSIDERATION. I'M GOING TO MOVE AT THE REQUEST OF PROBABLY MOST PEOPLE IN THIS ROOM.

I'M GOING TO MOVE ITEM 8E AS THE FIRST ITEM TO BE CONSIDERED AND THEN WE'LL AFTER THAT ITEM WE'LL MOVE ALONG WITH ITEM 8A AND THROUGH LIST INCLUDING ITEM 7C. YOU'VE ASKED TO BE RECUSED FROM THIS DISCUSSION. ARE YOU LEAVING? YOU CAN STAY. YOUR ATTORNEY TOLD TO YOU STAY.

JUST NOT VOTE. >> SHOULD HAVE HAD THIS

DISCUSSION BEFORE THIS. >> WE'RE GOING TO CONSIDER ITEM 8E FIRST. CONDUCT A PUBLIC HEARING AND TAKE ACTION ON A REQUEST. TO REZONE THE SUBJECT PROPERTY FROM GENERAL OFFICE AND COMMERCIAL RETAIL HIGHWAY C3 DISTRICT TO PLAN DEVELOPMENT PD DISTRICT FOR COMMERCIAL HIGHWAY C3 DISTRICT USES AND FORM BASED URBAN VILLAGE DISTRICT USES.

THE 39.3-ACRE SITE IS IN THE CITY OF ROWLETT DALLAS COUNTY TEXAS. WHO IS TAKING THIS ONE? STAFF WILL START. EVERYBODY STAY ON THEIR TOES BECAUSE I'M GOING TO MIX THINGS UP.

[00:50:25]

>> WHILE WE'RE WAITING FOR THEM TO PULL THAT UP, THIS WHOLE TOPIC EVERYBODY IN THIS ROOM I'M SURE FEELS VERY PASSIONATELY ONE WAY OR THE OTHER. I DO WANT TO MAKE SURE THAT WE HAVE PLENTY OF TIME AND ABILITY TO HEAR EVERYBODY THAT WANTS TO BE HEARD. SO PLEASE RESPECT EVERYBODY THAT IS SPEAKING. DON'T WANT TO HEAR A BUNCH OF THINGS WHEN SOMEBODY SAYS SOMETHING YOU DON'T LIKE.

IT'S HARD NOT TO DO THAT. I'M SURE EVERYBODY IN THIS ROOM FEELS PASSIONATELY ONE WAY OR THE OTHER OR YOU WOULD NOT BE

HERE. >> GOOD EVENING A.OLOGIES FOR THE DELAY. WE HAD A GLITCH BUT WE'VE SORTED THAT OUT. THANK YOU SO MUCH MAYOR, MEMBERS OF THE COUNCIL, BRIAN. THE REQUEST TONIGHT BEFORE YOU IS FOR ACTION ON A REZONING OF THE SUBJECT PROPERTY THAT IS REFLECTED ON THE SCREEN IN FRONT OF YOU FROM COMMERCIAL RETAIL C3 DISTRICT AND GENERAL OFFICE DISTRICT TO A PLANNED DEVELOPMENT DISTRICT FOR COMMERCIAL RETAIL USES, FORM BASE CODE FOR URBAN DISTRICT USES AND APPROVAL OF CONCEPTUAL SITES PLANS ASSOCIATED WITH THE PROPOSED REQUEST.

AS YOU CAN SEE THE EXISTING ZONING IS REFLECTED THAN JEAN IN FRONT OF YOU ON THE TWO IMAGES. THE IMAGE TO YOUR LEFT REQUESTS -- BEG YOUR PARDON ILLUSTRATES CURRENT ZONING ON THE PROPERTY. THE IMAGE TO THE RIGHT ILLUSTRATES THE OVERALL ZONING THAT IS PROPOSED ON THE SUBJECT PROPERTY. TO GIVE YOU AND THE VIEWING AUDIENCE ADDITIONAL INFORMATION RELATED TO THE SITES AND SURROUNDING LAND USE, AS YOU CAN SEE TO THE NORTH THERE IS A RAILROAD RIGHT OF WAY THAT HAS BOUNDS THE PROPERTY TO THE NORTH AND IT IS OWNED BY DART. BEYOND THAT WE HAVE RESIDENTIAL SINGLE FAMILY RESIDENTIAL DEVELOPMENT AND FURTHER NORTH WE HAVE RETAIL DEVELOPMENT. THERE IS A GREEN SPACE BETWEEN THE TWO SITES. AGAIN ACROSS THE STREET FROM MAINSTREET, YOU CAN SEE THERE IS THE HIGH SCHOOL AND RCC AND OF COURSE TO THE WEST WE HAVE URBAN VILLAGE USES, SOME RELIGIOUS INSTITUTIONS AND UNDEVELOPED PROPERTY.

THIS TOTAL AREA OF THE SUBJECT SITE IS APPROXIMATELY 2 ACRES.

IT IS UNDEVELOPED. IT IS IRREGULAR.

YOU CAN SEE ON THIS SITE AND I'LL TRY AND POINT IT OUT, ALONG HERE IS THE DART RAILROAD THAT I MENTIONED.

THIS IS THE RESIDENTIAL DEVELOPMENT.

THIS IS LAKE VIEW PARKWAY. 119 MAINSTREET.

AND THE SITE IS ALSO THERE IS A CUTOUT OF THIS SITE WHICH IS A SUBSTATION AND THERE IS SOME OVERHEAD EASE WHICH AS LONG HERE. THE SUBSTATION IS NOT PART OF THE SUBJECT SITE. THERE IS TREE CANOPY ALONG THE PROPERTY. THERE IS AN EXISTING DETENTION POND AS WELL. AND ANY DEVELOPMENT AT THIS TIME ON THE SUBJECT PROPERTY IS DICTATED BY THE TWO ZONING DISTRICTS THAT I JUST PREVIOUSLY MENTIONED.

WE CONDUCT AID COMPATIBILITY ANALYSIS ASSOCIATED WITH THIS SUBJECT PROPERTY. WHAT THAT MEANS IS LOOKING AT THE EXISTING LAND USE PATENT , THE CURRENT LAND USE, SURROUNDING ZONING AND WHAT WE DETERMINED IS THAT MAINSTREET HAS AN INSTITUTIONAL USE ALONG IT.

IT HAS THE HIGH SCHOOL AND OF COURSE WE DO HAVE LAKE RAY HUB BARD AND THERE IS NO ACCESS BEYOND THE THAT BY ROAD.

WE HAVE THE RCC. WE HAVE PECAN GROVE PARK AND WE DO HAVE SOME FISCAL CONSTRAINTS ON THE SUBJECT SITE WHICH IS RELATED TO THE DART RAILROAD TRACK AND THE SUBSTATION.

UPON REVIEW OF THIS REQUEST WE ALSO VISITED THE COMPREHENSIVE PLAN , THE COMP PLAN UPDATE TO DETERMINE WHAT THE FUTURE LAND USE PLAN DICTATES FOR THE SITE IN TERMS OF FORECASTING FOR FUTURE USES. IT DOES REFLECT MIXED USE DEVELOPMENT FOR THIS SUBJECT PROPERTY.

IN A NUTSHELL MIXED USE DEVELOPMENT IS THE VERTICAL AND HORIZONTAL INTEGRATION OF MIXED USE IN TERMS OF LAND USES.

WE TALK ABOUT MULTIFAMILY, RETAIL COMMERCIAL OFFICE.

THOSE ARE THE USES WE'RE TALKING ABOUT.

[00:55:01]

THE RDC DOES DEFINE THESE USES TO ENCOURAGE DEVELOPMENT AND REDEVELOPMENT. IN ESSENCE A COMPREHENSIVELY DESIGNED PACKAGE MASTER PLAN DEVELOPMENT.

ONE OF THE QUESTIONS THAT WE LOOK AT WHEN WE'RE ASSESSING THE ZONING CHANGE IS IS THIS USE INDEED A PROLIFERATION OF WHAT IS GOING ON IN THE PROPERTY. WHAT I WANTED TO POINT OUT IS THAT THE CONSIDERATIONS THAT WE HAVE BEFORE US, WE HAVE TWO TRACKS THAT ARE BEING PROPOSED. THE PURPOSE OF THIS ZONING IS TO ESTABLISH TWO ZONING DISTRICTS FOR THE 2-ACRE PARCEL.

TRACT ONE IS 17 OR 18 ACRES AND THIS IS WHAT I'M REFERRING TO AS TRACT ONE. AND TRACT TWO IS APPROXIMATELY 11 ACRES WHICH IS RIGHT HERE. SO THIS WOULD BE TRACT TWO AND THIS WOULD BE TRACT ONE. TRACT ONE, THE GOAL BASEND TO INFORMATION SUBMITTED BY THE APPLICANT IS TO DEVELOP A PHASE DEVELOPMENT FOR THE CHURCH CAMPUS.

AND TRACT TWO IS TO DEDICATE IT FOR MULTIFAMILY USE.

I'LL GO THROUGH SPECIFICS ASSOCIATED WITH THAT.

AS I MENTIONED THERE ARE TWO PHASES.

THE CHURCH COMPLEX IS A TWO PHASE DEVELOPMENT AND IT WOULD BE PDC3 ZONING. THE APPLICANT PRESENTED TO US THEIR CONCEPTUAL SITE PLAN ASSOCIATED WITH IT.

PHASE ONE WOULD HAVE 42,000 SQUARE FOOT BUILD WHICH CAN WOULD HAVE THE WORSHIP CENTER, LOBBY AREA AND EDUCATIONAL AREA AS WELL AND ACCOMMODATE FOR 183 PARKING SPACE.

TWO MONUMENT SITES PROPOSED ON THE PROPERTY.

ONE AT THE INTERSECTION OF MAIN AND ANOTHER SIGN HERE.

INGRESS AND EGRESS TO THE SITE IS PROPOSED OFF OF MAINSTREET.

PHASE TWO THAT YOU CAN SEE WHICH IS UNTIL THE DASHED LINES AND I WILL TRY AND POINT IT OUT. WE'RE REFERRING TO THIS AREA AS THE FUTURE DEVELOPMENT AND ACCOMMODATION OF FUTURE PARKING AREA AS WELL. BASED ON THE INFORMATION PROVIDED TO US, IT IS EXPANSION OF THE WORSHIP CENTER.

DINING AREA IS BEING INTRODUCED. THE EDUCATIONAL COMPONENT WILL BE ENHANCED THERE. IS A FUTURE AMPHITHEATRE PROPOSED AND OUTDOOR RECREATION FACILITIES SUCH AS VOLLEYBALL COURTS, OUTDOOR PLAY AREA AND PARKING NECESSARY TO ACCOMMODATE THE USES. THERE IS A POND ON THE SITE.

THE APPLICANT WILL BE UTILIZING THAT POND AS AN AMENITY FEATURE AND FOR ITS OTHER COMPONENTS ASSOCIATED WITH ITS SITE AS IT RELATES TO INFRASTRUCTURE. INGRESS AND ABREAST IS ALSO AVAILABLE OFF OF PGBT ROAD. TRACT TWO ON THE OTHER HAND IS THIS COMPONENT IS FOR AN URBAN VILLAGE DISTRICT TO ACCOMMODATE THE DEVELOPMENT OF A MULTIMAMMARY COMPLEX ON THE PROPERTIFUL THERE ARE APPROXIMATE MR.LY SIX THREE STORY BUILDING ON THE SITE. THESE ARE THE BUILD THAT IS ARE BEING REFERRED TO. AS YOU CAN SEE, THIS IS THE OVERHEAD EASEMENT I WAS REFERENCING EARLIER IN TIMES OF PHYSICAL CONSTRAINTS THERE. IS 160TPL OVERHEAD EASEMENT WHICH RENDERS THIS AREA AS PASSIVE OPEN SPACE.

THE APPLICANT IS PROPOSING NO MORE THAN 275 UNITS AND THE SPLIT FOR THE BEDROOM UNITS THEY HAVE ONE, TWO AND THREE BEDROOMS WHERE THERE WOULD BE 133 ONE BEDROOM AND 16 UNITS FOR THE THREE BEDROOM THERE. IS A LIVE WORK COMPONENT REFLECTED ALONG HERE BECAUSE THE APPLICANT IS PROPOSING TO EMANATE DISTRICT THEY ARE PROPOSING A MIXED USE COMPONENT.

THAT IS THE LIVE WORK CONCEPT HERE.

THAT OCCUPIES THE HALF OF THE FIRST FLOOR ALONG HERE.

THE CLUBHOUSE IS ALL LOCATED ALONG HERE.

AGAIN THE APPLICANT IS PROPOSING OPEN SPACE ALONG HERE.

POTENTIAL FOR A DOG PARK, PASSIVE OPEN SPACE ALONG HERE.

THERE IS AN EXISTING TREE LINE AND THE APPLICANT WILL BE INSTALLING ADDITIONAL TREES ALONG THE NORTHERN PORTION OF THE PROPERTY. I DID WANT TO ADDRESS LIVE WORK UNITS AND WHAT THE DEFINITION OF THOSE UNITS ARE.

AND BASICALLY THEY REQUIRE A SEPARATE ENTRY TO THE COMMERCIAL COMPONENT OF IT AND THE RESIDENTIAL COMPONENT TO ACCESS FROM A DIFFERENT ENTRY POINT ON THE SITE.

THE LEASING CLUBHOUSE AND AMENITY CENTER IS RIGHT HERE.

THIS AGAIN ARE THE LIVE WORK UNITS.

[01:00:03]

THERE ARE 94 SPACES THAT ARE TUCK UNDER AND 91 ON STREET ANGLE PARKING WITH AN ADDITIONAL 200 AND ACRE OF OPEN SPACE.

AGAIN THE LIVE WORK UNITS A'S MENTIONED.

DIMENSION SOME SITE CON TRAINS. I WANTED TO ENLARGE THIS FOR OUR AUDIENCE AND FOR YOURSELVES. I MENTIONED THE SUBSTATION.

IT'S ABOUT 12 OR 1300 SQUARE FOOT SUBSTATION THAT IS WEDGED BETWEEN THE PROPERTY AND THE OVERHEAD EASEMENT.

THE CANOPY COVERAGE THAT I MENTIONED TO YOU IS EXISTING BUT IN ORDER TO PROVIDE ADDITIONAL SCREENING MECHANISMS FROM THIS WELL ESTABLISHED RESIDENTIAL NEIGHBORHOOD , THE APPLICANT IS PROPOSING TO INSTALL AN ADDITIONAL TREE LINE AND SO THIS IS THE EXISTING TREE LINE AND THE APPLICANT WOULD PROPOSE AN ADDITIONAL TREE LINE. THIS IS THE DART RAILROAD RIGHT OF WAY. AT MATURITY THIS CANOPY COVER AND THE FOILAGE WOULD ADD AN ENHANCED SCREENING ADJACENT TO THE RESIDENTIAL AND COMMERCIAL USES TO THE NORTH.

I DID DISCUSS INGRESS AND EGRESS TO THE SUBJECT PROPERTY.

I DID ALSO WANT TO MENTION THAT THERE WOULD BE RIGHT OF WAY DEDICATION REQUIRED ALONG MAINSTREET.

IT WOULD BE 250 LINEAR FEET. IN ORDER TO PROVIDE A RIGHT TURN LANE ON TO PGBT. THERE WERE A FEW TRAFFIC CONSIDERATIONS THAT WANTED TO BRING TO THE FOREFRONT.

THE APPLICANT DID SUBMIT TWO TRAFFIC IMPACTABLE STUDIES TO U.

THE ONE FOR THE CHURCH CAMPUS, WHEN WE REVIEWED THIS WE UNDERSTOOD THAT EXISTING TRAFFIC IS CURRENTLY GENERATED BY THE HIGH SCHOOL AND THE COMMUNITY CENTER.

THERE ARE PEAK TRAFFIC HOURS FOR THE CHURCH AS WELL BUT THEY WILL OCCUR ON A SUNDAY WHEN BOTH THE SCHOOL AND COMMUNITY CENTER LIKELY WILL GENERATE LOW TRAFFIC VOLUMES AT THAT TIME.

AS FAR AS TRACT TWO IS CONCERNED , THE APPLICANT DID SUBMIT A TIA. AFTER REVIEWING THEM WE NEED TO MAKE SURE THE TWO REPORTS COME TOGETHER.

THE APPLICANT HAS SINCE MONDAY PROVIDED A REVISED UPDATED TRAFFIC IMPACT ANALYSIS FOR TO US REVIEW.

WE NEED TO SPEND SOME TIME ON IT.

BASED ON FIRST BLUSH REVIEW OF THAT ATE PEERS THAT THE A.M. AND P.M. PEAK HOURS WOULD NOT BE IN CONFLICT WITH THE USES.

AS WE DIVE INTO MORE CONVERSATION THAT WILL COME TO LIGHT. INFRASTRUCTURE THERE IS EXISTING WATER AND WASTE WATER INFRASTRUCTURE AVAILABLE TO ACCOMMODATE DEVELOPMENT. THE DEVELOPMENT WILL BE REQUIRED TO CONDUCT A CAPACITY ANALYSIS. THE CHURCH HAS AN EXISTING FOND THEY WILL USE FOR DETENTION AND THEY WILL USE THAT AS OPEN SPACE OR AMENITY FEATURE FOR THE SITE. THE DRAINAGE REPORT WE REVIEWED REVEALS THE CULVERTS HAVE SUFFICIENT EXCESS CAPACITY AS WELL. WE CONFERRED WITH THE COMPREHENSIVE PLAN. THE UPDATE AND IT WAS THROUGH THAT THAT OVER AN EIGHT YEAR PERIOD IT WAS DETERMINED THAT THERE ARE 420 UNITS DEVELOPED EACH YEAR AND THAT THERE ARE 389 UNITS APPROVED IN THE PIPELINE SINCE 2011 WHICH MEANS THAT BASED ON THE UPDATE OF 2019 THE AVERAGE NUMBER THAT CAN BE ABSASHED ANNUALLY IS 527 UNIT. THIS LEADS TO US BELIEVE THERE IS 107 UNITS OVER WHAT HAS BEEN DELIVERED TO DATE.

