WE ARE VERY EXCITED TONIGHT, THIS IS A VERY IMPORTANT EVENING FOR OUR POLICE DEPARTMENT. ITEM 5C IS PRESENTATION TO POLICE CHIEF MIKE BROADNAX FOR HIS SERVICE TO THE CITY.

WHO WILL BE HANDLING THAT? ALL RIGHT.

WE WILL RECOGNIZE OUR OUTGOING POLICE CHIEF MIKE BROADNAX AND THEN INAUGURATE OUR NEW CHIEF MICHAEL GODFREY.

YEARS MY DARLING MAN. >> ALL RIGHT.

MIKE BECAME OUR POLICE CHIEF FOR THE CITY OF ROWLETT ON APRIL 9, 2012. PRIOR TO THAT HE SERVED THE DESOTO DEPARTMENT FOR 30 YEARS, 15 AS CHIEF.

HE HOLDS A BACHELORS OF APPLIED SCIENCE WITH CRIMINAL JUSTICE AND A MASTERS OF ARTS IN ORGANIZATIONAL MANAGEMENT FROM BAPTIST DALLAS UNIVERSITY. HE IS A GRADUATE OF THE FBI NATIONAL ACADEMY. HE HAS LED THE POLICE DEPARTMENT FOR THE LAST EIGHT YEARS IN ROW LIT AND BROUGHT MANY ADVANCEMENTS TO THE DEPARTMENT. IT BENEFITS OUR POLICE OFFICERS AND THE COMMUNITY AT LARGE. HE LED THE DEPARTMENT THROUGH THE RIGORS OF THE TEXAS POLICE CHIEF RECOGNITION PROGRAM WHICH INVOLVES COMPLIANCE WITH 166 TEXAS LAW ENFORCEMENT BEST PRACTICES. THESE BEST PRACTICES WERE DEVELOPED BY THE TEXAS LAW ENFORCEMENT PROFESSIONALS TO ASSIST AGENCIES IN THE EFFICIENT AND EFFECTIVE DELIVERY OF SERVICE, THE REDUCTION OF RISK AND THE PROTECTION OF INDIVIDUAL RIGHTS. THE DEPARTMENT RECEIVED THAT PRESTIGIOUS DESIGNATION FOR THE FIRST TIME SIX YEARS AGO AND HAS BEEN RECOGNIZED EVERY YEAR SINCE.

WELL WHAT IS JUST ONE OF OVER 100 CITIES IN TEXAS TO HOLD THE DISTINGUISHED TITLE OF RECOGNIZED LAW ENFORCEMENT AGENCY. DURING HIS TENURE, ROWLETT HAS BEEN NAMED ONE OF THE SAFEST CITIES IN TEXAS FROM 2013 TO 2019 THAT HAS HELPED OUR CITIZENS FEEL SAFE AND BE SAFE.

IN 2015 HE WAS INSTRUMENTAL IN THE CITY'S RESPONSE TO THE F4 TORNADO THAT IMPACTED 1300 HOMES AND BUSINESSES.

ONE OF THE VERY FIRST THINGS HE DID WAS PUT A CALL OUT FOR HELP TO OTHER AGENCIES SO WE COULD PROTECT PROPERTIES FROM THEFT UNTIL OUR IMPACTED RESIDENCES AND BUSINESSES COULD REMOVE THEIR BELONGINGS. MIKE ALSO HAS A HEART FOR PEOPLE

IN NEED. AS A RESULT, IN 2016 HE CREATED THE CRISIS INTERVENTION PROGRAM.

