KATHY WHO HAS BEEN SUCH AN INVALUABLE ASSET TO OUR CITY AS OUR LIBRARY DIRECTOR FOR EIGHT PLUS YEARS F. WE COULD. OUR FIRST ITEM OF CONSIDERATION IS ITEM 5A WHICH IS PRESENTATION TO KATHY FOR HER YEARS OF SERVICE AS LIBRARY DIRECTOR AND OUR CITY MANAGER IS GOING TO

TAKE THAT. >> THEY ARE ALL HERE FOR YOU.

THIS IS PRETTY SPECIAL. KATHY, OUR ROWLETT LIBRARY SERVICES DIRECTOR IS RETIRING TOMORROW.

WE WANT TO HONOR HER TONIGHT FOR HER SERVICE TO THE CITIZENS OF ROWLETT. KATHY'S FIRST DAY ON THE JOB WAS AUGUST 8, 2011. WHEN SHE WAS HIRED I WAS DOING DOUBLE DUTY AS ASSISTANT CITY MANAGER AND INTERIM LIBRARIAN.

WHICH IS WHY WE CALL HER K2. I ALSO LIKE TO SAY SHE'S NOT YOUR TYPICAL LIBRARY DIRECTOR. SHE'S AFEARS ADD VODKAS FOR LIBRARY SERVICES AND TOUGH ENOUGH TO TELL THE CITY MANAGER THOUSAND COW TATE CABBAGE WHEN ASKING FOR RESOURCES.

KATHY AND HER STAFF HAVE SERVED THROUGH NUMEROUS SEVERE WEATHER THREATS. SUCH AS 2013 AND 2015.

THREW IT ALL KATHY AND HER TEAM PROVIDED SHELTER, COMPUTER ACCESS, INFORMATION, A LISTENING EAR AND THIRD PARTY RESOURCES TO OUR ENTIRE COMMUNITY. SHE ALSO WENT THROUGH FLOODS BUT HANDLED IT ALL WITH GRACE AND FINESSE JUST AS SHE DID WHEN SHE

ORCHESTRATED TWO RELOCATIONS OF THE LIBRARY PLUS THE DESIGN OF A NEW LIBRARY. I LIKE TO CALL HER THE DRIVING FORCE OF THE LIBRARY ACTION EXACTLY THE RIGHT PERSON TO HANDLE THESE TWO MONUMENTAL TASK OF MOVING THE LIBRARY.

CAN YOU IMAGINE MOVING 92,000 BOOKS, SHELVING, DESK, TABLES, CHAIRS, EMPLOYEES AND CUSTOMERS AFTER BEING IN THE SAME LOCATION FOR 18 YEARS? THAT'S A LOT OF STUFF FOLKS.

PLUS DURING THE 2015 MOVE IT RAINED ALMOST EVERY DAY.

BUT THE 2018 MOVE WAS NOT WITHOUT ITS CHALLENGES TOO.

THERE ARE A LOT OF OVERLAPPING AND MOVING PARTS AS THE CREWS STRUGGLED TO FINISH THE LIBRARY WHEN THE MOVE STARTED.

NOT TO MENTION THE TO PROGRESSIVE HEAT DURING THE RIBBON CUTTING. I THINK A LOT OF YOU LIKE THE NEW LIBRARY AND ITS LOCATION AS OVER 1500 PEOPLE VISITED THE VERY FIRST DAY. HERE ARE IS A FEW OF THE MANY ACCOMPLISHMENTS ACHIEVED BY KATHY AND HER AMAZING TEAM.

SHE'S ACREDITTED BY THE ARCHIVES COMMISSION AS A FULLY QUALIFIED MEMBER OF THE TEXAS LIBRARY SYSTEM, RECOGNIZED BY THE TEXAS LIBRARY MUNICIPAL LIBRARY DIRECTIVES ASSOCIATION FOR ACHIEVEMENT OF LIBRARY EXCELLENCE AWARD WHICH IS ONLY 51 LIBRARIES IN THE STATE OF TEXAS MAKING US ONE OF THE TOP TEN LIBRARIES OR TOP 10% LIBRARIES IN THE STATE.