I WANTED TO BLING THAT TO EVERYBODY'S ATTENTION.

[01:05:01]

THOSE WERE ONE OF THE ELEMENTS WE WERE LOOKING AT.

AFTER ASSESSING THE PROPOSED ZONING CHANGE REQUEST, THE CHANGE IN ZONING FROM C3 COMMERCIAL HIGHWAY DISTRICT BASED ON THE FEEDBACK WE RECEIVED THERE, IS AEN OVERHEAD EASEMENT. THERE IS DART RAILROAD RESTRICTION. THERE IS THE SUBSTATION AND THE FACT IT IS AN IRREGULARLY SHAPED PARCEL THE PROPOSED PD IS APPROPRIATE. IT IS CONSISTENT THE FUTURE LAND USE DESIGNATION. AT THE DECEMBER 18 MEETING THE PLANNING AND ZONING COMMISSION DID WITH A FOURTH REVOTE RECOMMEND DENIAL OF THE REQUEST. THE APPLICANT IS PRESENT TO DO THEIR PRESENTATION BEFORE YOU AS WELL AND I WILL ATTEMPT TO ANSWER ANY QUESTIONS YOU MAY HAVE.

>> WHAT WAS THE DEVELOPMENT. I SAW SOME LANDSCAPING.

IS THERE A CONCRETE WALL OR BRICK WALL OR ANYTHING LIKE THAT

THAT IS SEPARATING? >> I BELIEVE THE SUBSTATION IS

ENCLOSED WITH A PERIMETER FENCE. >> OK.

>> CURRENTLY AND THEY WILL TAKE THE NECESSARY MEASURES IF THE REQUEST IS APPROVED TO MAKE SURE THAT THERE ARE NO THEY DO NOT

COMPROMISE THE SUBSTATION. >> THANK YOU.

>> THIS MIGHT BE A QUESTION FOR THE APPLICANT.

WERE ANY OTHER SITE DESIGN LAYOUTS LOOKED AT OR THIS WAS

THE ONLY SITE PLAN LOOKED AT? >> WELCOME.

PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD.

>> PHILLIP COLEMAN. FIRST OF ALL LET ME SAY THANK YOU VERY MUCH FOR HAVING US. WE ARE EXCITED TO BE HERE.

WE HAVE BEEN WORKING ON THIS, MYSELF PERSONALLY FOR THE PAST FIVE YEARS AND THREE MONTHS. SO WE ARE EXCITED TO BE HERE.

WE KNOW THAT NOT EVERYBODY IS EXCITED ABOUT ANY PROPOSAL IN OUR CITY THAT HAS TO DO WITH APARTMENTS.

WHAT I'M GOING TO TELL YOU IS THIS IS A UNIQUE OPPORTUNITY FOR YOU. I AM NOT A REAL ESTATE DEVELOPER. DO I NOT HAVE TRAINING A A LOT OF THIS STUFF. I AM BY CALLING AND VOCATION A MINISTER OF THE GOSPEL. THAT IS WHAT I DO.

WHENEVER I THINK ABOUT WHY I'M HERE, WHAT WE DO AS A CHURCH IS TRY TO CREATE A BETTER ENVIRONMENT, A BETTER ROWLETT FOR OUR COMMUNITY TO REACH OUR PEOPLE.

FIRST OF ALL THEN I URGE THAT SUPPLICATIONS, PRAYERS, INTERSESSIONS AND THANKSGIVINGS BE MADE FOR ALL PEOPLE, FOR KINGS AND ALL WHO ARE IN HIGH POSITIONS WE MAY LEAD A PEACEFUL AND QUIET LIFE, GODLY AND DIGNIFIED THIS EVERY WAY.

THIS IS GOOD AND PLEASING IN THE SIGHT OF GOOD OUR SAVIOR WHO DESIRES ALL PEOPLE TO BE SAVED AND COME TO THE KNOWLEDGE OF TRUTH. THIS THERE IS ONE GOD AND ONE MEDIATOR BETWEEN GOD AND MAN. THAT CHRIST JESUS WHO GAVE HIMSELF. WHICH IS THE TESTIMONY GIVEN AT THE PROPER TIME. I WAS APPOINTED A PREACHER OTHER. I'M NOT LYING A TEACHER OF THE FAITH AND TRUTH. WHEN WE COME BEFORE YOU AS A CHURCH WE WANT TO YOU UNDERSTAND OUR MOTIVATION IS THE GOSPEL.

I DON'T KNOW IF YOU ARE RELIGIOUS OR IDENTIFY WITH JESUS

[01:10:04]

CHRIST AS YOUR PERSONAL LORD AND SAVIOR OR NOT BUT WE DO.

THAT'S OUR MOTIVATION BEFORE US COMING HERE.

WE STARTED OUR MORNING AS A CHURCH PRAYING FOR EACH OF YOU BY NAME. IF YOU WOKE UP WITH A TWINNING IN OUR GUT AND COULDN'T TELL WHAT IT WAS.

IT WAS FIRST BAPTIST ROWLETT PRAYING SPECIFICALLY FOR YOU.

THIS WAS ONE OF THE MOST THANKLESS JOBS YOU V. YOU GET ALL THE GRIPES WITHOUT MANY THANK YOUS.

AS YOU THINK THROUGH THAT UNDERSTAND THAT THE VOCAL MINORITY WHO CHIRP THE LOUDEST ON FACEBOOK DOES NOT REPRESENT EVERYTHING IN OUR CITY. WHEN YOU LOOK AT THIS, I WANT TO SAY THANK YOU TO BRIAN FOR YOUR LEADERSHIP OF OUR CITY.

I GREW TO RESPECTED YOU DURING THE TORNADO CRISIS AND YOUR HANDLING OF OUR CITY. I GOT TO KNOW MANY OF THE LEADERSHIP OVER THE PAST FIVE YEARS.

WHO HAVE COME AND HELPED US COME ONE A PLAN WE THINK IS NOT JUST BENEFICIAL FOR OUR CHURCH BUT WE BELIEVE IS BENEFICIAL FOR OUR CITY AS WELL. I'D LIKE TO SAY THANK YOU TO TAMMY OUR MAYOR, CONGRATULATIONS, WE HAVE BEEN PRAYING FOR YOU SPECIFICALLY AS WE KNOW YOU HAVE HAD A TOUGH 2019 AND I'M SURE YOU ARE LOOKING FOR A FRESH START TO 2020. AS WE GO THROUGH THIS, WHAT WE WANT TO YOU UNDERSTAND IS WE ARE NOT NEW TO THE TABLE OR OUR COMMUNITY. WE'VE BEEN IN THE CITY FOR 103 YEARS SERVING OUR COMMUNITY. THE COMMUNITY KNOWS THAT IF THEY HAVE A NEED WITHIN OUR CITY, THEY CAN COME TO US FOR HELP BECAUSE WE CONSTANTLY AND REGULARLY HAVE PEOPLE FROM WITHIN OUR COMMUNITY COME ASKING FOR HELP WHETHER IT'S WITH THEIR MARRIAGE, FAMILY, PARENTING LIKE WE WERE DEALING WITH TODAY.

YOUNG STUDENTS AND CHILDREN ON DRUGS OR PEOPLE DEALING WITH CANCER. THIS IS WHO WE ARE AND WHAT WE DO. WE ARE TO HELP PEOPLE.

AS YOU THINK THROUGH THAT WE HAVE A MESSAGE OF HOPE.

IF YOU ARE FAMILIAR WITH OUR CHURCH, WE LIKE TO SAY WE ARE THE PERFECT PLACE FOR IMPERFECT PEOPLE TO CONNECT WITH GOD AND OTHERS. WE COME WITH AN ATTITUDE TO SERVE OUR CITY AND DESIRE TO DO WHAT IS BEST FORROUS E US AND OUR CITY WITH A DIFFERENT MOTIVATION THAN MOST PEOPLE IN THE CITY. WE WANT TO REACH BEAM THE GOOD NEWS. AS YOU THINK OF THIS.

WEATHER SERVICE APPROACHED THE 29 ACRES THEY ARE GOING TO BE SPEAKING ABOUT. AS YOU GO THROUGH THAT.

WE HAVE PROVEN OURSELF WE BELIEVE TO BE ONE THAT IS HELPFUL FOR THE CITY WHETHER IT'S FOR DISASTER RELIEF OR MANY OF THE OTHER THINGS GOING ON. THIS IS NOT OUR FIRST TIME IN THE 1960'S. WE RE-ELECTED TO OUR CURRENT SITE ON MAINSTREET. THIS WILL BE OUR THIRTY E THIRD MOVE FROM THE VERY BEGINNING. WE WERE BIRTHED OUT OF THE METHODIST CHURCH NEXT DOOR. AS YOU GO THROUGH THIS, OUR VISION THAT WE HAVE FOR YOU IS PLANNING A NEW CAMPUS REALLIEDING THAT WE DON'T NEED THE WHOLE 28 ACRES OF LAND.

WHEN I GOT THROUGH THERE FIVE YEARS AGO WE CREATED A PLAN TO COME ONE A MASTER PLAN TO COME UP WITH THE ENTIRE ACRES.

WE REALIZED THAT WE ONLY NEEDED ROUGHLY 17 ACRES OF LAND.

COUNCILMAN MATT, YOU HAD ASKED IF THIS WAS THE ONLY PLAN THAT WE HAD PURSUED. IF THIS WAS THE ONLY THING THAT WE FELT LIKE WE NEEDED TO DO FOR OUR CITY.

AND FOR OUR CHURCH AS A WHOLE. I WANT YOU TO UNDERSTAND THIS IS NOT THE ONLY THING WE HAVE CONSIDERED.

WE HAVE LOOKED AT THE IDEA OF COULD WE USE MINISTRY, WOULD IT BE GOOD TO HAVE ADDITIONAL BALL FIELDS.

IS THE MINISTRY OFFERING A SOUP KITCHEN, DO WE WANT TO HELP THE HOMELESS, DISABLED, IS THAT THE BEST USE FOR OUR PEOPLE FOR THE CITY. DO WE WANT TO KEEP IT TAX FREE OR WANT TO SELL IT OFF IN SOMETHING THAT WOULD GENERATE REVENUE IN THE CITY. WHAT WE FELT LIKE IS THE BEST THING TO MOVE THE CHURCH FORWARD IN MAKING A RELOCATION HAPPEN AND TO BE THE BLESSING TO THE CITY THAT WE THINK THEY WANT AND LOOKING AT THIS WITH SIMILAR THINGS THAT HAVE HAPPENED WITH CHRIS AND LIFE MESSAGE AND OTHER THINGS, WE BELIEVE THIS IS MOST FAVORABLE AND ADVANTAGEOUS NOT JUST FOR THE CHURCH BUT ALSO THE CITY OF ROWLETT. WE HAVE LOOKED AT EVERY OFFER.

WHENEVER WE DECIDED TO TRY AND FIGURE OUT WHAT WE COULD DO.

WE LOOKED AT RETAIL, A LACK OF INTEREST.

OFFICES. EVERYONE WHO CAME SAID IT WAS TOO HIDDEN. THE OTHER THING THAT WE WANTED TO CONSIDER WAS OUR NEIGHBORS AROUND THE PARK , THE RECREATION

[01:15:02]

CENTER, THE HIGH SCHOOL, WHEN YOU START THINKING ABOUT SELLING TO A COMMERCIAL INDUSTRY THAT WOULD HAVE TRUCKS, BULLDOZERS, HEAVY MACHINERY, CONSTRUCTION SITES BACK IN THAT AREA, WE DIDN'T THINK THAT WOULD BE THE MOST ADVANTAGEOUS THING FOR THE CITY. WE WENT TO PNZ.

WE WENT AND SOUTH CITY INPUT. DURING TIME ROUGHLY FOUR YEARS AGO WE MET THE W THE MAYOR. WE MET WITH PNZ3.

AND THAT IS WHERE WE GOT TO NOW. THE TWO MAJOR CONSIDERATIONS THAT WE HAD TO CONSIDER AS WE WERE LOOKING FOR WHAT IS THE BEST PLAN FOR SELLING THE 11 ACRES IS THE LOCATION OF IT.

IT'S REMOTE. IT'S ON A DEADEND STREET.

IT DOESN'T HAVE ANY REAL NEIGHBORS BECAUSE OF THAT DEADEND STREET. THE OTHER THING WE LOOKED AT IS POWER SUBSTATION WHICH CREATES UNIQUE OPPORTUNITIES FOR THE WAY THAT WE'RE GOING TO BE ABLE TO PARTNER WITH SOMEONE TO BUILD.

FROM THE CITY'S LEAGUED WE STARTED LOOKING IF A DIFFERENT DIRECTION. WE BELIEVE THAT GOD BROUGHT TO US THE PERFECT PARTNER IN DHI. THE REASON IS BECAUSE DHI WHEN YOU THINK OF A LOT OF THE THINGS THAT THEY DO, THEY ARE AN UP SCALE DEVELOPER. NOT ONLY ARE THEY AN UP SCALE DEVELOPER. THEY ARE TOP TEN EMPLOYER IN THE CITY OF ROWLETT. THEY HAVE PROVEN THEMSELVES IN THE CITY OF ROWLETT. NOT ONLY THAT, THEY RAISE THE STANDARD OF APARTMENT LIVING. WHEN YOU THINK THROUGH SOME OF THE THINGS THEY WOULD RECEIVE NO TAX REBAIT INCENTIVE FROM THIS PROGRAM. THEY ARE NOT A WORK FORCE HOUSING. THEY WOULD SEEK YOUNG PROFESSIONALS WHO WOULD TAD KIND OF VALUE, LIFESTYLE AND FAMILY UNITS THAT WE WOULD WANT WITHIN OUR CITY.

WHENEVER YOU HEAR A LOT OF THE PUBLIC BACKLASH.

WHEN YOU LOOK AT FACEBOOK THERE, IS A MISUNDERSTANDING OF WHAT DR BRICK TO THE TABLE AND THE KIND OF COMMUNITY AND RESIDENTS THEY WOULD BUILD FOR US. AS WE DID THIS FOR THE PAST TWO YEARS WORKING WITH OUR CITY, THAT IS WHY WE'RE COMING TODAY WITH A CITY RECOMMENDATION FOR MIXED USE WITH A CITY RECOMMENDATION TO FIND SOME KIND OF URBAN VILLAGE MIXED USE.

THAT IS OUR PROPOSAL FROM YOUR DEPARTMENT THAT WE ARE BRINGING TO YOU TODAY. AS YOU THINK THROUGH EVERYTHING INVOLVED WITH THIS, WE WANT TO MAKE SURE YOU UNDERSTAND THAT AGAIN THIS IS CONSISTENT WITH THE 2019 UPDATE OF THE COMPREHENSIVE PLAN. IT IS A MIXED USE PROJECT THAT Y'ALL SOUTH APPROVAL FOR. THAT Y'ALL PUT THE DIRECTION IN.

WE SAY THAT BECAUSE WE WANT TO YOU UNDERSTAND WE'RE NOT GOING ROGUE OUR OWN DIRECTION. AS A CHURCH WE'RE TRYING TO FALL IN LINE AND BE A BLESSING AND ASSET TO THE COMMUNITY, NOT SOMETHING THAT WOULD HAMPER OR HURT THE COMMUNTY IN ANY WAY.

OUR LAND IS SO UNIQUE WHERE IT'S POSITIONED.

WHAT WE BELIEVE THIS WILL ATTRACT IS YOUNG PROFESSIONALS WHO WANT TO BE CLOSE DAY REC CENTER.

YOUNG PROFESSIONALS WHO WANT TO BE CLOSE TO AN URBAN DEVELOPMENT. YOUNG PROFESSIONALS WHO MAY NOT HAVE THE MONEY OR DESIRE OR ATTITUDE TO GO BUY A SINGLE FAMILY RESIDENCE THAT WANT TO BUY THEIR OWN HOME.

THEY WANT TO RENT. THEY DON'T WANT THE BURDEN OF MOWING THEIR OWN YARD. IT'S DIFFERENT.

WHEN WE THINK OF ALL OF THIS, WE'RE TRYING TO BE A BLESSING.

THAT'S WHY WE LANDED WITH DHI AS A PARTNER TO HELP US FULFILL WHAT WE WANT TO DO AS A CHURCH AND HOW WE CAN BENEFIT THE CITY AS WELL. THAT IS WHY DH SIXTH OUR PARTNER. FOR THESE REASONS WE'RE VERY EXCITED ABOUT THE PARTNERSHIP. THEY ARE NOT AN OUTSIDER BUT ESTABLISHED IN OUR CITY. WE ARE GRATEFUL THEY WANT TO PARTNER WITH US TO ADD VALUE TO OUR COMMUNITY.

WE ARE GRATEFUL THEY ARE GOING TO HELP US MOVE THE BALL DOWN THE IN GETTING OUR RELOCATION. ULTIMATELY WHAT WE WANT TO DO AS A CHURCH IS HAVE A POSITIVE IMPACT WITHIN OUR COMMUNITY.

OUR PLANS YOU SEE WHICH ARE PART OF THIS AND THERE IS TALK ON WHAT ARE WE GOING TO DO WITH THE GEORGE BUSH AND MAINSTREET.

WE WILL USE THAT FOR OUR CHURCH THAT IS NOT ON THE TABLE.

WE WILL USE THAT CORNER FOR OUR CHURCH TO GIVE US MAXIMUM IMPACT. AGAIN I DON'T KNOW IF ANYBODY IN THE ROOM IS SPIRITUAL. I KNOW SOME OF YOU ARE.

I DON'T KNOW IF YOU HAVE RELATIONSHIP WITH GOD.

WHEN I THINK OF FIRST BAPTIST BEING ON THE CORNER, I SEE A LIGHTHOUSE OF HOPE FOR PARENTS WHO DON'T KNOW WHAT TO DO WITH THEIR HIGH SCHOOLERS. A BEACON OF LIGHT FOR PEOPLE LIVING IN A DARK WORLD WHO NEED SOMEWHERE TO TURN.