SUCCESSFUL. HE ALSO CARES DEEPLY FOR HIS FELLOW POLICE OFFICERS. IN 2019 HE INITIATED A DEPARTMENT TASK FORCE TO COMBAT THE NATIONWIDE GROWING PROBLEM OF SUICIDE BY FIRST RESPONDERS, EXPERIENCING POSTTRAUMATIC STRESS. THIS HAS RESULTED IN THE DEVELOPMENT OF PROGRAMS AND TRAINING TO HELP IDENTIFY POSTTRAUMATIC STRESS AND PROVIDE ASSISTANCE FOR OUR POLICE OFFICERS WITH PTS. THE CHIEF HAS BEEN OF VALUABLE MEMBER OF OUR EXECUTIVE TEAM AND DEVELOPED EXCELLENT ELATION SHIPS WITH OTHER LAW ENFORCEMENT AGENCIES AND CREATED GREAT RAPPORT WITH OUR CITIZENS. MIKE, I AM SO GRATEFUL FOR ALL THAT YOU HAVE DONE DURING YOUR TENURE AS ROWLETT POLICE CHIEF.

YOU WILL BE MISSED AND I WANT TO AIM YOU THE ABSOLUTE BEST IN YOUR RETIREMENT.

HERE IT IS FEBRUARY 2020 SO A SHORT 43 YEARS AND THIS JOURNEY HAS COME TO AN END. 25 OF THAT HAS BEEN AS A CHIEF OF POLICE. I WAS BLESSED TO COME TO ROWLETT FOR THE LAST EIGHT YEARS. IT'S BEEN A GREAT JOURNEY.

WHAT A GREAT CITY. THE CITIZENS HAVE BACKED THE POLICE DEPARTMENT ALL THE WAY. I'VE HAD A FABULOUS POLICE DEPARTMENT TO WORK WITH AND GREAT MEN AND WOMEN INVOLVED IN THAT POLICE DEPARTMENT AND I WANT TO THANK THE LAST TWO COUNCILS I'VE SERVED WITH. YOU HAVE GIVEN US THINGS THAT WE'VE NEEDED AND YOU'VE DONE IT AT A COST.

IT'S ALWAYS BEEN BIG TICKET ITEMS FOR US AND YOU'VE MANAGED TO SOMEHOW GET THE MONEY THERE WHEN IT WAS LIKE SQUEEZING THE BLOOD OUT OF THE TURNUP. YOU MANAGED TO DO IT.

I WANT TO THANK YOU ALL FOR THAT AND YOU'VE SUPPORTED THE POLICE DEPARTMENT. WE DID A QUICK ACCOMPLISHMENT AND I'M GONNA RUN THROUGH IT QUICKLY.

AS A CHIEF YOU ALWAYS WANT TO LOOK BACK AND SAY OKAY, WHEN I GOT HERE, HAVE I MADE THINGS BETTER? DID I LEAVE IT BETTER THAN I FOUND IT? SO WE GOT TOGETHER WE STARTED PUTTING DOWN THE ACHIEVEMENTS OR ACCOMPLISHMENTS WE'VE GOTTEN SO I'M GOING TO GO THROUGH THEM FAIRLY QUICKLY, IF THIS WORKS, LAURA.

MAYBE IT WON'T BE TOO QUICK. NOW IS IT READY? OKAY. ALL RIGHT.

THEY'VE SPOKEN ABOUT THE POLICE CHIEFS RECOGNITION, THE POLICE OFFICER PROGRAM, THE POLICE OFFICERS SERVICE PROGRAM IS WHAT THEY DO AT THE LIBRARY AND MAIN STREET AREA.

WE'VE GOT A COMMITTEE NOW THAT'S GOING TO START TALKING ABOUT THE HOMELESS PROBLEM SO THAT WE CAN ADDRESS IT BEFORE IT COMES A PROBLEM FOR US. THE PTSD COMMITTEE HE TALKED ABOUT CROSSES INTERVENTION, THE FUNDING THROUGH DARK, WERE PROUD OF THAT ONE BECAUSE THE GROUP DIDN'T HAVE ANY FUNDING FOR THEMSELVES AND WHEN DART WANTED US TO REGULATE THEIR PARKING OVER THERE WE WERE ABLE TO GET THEM TO FUND THE PROGRAM ANNUALLY. SUMMER SCHOOL PROGRAMS, WE DO FIVE SUMMER SCHOOL CAMPS EVERY SUMMER, THAT HAS HELPED US BUILD A RAPPORT WITH THE KIDS IN THE SCHOOLS.