TRANSITION FROM AN OLD AND FAILING SOFTWARE SYSTEM TO NEW AND IMPROVED INTEGRATED LIBRARY SYSTEM WITH ENHANCED FUNCTIONALITY AND IMPROVED ONLINE PUBLIC ACCESS AND CATALOG FOR LIBRARY USERS. EVERY MINUTE A RADIO FREQUENCY IDENTIFICATION SYSTEM BRINGING OPERATIONAL EFFICIENCIES TO STREAMLINE PROCESSES INCLUDING CUSTOMER CHECKOUT WHICH A LOT OF OUR CUSTOMERS APPRECIATE. DEVELOP OR IMPROVE LIBRARY PROGRAMS SUCH AS LOVE ON A LEASH WHICH IS READING THERAPY DOGS, CONVERSATIONAL ENGLISH AS A SECOND LANGUAGE CLASS, A NEW CURRICULUM FOR GED CLASSES, ONE ON ONE TECHNOLOGY ASSISTANCE AND STEM WHICH IS TECHNOLOGY ENGINEERING AND MATH FOCUSED ON SCHOOL AGE ACTIVITIES. SHE COLLABORATED WITH THE LIBRARY BOARD IN DELIVERING AN UPDATED LIBRARY STRATEGIC PLAN AND PRESENTING A REVISED MANUAL FOR COUNCIL CONSIDERATION APPROVAL TONIGHT ACTUALLY. KATHY'S WORK WITH CITIZEN BOARD MEMBERS HAVE CONTRIBUTED GREATLY TO A QUALITY OF LIFE IN ROWLETT.

SHE SERVED ON OUR LIBRARY VISIONING TASK FORCE WHICH WAS A COMMITTEE OF KEY STAKEHOLDERS, COUNCIL REPRESENTATIVES AND CITY STAFF WHO RESERGED 21ST CENTURY TRENDS, MADE SITE VISITS AND WORKED WITH ARCHITECT TO IDENTIFY SERVICE AND MAKE RECOMMENDATIONS FOR INTERIOR DESIGN FOR THE LIBRARY FACILITY.

THE APRIL 2015 HAPPY TRAILS EVENT BID FAREWELL TO THE 3900 STREET FACILITY. OCTOBER 2018 GRAND REOPENING EVENT WAS SHOW CASED MANY OF THE RESOURCES AND SERVICES AVAILABLE AT 300 MAINSTREET. SHE ALSO SERVED AS STAFF LIASON FOR THE FRIENDS OF THE LIBRARY. LIBRARY ADVISORY BOARD AND ARTS AND HUMANITIES COMMISSION CONNECTING WITH NUMEROUS CITIZENS OVER THE YEARS. HER KINDNESS, WISDOM AND DEDICATION WILL BE GREATLY MISSED BY THE BOARDS, HER STAFF , THE CITIZENS AND ME. I KNOW HER STAFF WILL MISS HER TOO, ESPECIALLY HER THREE RIGHT-HAND PEOPLE.

KATHY, IT'S BEEN A PRIVILEGE TO SERVE WITH YOU AND I KNOW THE EXECUTIVE TEAM AND CITY COUNCIL FEELS THE SAME WAY.

AS A RESULT 2018 WAS ANOTHER VERY BUSY YEAR WITH HIGH QUALITY PROJECTS SPRINGING UP ALL ACROSS THE STAY.

OVER 20% OF THE LAND DEVELOPED AND MEMBERS ARE CAPITALIZING ON OUR REGIONAL GROWTH AND OUR STRANGE ENVIRONMENT.

IN FACT, YOU ROWLETT WAS NAMED -- THE INCREASED RESOURCES WHICH BECOMES A STRAIN ON INFRASTRUCTURE, PUBLIC SAFETY AND CITY SERVICES. YOUR LOCAL TAX DOLLARS PROVIDE EXTENSIVE SERVICES SLUG INFRASTRUCTURE IMPROVEMENTS AND MAINTENANCE, PUBLIC WORKS, PARKS AND THE LIBRARY.