YOU WOULD BE AMAZED BY THE PEOPLE WHO COME INTO OUR CHURCH LOOKING FOR HOPE WHETHER IT'S IN FAMILIES OR MARRIAGE OR GOT LAID OFF FROM WORK OR FOUND OUT THEY OR THEIR SPOUSE HAVE CANCER.

THAT IS THE CHAMPION OF OUR CORNER.

[01:20:02]

WE BELIEVE AS A CHURCH GOD GAVE US THAT LAND.

IF YOU ARE UNFAMILIAR AT THE TIME OF ALL OF THIS, BEFORE GEORGE BUSH WAS EVEN THERE SO THAT WE COULD HAVE A MAXIMUM IMPACT UPON OUR COMMUNITY. WHAT WE'RE GOING TO DO IN PHASE ONE IS BUILD A 450 SEAT WORSHIP BUILDING AND FELLOWSHIP HALL AND EDUCATION BUILDING. IN DECEMBER WE HOSTED HIGH SCHOOL SPORTS BANK WET. WE HOSTED OUR POLICE AND FIREMEN'S CHRISTMAS BANK WET. CITY WORKERS WHO HAD BEEN WORKING ON MAINSTREET. THE FINAL THING WE HOSTED DURING DECEMBER WAS A FREE PLACE FOR ROWLETT PIE AN KNOW STUDIO TO COME HAVE RECITALS. WE DO THAT WITHOUT CHARGING ANYTHING. EVEN THE COMMUNITY CENTER CHARGES PEOPLE. WE DO THAT BECAUSE WE WANT TO SERVE OUR COMMUNITY. WE ARE NOT LOOKING TO TAKE FROM OUR CITY, WE ARE LOOKING TO ADD TO OUR CITY.

THE OUTTHANK YOU'LL SEE IS A FUTURE DEVELOPMENT WITH 1500 SEAT WORSHIP AND DINING SPACE. AS YOU GO THROUGH SOME OF THE WAYS WE SERVE OUR CITY IS OUR FALL FESTIVAL WHERE WE HAVE OVER 3,000 YOUNG PEOPLE AND THEIR FAMILIES COME AND FIND A SAFE PLACE TO TRICK OR TREAT, HAVE FUN, HAVE CANDY AND FREE GAMES.

THE OTHER THING WE DO IS A VACATION BIBLE SCHOOL WHERE WE HAVE 500 PEOPLE TO BE PART OF. THAT ALSO TO BLESS OUR CITY AND EXPOSE OUR RESIDENTS THINGS WITHIN OUR CITY.

EVERY FRIDAY WE MADE A HABIT OF BRINGING OUT THE WET ZONE AND WE GIVE THAT TO WHOEVER COMES TO OUR VBS FOR FREE.

WE HAVE SPORTS BANQUETS. THIS NEW COLLEGE CAMPUS IS GOING TO GIVE US A GREATER IMPACT. STUDENT MINISTRY.

WE'RE MOST EXCITED ABOUT THE AFTER SCHOOL PROGRAM THEY'LL BE ABLE TO HAVE. IF ARGUE WARE OF ANY OF THE CRIME REPORTS OR ANY OF THE HAAS THAT WILL GOES ON, WE WANT TO WELCOME IN THE STUDENTS AFTER SCHOOL WHERE THEY CAN WALK ACROSS THE STREET. HAVE TUTORING.

HAVE A PLACE TO HANG OUT. WALK CROSS THE STREET TO A PLACE THEY ARE WELCOME. WALK ACROSS THE STREET JUST TO HAVE SOMEONE LOVE ON THEM AND BE KIND.

THERE ARE MANY FAMILIES IN OUR CITY THAT ARE MISSING A FATHER OR MOTHER OR SOMEONE TO LOVE ON% THEM.

THE OTHER THING IS AN EXPANSION OF MINISTRY TO ASSISTED LIVING.

WHAT WE MEAN BY THAT IS WE WANT TO COME ALONGSIDE WHAT ROWLETT IS DOING. IN A WAY THAT WE CAN HELP SENIOR ADULTS. THE VISION WE HAVE IS JOLLY CITIZENS WHERE ONCE A MONTH OUR SENIOR ADULTS WILL COME IN AND GET FED, GET ENTERTAINMENT AND TRAINING FROM SELF-DEFENSE.

HOW TO WORK ON COMPUTERS AN HOW THE TAKE CARE OF THEMSELVES AND GARDENING AND ALL KINDS OF CLASSES.

THIS IS WHAT IT LOOKS LIKE. I DON'T WANT TO SPEND TOO MUCH TIME. YOU'VE SEEN THIS.

THIS IS OUR PHASE ONE. WE ARE EXCITED ABOUT IT.

WE BELIEVE THIS IS GOING TO BE A GREAT RESOURCE FOR OUR CITY TO HELP BLESS EVERYBODY AND WE THINK IT'S GOING TO HELP OUR CHURCH EXPAND ITS REACH WITHIN THE COMMUNITY IN WHICH WE SERVE.

WE SEE THE OUTSIDE OF THE BUILDING WHICH IS RUSTIC BUT AT THE SAME TIME MODERN. WE'VE GOT OPEN SPACES TO WHERE WE CAN HAVE KIDS RUN AND PLAY AND SOCCER TEAMS OR FOOTBALL TEAMS OR BASEBALL TEAMS. HOPEFULLY THEY CAN UTILIZE THE SPACE. YOU CAN SEE A BEAUTIFUL PLACE WHERE PEOPLE WILL WANT TO COME AND BE A PART OF.

THIS IS THE INTERIOR. ONE OF THE THINGS I HAVEN'T MENTION ASKED INSIDE WE WANT TO HAVE AN INDOOR PLAYGROUND TO IF IT'S RAINING OR FLOOD OR ISSUE OR TOO HOT OR COLD OR WET, FAMILIES CAN BE A PART OF FIRST BAPTIST ROWLETT AND USE OUR FACILITY FOR FREE WHENEVER THERE IS DESIGNATED TIMES.

THIS IS PART OF HOW WE WANT TO SERVE OUR CITY.

THIS IS A CONNECTION AREA. THIS IS A BIGGER PART OF THAT.

THAT SPACE IS GOING TO BE SECURE WHERE MOMS CAN RELAX AND HAVE A GOOD TIME AND DADS CAN HAVE A GOOD TIME AS THEIR CHILDREN PLAY. JUST ANOTHER SHOT OF THAT ENTIRE PLAYGROUND FOR OUR CHILDREN. THIS IS CLASSROOM SPACE.

CHILDREN'S AREA. WE BUILT THIS BUILDING WITH PRESCHOOL CHILDREN AND STUDENTS IN MIND.

THIS IS THE THOUGHT PROCESS BEHIND IT.

HOW CAN WE BE AN ASSET TO YOUNG FAMILIES.

HOW CAN WE BE AN ASSET TO SENIOR ADULTS AND TO OUR CITY? THIS IS JUST PART OF OUR ENTIRE FOR OUR CHILDREN'S MINISTRY.

AS GO THROUGH THIS WILL BE WHERE THE STUDENTS HANG OUT.

WHERE THEY HAVE A SAFE PLACE AFTER SCHOOL.

WHERE THEY CAN FEEL SAFE, WELCOME, INVITED AND NOT HAVE TO WORRY ABOUT BEING YELLED AT BECAUSE THEY ARE BEING TOO LOUD

[01:25:03]

ANYWAY PLACE MEANT FOR READING. THIS IS MORE PICTURES.

I WANT TO YOU UNDERSTAND THIS. AS WE WORK THROUGH THIS.

WE ARE TIED ON THIS PROPOSAL. WE ARE CONNECTED WITH DHI.

THEY HELP US ADVANCE IN OUR DESIRE TO RELOCATE ON LAND WE'VE OWNED FOR 20 YEARS. WE BELIEVE THEY HELPED THE CITY.

WE THINK IS A MUTUAL PARTNERSHIP.

WE KNOW THAT AGAIN THERE ARE CONVERSATIONS.

ONE OF THE QUESTIONS THAT WAS RAISED IN CITY COMMUNICATION WAS WILL THIS CREATE TRAFFIC JAMS? BE YOU LOOK AT EVERYTHING WITH THE SUBSTATION AND LAND RESTRICTIONS.

TO ME THIS SEEMS LIKE SUCH A GREAT IDEA AND IT'S NOT IMPACTING ANY NEIGHBORHOOD. IT'S NOT HAVING A NEGATIVE IMPACT ON ANYTHING ELSE. I'M NOT THE ONLY ONE SPEAKING FROM MY GROUP. LET ME PASS THE BATON SO TO

SPEAK. >> HOW MANY DO YOU HAVE SPEAKING

ON BEHALF OF THE APPLICANT? >> TWO MORE.

>> IT'S GOING TO BE A LATE NIGHT.

KEEP THAT IN MIND. >> I'LL GO REAL QUICK.

I'M NOT GOING TO TALK LONG. I'M NOT EXCITED GOING AFTER THAT. HE IS PASSIONATE IF NOTHING

ELSE. >> YOU CAN'T BEAT THAT.

>> I CAN'T. YOU ARE RIGHT.

ABSOLUTELY RIGHT. WE'RE GOING TO TRANSITION FROM THE MOST LOVED PERSON IN THE ROOM TO PROBABLY THE LEAST LIKED PERSON IN THE ROOM. I'M ERIC OVERTON.

I'M HERE ON BEHALF OF DHI COMMUNITIES TO TALK ABOUT THE MULTIFAMILY RESIDENTIAL COMMUNITY.

WE'RE TARGETING BETWEEN 260 AND 275 DWELLING UNITS, A MAXIMUM OF THREE STORIES. WE'LL HAVE FLEX SPACE AT GRADE WHICH IS THE LIVE WORK UNITS. AND THEN A TWO STORY THAT WITH CLUBHOUSE AT THE CORNER OF THE ENTRY.

ONE OF THE THINGS WHEN WE FIRST STARTED LOOKING AT THIS, IT'S ONE OF THOSE SITES THAT IS AT FIRST BLUSH A QUICK NO.

IT'S GOT A RAIL STATION AND POWER STATION.

IT'S ON A DEADEND STREET. THERE IS A LOT THAT IS CHALLENGING ABOUT IT. WHEN YOU START TALKING TO COLE AND WALTER ABOUT THEIR PLANS IT LEAVES A LOT TO GET EXCITED ABOUT. WE OPENED UP A DIALOGUE THROUGH MUTUAL CONNECTIONS AND THE NEIGHBORHOOD AND COMMUNITY AND PERSONAL RELATIONSHIPS AND THAT LED TO US BELIEVING IN THEIR PLAN AND WANTING TO HELP THEM SEE IT.

WHEN WE COME TO THE SITE AND THINK OF HOW DO WE LAY IT OUT REAL QUICKLY, SO WE HAVE THE LARGE ENCORE EASEMENT IN THE MIDDLE. WE WANT FRONT AND MAINSTREET TO USE THE STANDARDS THAT HAVE BEEN SO CAREFULLY WRITTEN IN THE CODE. THE OTHER THING WE WANTED TO DO IS USE THIS EXISTING TREE CANOPY.

WE KNEW PROBABLY WASN'T THE BEST OPPORTUNITY FOR THE SITE THAT WAS NOT THE RIGHT THING TO DO WITH THE NEIGHBORHOOD.

WE FRONTED BUILDINGS ON THE MAINSTREET AND TRIED TO LEAVE AS MUCH SPACE AS WE COULD BETWEEN OUR COMMUNITY AND THE EXISTING NEIGHBORHOODS. IF YOU'LL LOOK AT WE DON'T HAVE ANY UNITS DIRECTLY FACING THESE HOUSES.

THEY ALL FACE BACK TO THE NORTH. WE'RE 200 FEET AWAY THROUGH 100-FOOT DART RAIL EASEMENT. WE HAVE TO CONTEND WITH THIS SUBSTATION SO WE HAVE A ROAD TO TRY TO GET ADMINISTRATION.

[01:30:02]

WE OFFERED TO HOST A MEETING AT THE CHURCH TO FURTHER ANSWER ANY QUESTIONS. DEFENDANT'S EXHIBIT GET MUCH FEEDBACK BUT THE FEEDBACK WE GOT WE IMPLEMENTED INTO THE PLAN.

WE DON'T BELIEVE IS THERE I NEGATIVE IMPACT ON THAT COMMUNITY. IF THERE WERE ADDITIONAL CONCERNS WE'LL WORK WITH THEM TO ADDRESS THE CONCERNS AND WORK AROUND THEM. ONE OF THE THINGS YOU'LL SEE IS THEY DON'T HAVE VEHICLE ACCUSED STOWS MAINSTREET SO THERE IS NO SHARING OF CROSS TRAFFIC. THERE IS EASEMENT WIDTH OF 100 FEET. YOU ARE ALMOST AT 200-FOOT SEPARATION BETWEEN ANY OF OUR STRUCTURES AND A SINGLE FAMILY HOME. WE TALKED ABOUT THE TREE COVERAGE AGAIN. HERE YOU'LL SEE A DRONE VIDEO THAT MIGHT PLAY. THIS IS ON THE SOUTHEAST CORNER OF THE SITE. IF YOU ARE STANDING WHAT WOULD BE ABOUT THE THIRD FLOOR OF THE BUILDING.

THIS WILL SHOW YOU 360-DEGREE ROTATION.

WE WANTED TO BE -- WE FLEW A DRONE OUT THERE.

THIS IS LOOKING NORTHEAST AND BACK TO THE LAKE.

WHAT YOU DON'T SEE IS HOMES OR BACKYARDS, ANY OTHER STRUCTURE

THAT WOULD BE IMPACTED. >> HERE JUST A FEW CROSS SECTION AND PHOTOS TAKEN WITH AN AERIAL DRONE.

IS THIS IS THE HIGHEST VIEW IN EITHER DIRECTION.

THIS IS LOOKING BACK NORTHWEST. B IS LOOKING DUE NORTH.

AND THEN ON THE FOLLOWING PAGES YOU CAN SEE C, D AND E WHICH ARE ADDITIONAL VIEWS. I'M GOING AS QUICK AS I CAN.

WE THINK ONE OF THE ADVANTAGES OF THIS RESIDENTIAL DEVELOPMENT IS WE WERE LOOKING AT NEW PLACES TO BUILD , WHAT MAKES THIS DIFFERENT FROM ANY APARTMENT COMMUNITY THAT CAN BE BUILT ANYWHERE. ONE OF THE THINGS WE LOVE IS THE WALKABILITY ABILITY. THE ABILITY FOR OUR RESIDENTS TO WALK ACROSS THE STREET TO THE COMMUNITY CENTER.

TO WALK ACROSS THE STREET TO THE HIGH SCHOOL.

FROM IS A SINGLE MOM WITH A HIGH SCHOOL STUDENT TO HAVE THAT WALKABILITY. TO HAVE THE PARK, GO TO THE LAKE. THERE ARE SO MANY NATURAL AMENITIES NOT AVAILABLE AT EVERY STANDARD APARTMENT COMPLEX.

TO BE ABLE TO CONNECT BACK TO DOWNTOWN.

YOU HAVE DONE SO MANY GREAT THINGS DOWNTOWN WITH THE LIBRARY, STREETS, RESTAURANTS. WE WANT TO BE A PART OF THIS COMMUNITY. THE OTHER THINGS WE WANT TO DO IS WORK WITH THE CHURCH. WE PARTNER WITH CARES WHERE WE BRING THIS SOMEONE FROM A LOCAL CHURCH WHO LIVES IN OUR COMMUNITY WHO ORGANIZES COMMUNITY EVENTS.

WE ANT THEM TO ATTEND CHURCH. THESE WILL BE ONGOING CONTINUED PARTNERSHIPS. WE SEE MINISTRY WORK HAPPENING BETWEEN THE APARTMENT COMMUNITY AND THE CHURCH INTO THE FUTURE.

WE WANT OUR RESIDENTS TO BE ACTIVE PHYSICALLY.

WE WANT THEM TO BE ACTIVE CIVICALLY, IN THE CHURCH, IN THE CITY. WE WANT TO HAVE GOOD RESIDENTS THAT WILL ENHANCE THE COMMUNITY. THANK YOU VERY MUCH.

>> I'M WALTER. I LIVE AT 11305 REED COURT DALLAS TEXAS. I'M GOING TO MAKE THIS QUICK.

I'M GOING TO MOVE THROUGH AND MOVE TO THE LAST PART.

AND THESE ARE THE SUMMARY REASONS FOR YOU TO SAY YES.

WE'RE CONFIDENT THAT THE REZONING PROVIDES THE HIGHEST AND THE BEST USE FOR THE PROPERTY AND WORKS WELL WITH ALL ADJACENT PROPERTIES. DHI PROPER COMMUNITIES HAS PROVEN TO BE A BEST PARTNER IN DEVELOPING IN PROPERTY WITH US.

AND IMPORTANT BENEFIT THAT HAS NOT BEEN MENTIONED YET MAYBE WAS REFERRED TO EARLIER IS THERE IS A REAL BENEFIT OF REVENUE FLOW VERSUS THAT PROPERTY BEING JUST LEFT EMPTY AS IT IS CURRENTLY THERE. IS A GREAT OPPORTUNITY FOR THE CITY TO SEE A SECTION OF MAINSTREET TO BE FULLY DEVELOPMENT IN COMPLIANCE WITH THE COMPREHENSIVE PLAN.

AND REZONING ALLOWS FIRST BAPTIST CHURCH TO TAKE THE NEXT STEP IN RELOCATION IN CREATING OUR NEW CAMPUS.

REZONING PROVIDES AND THIS IS ANOTHER REASON.

IT'S BEEN SAID SEVERAL TIMES BUT IT'S SO IMPORTANT.

REZONING PROVIDE THE BEST USE OF THE 11 ACRES BECAUSE OF THE UNIQUE LIMITATIONS OF THE PROPERTY DUE TO THE DEADEND STREET AND ENCORE SUBSTATION. TWO YEARS AGO AS WE MENTIONED, WE BEGAN MEETING WITH THE CITY ACTUALLY MORE THAN TWO YEARS AGO AND THEY WERE THE ONES THAT POINTED US IN THIS DIRECTION.