WE NEEDED THAT. THEY ARE OUR FUTURE AND WE WANTED TO HAVE A GOOD RAPPORT WITH THEM.

BODY CAMERAS, WE BROUGHT THOSE ON AND LATER ON WE UPGRADED THOSE. WE'LL TALK ABOUT THAT MAYBE LATER. SMART 911 WE BROUGHT ON, WE ENHANCED OUR HONOR GUARD FOR THE LAST TWO YEARS WE'VE DONE A

CEREMONY OVER HERE AT VETERANS PARK TO HONOR THOSE POLICE OFFICERS ACROSS THE COUNTRY THAT HAVE GIVEN THEIR LIVES, PUSH THE IMPORTANCE OF HIGHER EDUCATION. I'M VERY PROUD OF THIS ONE BECAUSE WE PUSH THAT OUT THERE, WE DIDN'T HAVE ANY MEANS TO PAY FOR THIS, BUT WE MADE IT IMPORTANT TO THE OFFICERS.

SINCE WE'VE IMPLEMENTED THAT.

I THINK SOME OTHERS HAVE ENROLLED SINCE WE DID THE SLIDE. WE'VE ENHANCED OUR SOCIAL MEDIA COMMUNICATIONS AS YOU'VE NOTICED.

KENNY HUGHES HAS DONE A GREAT JOB WITH THAT.

WERE OUT THERE ON FACEBOOK AND HE'S DOING A GREAT JOB OF GETTING OUR MESSAGE OUT THERE AND WE PICK UP MORE FACEBOOK USERS EVER DAY. LIP-SYNCH, WE HAD OVER A MILLION HITS ON THAT ONE. ROULAC TEXAS, OVER A MILLION HITS. I'M NOT GONNA SAY WE DID IT BECAUSE WERE SO GOOD, THEY MAY HAVE LOOKED AT IT BECAUSE WERE SO BAD. WE DON'T NEED A FULL-TIME JOB SINGING. ADDED TRAFFIC OFFICERS TO THE TRAFFIC UNIT, ADDED A MOTORCYCLE UNIT.

TRAFFIC IS GETTING HEAVIER AND HEAVIER EVERY DAY SO WE'VE ADDED THOSE TO HELP US MONITOR THAT. WE ALLOWED TATTOOS AND BEARDS BECAUSE WE ARE HIRING DIFFERENT INDIVIDUALS THAT ARE COMING OUT OF THE MILITARY AND THEY HAVE BEARDS AND TATTOOS AND WE ALWAYS THOUGHT WHY DO WE NEED TO CHANGE WHO WE ARE AT HOME VERSUS WHO WE ARE AT WORK. YOU CAN BE BOTH.

IT HAS WORKED OUT WELL FOR US. WE HAVE NEW EQUIPMENT IN THE DAY, WITH THE ADDED TACTICS, WE'VE GOTTEN RELIABLE ON WHAT WE FELT WAS NONLETHAL WEAPONS AND WE DECIDED WE BETTER START TRAINING OUR GUYS TO DEFEND THEMSELVES SHOULD THOSE AVENUES FAIL. LEXAPRO, WERE USING THAT TO KEEP OUR POLICIES UPDATED TO THE LATEST COURT RULINGS, THAT'S UPDATED SOMETIMES WEEKLY, MONTHLY OR EVERY TIME A COURT RULING APPLIES WE GET IT UPDATED.

DEPARTMENTAL FLAG, WE HAVE OUR OWN FLAG THAT WE PROBABLY FLY.