WE ARE ABLE TO MEET INCREASING BUDGET NEEDS WITHOUT RAISING THE TAX RATE LARGELY DUE TO THE INCREASE IN PROPERTY EVALUATIONS AND E AS WELL AS THE 2015 AND 2018 BOND PROGRAMS. AS A RESULT OF THESE BOND PROGRAMS WE ARE INVESTING OVER $32 MILLION IN OUR NEIGHBORHOODS.

RECONSTRUCTION OF STREETS, ALLIES AND DRAINAGE SYSTEMS.

>> BEFORE THIS STREET, WE HAD JUST A STREET WITH NO CURBS AND WHEN IT RAINED THE WATER WOULD COLLECT AND LOOKED LIKE -- YOU'D SEE PEOPLE WALKING UP AND DOWN THE STREET.

WE HAD THE LITTLE LIBRARY. THAT'S THE NEIGHBORHOOD GATHERING SPOT. BEFORE WE WOULD NOT EVEN ATTEMPT

ANYTHING LIKE THIS. >> IN ADDITION TO IMPROVING OUR NEIGHBORHOODS, WE ARE INVESTING OVER $27 MILLION TO RECONSTRUCT AND IMPROVE OUR MAJOR ROADWAYS. TO IMPLEMENT TRAFFIC MANAGEMENT SYSTEMS TO IMPROVE FLOW OF TRAFFIC.

OUR RESIDENTS DEMAND AND DESERVE A SAFE COMMUNITY.

WE ARE VERY FORTUNATE TO BE SERVED BY OUR TOP NOTCH MEN AND ANYMORE OUR POLICE AND FIRE DEPARTMENTS WHO CONSISTENTLY PROVIDE EXCEPTIONAL SERVICES TO OUR GROWING COMMUNITY.

TO MEET THE NEEDS OF OUR FIRE DEPARTMENT, CONSTRUCTION IS NOW UNDER WAY ON A PUBLIC SAFETY TRAINING CENTER AND WE ARE DESIGNING FOR A NEW FIRE STATION NUMBER TWO.

OUR UP COMING 2020 BUDGET INCLUDES THE ADDITION OF EIGHT POLICE OFFICERS AND ONE DISPATCH TORE ADDRESS INCREASING RESPONSE TIME ON PRIORITY ONE CALLS ON MOST CRITICAL LAND.

TO A INNOVATIVE TEAM ROWLETT PARKS AND RECREATION DEPARTMENT ENRICH'S OUR CITY. CITY PARKS ARE CRUCIAL TO THE HEALTH AND DEVELOPMENT OF OUR CITY AND WELL BEING OF ALL OF OUR RESIDENTS WHICH IS WHY WE INVESTED OVER $12 MILLION IN CAPITAL IMPROVEMENTS ACROSS OUR ENTIRE TOWN.

THIS WAS POSSIBLE BY UTILIZING AN APPROACH TO CAPITAL INVESTMENT OVER TIME. IT PROVIDES A DIRECT BENEFIT TODAY'S CUSTOMERS RESULTING IN A $5.50 REDUCTION IN THE MONTHLY WATER RATE. SECOND IT ALLOWS FUTURE CUSTOMERS TO HELP PAY FOR THE COST OF THE SYSTEM OVER TIME.

THIS APPROACH IS EXPECTED TO KEEP FUTURE INCOLLIES MORE MODEST. IN 20129 THE CITY ADDED BUSINESSES. SAW COMMERCIAL PROJECTS INCLUDING THE OPENING OF A 70,000 SQUARE FOOT EXPANSION OF THE MEDICAL CENTER. AND THE CREATION OF OVER 200 NEW JOBS. ANOTHER $1 MILLION IN PLANNED DEVELOPMENT AND PRIVATE INVESTMENT IS UNDER WAY.

A MAJOR ACCOMPLISHMENT THIS PAST YEAR IS SECURING A NEW DEVELOPER FOR SAPPHIRE BAY. A 117-ACRE $1 BILLION MIXED USE WATER FRONT DEVELOPMENT UNLIKE ANY OTHER IN THE COUNTRY.