[01:35:04]

THAT'S ONE OF THE REASONS WE ARE BRINGING THIS RECOMMENDATION FOR THE REZONING. REZONING WILL HAVE A WONDERFUL BENEFIT ON WHAT YOU SEE WHEN YOU DRIVE DOWN MAINSTREET AND THIS WILL ELIMINATE THE EMPTY LOTS. I WANT TO REMIND SOMETHING THAT WAS SAID EARLIER. MANY FAMILIES WHO CAN'T AFFORD SINGLE RESIDENT HOUSING OR TOWN HOMES, THAT'S A SIGNIFICANT NUMBER NEED UP SCALE OPTION OF MULTIFAMILY RESIDENTIAL HOUSING, ESPECIALLY SINCE IT IS LOCATED ACROSS THE STREET FROM ROWLETT HIGH SCHOOL, ROWLETT COMMUNITY RECREATION CENTER ETC.

I KNOW IF THEY HAVE THE OPPORTUNITY, THERE ARE SOME YOUNG PROFESSIONALS THAT ARE GOING TO SPEAK TONIGHT WHO WANT UP SCALE URBAN DEVELOPMENT. MORE THAN 100 YEARS OF MINISTRY IN PARTNERSHIP WITH THE CITY OF ROWLETT.

IT'S A PARTNER, WE NEED YOUR HELP TO MAKE OUR VISION FOR THE NEW CAMPUS AND OUR EXPANDED MINISTRY A REALITY.

THANK YOU SO MUCH. >> THANK YOU VERY MUCH.

COUNCIL. AT THIS TIME IF YOU HAVE ANY QUESTIONS FOR THE APPLICANT, PLEASE HIT YOUR BUTTON.

>> I'LL GO FIRST. TO DHI, HOW MANY UNITS ARE THE WORK UNITS THAT YOU ARE CALLING THE MIXED USE, THE LIVE WORK

UNITS, HOW MANY ARE THERE? >> THERE WOULD BE BETWEEN SIX AND EIGHT UNITS. WE WANTED TO LINE THOSE UP SORT OF EQUAL DISTANCE WITH THE CLUBHOUSE ON THE OTHER SIDE.

WE DON'T HAVE DETAILED PLANS AT THIS TIME BUT THE THOUGHT PROCESS WAS TO HAVE THIS PAVING THAT WOULD EXTEND UP TO THE CLUB AND LEASING AREA AND HAVE THEM TIE IN WITH THE END OF THAT SO YOU HAVE WHAT FEELS LIKE A COMMERCIAL ZONE.

SO I'D ANTICIPATE BETWEEN SIX AND EIGHT UNITS.

>> CAN WE DO A FAVOR AND NOT PUT LIB STICK ON IT.

THAT'S NOT MIXED USE. SIX TO EIGHT UNITS COMMERCIAL AND TRY TO CALL THIS A MIXED USE UNIT.

LET'S JUST CALL IT WHAT IT IS. THAT'S AN INSULT AND LET'S TRY NOT TO GO THERE. SECOND I HEARD WE WANTED TO SEE THE TRAFFIC ANALYSIS THAT IT WOULD BE FAVORABLE.

I HAVEN'T SEEN ANY INFORMATION ABOUT THE TRAFFIC ANALYSIS.

ALSO WHAT ARE YOUR PLANS, I KNOW ONCE YOU CROSS DOWN PAST THE ENTRANCE INTO THE REC CENTER , THE PAVEMENT ALONG THERE GETS WORSE AND WORSE, WHAT ARE PLANS IF THIS IS APPROVED TO IMPROVE THAT ROAD, PROBABLY MAKE IT FOUR LANES INSTEAD OF TWO, TO DO THE NECESSARY IMPROVEMENTS THAT WOULD NEED TO BE DONE TO MAKE

THAT A TRAVELLABLE ROAD? >> WE HAVE COPIES OF THE UPDATED TRAFFIC STUDY. I HAD OUR TRAFFIC ENGINEER GET THAT DONE AND WE GOT THAT YESTERDAY WHICH IS NOT IN ENOUGH TIME FOR TO YOU REVIEW IT IF ANYONE WANTS TO SEE IT.

THAT INDICATES NO CHANGE IN THE CURRENT LEVEL OF SERVICE.

WE WANT TO WORK WITH THE ENGINEERING DEPARTMENT AND TRAFFIC DEPARTMENT AND FIGURE OUT WHAT IS THE RIGHT THING TO DO ON MAINSTREET. WE'RE OPEN TO IDEAS.

WE WANT THAT FRONTAGE TO LOOK AND FEEL NEW IF SIDEWALKS ARE IN NEED OF REPAIRS, WE WANT TO FIX THOSE.

AS YOU COME DOWN MAINSTREET UNDERNEATH THE DART RAIL LINE, THERE IS GOING TO BE LARGE RETAINING WALLS HERE.

AND WE WANT THE CONNECTIVITY TO THE LAKE TO BE SMOOTH AND NICE AND BE AN AMENITY FOR OUR RESIDENTS.

THAT WOULD ALL BE LOOKED AT AND WORKED THROUGH IN CONJUNCTION

WITH CITY STAFF. >> IS THERE ANY PROVISION AT THIS TIME TO INCLUDE A WIDENING OF MAINSTREET DOWN TO THAT ENTRANCE OF THE MULTIFAMILY? FROM THE DEVELOPER?

>> IT WAS NOT RECOMMENDED OR REQUIRED IN THE TRAFFIC IMPACT ANALYSIS THAT WE PUT TOGETHER. IT'S NOT SOMETHING THAT HAS COME UP IN CONVERSATIONS WITH CITY STAFF.

>> THAT'S A NO AT THIS POINT? >> YES, MA'AM.

>> THANK YOU. >> IS THIS SOMETHING YOU WOULD

BE APPLICABLE TO TALKING ABOUT? >> SAY THIS ONE MORE TIME?

>> IS THAT SOMETHING YOU WOULD BE OPEN TO HAVING DISCUSSIONS

ABOUT? >> ABSOLUTELY.

WE'RE OPEN THE WORKING WITH YOU GUYS WITH WHATEVER MANNER MAKES THE MOST SENSE. IF SOMETHING NEEDS TO BE LOOKED AT, THAT'S WHAT WE'RE HERE TO DO.

>> COUNCIL QUESTIONS? >>

>> I JUST WANTED TO CLARIFY. WILL THERE BE A RIGHT-HAND TURN

LANE GOING WESTBOUND ON MAIN? >> NOBODY ON -- WESTBOUND TO

NORTHBOUND IS THIS. >> THAT'S WHAT I MEAN.

>> JUST WANTED TO CLARIFY THAT. >> THERE WILL BE DEDICATION FOR

[01:40:03]

IT IN TERMS OF CONSTRUCTING IT. I DON'T BELIEVE -- WE HAVE TO REVIEW THE TIA TO VERIFY THAT. THERE WILL BE RIGHT OF WAY DEDICATION AS PART OF THE DEVELOPMENT PROCESS.

IT'S NOT PART OF THIS PROPOSAL YET OR AT THIS TIME BUT IT COULD BE. THE DEDICATION WOULD BE REQUIRED SO THE AREA AND LENGTH WILL BE MARRIED TO TERMS OF CONSTRUCTION. WE WOULD HAVE TO VERIFY AND LOOK

AT THE SITE PLANS. >> THANK YOU.

>> IS THERE A TIA FOR THAT? >> WE HAVEN'T HAD A CHANCE TO

FULLY VET. >> WE HAVEN'T HAD AAN OPPORTUNITY TO RESTREW TRAFFIC STUDY.

BUT I'VE HAD THE OPPORTUNITY TO TAKE MY GRANDDAUGHTER TO THE HIGH SCHOOL. AND I CAN TELL YOU THAT IN THE MORNINGS TO DROP OFF KID AND GET BACK OUT TO PGBT.

SO THE TRAFFIC AND LACK OF CONSTRUCTION IS A CONCERN TO ME.

JUST TO ADD TO WHAT COUNCILMAN INDICATED SIX TO EIGHT UNITS DOES NOT QUALIFY THIS FOR MIXED USE.

>> THANK YOU. >> SO WHAT I WOULD SUGGEST IS THAT WE HAVE A QUESTION PERIOD NOW FOR STAFF AND FOR THE APPLICANT. THEN WE GO THROUGH PUBLIC HEARING. AND THEN WE HAVE OVERALL COMMENTS IF YOU ARE OK WITH THAT COUNCIL.

IF WE CAN, THIS PORTION IS QUESTION AND ANSWER.

>> >> FIRST OF ALL THAT WAS ONE OF THE MOST PASSIONATE PITCHES I'VE EVER HAD.

THAT WAS FANTASTIC. YOU SNAPPED UP A NICE PIECE OF GOING TO BE THERE. AND A VERY GOOD PREPPIER AND I'M NOT GOING TO DEBATE SCRIPTURE WITH YOU AT ALL.

I UNDERSTAND THE CHURCH WANTING TO BE A LIGHTHOUSE AND THERE IS NO PROBLEM WITH WHAT THE CHURCH AND I LOVE WHAT YOU DO AND I KNOW YOU ARE A STAPLE IN THIS COMMUNITY.

WHEN I TALK ABOUT SITE PLANS AND I TALK ABOUT THE LAYOUT OF THIS, FIRST OF ALL, LET ME ASK YOU A QUESTION.

IS THE SALE OF THIS 11 ACRES CONTINGENT ON THE DEVELOPMENT OF

YOUR PHASE ONE? >> COULD YOU RESTATE THE

QUESTION? >> IS THE SALE OF THIS PROPERTY FOR THE 11 ACRES, IS THAT CONTINGENT ON YOUR FUNDING TO COMPLETE PHASE ONE OF YOUR DEVELOPMENT?

>> I WOULD SAY OUR FUNDING ON PHASE ONE INCLUDES IN ORDER TO MAKE THAT HAPPEN WE NEED TO SELL THE LAND.

>> SO IT IS? >> YES.

>> AT THIS POINT, SOMEBODY COULD COME IN TOMORROW F THAT HAPPENS, IF YOU VOTE NO, THAT OPENS UP A CAN OF OPTIONS OF WHAT WE COULD

USE THAT FOR MINISTRY SPEAKING. >> I TOTALLY UNDERSTAND THAT.

>> WHAT I LOOK AT AND I DON'T KNOW WHAT THE FINANCIAL SITUATIONS ARE, AND YOU HAVE 42M WHERE YOUR CHURCH IS AND LANDSCAPING AND YOU ARE GOING TO HAVE PARKING THERE.

TO META CORNER IS AWE PRIME CORNER.

IT'S A REASON WHY CITY COUNCIL VOTED AND THERE IS A LOT OF TAX DOLLARS FROM THE CITY THAT GO TOWARDS BRINGING DART HERE AND A LOT OF THINGS THAT HAPPENED TO BRING THE TOLL ROAD THROUGH HERE TO CAPTURE HIGH TAX DOLLAR BASE. WHICH IS WHY IT WAS ZONED THAT

[01:45:03]

WAY. I JUST HELP ME UNDERSTAND WHAT ANOTHER 1,000 FEET WHEN YOU ARE ALREADY ALMOST 450 FEET BACK ALREADY. WHAT ANOTHER 1,000 FEET, THIS F THOSE TWO DEVELOPMENTS WERE FLIPPED.

YOU SAID IN YOUR STATEMENTS THE REASON YOU COULDN'T MARKET THAT IS BECAUSE IT WAS TOO HIDDEN. DID YOU EVER MARKET THE CORNER?

>> WOULD I? >> ABSOLUTELY NOT.

>> DID YOU NO. >> ABSOLUTELY NOT.

>> THAT'S NEVER BEEN A CONSIDERATION.

>> HELP ME UNDERSTAND THAT PART OF IT.

IF THIS IS CON TIN JET ON YOU HAVING YOUR DREAM AND SERVING THE PUBLIC AND SERVING GOD AND DOING EVERYTHING YOU WANT TO DO, WHAT KEEPS YOU FROM MOVING IT 1,000 FEET BACK TO MAKE THAT

DEAL HAPPEN? >> FOR US WE WANT THAT VISIBILITY THAT YOU ARE SPEAKING OF THAT YOU WANT A COMMERCIAL RESIDENCY TO HAVE. THERE HAS BEEN I THINK THE QUESTION IS WHY DON'T WE MOVE THE CHURCH BACK AND GIVE COMMERCIAL THE FRONTAGE. THAT MAYBE -- WE WANT TO HAVE IMPACT BECAUSE MORE THAN MONEY, I THINK THERE IS -- I CAN'T BELIEVE I'M GOING TO SAY THIS. MORE MONEY MORE PROBLEMS ISSUE.

MONEY AND HAVING MORE REVENUE JUST ON THAT CORNER IS NOT GOING TO HELP OUR CITY. WHENEVER WE THINK ABOUT US, WE AS THE CHURCH WANT THE MAXIMUM IMPACT OF THAT FRONT CORNER.

WHY WOULD WE NOT MOVE IT BACK 1,000 FEET? WHY WOULD WE NOT CONSIDER IT? BECAUSE WE DON'T WANT TO BE HIDDEN BEHIND RETAIL OR HIDDEN BLIND COMMERCIAL OR HIDDEN BEHIND A WAL-MART OR ANOTHER LIQUOR STORE OR ANOTHER GAS STATION. WE DON'T WANT TO BE HIDDEN BEHIND THOSE THINGS. WE WANT THE VISIBILITY.

AND SO THAT IS WHY FOR US IN ORDER TO HAVE THAT IMPACT, WE CONSIDERED SELLING THE 11 ACRES BECAUSE WE BELIEVE THAT BEN BE IF IT'S THE CITY. RIGHT NOW THERE IS NO TAX REVENUE. WE BELIEVE THAT BENEFITS THE CITY BECAUSE IT GENERATES SOMETHING FROM NOTHING.

AND LIKE I'VE KIND OF SPOKE ON THE, WE DID CONSIDER OTHER MINISTRY OPTIONS WE COULD HAVE PUT THERE.

HOWEVER FOR US GIVING UP THE VISIBILITY DOESN'T MAKE ANY SENSE FOR WHAT WE WANT TO DO AND THE IMPACT WE WANT TO HAVE WITHIN THE COMMUNITY. AND SO WE WANT TO HELP THE CITY GIVING AWAY THE PRIME SPOT OF THAT LAND SELLING OFF THE PIECE OF THAT LAND , THE PRIME PARCEL MAKES ABSOLUTELY NO SENSE FOR THE MISSION THAT WE'RE TRYING TO DO.

WITH ALL DUE RESPECT TO ALL THE COMMERCIAL REALTORS.

AND WITH YOUR QUESTION I UNDERSTAND IT.

WE THINK OUR MISSION AND OUR VISION AND OUR VALUE AS A CHURCH IS GREATER THAN ANY TAX REVENUE. CAN WE PARTNER WITH Y'ALL AND DO BOTH? WE THINK SO.

BUT GIVING UP THE MOST VISIBLE CORNER IN ROWLETT ACROSS FROM THE HIGH SCHOOL, THAT IS NOT SOMETHING THAT WE WOULD OR HAVE CONSIDERED. BECAUSE WE WANT THE VISIBILITY.

WE DON'T WANT TO BE HIDDEN. WE WANT TO BE VISIBLE.

>> THANK YOU. >> ANY OTHER QUESTIONS FOR THE APPLICANT FOR FOR STAFF BEFORE I OPEN THE PUBLIC HEARING? THANKS. SO AT THIS TIME I'M GOING TO OPEN THE PUBLIC HEARING. I HAVE 28 CARDS.

IT IS 9:30 AT NIGHT. YOU WILL BE LIMITED TO TWO MINUTES. AFTER TWO MINUTES.

THE MICROPHONE WILL BE MUTED AND I'LL ASK YOU TO SIT DOWN.

BEFORE WE GET STARTED WITH THE PUBLIC HEARING.

I WANT TO DO A RAISE OF HANDS. IMPORTANT PART OF A PUBLIC HEARING PROCESS IS YOU ARE REPRESENTING TO US AS COUNCIL AND DECISION MAKERS HOW YOU FEEL ABOUT A PARTICULAR APPLICATION.

I'M GOING TO GIVE AN OPPORTUNITY AT THIS MOMENT FOR TO YOU RAISE YOUR HAND IF YOU ARE FOR OR AGAINST SO WE CAN VISUALLY SEE WHO IN THE AUDIENCE IS FOR OR AGAINST THIS APPLICATION.

IF YOU ARE FOR THIS APPLICATION PLEASE RAISE YOUR HAND AT THIS TIME. FUR AGAINST THIS APPLICATION PLEASE RAISE YOUR HAND AT THIS TIME.

THANK YOU VERY MUCH. I WANTED THAT VISUAL REPRESENTATION. WHAT I WOULD RESPECTFULLY ASK IS THAT IF YOU WANT TO SPEAK, ARGUE LOUD TO SPEAK FOR UP TO TWO MINUTES. IF YOU ARE NUMBER 26 ON THE LIST OR NUMBER 12 ON THE LIST AND YOUR POINTS HAVE ALREADY BEEN MADE BY ONE OR MORE PEOPLE. STATE YOUR NAME AND ADDRESS AND SAY WHAT THAT GUY SAID. YOU HAVE A RIGHT TO SPEAK.

I'M GOING TO START THE PUBLIC HEARING.

THESE ARE IN NO PARTICULAR ORDER.

THEY WERE HANDED TO ME THIS WAY. OUR FIRST PERSON TO SPEAK IS ED.

[01:50:15]

I'M SO SORRY. >> I TAUGHT SUNDAY SCHOOL YEARS

AGO THEY CALLED ME MR. ED. >> GO.

>> AS YOU SAID MY NAME IS EDWARD.

I LIVE AT 3413 JONES DRIVE IN ROWLETT.