WE IMPLEMENTED A QUARTERMASTER PROGRAM.

WERE GETTING TOO BIG THAT WE CAN'T JUST GO OUT AND GET A UNIFORM, NOW WE HAVE TO ORDER THAT STUFF IN AND IT HAS TO BE OF OUR EQUIPMENT.ANAGED ON ALL- WE ARE GROWING A LOT AND WE ARE GROWING FAST. THE TORNADO, BRIAN TALKED ABOUT THAT, WE INSTALLED THE RUBBER ROOM TO HELP US DEAL WITH PEOPLE WITH MENTAL HEALTH ISSUES WHEN THEY'RE BROUGHT INTO THE JAIL SO THAT IT'S MORE HUMANE, TRANSITION SUV, WE GOT OUT OF THE DODGE CHARGERS AND INTO THOSE.

COMMUNICATIONS WAS UPDATED AND REMODELED.

WE UPDATED OUR OFF-DUTY WEAPONS. WE ESTABLISHED AN IN-HOUSE IT SUPPORT. WE ARE ONE OF THE BIGGEST IT USERS IN THE CITY. EVERYTHING WE TOUCH HAS A COMPUTER ATTACHED TO IT. OUR PHONES, CARS, OUR OFFICES, OUR TICKET WRITERS, EVERYTHING. DRUG BURN BAILOUT, WE HAD TO CURATE OUR DRUGS AND WE CAN NOW DO THAT SAFELY IN OUR OWN FACILITY AND ITS EFFICIENT AND SAFE.

FITNESS OBSTACLE COURSE TO HIRE NEW HIRES AND KEEP OUR OFFICERS SAFE AND PHYSICALLY FIT. WE DID INCREASE OUR INVENTORY OF THOSE SO WE WOULD HAVE A BIGGER ASSORTMENT OF LESS LETHAL FORCE AVAILABLE TO US. UPDATED THE RIGHT ALERT SYSTEM, THAT'S THE ONE YOU ALL GET WHERE YOU CAN SIGN UP FOR THAT FOR MAJOR EVENTS OR THINGS GOING ON IN YOUR NEIGHBORHOOD.

ARMORED VEHICLE, WE HAVE AN M WRAP THAT WE GOT FROM THE MILITARY, THAT'S A $500,000 VEHICLE THAT WE GOT FOR FREE.

THAT'S AN IMPORTANT VEHICLE FOR OFFICERS AND SAFETY.

AND, THIS WAS A BIG TICKET ITEM FOR THE COUNCIL BECAUSE WE UPGRADED OUR AXON BODY CAMERA. WE WENT TO AXON AND WHEN AWAY FROM CAR CAMERAS AND THEN WE PUT IN CAMERAS AND ALL OF OUR INTERVIEW ROOMS. THAT WAS A HUGE COST TO THE CITY AND Y'ALL HELPED US OBTAIN THOSE AND WE APPRECIATE THAT.

18 OFFICERS HAVE BEEN ADDED. THAT IS A BIG THING IN THE LAST EIGHT YEARS TO HAVE THAT MANY OFFICERS.

WE NEED MORE BUT THAT IS REALLY HELPED US.

HEAVY VESTED HELMETS. SHOOTINGS OCCURRED AND WE LOST SEVEN OFFICERS IN ONE NIGHT. WE CAME BACK AND ASKED YOU IF WE COULD GET A SET OF HELMET AND BODY ARMOR FOR OUR OFFICERS TO KEEP IN THE CARS IF AND WHEN WE NEED THEM.

Y'ALL DID THAT. THAT WAS ANOTHER COST.

COMPENSATION PLAN HAS BEEN REVISED SEVERAL TIMES NOW WHERE WERE VERY COMPETITIVE WITH THE OTHER CITIES.

SECURITY FENCE, WE APPRECIATE THAT THAT Y'ALL GAVE US.

WE NEEDED THAT FENCE. WE FEEL MUCH BETTER NOW.