I PERSONALLY WOULD LIKE TO THANK OUR RESIDENTS.

WE'LL CONTINUE OUR FIGHT FOR LOCAL DECISION MAKING AND ARE HOPEFUL THAT SOME OF THIS DAMAGE CAN BE MITIGATED IN THE NEXT LEGISLATIVE SESSION. THE 2015 AND 2018 BOND PROGRAMS PROVIDE RESOURCES TO ENABLE IMPORTANT INFRASTRUCTURE, PUBLIC SAFETY AND RECREATIONAL IM.

PROS WHICH HAVE ENHANCED OUR QUALITY OF LIFE.

WE ANTICIPATE FUTURE BOND PROGRAMS AS LONG AS THE ECONOMY REMAINS STRONG AND OUR BUDGET HAS SUFFICIENT FUNDING.

TEXAS HAS EXPERIENCED RAPID GROWTH SINCE THE LAST CENSUS IN 2010 WHICH REFLECTS THE STRENGTH OF OUR GREAT STATE.

IF OUR COMMUNITIES ARE FULLY COUNTED IN THE 2020 CENSUS TEXAS COULD GAIN UP TO THREE ADDITIONAL SEATS IN CONGRESS.

IN A NUTSHELL MIXED USE DEVELOPMENT IS THE VERTICAL AND HORIZONTAL INTEGRATION OF MIXED USE IN TERMS OF LAND USES.

TRACT ONE, THE GOAL BASEND TO INFORMATION SUBMITTED BY THE APPLICANT IS TO DEVELOP A PHASE DEVELOPMENT FOR THE CHURCH CAMPUS.

AND TRACT TWO IS TO DEDICATE IT FOR MULTIFAMILY USE.

PHASE ONE WOULD HAVE 42,000 SQUARE FOOT BUILD WHICH CAN WOULD HAVE THE WORSHIP CENTER, LOBBY AREA AND EDUCATIONAL AREA AS WELL AND ACCOMMODATE FOR 183 PARKING SPACE.

TWO MONUMENT SITES PROPOSED ON THE PROPERTY.

ONE AT THE INTERSECTION OF MAIN AND ANOTHER SIGN HERE.

INGRESS AND EGRESS TO THE SITE IS PROPOSED OFF OF MAINSTREET.

PHASE TWO THAT YOU CAN SEE WHICH IS UNTIL THE DASHED LINES AND I WILL TRY AND POINT IT OUT. WE'RE REFERRING TO THIS AREA AS THE FUTURE DEVELOPMENT AND ACCOMMODATION OF FUTURE PARKING AREA AS WELL. BASED ON THE INFORMATION PROVIDED TO US, IT IS EXPANSION OF THE WORSHIP CENTER.

DINING AREA IS BEING INTRODUCED. THE EDUCATIONAL COMPONENT WILL BE ENHANCED THERE. IS A FUTURE AMPHITHEATRE PROPOSED AND OUTDOOR RECREATION FACILITIES SUCH AS VOLLEYBALL COURTS, OUTDOOR PLAY AREA AND PARKING NECESSARY TO ACCOMMODATE THE USES. THERE IS A POND ON THE SITE.

THE APPLICANT WILL BE UTILIZING THAT POND AS AN AMENITY FEATURE AND FOR ITS OTHER COMPONENTS ASSOCIATED WITH ITS SITE AS IT RELATES TO INFRASTRUCTURE. INGRESS AND ABREAST IS ALSO AVAILABLE OFF OF PGBT ROAD. TRACT TWO ON THE OTHER HAND IS THIS COMPONENT IS FOR AN URBAN VILLAGE DISTRICT TO ACCOMMODATE THE DEVELOPMENT OF A MULTIMAMMARY COMPLEX ON THE PROPERTIFUL THERE ARE APPROXIMATE MR.LY SIX THREE STORY BUILDING ON THE SITE. THESE ARE THE BUILD THAT IS ARE BEING REFERRED TO. AS YOU CAN SEE, THIS IS THE OVERHEAD EASEMENT I WAS REFERENCING EARLIER IN TIMES OF PHYSICAL CONSTRAINTS THERE. IS A LIVE WORK COMPONENT REFLECTED ALONG HERE BECAUSE THE APPLICANT IS PROPOSING TO EMANATE DISTRICT THEY ARE PROPOSING A MIXED USE COMPONENT.