ALL MY POINTS HAVE BEEN MADE VERY WELL.

EXTREMELY WELL BY THE PASTOR AND OTHERS THAT SPOKE.

I JUST WANT TO SAY THAT I'M SO MUCH IN FAVOR OF HAVING SOME UP SCALE APARTMENTS HERE, I REALLY HAVE NOT BEEN A BIG FAN OF APARTMENTS FOR MANY YEARS BECAUSE SO MANY OF THEM ARE SO BASIC AND SO SUBSIDIZED AND SO OUT OF THE WAY AND HIDDEN AND THEY DON'T IMPRESS ME. I LIVED IF APARTMENTS MANY YEARS AGO MYSELF AND DON'T WANT TO GO BACK INTO ONE.

BUT WOULD LIKE TO SEE SOME CLASSY APARTMENTS.

THAT IS ALL I HAVE TO SAY. ALL MY OTHER POINTS HAVE BEEN WELL MADE. THANK YOU VERY MUCH.

>> THANK YOU. OUR NEXT SPEAKER IS JOHN MARK

DANIELS. >> GOOD EVENING.

SO MY NAME IS JOHN MARK DANIELS. LIVE AT 11010 AFINTY LANE.

I JUST MOVED TO DALLAS YEAR. I'M AN EDUCATOR AT A HIGH SCHOOL. I CAME TO THE CITY LOOKING FOR AN APARTMENT COMPLEX LOOKING IN THE DALLAS AREA AND DIDN'T FEEL COMFORTABLE WITH WHERE ITCHES MOVING UNTIL I FOUND HARMONY IF ROWLETT. WHEN I MOVED IN A YEAR AGO THEY WERE STILL COMPLETING THE BUILDINGS.

MY WIFE AND I LOOKED AT THE DIFFERENT APARTMENTS IN THE COMPLEX. THERE IS ONLY A COUPLE LEFT.

THE APARTMENT IS MOSTLY FULL. IT'S FILLED UP.

BECAUSE IT'S REALLY NICE AND UP SCALE PLACE THAT A LOT OF YOUNG PEOPLE LIKE MYSELF HAVE BEEN LOOKING FOR.

I'VE MET A LOT OF GREAT PEOPLE THERE.

I CAN ATTEST TO BEING ONE OF THE YOUNG PEOPLE LOOKING FOR A GREAT PLACE TO LIVE AND LIVING IN ROWLETT WE LOVE.

THIS CENTRAL LOCATION, MY WIFE AND I HAVE TALKED ABOUT WANTING TO LIVE CLOSER TO THE CITY AND TO SOME OTHER THINGS AND NOT BEING SO FAR OUT. SO THIS APARTMENT COMPLEX LOOKS

REALLY GREAT. >> THANK YOU.

>> THANK YOU. >> NEXT SPEAKER IS PASTOR

HANCOCK. >> HIS FATHER HAD AN INJURY AND HE LEFT. HE'S HOPING TO MAKE IT BACK.

>> NEXT SPEAKER IS LAUREN. >> I'M SO SORRY FOLKS.

>> I HAVE A LOT OF THOUGHTS. I WORK FOR LINCOLN PROPERTY COMPANY WHICH IS A MULTIFAMILY LEASING PROPERTY MANAGER.

ACTUALLY I TRANSFERRED FROM AUSTIN TO ROWLETT FIVE YEARS AGO. I HAD TO MAKE A QUICK DECISION.

I BASICALLY BOUGHT MY HOUSE IN ROWLETT UPON ONE VIEWING.

I LET MY DAUGHTER PICK IT BECAUSE WE WERE IN SUCH A RUSH.

MY HUSBAND MOVED IN WITHOUT SEEING IT.

WE HAD TO DO A LOT OF RESEARCH ON ROWLETT.

OUR DESIRE WAS TO RAISE OUR FAMILY IN A NICE SUBURBAN ATMOSPHERE WHICH IS A GREAT MIX BETWEEN THE CITY AND THE COUNTRY. WE LOVED THERE WERE COWS HERE, EASY ACCESS TO RANGE. BUT IT ONLY TOOK 30 MINUTES TO GET TO WORK. ROWLETT IS THE PERFECT HAPPY MEDIUM. WE CHOSE IT SPECIFICALLY BECAUSE OF THE DIVERSITY ON PURPOSE. WE CHOSE TO LIVE HERE BECAUSE OF THE DIVERSITY. HAVING THAT OTHER PARCEL OF LAND BE MULTIFAMILY WILL ONLY I WORK AS A MARKETING MANAGER ON I DON'T HAVE A LOT OF STATISTICS ABOUT ROWLETT.

BUT I CAN SAY THAT HAVING A COMMUNITY THAT IS WALKABLE HAS A MAGICAL WAY OF TRANSFORMING A NEIGHBORHOOD AND COMMUNITY.

IT ADDS A LOT OF LIVELIHOOD AND ACTIVITY AND WILL HELP FURTHER INCREASE AND DRAW OUR TARGET MARKET TO OUR BEAUTIFUL CITY.

[01:55:02]

THANK YOU FOR YOUR TIME. >> THANK YOU.

>> NEXT SPEAKER IS TOP HOPKINS. >> WE HAVEN'T HAD TO MUTE

ANYBODY YET TOM. >> THANK YOU.

>> I'M NOT THE REAL ESTATE GUY. >> GOOD EVENING.

I LIVE AT 3101 CAMBRIDGE DRIVE HERE IN ROWLETT.

I'M HERE. I JUST WANT TO REITERATE IN VERY SHORT FASHION DOCTOR HEDGE COOK'S PASSIONATE SERMON AND I'LL ONLY HIT ON THE HIGH SPOTS. I'M IN FAVOR OF THIS DEVELOPMENT. I THINK FOR THE PROPERTY, FOR THE UNIQUE CHARACTERISTICS OF THE ENCORE SUBSTATION AND THE DEADEND FEATURE, I THINK IT'S THE BEST THING FOR THE PROPERTY AND AS IT'S BEEN SAID, FIRST BAPTIST CHURCH HAS GOT A 100 YEAR HISTORY HERE. NOT ONLY IN THE CITY BUT WITH THE CITY AND WE NEED YOUR HELP TO BRING THIS VISION TO FEWALTY.

THANK YOU.

THERE. THEY CAN WALK ACROSS THE STREET TO THE COMMUNITY CENTER OR TO THE PARK. AS IT RELATES TO THE TRAFFIC THAT'S THEIR I THINK YOU'RE GOING TO FIND THAT THEY ARE NOT SCHOOL HOURS. IF YOU HAVE A LOT OF THINGS IN THOSE AREAS AT THE END OF THE DAY YOU WILL FIND THIS TYPE OF DEVELOPMENT IS SUITED FOR THAT AND I WOULD HIGHLY SUGGEST THAT YOU CONSIDER THAT PART OF THEIR CONSIDERATION.

THANK YOU. >> THANK YOU. THAT IS THE SHORTEST SPEECH I EVER HEARD FROM HIM. OUR NEXT SPEAKER IS BRUCE WI WITTY.

>> I AM BRUCE I LIVE AT 441717 HERE IN N RALEIGH. I HAVE BEEN A RESIDENT FOR THE PAST 30 WHEN YOU'RE A PRACTICING ARCHITECT IN THE DALLAS AREA.

I'VE BEEN VERY CONCERNED OVER THE YEARS ABOUT THE DEVELOPMENT AND ROLLOUT AND THE CONTINUED GROWTH AND I WANT TO SEE THAT HAPPEN IN A POSITIVE WAY. I HAVE HAD CONCERNED ABOUT THE UPTICK IN THE FAMILY UNITS. IT HAS BEEN PRIMARILY BEEN BASED ON USING THE PRIMARY LOCATIONS. SIZING AND QUALITY ASSOCIATED WITH THOSE DEVELOPMENTS.

CANNOT THINK OF A BETTER LOCATION AND ROLLOUT FOR MULTI-DEVELOPMENT HOUSING.

I ASK YOU NOT TO BE REACTIVE TO SOCIAL MEDIA CONTENT OR COMMENTS.

WITH THE NEGATIVITY TOWARDS SOME OF THE MULTI FAMILY BUT I WOULD ASK YOU TO BE PROACTIVE IN MAKING THE BEST DECISION FOR THIS PROPERTY DEVELOPMENT. IT'S THE BEST USE FOR THIS

PIECE ABOVE WITH LANDON RELEVANT. >> OUR NEXT SPEAKER IS WEST

SHEPHERD. >> HELLO, MY NAME IS WEST SHEPHERD.

[02:00:07]

I LIVE AT 8106 METAL YORK LANE HERE AND ROLLOUT. I LIVED HERE FOR ALMOST 20 YEARS. THE POINTS THAT I LIKE TO BRING FORTH TONIGHT RECENTLY HAVE BEEN MADE. THE ONE THING THAT I WOULD ASK EAST OF YOU IS STRICTLY JUST TO REALIZE THE POSITIVE IMPACT OF OUR CHURCH ON THE CORNER OF GEORGE BUSH AND MAINSTREET.

THERE ARE SO MANY THINGS IN THE CITY THAT DON'T BRING THE POSITIVITY THAT WE DO.

THERE ARE THINGS IN THE CITY THAT REALLY JUST DON'T BRING THE IDEA OF HELPING THE COMMUNITY AND BEING A LEADER IN THE COMMUNITY LIKE SBC WOULD. WHAT A PRIME LOCATION I THINK I HAVE FIRM BELIEVERS IN THE LEADERS OF OUR CHURCH AND OUR CHURCH STAFF.

I JUST REALLY WANT TO ASK YOU IN CONSIDERATION OF THIS PROPOSAL.

>> THANK YOU MISTER SHEPHERD. OUR NEXT SPEAKER IS GABBY RICHARDS.

>> HELLO, MY NAME IS GABBY RICHARDS. I LIVE AT 5201 ALEXANDRIA BO DRIVE. I AM AN EDUCATOR. I TEACH AND I WENT TO RELEVANT SCHOOLS. GROWING UP I LIVED IN ROLLA MY ENTIRE LIFE.

I WAS REALLY EXCITED AFTER I GRADUATED COLLEGE TO GET A JOB IN THIS DISTRICT.

I ALSO GOT MARRIED AND MY HUSBAND IS IN THE MILITARY SO HE IS UNABLE TO BE HERE TONIGHT AS HE LEFT TO GO OVERSEAS FOR A YEAR. I'M RELYING ON MY FAMILY AT THIS TIME. THEY BOTH LIVE IN ROLLA BUT IT WOULD BE AWESOME TO BE ABLE TO LIVE ON MY OWN AND NOT RELY MY PARENTS. JUST TO BE ABLE TO BE IN THE HEART OF RELEVANT AND ALSO HAVE MY FAMILY AROUND ME PUTTING ME THROUGH THIS TIME.

I'M IN FAVOR OF THESE APARTMENTS AS YOU CAN TELL REALLY NERVOUS.

I JUST THINK THAT IT WILL BE A GREAT URBAN DEVELOPMENT STRETCHING FURTHER DOWN MAINSTREET BECAUSE I LOVE THE DEVELOPMENTS THAT HAPPENED ON MAIN STREET.

IT'S A FUN PLACE TO HANG OUT NOW AND I THINK THEY'RE GROWING UP THE COMMUNITY WILL BE GREAT

FOR OUR COMMUNITY. THANK YOU FOR YOUR TIME. >> EASTWARD.

>> CLOSE. >> THANK YOU AND PRAYERS FOR YOU AND YOUR HUSBAND AT THIS

TIME. >> MARCY HARGROVE. >> AFTER MARCY WILL BE DARREN

SMITH. >> HI, I AM LACEY MILAGROS. I LIVE IN ROLLA TEXAS.

I AM A SIX GENERATION RESIDENT OF RELEVANT. MY GREAT-GRANDPARENTS MOVED HERE IN THE 30S AND HAD MY GREAT-GRANDFATHER IN 1933. I HAVE GROWN UP HERE IN MY FAMILY HAS GROWN APPEAR. WE HAVE SEEN IT GROW FROM NOTHING TO WHAT IT IS NOW.

IT IS AN AMAZING TALENT AND I CANNOT IMAGINE LIVING ANYWHERE ELSE.

I WILL BE GRADUATING COLLEGE IN TWO YEARS AND FINDING A JOB AND I WOULD LOVE TO STAY CLOSE TO MY FAMILY AND BE WHERE I WAS RAISED AND DAD AND GRANDPARENTS WERE RAISED.

TO BE ABLE TO BE HERE AND LIVE AROUND MY FAMILY WOULD BE A BLESSING FOR ME.

I CAN ONLY DO THAT IF THERE IS AFFORDABLE HOUSING FOR ME AS I'M STARTING OFF AND RAISING A FAMILY. JUST BEGINNING HOPEFULLY WHAT GREAT THINGS WILL COME FROM MY LIFE. I SUPPORT THIS MAINLY BECAUSE I WOULD LOVE TO LIVE HERE AND TO

HAVE EVERYTHING THAT THIS TOWN HAS TO BRING. >> THANK YOU.

>> SMITH AND AFTER DARREN WILL BE JIM DUNLEVY. >> MY NAME IS DAN SMITH I LIVE AT 9113 BARTON CREEK DRIVE IN ROLLA. YOU WILL HAPPY TO KNOW THAT MOST OF MY POINTS HAVE BEEN MADE TONIGHT BUT I DO WANT TO EMPHASIZE ONE PARTICULAR POINT ABOUT THE USE OF THE LAND THAT THE 11 ACRES AND HOW I THINK THE MULTI FAMILY DEVELOPMENT WOULD BE THE BEST USE OF THAT LAND. I'M A BUSINESS OWNER MYSELF AND I'M ACTUALLY RIGHT HERE ON MAIN STREET. WE STARTED AT THE END OF 2012 AND SINCE THAT TIME I MAY ONLY BUSINESS THAT HAS REMAINED FROM THIS BUILDING DOWN TO COMMERCE STREET AND ALMOST DOWN TO TO RELEVANT ROAD. IT IS NOT BEEN IN THE PAST AN EASY PLACE TO RUN A BUSINESS AND SUCCEED. I FIND IT HIGHLY UNLIKELY THAT

[02:05:04]

SOMEONE IS GONNA GO DOWN TO A DEAD-END STREET SECLUDED FROM THE END OF THE CITY AND THINK THEY WILL SUCCEED THERE. I THINK THE MULTI FAMILY DEVELOPMENT IS THE BEST USE FOR

THAT PROPERTY. >> THANK YOU MISTER SWIMMER. >> JIM DUNLEVY AND AFTER HIM

WILL BE JOHN TOUGH >> GOOD EVENING.G. I'M JIM, 2110 INDIAN TRAIL IN ROLLA. I KNOW THERE IS A LOT OF TALK GOING ON ABOUT NOT NEEDING MORE APARTMENTS. I DON'T KNOW IF ANY OF YOU HAVE BEEN WATCHING THE NEWS OR READING THE NEWS. THE ONLY THING I HAVE SEEN ON CNN AND FOX AND AMENDMENT MSNBC. WITH A GROUND RIGHT NOW WE'RE ABOUT TO HEAD INTO A CRAZING HOUSING AS BABY BOOMERS GET LDER AND UNFORTUNATELY PASSED AWAY.

THEIR HOUSES ARE PROJECTING 21 MILLION HOUSES IN THIS COUNTRY. THEY ARE BUYING HOUSES AT A LOWER RATE THAN AN GENERATION BEFORE THEM. THEY WANT TO RENT APARTMENTS.

I HAVE THREE OF THEM AND I'M STILL LIVING AT HOME. I WANT THEM TO RENT APARTMENTS.

HERE'S THE THING. I'M NOT IN REAL ESTATE. I AM IN FOOD AND BEVERAGE.

I'VE DONE RESTAURANTS FOR 35 YEARS. I'VE DONE SITE SELECTIONS AND MENU DEVELOPMENT. WHEN MY CUSTOMERS TELL ME THEY DON'T WANT MEAT THEY WANT VEGETARIAN FIRST TO MAKE SURE I'M STILL IN TEXAS AND I THINK YOU'RE CRAZY TO GO OUT AND GET TOFU. I GET VEGETARIAN BURGERS BECAUSE THAT'S WHAT THEY WANT.

YOUR CUSTOMERS, YOUR NEW CUSTOMERS WANT APARTMENTS. ON THE RETAIL PART EVERYBODY SAID IT. YOU HAVE A DEAD-END STREET IN A WEIRD SHAPE WITH THE SUBSTATION BLOCKING STREET ACCESS. IF I TOOK THAT ANY OF THE PEOPLE I WORK WITH AND SAID HEY LET'S PUT A BUSINESS YEAR, THEY WOULD THROW ME OUT. THE PLAN THAT YOU HAVE IS THE

BEST PLAN FOR THAT SITE. THANK YOU. >> DON'T TALK AND AFTER THAT

WILL BE MIKE BRITTON. >> I WILL NEVER FORGET THE WAY FROM PEOPLE FACED ECONOMIC GROUPS AND CAME TOGETHER TO HELP ONE ANOTHER. I HAVE FEEL BLESSED TO EXPERIENCE THAT FEELING OF CARING. A CARE ABOUT ROWLETT IN THE FUTURE.

AS I LOOK AT THE PLANS I SEE ONLY A BRIGHT FUTURE AHEAD FOR THE CITY.

THIS IS ANOTHER STEP TO A REVITALIZED MAINSTREET AREA. HOW GREAT WOULD IT BE TO SEE THE PROPERTY ACROSS FROM THE HIGH SCHOOL FINALLY DEVELOPED AND SEE WELL MANICURED GROUNDS.