WE WENT TO THE NEW SYSTEM AND THIS CAME FROM THE FEDERAL GOVERNMENT BACK WHEN 911 OCCURRED AND THAT'S WHY WE NEEDED THOSE AND Y'ALL MADE THAT HAPPEN.

WE ADDED A CORPORAL RANK. THAT WAS SOMETHING BIG THAT WE DID INSIDE THE DEPARTMENT. LADIES AND GENTLEMEN THAT'S A LOT OF ACCOMPLISHMENTS IN EIGHT YEARS AND YOU'VE ALL BEEN A BIG PART OF IT.

I HAVE ONE LAST ONE AND I'M NOT GOING TO CALL IT AN ACCOMPLISHMENT, BUT I HAD THE HONOR.

>> I HAD THE HONOR AND THE PRIVILEGE OF PROMOTING MICHAEL GODFREY TO ASSISTANT CHIEF. I HAD THE HONOR AND PRIVILEGE TO HELP HIM CHECK THE BOXES TO BECOME THE NEXT CHIEF OF POLICE. THIS TOOK HIM A LOT OF DEDICATION BECAUSE HE HAD TO GET 2 DEGREES, HE HAD TO GO TO THE FBI ACADEMY, HE HAD TO COMPLETE MANY POLICE COMMAND COLLEGES, HE COMPLETED THE MANAGEMENT COURSE, AND HE DID ALL OF THIS IN AROUND SIX YEARS. THAT IS QUITE AN ACCOMPLISHMENT AND A HEAVY SCHEDULE THAT HIS WIFE CARRIE HAD TO SACRIFICE FOR HIM TO GO DO ALL THESE THINGS AND HE STILL DID HIS JOB AS THE ASSISTANT CHIEF. I'M VERY, VERY PROUD THAT HE IS NOW REPLACING ME AND HE WILL DO A GREAT JOB.

WE ARE SO FORTUNATE THAT WE DON'T HAVE SOME OF THOSE ISSUES THAT SOME COMMUNITIES HAVE OUT THERE.

THAT IS ABOUT THE LEADERSHIP AND THE RANK AND FILE THROUGHOUT THE POLICE DEPARTMENT THAT YOU HAVE OVERSAW OVER THE LAST EIGHT% YEARS SO WE GREATLY APPRECIATE THAT.

HE CAME TO ROWLETT IN 1999 AS A PATROL OFFICER AND MOVE THROUGH THE RANKS TO SERGEANT, LIEUTENANT, ASSISTANT CHIEF AND NOW POLICE CHIEF. THROUGH HIS 20 YEAR CAREER IN ROWLETT HE HAS GAINED EXPERIENCE AT EVERY LEVEL AND DIVISION WITHIN THE DEPARTMENT. THEIR PLAN, AFTER 11 YEARS OPERATING THAT ON HIGHWAY 66 IN THE TIMBERLAND, TIMBERLAKE SHOPPING CENTER, THEY PLAN TO CLOSE THAT LOCATION AND OPEN THE BRONCOS LATIN CUISINE AT 3813 MAIN STREET. YOU MAY BE FAMILIAR, THIS IS THE FORMER EL CENTRO LOCATION IN THE DOWNTOWN AREA.

THEY WERE LEASING IN THEIR PREVIOUS LOCATION AND ONE OF THEIR OBJECTIVES WAS TO OWN THEIR OWN RESTAURANT AND SO THEY WILL BE ACCOMPLISHING THAT WITH THIS MOVE TO DOWNTOWN.

THEY ARE EXCITED TO GET THEIR NEW RESTAURANT OPENED.

THEY'VE ALREADY APPLIED FOR THEIR BUILDING PERMIT AND HAVE STARTED SOME OF THE IMPROVEMENTS.

THEIR IDEA BEHIND BRONCOS LATIN CUISINE IS A TYPE OF ARCHITECTURE AND ART THAT WAS POPULAR IN EUROPE.