THERE ARE PEAK TRAFFIC HOURS FOR THE CHURCH AS WELL BUT THEY WILL OCCUR ON A SUNDAY WHEN BOTH THE SCHOOL AND COMMUNITY CENTER LIKELY WILL GENERATE LOW TRAFFIC VOLUMES AT THAT TIME.

AS FAR AS TRACT TWO IS CONCERNED , THE APPLICANT DID SUBMIT A TIA. AFTER REVIEWING THEM WE NEED TO MAKE SURE THE TWO REPORTS COME TOGETHER.

THE APPLICANT HAS SINCE MONDAY PROVIDED A REVISED UPDATED TRAFFIC IMPACT ANALYSIS FOR TO US REVIEW.

WE NEED TO SPEND SOME TIME ON IT.

BASED ON FIRST BLUSH REVIEW OF THAT ATE PEERS THAT THE A.M. AND P.M. PEAK HOURS WOULD NOT BE IN CONFLICT WITH THE USES.

AS WE DIVE INTO MORE CONVERSATION THAT WILL COME TO LIGHT. INFRASTRUCTURE THERE IS EXISTING WATER AND WASTE WATER INFRASTRUCTURE AVAILABLE TO ACCOMMODATE DEVELOPMENT. THE APARTMENT IS MOSTLY FULL. IT'S FILLED UP.

BECAUSE IT'S REALLY NICE AND UP SCALE PLACE THAT A LOT OF YOUNG PEOPLE LIKE MYSELF HAVE BEEN LOOKING FOR.

I'VE MET A LOT OF GREAT PEOPLE THERE.

I CAN ATTEST TO BEING ONE OF THE YOUNG PEOPLE LOOKING FOR A GREAT PLACE TO LIVE AND LIVING IN ROWLETT WE LOVE.

BUT IT ONLY TOOK 30 MINUTES TO GET TO WORK. ROWLETT IS THE PERFECT HAPPY MEDIUM. WE CHOSE IT SPECIFICALLY BECAUSE OF THE DIVERSITY ON PURPOSE. WE CHOSE TO LIVE HERE BECAUSE OF THE DIVERSITY. HAVING THAT OTHER PARCEL OF LAND BE MULTIFAMILY WILL ONLY I WORK AS A MARKETING MANAGER ON I DON'T HAVE A LOT OF STATISTICS ABOUT ROWLETT.

BUT I CAN SAY THAT HAVING A COMMUNITY THAT IS WALKABLE HAS A MAGICAL WAY OF TRANSFORMING A NEIGHBORHOOD AND COMMUNITY.

MAJORITY OF THE EXISTING AND PLANNED DEVELOPMENT ARE ABOUT HALF MILE TO MILE AWAY FROM THIS PROPOSED DEVELOPMENT.

IT TOTALS CITYWIDE THERE'S 3500 900 MULTI FAMILY UNITS THAT ARE BUILT OR UNDER CONSTRUCTION IN 2872 MULTIFAMILY UNITS THAT ARE IN THE PIPELINE. THIS BEING SAID PUBLIC SAFETY IS OUR NUMBER ONE PRIORITY. I PERSONALLY DO NOT FEEL THAT IT IS THE BEST INTEREST OF OUR PUBLIC SAFETY RESOURCES TO PROVE I FAMILY DEVELOPMENT OR HIGH DENSITY DEVELOPMENT BEING THAT WE ARTY SPREAD SO THIN I WILL NOT BE ABLE TO MEET MOST OF THE NFPA NATURAL STANDARDS FOR APARTMENT STRUCTURAL RESPONSE TIMES.