HOW GREAT WOULD IT BE FOR FIRST BAPTIST CHURCH ROLLA WHO HAS SHOWN ITSELF THROUGH THE YEARS THROUGH TORNADOES AND COMMUNITY OUTREACH PARTICIPATION, VOLUNTEERING IN PARTNERSHIP WITH CITYWIDE EVENTS. TO BE ABLE TO FULFILL EXTREME OF THE NEW CAMPUS THAT CAN BE A SOURCE OF HOPE AND SUPPORT FOR EVEN MORE OF ROWLETT CITIZENS. HOW GREAT WOULD IT BE TO HAVE A SAFE PLACE TO HAVE A YOUTH AT THE HIGH SCHOOL TO TAKE PART IN ACTIVITIES WITHOUT FEAR FOR THEIR SAFETY. HOW GREAT WOULD IT BE FOR THE CITY TO SEE THE VISION FOR MAINSTREET COME TO FRUITION AND SEE THE AREA THRIVING. THIS DOESN'T HAPPEN WITHOUT TAKING STEPS TO MAKE IT HAPPEN. THE PROPOSED UPSCALE APARTMENTS WILL DO EXACTLY WHAT IS NEEDED AND ATTRACT YOUNG PROFESSIONALS AND THEIR FAMILIES TO THE AREA. IT'S THE KIND OF PEOPLE WE WANT TO LIVE IN OUR COMMUNITY. THESE ARE PRICED FOR YOUNG PROFESSIONALS LOOKING FOR A PLACE TO LIVE TO GIVE THEM A GREAT OPTION TO GIVE FROM AT THEIR HOME.

THEY WOULD BRING IN TAX DOLLARS. >> YOU IN THE PRICE.

[02:10:02]

WILL BE TIFFANY THOMAS. >> MY NAME IS MIKE BRITTON I LIVE THAT WESTMINSTER DRIVE.

THE POINT OF AND MAINTENANCE I'M SIMPLY GOING TO ASK YOU TO CONSIDER THE PROPOSAL FROM FIRST BAPTIST ROLLA AND JUST LEAVE YOU WITH THIS ONE QUESTION.

WHETHER YOU GO TO CHURCH OR NOT. IF YOU HAVE SOME GOING TO HIGH SCHOOL WOULD YOU RATHER THAN LOOKING ACROSS THE STREET TO A CHURCH OR TO A BUSINESS?

THANK YOU. >> THANK YOU MISTER BRITTON. TIFFANY THOMAS AND AFTER THAT

WILL BE JANA. >> MY NAME IS TIFFANY THOMAS I LIVE AT 4413 RIDGE DRIVE ROWLETT. I AM IN FAVOR OF THE APARTMENTS.

A BROTHER WHO I'M VERY CLOSE TO AND TRY TO GET THEM TO MOVE DOWN HERE FOR SEVEN YEARS WORKS FOR FORTUNE 500 COMPANY AND HE RECENTLY JUST MOVED TO DALLAS AND HE GOT A PROMOTION.

AS MUCH AS I TRIED HIM TO LOOK AT ANYTHING HERE JUST DIDN'T HAVE THE OPTIONS OF AN APARTMENT WITH THE AMENITIES THAT HE WANTED. AND MOVING INTO THE VILLAGE OVER IN LAKE HIGHLAND JUST 30 MINUTES AWAY. I WOULD SHEEP WAS MUCH CLOSER.

I HAVE TWO SMALL KIDS AT HOME WHO DEFINITELY WANT TO SEE THEIR UNCLE MORE.

JUST IN THAT I'VE HAD SEVERAL PEOPLE SAY THEY WISH THEY HAD MORE OPTIONS TO LIVE HERE AND BEING DOWNTOWN WITH HAVING THE AMENITIES THERE. I ALSO THINK THAT MOST OF THE POINTS HAVE BEEN MADE BUT REALLY AND TRULY IF MY KIDS ARE IN HIGH SCHOOL THERE ONCE AGAIN JUST LIKE HAS BEEN STATED I LIKE THE CHURCH ACROSS THE STREET FROM HIGH SCHOOL AND

THAT OF BUSINESSES. >> I HOPE I DID NOT INSULT ME BY SAYING THAT.

AFTER JANA IS JUNIE ROBINSON. I DON'T KNOW YOUR LAST NAME IS. >> NAME IS JANA CHIVERS.

I AM AT 3530 TEAM ROWLETT. I'VE LIVED HERE FOR 27 YEARS. AS MOST PEOPLE IN THIS ROOM I AM IN FAVOR OF THE REZONING REQUEST ITEM E. MOST OF MY .7 MADE.

I HAVE IT PRINTED OUT SO I CAN STAY ON POINT. ONE OF THE THINGS THAT I'M GOING TO KNOW THAT MOST OF THOSE POINTS HAVE BEEN TAKEN IS I HAVE TWO CHILDREN.

A 23-YEAR-OLD AND ALMOST 21-YEAR-OLD.HEY BOTH ARE SUCCESSFUL STUDENTS FROM ROWLETT HIGH SCHOOL. THEY WENT THROUGH G.I. STATE AND GRADUATED AT ROWLETT HIGH SCHOOL. BOTH ARE OUT OF COLLEGE AND YOUNG PROFESSIONALS.

ONE IS MARRIED AND WORKING AS A TEACHER. MY SON WHO STILL LIVES AT HOME IS A VERY SUCCESSFUL TECHNICIAN FOR MERCEDES. HE WILL BE MOVING OUT SOON.

I KNOW THAT HAVING AN UPSCALE OPPORTUNITY AND OPTION OF THIS SORT OF HOUSING WILL BE VERY BENEFICIAL FOR HIM BECAUSE HE DOES NOT WANT TO MOVE OUT OF THE CITY OF ROWLETT IF HE DOES NOT HAVE TO. I'M VERY MUCH IN FAVOR FOR THIS AND FOR THOSE THAT HAVE GOTTEN UP TO TALK ABOUT IT BEFORE. LASTLY, SINCE MY CHILDREN WENT TO ROWLETT HIGH SCHOOL EVEN THOUGH I'M A CHRISTIAN AND MY CHILDREN WERE IN SCHOOL I WAS AROUND SO MANY CHILDREN GROWING UP THAT WERE NOT. I KNOW THAT IF MY KID, WHETHER OR NOT THEY WERE CHICKEN CHURCH ARE NOT, HAVING CHURCH ACROSS THE STREET TO BE ABLE TO PROVIDE AFTERSCHOOL PROGRAMS, THINGS THAT THEY CAN GO AND HELP TO BUILD THEM UP TO BE BETTER HUMAN BEINGS, I WOULD ABSOLUTELY BE IN FAVOR OF THAT. IN SPEAKING I WILL LEAVE YOU WITH THIS.

>> I'M SORRY YOUR TIME IS UP. >> JUDY ROBINSON AND AFTER JUDY WILL BE CHRIS STONE.

>> HELLO, I'M JUDY ROBINSON. MY HUSBAND AND I LIVE AT 4313 CREEK BLUFF DRIVE AND ROWLETT.

I'M GOING TO READ THE EMAILS I SENT YOU. YOU CAN PUT A FACE WITH EMAIL.

AS A RESIDENT OF ROWLETT FOR THE PAST 22 AND A HALF YEARS I EMPLOYEE TO RULE IN FAVOR OF FIRST BAPTIST CHURCH ROWLETT THIS EVENING. ALLOW THE REZONING OF THE

[02:15:01]

LAKESIDE ACREAGE. THIS REZONING REQUEST IS ABSOLUTELY VITAL TO OUR CITY.

THE REZONING WOULD ALLOW DR HORTON A TOP 10 CITY EMPLOYER AND FORMER RESIDENT THE POTENTIAL BUYER DEVELOPER OF THIS PLAN TO DEVELOP THE LAND WHICH WILL RESULT IN TAX REVENUE FOR THE CITY IN PERPETUITY BY MEANS OF PROPERTY TAX BUT ALSO IN THE FORM OF SALES TAX REVENUE FROM THE CITIZENS OF THE CITY. REZONING NOT ONLY HELPS THE CITY OF ROLLA ACHIEVE MANY OF ITS GOALS REGARDING THE DEVELOPMENT OF MAINSTREET, WALK ABILITY OF THE CITY AND INCREASE TAX REVENUE IT WOULD HELP FIRST BAPTIST CHURCH RELOCATE. EDITS FOR EACH LOCATION THE CHURCH WILL CONTINUE TO GROW AND ADMINISTER THE RESIDENT CITIES JUST LIKE IT HAS ALWAYS DONE ONE OF THE FESTIVALS, PARADES AND CITY EVENTS. ROWLETT NEEDS CHURCHES TO GROW. TO BECOME A COMMUNITY NOT JUST THE CITY. ROWLETT HIGH SCHOOL WOULD BENEFIT FROM NEIGHBORING WITH THE CHURCH IN WAYS KNOW ONE CAN PREDICT. IT'S THE HIGHEST HIGH SCHOOL BUT IT IS NO LONGER STEAMED. MY THREE CHILDREN GRADUATED FROM ROWLETT HIGH SCHOOL IN TWO OF THEM RANKED THIRD IN THE CLASSES OF OVER 600. A BETTER COMMUNITY CAN ONLY RESULT IN A BETTER HIGH SCHOOL. WHAT ROWLETT DOESN'T NEED US TO BECOME THE CITY THE PLANETS HAVE ENVISIONED AS LIQUOR STORES, BABY STORES AND MASSAGE PARLORS.

THOSE BUSINESSES ARE SEEM TO BE GROWING EXPONENTIALLY IN OUR CITY AND IT WILL RESULT IN THE NEED FOR MORE POLICE OFFICERS AND CRISIS INTERVENTION OFFICERS.

PLEASE VOTE IN FAVOR. >> THANK YOU MS. ROBINSON. >> OUR NEXT SPEAKER IS CHRIS

AND I APOLOGIZE, I CANNOT READ YOUR LAST NAME. >> I MAY NOT THINK I PRINTED

IT EVEN. >> DO YOU WANT TO LOOK AT THIS.

>> WE WERE KIND OF IN A HURRY AT THE TABLE THERE WAS A BIG LINE.

>> AFTER MISTER JONES WILL BE MISTER BLACKMAN. >> MY NAME IS CHRIS JONES.

I LIVE AT 7921 TWO AND DRIVE. OTHER THAN THE CITY FOR 31 YEARS.

I WOULD GO TO THE POINT ABOUT WHY WOULD YOU WASTE A SPOT LIKE THAT PUTTING THE CHURCH.

I'M SURE THEY SAID THE SAME THING ABOUT FIRST BAPTIST IN DALLAS.

WHY WOULDN'T YOU PUT A HIGH-RISE THERE? LOTS OF MONEY TO BE MADE.

SAME THING IN THE CITY OF GARLAND. IT'S RIGHT IN THE MIDDLE OF THE CITY. THEY ARE A BAPTIST CHURCH. ROCKWELL YOU HAVE LAKE POINT WHICH IS RIGHT THERE OFF THE HIGHWAY. I'M SURE THEY CAN PUT SOMETHING THERE THAT WOULD GENERATE A LOT MORE REVENUE. I WOULD JUST SAY THAT PUTTING THE CHURCH THERE IS A GOOD THING FOR THIS CITY. I CAN SEE IF I WAS GONNA PUT APARTMENTS SOMEWHERE THAT WOULD BE A GOOD SPOT FOR APARTMENTS. IT IS A WEIRD SPACE.

I'VE SPENT 30 YEARS IN CONSTRUCTIONS. THAT'S A STRANGE AREA TO TRY TO DEVELOP. I ALSO GET YOUR POINT ABOUT PUTTING SOMETHING ELSE UP FRONT. THAT'S JUST NOT THE MISSION THE CHURCH HAD IN 20 YEARS.

I WATCH THE MEETINGS FOR THE YEARS I'VE LIVED HERE. BUT HE WON'T MADE A BUNCH OF CHANGES A LOT OF PEOPLE DIDN'T THINK THE GOLF COURSE WAS GOING TO BE A GOOD IDEA.

YOU CAN SAY THAT ABOUT A LOT OF THINGS. I JUST ASK FOR YOUR SUPPORT ON THIS MEETING. WE CAME TO THE COUNCIL IN GOOD FAITH AND WE HOPE THAT YOU WILL

SUPPORT YOUR RESIDENCE. >> ROBERT BLACKMAN AND AFTER MISTER BLACKMAN AS ROBERT

ANDERS. >> I RESENTED 4406 BRITTANY DRIVE.

HAVE ABOUT THREE MINUTES OF STUFF BUT FORTUNATELY MY GOOD CITIZENS COVERED MOST OF MY POINTS. I'M A 23 YEAR VETERAN AND REAL ESTATE BUSINESS.

LOOKING AT THIS PROPERTY I WOULD AGREE WHOLEHEARTEDLY WITH THE CHURCH AND THE DHI DEVELOPERS THAT THIS IS REALLY THE HIGHEST AND BEST USE OF THE PROPERTY.

TO ADDRESS THE MAYOR WITH QUESTIONS ABOUT FLIP-FLOPPING THE LAND.

I DON'T HAVE IT IN FRONT OF ME BUT I WOULD QUESTION WHETHER OR NOT IF YOU FLIP THAT YOU HAVE ROOM FOR THE CHURCHES DESIGN AND LAYOUT THAT THE PROPOSED DUE TO THE ENCORE SUBSTATIONS.

THINK WITH A PROPOSED IS TRULY THE BEST USE OF THIS LAND.

IT'S BEEN LAID OUT AND THOUGHT THROUGH VERY WELL. I THINK IT WOULD SERVE THE COMMUNITY VERY WELL. I ASKED THAT YOU BE IN FAVOR OF THIS THIS EVENING.

THANK YOU FOR YOUR TIME AND INTEREST IN THE CITY OF ROWLETT.

>> ROBERT ANDREWS. >> ROBERT ANDREWS, 3302 DUTCHESS WAY.

[02:20:10]

I AM A 30 YEAR RESIDENT OF THIS CITY. I CHOSE TO MOVE HERE WHEN I WAS TRANSFERRED FROM TEXAS. I HAVE RESIDED HERE EVER SINCE AND ARE NOW RETIRED AND GOING TO SPEND MY TIME HERE. THIS PROPOSAL OBVIOUSLY IS THE THING TO DO. DON'T CARE WHAT YOU SAY. IT SHOULD HAPPEN. YOU CAN ONLY APPROVE IT I

BELIEVE. THANK YOU VERY MUCH. >> THANK YOU MISTER ANDREWS.

JAMES AND MICKEY AND THEN GARY COOK. >> EVEN MAYOR AND COUNCIL MEMBERS. MY NAME IS JAMES MCGEE I LIVE AT 4502 HORIZON DRIVE HERE IN ROWLETT. MOST OF MY POINTS HAVE BEEN MADE TONIGHT ALREADY.

THE ONE THING I WOULD SAY IS IN THE STATE OF THE CITY VIDEO THAT YOU SHOWED, YOU MENTIONED ONE OF THE FIRST THINGS WAS THE FACT THAT THE CITY IS GROWING EXPONENTIALLY.

THE QUESTION IS, IF THE CITY IS GOING TO CONTINUE TO GROW WHAT WILL YOU DO WITH THE PEOPLE? WE ARE PRETTY WELL LANDLOCKED SILO. IF WE DON'T GO THROUGH BUILDING ACES FOR YOUNG ADULTS AND YOUNG ILIES TO START THEIR LIVES OFTEN, WE ARE GOING TO FORCE THEM TO PLAY KNOW AND PLACES NORTHEAST OR NORTHWEST. THE LAST THING SINCE JANA TRIED TO STEAL MY BIBLE VERSE FROM ME. YOU ARE THE LIGHT OF THE WORLD, A TOWN BUILT ON A HILL CANNOT BE HIDDEN. NEITHER DO PEOPLE LIGHT A LAMP AND PUT IT UNDER A BOWL. INSTEAD THEY PULL IT IT ON THE STAND AND IT GIVES LIGHT TO EVERYONE IN THE HOUSE. IN THE SAME WAY LET YOUR LIGHT SHINE BEFORE OTHERS THAT THEY MAY SEE YOUR GOOD DEEDS AND GLORIFY YOUR FATHER IN HEAVEN. THAT'S FROM MATTHEW FIVE VERSE

14. >> THANK YOU MISTER MAGEE. >> GARY COOK AND CASEY

RICHARDS. >> GARY COOK, 5509 CYPRESS DRIVE ROWLETT.

I AM HERE WITH MY LIFE SHERRY AND SHE'S BEEN HERE 24 YEARS AND I HAVE BEEN HERE 20.

WE ARE IN FAVOR OF THE PROPOSAL. BEFORE I ARRIVED IN ROLLA I WAS IN SEVEN OAKS APARTMENT COMPLEX WHICH WAS UPSCALE. I AM AN ENGINEER.

WE LIVED IN APARTMENTS MANY YEARS BEFORE I GOT SEVERAL LOT AND IT WAS A GOOD OPTION FOR ME. IT WILL BE A GOOD OPTION FOR OTHERS.

I WAS RECENTLY GETTING MY TEETH CLEANED AT PLACE OVER BY TARGET, I FORGOT THE NAME.

GOVERNMENT DENTAL AND I WAS SPEAKING WITH A DENTAL HYGIENIST.

SHE WAS TELLING ME THAT SHE COMMUTES FROM DOWNTOWN DALLAS. WE WERE TALKING ABOUT IT AND I SAID GOSH WHY DO YOU DO THAT AND SHE SAID WELL THERE'S LOTS TO DO THERE.

I SAID GOSH THERE'S LOTS TO DO IN ROWLETT TWO. YOU I SUBMITTED A GREAT PLACE TO WORK. SHE'S HERE WORKING.LEASE MAKE IT A GREAT PLACE TO LIVE.

>> CASEY RICHARDS AND THEN AARON HUDGINS.> GOOD EVENING GUYS.

I'M CASEY RICHARDS. 5201 ALICE M BAY DRIVE. THANK YOU HERE.

IT'S LATE ON A WORK NIGHT. I'M HERE TO SPEAK FOR THE REZONING BECAUSE SIMPLY I'M A YOUNG ADULT AS WELL. I'M 25 YEARS OLD STILL LIVING AT HOME BUT IT'S OKAY BECAUSE STUDENT LOANS AND STUFF. IT WOULD BE NICE TO HAVE A SAFE PLACE TO BE.