THEIR MENU WILL EVOLVE FROM TEX-MEX TO A MORE AUTHENTIC COLOMBIAN CUISINE. THIS AERIAL REPRESENTS THEIR LOCATION, THEY MAY NOT BE FAMILIAR WITH 3813, IT'S IN BETWEEN LEXI'S AND THE SMITH DONE AS I MENTION THE FORMER EL CENTRO LOCATION. THEY HAVE APPLIED FOR ECONOMIC DEVELOPMENT INCENTIVES.

WE HAVE A TARGETED PROGRAM SPECIFICALLY FOR SPECIALTY RETAIL ENTERTAINMENT AND RESTAURANT COME OF THAT PROGRAM ALLOWS THEM TO REQUEST A REIMBURSEMENT OR GRANT IN THE AMOUNT OF UP TO 10% OF THE AMOUNT OF INVESTMENT THAT THEY ARE MAKING. WE ALSO HAVE A PROGRAM FOR GREASE TRAPS FOR RESTAURANTS. IN THIS CASE THERE IS AN EXISTING GREASE TRAP THAT'S ALREADY IN BECAUSE IT WAS A PRIOR RESTAURANT. SO, WHAT THEY ARE PROPOSING OR WHAT THE REQUEST WAS, THEY ANTICIPATE MAKING OVER A HUNDRED $20000 IN INTERIOR FINISH IMPROVEMENTS TO THE BUILDING.

THEY ARE ANTICIATING ADDING SEVEN JOBS WITH AN AVERAGE SALARY OF ROUGHLY 20000 FOR THOSE JOBS.

THEIR INCENTIVE REQUESTS, THEY HAVE ASKED FOR THE 10% OF THEIR INVESTMENT THAT THEY ARE MAKING ON THE PROJECTS OF THE INCENTIVE OUR ECONOMIC DEVELOPMENT ADVISORY BOARD.

OUR POLICY HAS REVIEWED THEIR APPLICATION AND DOES RECOMMEND COUNSEL CONSIDER AWARDING THE INCENTIVE AMOUNT.

THEIR REQUEST. AS IS STANDARD IN OUR ECONOMIC DEVELOPMENT PROGRAM AGREEMENTS WE HAVE SOME PROGRAM REQUIREMENTS AND AGAIN THE PROGRAM AGREEMENT WAS ATTACHED TO THE STAFF REPORTS. THEIR CERTIFICATE OF OCCUPANCY NEEDS TO BE ISSUED WITHIN 90 DAYS OF THE EFFECTIVE DATE OF THE AGREEMENT. THEY WILL SUBMIT THEIR FINAL INVOICES SHOWING THEIR PRIVATE INVESTMENT OF AT LEAST $120,712. THERE GRANT REIMBURSEMENT AMOUNT IS CAPPED AT THE 10% OR 12000 AND THEY NEED TO CONTINUALLY OPERATE THE RESTAURANT FOR A TWO-YEAR PERIOD.

PART OF STAFF ANALYSIS AND PRESENTATION TOWARD THE ECONOMIC DEVELOPMENT ADVISORY BOARD INCLUDES A FISCAL IMPACT ANALYSIS, A SOFTWARE PROGRAM THAT THE CITY HAS THAT ALLOWS US TO INPUT THE DATA POINTS THE IMPACT REPORT WE LOOKED AT THIS OVER A FIVE-YEAR PERIOD. THE BENEFITS THAT THOSE GENERATE IS SLIGHTLY OVER 55000, THE COST FROM THE CITY STANDPOINT TO PROVIDE UTILITIES AND GOVERNMENT SERVICES IS A LITTLE UNDER 28000 SO THE NET BENEFIT TO THE CITY IS 27500.

THIS NEXT PORTION OF THE IMPACT LOOKS AT THE INCENTIVE ANALYSIS ON THE TOTAL INCENTIVES OF $12000.