I AM SCARED OF BEING ON MY OWN AND I WOULD LOVE TO A SAFE PLACE TO BE.

UPSCALE APARTMENTS WOULD BE A SAFE PLACE TO BE.SIDE FROM THAT.

THE LAND THERE, BUT ALSO BE BILLS. BEING A CUSTOMER HIGH SCHOOL, SOMETIMES WHEN I GET OUT OF WORK I'M A SCHOOLTEACHER AND I DROVE DOWN MAIN STREET AND SEE THE OVERFLOW OF KIDS AT THE LIBRARY. SOME OF THEM ARE READING BUT MANY OF THEM, SCHOOL AND THE 2:30 PM OR 3:50 PM, THEIR PARENTS DON'T GET A FORK UNTIL 5:00 OR 6:00. OFFICERS ARE GOING TO HAVE TO BE OVER THERE.

WHAT BETTER FOR THEM TO WALK ACROSS THE STREET AND COME TO A CHURCH TO GET HELP WITH THEIR HOMEWORK. LET'S FACE IT CURRICULUM AND SCHOOL IS GETTING HARDER.

IT'S NOT THE SAME MATH WE USED TO DO. TEACH FIFTH GRADE AND I'M NOT DOING THINGS I DIDN'T

[02:25:06]

FIT.. TO HAVE THAT AS A SOURCE OF MENTORSHIP TO THOSE STUDENTS TO WHERE HOPEFULLY THEY WILL BE ABLE TO FINISH HIGH SCHOOL AND ME TO MOVE ON, I'M VERY PASSIONATE ABOUT STUDENT STAYING IN SCHOOL AND BEING AN EDUCATOR.

YOU CAN LOOK AT THE STATISTICS OF THE KIDS WHO DON'T EVER LEARN HOW TO READ.

WHEN THEIR 18 THEY CAN CHOOSE TO FINISH SCHOOL ARE NOT. JUST HAVING THOSE APARTMENTS THERE FOR SINGLE PARENTS OF THE KIDS CAN WALK TO THE HIGH SCHOOLS AND HAVING THAT RELATIONSHIP TO HELP THE STUDENTS WHO NEED HELP BECAUSE SCHOOL IS HARD AND WE HAVE THE RESOURCES TO HELP THEM. THANK YOU FOR BEING HERE AND I REALLY APPRECIATE IT.

>> MS. HODGES. >> MY NAME IS SHARON HODGES AND I LIVE AT 4618 CLAY DRIVE ENROLL IT. I LIKE TO THINK THE MAYOR AND CITY COUNCIL MEMBERS FOR HEARING US TONIGHT. I AM OF THE REQUEST TO RESOUND AND I WOULD LIKE TO TO UI.

I HAVEN'T BEEN A RESIDENT FOR MANY NY YEARS. ONE THING HAS NOT CHANGED SEEMS TO BE THE TRUE CONCERN THAT WE HAVE FOR EACH HER. I HAVE WITNESSED FIRSTHAND EFFORT BAPTIST CHURCH AMAZING THINGS THAT THEY'VE DONE FOR OUR UR COMMUNITY.

THE OUTREACH ALONE DURING THE TORNADO OF 2015 SPEAKS VOLUMES OF THIS CHURCH IS TREMENDOUS COMMITMENT TO THOSE IN NEED. WITH THIS SEEMING LIKE THE ONLY OPTION FOR US AS A MULTI-RESIDENCE HOUSING, I WANT YOU TO THINK ABOUT THIS. THE PEOPLE IN THOSE APARTMENTS ARE PEOPLE JUST LIKE ME AND YOU. THE FIRST BAPTIST CHURCH WILL MAKE SURE THAT THEY ARE NURTURED. THE CHURCH AS THEY SAID HAS OVER 100 YEARS OF MINISTRY IN OUR COMMUNITY AND THEY NEED YOUR HELP TO MAKE OUR VISION A REALITY. PLEASE CONSIDER REZONING THIS LAND TO HELP US IN OUR VISION TO BE A BEACON OF HOPE FOR THE LOST AND THE LONELY. THAT'S WHO WE ARE THERE FOR.

I'D LIKE TO AND BY SAYING, 6022 SAYS THIS. I AM THE LORD.

I WHEN THE TIME IS RIGHT I WILL DO THIS SWIFTLY. I'M ASKING YOU TO MAKE THIS

TIME NOW. THANK YOU. >> THANK YOU MS. HODGES.

THE NEXT SPEAKER IS AUSTIN HUNTER SMITH AND RICHARD CRANE. >> MY NAME IS AUSTIN HUNTER SMITH AND I RESIDE AT 7409 BELMONT ROAD HERE IN ROWLETT. I'M A FORMER WATCH COMMANDER FOR SECURITY COMPANY THAT PARTNERED WITH APARTMENTS PRIMARILY.

THOSE APARTMENTS WERE GENERALLY NOT SO GREAT. WHENEVER I MOVED TO.

>> ONE OF THE THINGS I WAS MOST CONCERNED ABOUT IS SECURITY AND AND SAFETY.

I'M ENGAGED IN MOVING OUT OF THE HOUSE I CURRENTLY LIVED IN AND MOVING INTO AN AN APARTMENT. I LOOKED AT CRIME REPORTS AND I FOUND THAT OUR KARMA PARTS ARE ABSOLUTELY WONDERFUL. THERE IS VERY LOW , EVEN LOWER THAN A LOT OF THE THE NEIGHBORHOOD. I WANTED YOU TO LURE YOU TO APPROVE THIS IS AND I ND I ALSO I JUST GRADUATED AND ABOUT TO FINISH A MASTERS DEGREE THAT I APPLIED TO PHD., PERSON THAT WANTS TO BE HERE TO LIVE IN HIS APARTMENTS. IF YOU DO ME A FAVOR I WOULD LIKE TO LIVE IN AFFORDABLE HOUSING AS WELL. FINALLY I WENT TO YOU WE LOVE YOU. WE REALLY DO. IF YOU WANT TO VISIT US MORE

THAN LIKELY CAN. >> YOU TRAIN THEM WELL: >> IS RICHARD CRANE AND THEN

STANLEY, >> AND RICHARD CRANE I LIVE AT 5909 COVINGTON.

I THINK MY POINTS HAVE BEEN MADE ALREADY AND IT'S GETTING REALLY LATE.

I JUST WANT TO ENCOURAGE YOU TO VOTE FOR THIS REZONING BECAUSE I THINK IT IS ABSOLUTELY THE

BEST THING FOR OUR CITY.HANK YOU VERY MUCH. >> WE'RE GOING TO VOTE ON THIS

AFTER WE HERO THE OTHER ITEMS ON OUR AGENDA. >> MISTER POLLARD.

>> AFTER MISTER POLLARD IS JOHN MUSICA. >> I GUESS I'LL BE THE BLACK SHEEP OF THE BAPTIST HERE. STANLEY POLLARD, 3110 SYCAMORE STREET.

I HAVE ABSOLUTELY NO PROBLEM WITH THE CHURCH AND WANTING TO GO THERE.

[02:30:06]

YOU HAVE A 2700+ STUDENT SCHOOL RIGHT ACROSS THE STREET. YOU PROBABLY KNOW THERE'S NOT ENOUGH PARKING AND THAT HAS BEEN A REAL PROBLEM WITH THE TRAFFIC OVER THERE.

VIRTUALLY EVER SINCE THE SCHOOL OPEN. LEAVE A DEVELOPER THAT SAYS WE WILL ELEVATE DELEGATE TO THE RIGHT-OF-WAY AND STUDY AND LOOK AT THE WINDING OF THE ROAD AND MAIN STREET. THAT'S THE SAME AS POURING THE CONCRETE THAN ACTUALLY DOING IT. YOU HAVE A 790 APARTMENTS THAT'S ARTIE APPROVED TO GO RIGHT ACROSS GEORGE BUSH FROM THEM WILL PROBABLY START THE MAIN STREET WHICH FINISHED THE WIDENING SO THAT YOU CAN DO WHATEVER IN THE PARK. I'VE NEVER SEEN THE PART COME TO THIS TOWN BUT DIDN'T SAY IT'S A LUXURY UPSCALE. THERE'S OVER 346 APPROVED FOR 2019 TO BE BUILT PLUS OTHERS. WHEN YOU LOOK AT THE PROBLEMS IF YOU PUT A MUNICIPAL COMPLEX DOWN THERE IN THE PARK LIKE I SAID EARLIER. NOBODY IS STRESSED.

YOU WILL HAVE THESE PEOPLE LEAVING THEIR HOMES AT 730 TO GO TO WORK OR TAKE THE KIDS TO SCHOOL. PLUS INFLUX OF PEOPLE CIRCULATING WITH HIGH SCHOOLS

AT THE SAME TIME. >> JOHN MUSICA, 1700, AND DRIVE TEXAS.

I AM THE REAL ESTATE GUY SO I WISH I COULD BE AS GREAT AS PASTOR CALL WAS EARLIER.

ABOUT 30 MONTHS AGO WE STARTED A DISCUSSION WITH THE CITY PLANNING STAFF ABOUT WHAT WE CAN DO WITH THIS SITE. I SPECIALIZE IN REAL ESTATE FOR CHURCHES.

CHURCHES ARE COMMERCIAL IN NATURE. THE SERVICES THEY PROVIDE, THEY PROVIDE SERVICES THAT BENEFIT THE CITY VERY WELL. THEY ARE VERY MUCH COMPLEMENTARY TO SCHOOL USES. I SEE MANY CHURCHES AGO CLOSE TO SCHOOLS BECAUSE THERE IS AN ANTI-PARKING LOT ACROSS STREET FROM THE SCHOOL. CHURCHES THERE AND WHEN THE CHURCHES ARE NOT. ON THE QUESTION ABOUT THE LAND AND BUILDING ON THE FRONT.

ASKED THE SAME QUESTION. THAT'S MY JOB AS A REAL ESTATE GUY.

I UNDERSTAND WHY THEY NEED TO KEEP THAT CORNER I WOULD LIKE TO ADDRESS YOUR CONTINGENT TO THE MAP. WE LISTED THIS TO SELL FOR COMMERCIAL USE.

I'VE HAD THAT LISTED FOR OVER A YEAR. I'VE HAD ONE CALL.

THERE IS NOT A DEMAND FOR COMMERCIAL DEVELOPMENT ON THIS PIECE TODAY.

THERE IS NOT DEMAND FOR OFFICE USE ON THE BACK PART WE LOOKED AT BACK PARTS THEY HAVE ZERO INTEREST IN THAT. I MET WITH THE CITY IN JUNE 2017 AND THEY SAID WE WOULD LIKE TO SEE URBAN VILLAGE FORM-BASED CODE OR NEIGHBORHOODS CROSSED THE HIGHWAY TO EXTEND FROM DOWNTOWN. THAT'S WHAT WE BEGAN TO DO.

LOOKED AT URBAN VILLAGE IN URBAN NEIGHBORHOODS WHICH WAS THE FIRST OPTION WHICH BE MORE ANGLE FAMILY TUNNELING TYPE. WE ONE DEVELOPER THAT CAME AND THEY WENT AWAY BECAUSE OF THE DENSITY WITH ONE POINT AND AN ACRE AND-A-HALF OF SUBSTATIONS. WE HUMBLY ASK THAT YOU SUPPORT

THIS. >> IS MISTER HANCOCK BACK? THAT IS THE CARDS I HAVE.

AT THE REST OF US CAN THIS ABOUT DOES ANYONE ELSE WISH TO SPEAK OF HIS PUBLIC HEARING?

>> AT THIS TIME I WILL CLOSE THE PUBLIC HEARING. I'M GOING TO START OFF A DISCUSSION AND TAKE PRIVILEGE, I APOLOGIZE FOR THAT COUNCIL MEMBERS.

I WANT TO GIVE SOME INFORMATION OUT. I'M NOT TO TALK SPECIFICALLY ABOUT THIS DEVELOPMENT BUT I WANT TO GIVE SOME INFORMATION OUT TO THE PUBLIC ABOUT THE

[02:35:04]

FACTS ABOUT MULTI FAMILY AND THE CITY OF ROWLETT. THERE ARE THINGS OUT THERE THAT ARE JUST NOT TRUE AND THERE ARE SOME THINGS THAT NEED TO BE CLEARED UP.

I WANT TO MAKE SURE THAT PEOPLE HAVE THE FACTS. FIRST, OUR LEVEL OF MULTIFAMILY IN THE CITY OF ROLLA IS EXTREMELY LOW COMPARED TO DALLAS AREA CITIES.

OF THE 23 SURROUNDING CITIES THAT WE ANALYZE, WE ARE THE THIRD LOWEST IN THE NUMBER OF MULTIFAMILY UNITS PER CAPITA. THIS IS BASED ON OUR CURRENT UNITS IN SERVICE, PLUS OUR UNITS BEING CONSTRUCTED CURRENTLY. ROWLETT HAS 61 MULTIFAMILY UNITS PER 1000 RESIDENTS. AGAIN, WE WERE THE THIRD LOWEST ON THE LIST OF THE 23 CITIES THAT WE RESEARCHED. THE AVERAGE FOR THESE 23 CITIES IS 102 MULTIFAMILY UNITS PER 1000 RESIDENTS. ROWLETT IS AT 23. SO NUMBERS FOR SURROUNDING COMMUNITIES, NOT CALL LIST ALL . MESQUITE IS ABOUT 102.

PLAINTIFF WAS AT 137. THE COLONY IS AT 151 AND RICHARDSON AT 175 UNITS PER 1000 RESIDENTS. BASED ON UNITS AND SERVICE AND UNITS BEING CONSTRUCTED.

ROWLETT IS AT 23. THAT FACT NUMBER ONE. WE CURRENTLY HAVE 3593 MULTIFAMILY UNITS IN SERVICE OR UNDER CONSTRUCTION. OF WHICH 536 UNITS ARE DEDICATED TO SENIORS AND 76 UNITS ARE DEDICATED TO WORKFORCE LIVING.

WE HAVE ANOTHER 2872 UNITS THAT ARE PLANNED. THAT INCLUDES SAPPHIRE BAY, GLOBAL SITES WHICH HAS BEEN MENTIONED SEVERAL TIMES TONIGHT WHICH IS A SET ACROSS THE STREET ON THE SOUTHWEST CORNER OF MAIN STREET. ROWLETT STATIONS PROPOSAL FOR DOWNTOWN. BEACON HARPER AND MERRICK MIXED RESIDENTIAL.

THAT'S ANOTHER 28 AND 72 UNITS THAT ARE PLANNED. MORE UNITS COULD COME ONLINE BECAUSE THERE ARE AREAS WITHIN THE CITY OF ROWLETT THAT ARE ZONED THAT WOULD ALLOW THIS TO HAPPEN WITHOUT A ZONING HEARING LIKE WE ARE HAVING TONIGHT. OR, MORE UNITS COULD COME ONLINE WITH APPROVED ZONING CHANGES. IF WE'RE TALKING ABOUT THE UNITS THAT ARE JUST CURRENTLY IN SERVICE, AND CONSTRUCTION AND PLANNED, THAT WOULD BRING ROWLETT IN LINE WITH THE AVERAGE FOR THOSE 23 SURROUNDING CITIES.

WE WOULD BE AT JUST OVER 100 UNITS PER 1000 RESIDENTS. AGAIN, MORE UNITS COULD COME ONLINE AND PUT US OVER THAT AVERAGE BUT OF COURSE THAT AVERAGE COULD CHANGE BECAUSE OF THE NUMBER OF UNITS BEING BUILT ACROSS THE METROPLEX. THERE IS A PERCEPTION THAT THIS COUNCIL HAS BEEN APPROVING MULTIFAMILY UNITS LEFT AND RIGHT.

THAT IS JUST NOT TRUE. THERE WAS A LARGE VOLUME OF ACTIVITY THAT WAS APPROVED HISTORICALLY THAT HAS BEEN UNDER DEVELOPMENT OVER THE LAST SEVERAL YEARS.

IS THERE PROLIFERATION OF MULTIFAMILY UNITS IN THE CITY? YES IT APPEARS THAT THERE IS.

WE'VE ONLY APPROVED ONE TIME WILL TIE CHANGE IN THE LAST TWO YEARS.

THAT WAS FOR LEG VIEWPOINT WHICH IS A SENIOR FACILITY. I'M SORRY WE HAD TO.

ONE WAS RESIDENTS OF LONGBRANCH WHICH WAS APPROVED IN THE FALL OF 17.

THAT WAS FOR 76 WORKFORCE UNITS. THE OTHER ONE WAS IN FALL 17 WHICH WAS LIKE VIEWPOINT SENIOR AND THAT WAS A SENIOR FACILITY. THOSE ARE THE ONLY TWO ZONING CHANGES THAT WE HAVE APPROVED IN THE LAST TWO YEARS. IN REGARDS TO THE MULTIFAMILY MARKET, IT CONTINUES IN THE DALLAS-FORT WORTH AREA AND IT IS ONE OF THE TOP PERFORMERS IN THE COUNTRY DUE TO STRONG JOB IN POPULATION GROWTH. DFW IS NOT THE THIRD-LARGEST

[02:40:01]

MULTIFAMILY MARKET ONLY BEHIND NEW YORK AND LOS ANGELES. OVER 1000 AND THE ESTIMATES ARE ABOUT 1500, PEOPLE ARE MOVING TO TEXAS DAILY. A GREAT MAJORITY TO THE NORTH TEXAS AREA AND DFW AREA. EXPERTS ESTIMATE THE 49% OF NEW RESIDENTS MOVE INTO MULTIFAMILY INSTEAD OF SINGLE-FAMILY UNITS. 106, I'M SORRY FOR THE NUMBERS, I'M A CPA.

THESE ARE IMPORTANT. HUNDRED AND 65,000 MULTIFAMILY UNITS HAVE BEEN ADDED IN THE DFW AREA OVER THE LAST 10 YEARS. THERE ARE CURRENTLY OVER 37,000 UNITS UNDER CONSTRUCTION WHICH IS 40,000,000 FT.B2 IN THE DFW AREA.

THEY CAN SEE RATES APPROXIMATE 7% ACROSS DFW. IT'S AN ABSORPTION WHICH CONSISTENTLY OUTPERFORMS DELIVERY OF STOCK. THEY CAN SEE RATES IN THE GARLAND ROWLETT AREA INTO CITIES FOR 9.4%. IT'S A LITTLE BIT ABOVE THE AVERAGE OF 7%. HERE'S WHERE THE STORY CHANGES. EXPERT ANALYSIS INCLUDING IN OUR COMPREHENSIVE PLAN INDICATED THAT ROWLETT CAN ABSORB 527 UNITS PER YEAR.4% OF THAT FOR HIGH-END DEVELOPMENT WITH RENTS OVER 2000 PER MONTH.

JUST A RECENT UPDATE OUR COMPREHENSIVE PLANS AS WE CAN ABSORB 527 UNITS PER YEAR.

JUST ANOTHER LITTLE TIDBIT. TRAFFIC HAS BECOME A HUGE ISSUE ACROSS THE METROPLEX AND NORTH TEXAS. WE HAVE LOOKED AT TRAFFIC COUNTS ON HIGHWAY 66.

THERE'S A LOT OF OTHER AREAS THAT HAVE TRAFFIC CONCERNING. BY THE WAY IF YOU HAVE NOT DRIVEN SOME OF OUR SURROUNDING COMMUNITIES I SUGGEST YOU DO THAT.

IT'S PRETTY HARD OUT THERE ACROSS MANY COMMUNITIES. TRAFFIC COUNTS ON HIGHWAY 66 INDICATE THAT ABOUT 40,000 CARS TRAVEL HIGHWAY 66 ON A DAILY BASIS.

IT SPLIT ABOUT 50-50 EASTBOUND AND WESTBOUND. WE HAVE DATA THAT SUGGESTS TWO THIRDS OF THOSE CARS ARE NON-áUNTRAN7á RESIDENTS. WE HAVE PEOPLE DRIVING THROUGH OUR TOWN THAT ARE NOT ROWLETT RESIDENTS AND THIS TRAFFIC HAS INCREASED SIGNIFICANTLY BECAUSE OF THE POPULATION INCREASES IN THE NORTH TEXAS AREA. WE SEE THAT ON DULL ROCK ROAD AND ROWLETT ROAD AS WELL AS MILLER AND HIGHWAY 66. IT IS A REAL PROBLEM ACROSS THE METROPLEX AND IT IS A REAL PROBLEM AND AROUND THAT AREA. I MENTIONED THAT THE COMPREHENSIVE PLAN INDICATES SO WE CAN ABSORB 527 UNITS PER YEAR IN THE CITY OF ROWLETT.

BASED ON OUR CURRENT UNITS FOR UNITS AND CONSTRUCTION AND UNITS PLANS, IT WOULD TAKE OVER FIVE YEARS TO ABSORB THOSE UNITS NOT INCLUDING THE CURRENT DEVELOPMENT THAT'S BEING PROPOSED. THAT ASSUMES DEVELOPMENTS HAPPEN, WHICH MAY OR MAY NOT HAPPEN. JUST BECAUSE THEY ARE PLANNED DOESN'T MEAN THAT THEY ARE NECESSARILY GOING TO HAPPEN. WE DO HAVE A STOCK OF OVER FIVE YEARS OF MULTIFAMILY CONSERVATIVE FOR CONSTRUCTION ARE PLANNED. THOSE ARE INFORMATIONAL FACTS THAT I WANT TO SHARE WITH THEM THE AUDIENCE AND COUNSEL. WITH THAT BEING SAID I WILL

OPEN UP FOR DISCUSSION COUNSEL. >> THINK YOU MAY. A COUPLE THINGS THAT I WANT TO POINT OUT THAT I DON'T THINK WILL EMPHASIZE TONIGHT. FIRST OFF, IF ONE OF THE THINGS THAT COUNSEL SHOULD CONSIDER IS THE HIGHEST AND BEST USE FOR THE LAND.

REGARDLESS OF THE PROJECTS THAT ARE PROPOSED THAT IS ALWAYS A CONSIDERATION THAT COUNSEL MAKES FOR ANY PROJECT. IF YOU ASSUME THAT THIS PROPERTY IS AVAILABLE FOR ANY

[02:45:01]

KIND OF DEVELOPMENT THAN THE THINKING PROCESS MAY BE VERY DIFFERENT FROM WHERE WE ARE ENDING UP TONIGHT. IF YOU'RE LOOKING AT RETAIL IT'S ON KEY GPT.

IF YOU'RE LOOKING FOR OFFICE SPACE AND OTHER KINDS OF USES IT WOULD MAKE A LOT OF SENSE FOR US TO WANT TO CONSIDER OTHER POSSIBLE USES. WHEN YOU CONSIDER THAT THE CHURCH HAS THE ABILITY, RIGHT AND WILL TO BUILD ON THE 17 ACRES THAT THEY ARE PROPOSING TO BUILD ON, IT REALLY A LOT OF THE DECISION-MAKING IN TERMS OF WHAT'S LEFT.

WHAT WOULD YOU DO WITH 11 ACRES GIVEN THE CONSTRAINTS THAT ARE ALREADY ON THE SITE WITH THE RAILROAD AND END OF MAIN STREET. NOW YOU HAVE TO START THINKING ABOUT WHAT REALLY COULD BE PUT INTO THE CORNER. IS IT REALLY CAN ANY RESTAURANT? COULD IT BE OFFICE SPACE?T CERTAINLY NOT GOING TO BE SOMETHING THAT HAS TO HAVE VISIBILITY.T'S GOOD AND IT BEING SOMETHING THAT IS A DESTINATION LOCATION THAT PEOPLE WOULD GO TO.HAT WAS A MAJOR CONSIDERATION.

I WANTED TO MAKE SURE OUT OF THE POINTS THAT WERE MADE TONIGHT I'M NOT GONNA REITERATE EVERYTHING ELSE. TO ME WHEN YOU GIVE THE FACT THAT THE CHURCH IS GONNA BE LOCATED ON THE CORNER I THINK IT DOES COME INTO PLAY ABOUT WHAT OTHER USES COULD BE USED

IN THE 11 ACRES. >> COUNSEL BROWN. >> I DO WANT TO SAY THAT I HAVE NEVER HEARD SO MANY PEOPLE IN FAVOR OF APARTMENTS AND ROWLETT.

I WOULD ASK YOU IF YOU HAVE FACEBOOK ACCOUNTS WOULD YOU PLEASE POST THAT ON FACEBOOK THAT YOU LOVE LUXURY APARTMENTS. I LOVE FIRST BAPTIST.

IT'S A GREAT CHURCH. I WAS RAISED BAPTIST MYSELF. I AM UNAPOLOGETIC BELIEVER.

I LOVE THE MINISTRY AND I BELIEVE YOU WILL HAVE AN IMPACT ON THE COMMUNITY BEING THERE ON THAT CORNER. I LOVE THE CHURCH BEING IN THAT LOCATION.

WHAT DOES IT COME DOWN TO? IT COMES DOWN TO FINANCING. TO BE ABLE TO ACHIEVE YOUR DREAM AND YOUR IMPACT THAT YOU WANT TO HAVE. YOU HAVE TO DO SOMETHING YOU WANT TO SELL THIS ACREAGE. IT IS VERY LIMITED WHEN I AGREED WITH MATT THAT 68 UNITS IS NOT COMMERCIAL USE. ABSOLUTELY IT IS NOT BUT HIS COMMERCIAL HIGHEST AND BEST USE OF THAT PARTICULAR AREA? I DON'T BELIEVE SO. BECAUSE OF ITS LOCATION.

STILL I HAVE REAL CONCERNS ABOUT THE TRAFFIC AND THE CONDITION OF THE INFRASTRUCTURE THAT IS DOWN THERE WITH THE STREET BEING WIDENED WITH DESIGNATED TURN LANES.

MAYBE THAT WOULD BE DIFFERENT BUT YOU ARE TALKING ABOUT A LOT OF MONEY TO DO THAT.

THE CITY DOES NOT HAVE THE FUNDING TO DO IT AND ACTUALLY IT WOULDN'T BE HIGH ON THE PRIORITY LIST FOR US TO DO THAT BECAUSE OF THE INFRASTRUCTURE NEEDS IN THE CITY.

I LOVE YOUR CHURCH AND THE DESIGN. I LOVE YOU HAVE TO WEIGH TO MAKE IT HAPPEN. I HAVE THE TRAFFIC CONCERNS AS OUR DIRECTOR OF DEVELOPMENT SERVICES SAID. THEY HAVEN'T HAD AN OPPORTUNITY TO LOOK AT THE TRAFFIC STUDY.

JUST FROM MY OWN PERSONAL EXPERIENCE, I SPENT A LOT OF TIME TRYING TO GET OUT OF HIGH SCHOOL AND GET OFF OF MAIN STREET AND EVEN ONTO THE PGP TO FEEDER.

IT TAKES ABOUT 20 MINUTES. THERE'S A LOT OF TRAFFIC CONTRACTIONS ON THEIR.

GRANITE IS THE AT PEAK TIMES BUT DOES NOT DESIGNATED AS A SENIOR PROPERTY TO YOUR WANTING TO BUILD ON THAT. IT'S 250 TO 75 UNITS. IF YOU HAVE FAMILIES DOWN THERE AND PEOPLE THAT HAVE CARS, THERE MAY BE KIDS THAT WALK ACROSS THE STREET TO THE SCHOOL. YOU HAVE A LOT OF TRAFFIC THAT COMES OUT OF THERE WITH PEOPLE TRYING TO GET OUT TO GO TO WORK AND COME HOME FROM WORK AT THE SAME TIMES THAT THE SCHOOL IS STARTING.HOSE ARE MY COMMENTS. I LOVE YOUR CHURCH AND WHAT YOU

WANT TO DO. I LOVE TO SEE HAPPEN SOMETIME. >> I THINK SOME PEOPLE HAVE FUN CLUE QUOTING MATTHEW SCRIPTURES AND I THINK THAT'S FANTASTIC.

[02:50:02]

I LOVE THE PASSION. DON'T GET ME WRONG. I JUST HAD TO HEAR FROM MYSELF.

WE REPRESENT THE ENTIRE CITY OF ROWLETT. NUDGES FIRST BAPTIST.

THERE'S BEEN A LOT OF TALK AND SO I JUST HAD TO HEAR THAT PIECE FOR MYSELF ABOUT WHY HE WANTED TO BE THAT LIGHTHOUSE. IT MADE EVEN MORE REAL TO ME ABOUT WHAT THE BEST USE FOR THIS PROPERTY IS. THAT'S BEEN THROWN AROUND A LOT TODAY.

THE HIGHEST AND BEST USE FOR THIS PROPERTY IS ROWLETT BAPTIST CHURCH.

IT'S YOU SITTING OUT THERE WITH THE CONGREGATION THAT'S OUT THERE.

IT'S EVERYTHING THAT YOU WANT TO DO ON THIS SITE. I THINK YOU KNEW THE WHOLE SITE TO DO IT. I THINK THAT THIS IS A PASSION AND PLEA AND I UNDERSTAND AND AGREE COMPLETELY WITH COUNCILMEMBER BROWN. I KNOW IT COMES DOWN TO FINANCES. THAT'S HARD. THAT MIGHT MEAN THAT IT HAS TO WAIT A LITTLE BIT. I'M NOT SAYING THAT THAT'S NOT HOW THE VOTES GONNA GO.

WHEN YOU LOOK AT THE WAY OF 20% OF OUR LAND THAT'S LEFT TO BE DEVELOPED IN THIS PROPERTY WE HAVE TO LOOK AT EVERYONE SO CLOSELY. TURNED ON LOTS OF PROPERTIES AND DEVELOPMENTS IN THE CITY BECAUSE IT WASN'T THE BEST USE FOR WHERE WE WANTED TO SEE ROWLETT GO. I KNOW YOU WILL MAKE THIS HAPPEN WHEN YOU HAVE THIS MUCH PASSION IN SUPPORT WITH THE CONGREGATION THAT YOU GUYS HAVE WITH THE HISTORY THAT YOU HAVE IN THIS CITY I KNOW THAT THIS PROJECT WOULD HAPPEN. I CAN'T SUPPORT A MULTIFAMILY

COMPLEX ON THE LAKE IN THIS PART OF TOWN. >> I WOULD CONCUR WITH THE COUNCILMAN. MY OPINION IS THAT CAN BE VERY POPULAR IN THIS ROOM SO I DO APOLOGIZE AND APPRECIATE YOU COMING OUT AND SHARING YOUR OPINION AND USING YOUR VOICE.

I AM NOT IN FAVOR OF THE REZONING REQUEST OF THE SUBJECT PROPERTY.

AT THIS POINT IN TIME I DO NOT BELIEVE THAT OUR COMMUNITY HAS A SIGNIFICANT NEED FOR MORE MARKET RATE AND MAKE FAMILY UNITS. I SIMPLY CAN'T GET OVER THE FACT THAT THERE IS CURRENTLY ABOUT FOUR SEPARATE MULTIFAMILY DEVELOPMENTS THAT ARE IN THE PIPELINE OF THE WEST SIDE OF THE CITY WHICH INCLUDES THE GLOBAL SITE AND RESIDENCE AT LONGBRANCH. THIS IS WITHOUT MENTIONING THE SIX EXISTING MULTIFAMILY DEVELOPMENT IN THE WEST SIDE WHICH INCLUDE THE VILLAGE OF ROLLA, MANSIONS ON THE LAKE, HARMONY HILLS, WATER'S EDGE AND LAKESHORE. MAJORITY OF THE EXISTING AND PLANNED DEVELOPMENT ARE ABOUT HALF MILE TO MILE AWAY FROM THIS PROPOSED DEVELOPMENT.

IT TOTALS CITYWIDE THERE'S 3500 900 MULTI FAMILY UNITS THAT ARE BUILT OR UNDER CONSTRUCTION IN 2872 MULTIFAMILY UNITS THAT ARE IN THE PIPELINE. THIS BEING SAID PUBLIC SAFETY IS OUR NUMBER ONE PRIORITY. I PERSONALLY DO NOT FEEL THAT IT IS THE BEST INTEREST OF OUR PUBLIC SAFETY RESOURCES TO PROVE I FAMILY DEVELOPMENT OR HIGH DENSITY DEVELOPMENT BEING THAT WE ARTY SPREAD SO THIN I WILL NOT BE ABLE TO MEET MOST OF THE NFPA NATURAL STANDARDS FOR APARTMENT STRUCTURAL RESPONSE TIMES. IN MY VIEW APPROVING ADDITIONAL MULTIFAMILY OR HIGH DENSE DEVELOPMENTS IS PUTTING THE CART BEFORE THE HORSE.

MY OPINION IS THAT WE NEED TO TAKE A STEP BACK AS A CITY AND LOOK AT OUR STRATEGY ON STAFFING BEFORE WE APPROVE HIGH-DENSITY DEVELOPMENTS IN THE CITY.

THIS BEING SAID MY VOTE OF NO FROM MY PERSPECTIVE IS JUST THE BELIEF THAT THE REZONING WILL NOT PROTECT OR ENHANCE THE HEALTH SAFETY, MORALS OR DEVELOPMENT CODE.

I DO BELIEVE THAT THE CHURCH, THE SITE IS PERFECT FOR THE CHURCH IT'S TRACK TO THAT I'M

STRUGGLING WITH AND WILL NOT BE ABLE TO PROVE. >> ANY OTHER COMMENTS? I'LL MAKE A COUPLE COMMENTS. I MADE GENERAL COMMENTS BEFORE ABOUT MULTI FAMILY AND THE CITY OF ROLLA. I DO AGREE WITH MISTER BY THE WAY. MAKING THAT POINT - IN REGARDS TO THE CHURCH IS GOING TO BUILD ON THIS CORNER REGARDLESS.

IT'S NOT REALLY A QUESTION OF THIS COUNCIL OR THE CORNER BECAUSE THE CHURCH HAS THE RIGHT TO BUILD ON THAT CORNER. IT'S BEEN VERY CLEAR THAT THE CHURCH IS GOING TO BUILD ON

[02:55:03]

THAT CORNER. IT'S LIKE YOU CONSIDER ANYTHING ELSE.

IT DOES COME DOWN TO PARTIALLY THE HIGHEST AND BEST USE FOR THAT BACK PARCEL IF THE CHURCH IS GOING TO SELL THAT POSSIBLE. THE PROBLEM I HAVE IS WE JUST GOT TOO MUCH MULTIFAMILY IN THE PIPELINE COMPARED TO THE ABSORPTION RATES. I CAN'T IN GOOD CONSCIOUS FOR THE BEST INTEREST OF THE CITY AS A WHOLE PUT MORE UNITS IN THE PIPELINE THAT ARE NOT ALLOWED BY RIGHT AT THIS CURRENT TIME PERIOD. DON'T DISAGREE THAT THAT PIECE OF PROPERTY IS VERY DIFFICULT TO DEVELOP AND THAT YOU WILL NOT BE ABLE TO DO ANYTHING ELSE BACK THERE. WE HAVE TO REPRESENT THE ENTIRE CITY AND I DO NOT THINK THAT THE CITY CAN MANAGE ADDITIONAL UNITS IN THE PIPELINE. ANY OTHER COMMENTS COUNCIL?

>> AT THIS TIME I WILL ENTERTAIN A MOTION. >> COUNCILMAN MARKEL.

>> I'LL MAKE A MOTION TO THE ITEM. >> TO BE OF A MOTION TONIGHT I

HAVE A SECOND? >> MOTION TO SECOND IN THE DISCUSSIONS COUNCIL?

>> AT THIS TIME I WILL CALL THE VOTE. THE VOTE OF YES IS FOR DENIAL.

A NO VOTE IS FOR, YOU KNOW WHAT THAT IS. I'M APOLOGIZING NOW THAT THE REZONING HAS BEEN DENIED. THANK YOU FOR BEING HERE TONIGHT.