IT LOOKS AT WHAT THE INCENTIVE EQUATES TO ON A.

JOB BASIS, THE RATE OF RETURN AND PARTICULARLY THE PAYBACK PERIOD ON WHEN THE CITY WILL RECOUP THE INCENTIVE AMOUNT OF $12000. YOU CAN SEE IN THIS ANALYSIS THE PAYBACK PERIOD IS RIGHT AT TWO YEARS HENCE THE PERFORMANCE REQUIREMENT FOR THEM TO BE OPEN FOR A TWO-YEAR PERIOD IN ORDER TO ENSURE THE INVESTMENT THE CITY MAKES WILL BE RETURNED TO THE CITY OVER THAT TIME PERIOD. THE CURRENT INCENTIVE POLICY CLEARLY STATES THAT IN ORDER FOR EXISTING BUSINESSES TO QUALIFY FOR AN INCENTIVE THEY MUST INCREASE THEIR PHYSICAL FOOTPRINT.

MEANING SQUARE FOOTAGE BY AT LEAST 50%.

IN THIS CASE, THE PROPOSAL LOCATION IS ACTUALLY SMALLER THAN A NEW LOCATION. WHILE I UNDERSTAND THEY INTEND ON STARTING LINE OF CATERING, THE EDITION OF A BUSINESS UNIT DOES NOT EXEMPT THEM FROM THE INCENTIVE POLICY SQUARE FOOTAGE ROLE. I'M NOT A BELIEVER ON CREATING POLICIES WHERE THEN WE TURN AROUND AND ISSUE WAIVERS TO MAKE THEM FIT A GIVEN SOLUTION. PERHAPS IT IS TIME TO REVISIT THE CURRENT INCENTIVE POLICY AND MAKE CHANGES THAT ARE MORE RELEVANT TO THE NORTH SHORE SAPPHIRE BAY AND DOWNTOWN

HOWEVER, I ALSO BELIEVE THAT THE CITY MUST BE CAUTIOUS WHEN IN MY OPINION, THE INCENTIVE WE ARE OFFERING HERE IS REALLY MORE OF A CASH AWARD THAN AN INCENTIVE ITSELF. SEVERAL MONTHS AGO I ATTENDED THE T TEXAS ECONOMIC DEVELOPMENT CONFERENCE.

IT WAS DISCUSSED SEVERAL TIMES THAT CITIES ARE NOT OBLIGATED, NOR SHOULD PROVIDE INCENTIVE TO BUSINESSES IN WHICH SUBSTANTIAL INVESTMENT HAS ALREADY BEEN MADE IN TERMS OF OWNING PROPERTY AND FILING PERMITS. IN THIS CASE 3813 MAIN STREET HAS ALREADY BEEN BOUGHT IN A BUILDING PLAN HAS BEEN SUBMITTED. THEREFORE, THE INCENTIVE IS NOT DOING WHAT IT IS MEANT TO DO WHICH IS TO ATTRACT NEW, UNIQUE BUSINESS OR ASSIST IN RETENTION.

WITH A VERY LIMITED ECONOMIC DEVELOPMENT FUND, I DON'T BELIEVE THIS WOULD BE THE BEST USE FOR THAT FUND AT THIS TIME.

I'M NOT OPPOSED TO THE BUSINESS SEEKING THE INCENTIVE, I'M JUST OPPOSED TO PROVIDING THE INCENTIVE FOR THE REASONS I STATED. I ALSO AGREE NOT.

INCENTIVE. I THINK THIS IS VERY GOOD BUSINESS OPPORTUNITY FOR OUR DOWNTOWN AREA.

WE ARE TRYING TO ENCOURAGE DEVELOPMENT IN DOWNTOWN AND ENCOURAGE PEOPLE TO MOVE TO OUR DOWNTOWN AREA.
