>>> GOOD EVENING LADIES AND GENTLEMAN. WELCOME TO THE WORK SESSION.

[2A. Discuss revisions and feedback regarding the draft Landscape Ordinance.]

WE ONLY HAVE ONE ITEM ON THE AGENDA WHICH IS DISCUSSED REVISIONS AND FEEDBACK OF THE

DRAFT LANDSCAPE ORDINANCE. >> THANK YOU. I WOULD LIKE TO EXTEND MY THANKS TO THE COUNCIL MEMBER WHO HAS BEEN INSTRUMENTAL IN GUIDING ME AND ENSURING WE ARE UNDERSTANDING THE TRUE QUALITIES AND VALUE OF THE TREES IN OUR COMMUNITIES.

WE HAVE ALSO IDENTIFIED WHAT OUR CURRENT COVERAGE IS AND WHERE IT LIES AND WHERE THE TREES ARE.

TODAY'S PRESENTATION, WE HAVE A WORK SESSION LAST MEETING AND WE TALKED ABOUT THE NOTES AND -- NUTS AND BOLTS OF HOW IT LOOKED. TODAY WE WILL ADDRESS SOME THEORETICAL PRINCIPLES OF THE PROPOSED COMMISSIONS. I WOULD REALLY APPRECIATE FEEDBACK.

SO DIVING STRAIGHT INTO THIS I KNOW WE JUST HAD TIME TO TALK ABOUT THIS AT LENGTH.

AT LAST MEETING, WE HEARD THE PROPOSED LANDSCAPE ORDINANCE. THROUGH THAT THERE WERE QUESTIONS THAT CAME UP THAT WERE RELATED TO PRESEASON AND DEFINITIONS.

WE TALKED ABOUT CANOPY COVERAGE AT LENGTH AND UNDERSTOOD MORE OF WHAT YOU HAD FOR QUESTIONS.

WE DO HAVE ADDITIONAL INFORMATION. WHAT DO WE MEAN BY LOW IMPACT DEVELOPMENTS IN FORMS OF TECHNOLOGY AND TERMINOLOGY AND WHAT IMPLICATIONS THERE ARE.

>> I WOULD LIKE TO KICK OFF THIS CONVERSATION BY TALKING ABOUT THE INTENT.

IT IS DEFINITELY TO HAVE A MORE SUSTAINABLE PROGRAM. TO HAVE FLEXIBILITY WITH THE LANDSCAPE SO OUR DEVELOPMENT COMMUNITY HAS THE ABILITY AND OPTIONS AS IT RELATES TO WHAT TO AND HOW TO ADD AS THEY DEVELOP A PROPERTY OR A SITE. SO DIVING STRAIGHT INTO THAT, WE WANT TO TALK ABOUT THE FIRST QUESTION. LET'S TALK ABOUT OAKS.

IT WAS A GREAT CONVERSATION BECAUSE WE UNDERSTOOD THE PERSPECTIVE.

THESE ARE AMERICAN OAKS AND THE WOOD OF THIS IS USED THAT SHREK THE WOOD ISSUES.

IT IS A NATIVE TEXAS TREE AND IT IS THE WIDEST RANGING OAKTREE IN THE STATE.

WE HAVE A PICTURE OF THAT AS WELL AND YOU CAN SEE THE CANOPY COVERAGE.

WE TALK ABOUT ALL OF THAT. THEY ARE DROUGHT TOLERANT AND GIVEN THE TIME WE ARE IN.

THIS IS IMPORTANT WHEN WE TALK ABOUT SOIL CHANGES. THEY TOO NEED TO SURVIVE SO THEY

WILL SLEEP THE WATER WHERE THEY NEED TO BE. >> WE TALKED ABOUT HERITAGE TREES AND WE DEFINE THESE AS UNHEALTHY TREES. THE ONES THAT HAVE THIS.

WE ALSO TALKED ABOUT ALL OF THE OAKS REGARDLESS OF THEIR OAKS. >> THE TREE VARIETIES CAN BE

25 FEET IN HIGH AND AFFECT THE CARBON OXIDE OF THE SOIL. >> PLANTING LOCUST TREES, THAT IS THE PICTURE ON THE RIGHT. THEY REACH APPROXIMATELY 7 FEET IN HEIGHT.

THEY ARE GREAT FOR LANDSCAPING PENETRATE THROUGH THE CANOPY. >> SO THE REASON I BROUGHT THIS UP TODAY, WE'RE GOING TO TALK ABOUT MECHANISMS AND WHAT THIS MEANS FOR THAT DESPITE THE CONVERSATION WE HAD OR IN ADDITION TO CONVERSATIONS WE HAD JUST TO REVISIT FOR A SECOND.

WE WANT TO MAKE SURE THAT SCREENING MECHANISMS DO NOT BECOME AN UNDUE BURDEN ON HOMEOWNERS. WE WILL DIVE INTO THAT. THE SOIL HAS A LOT TO DO WITH

[00:05:04]

THAT. THIS IS WELL SUITED TO THE ISSUE.

YOU CAN SEE WHERE THE STAR IS. THAT IS WHERE WE ARE REFERRING TO.

RIGHT HERE. THIS IS WHAT THE SOIL LOOKS LIKE.

IT DOES STRETCH FROM THE RED RIVER TO SAN ANTONIO THE BLACKMAN PRAIRIE.

IT IS AROUND THE SOIL COMPOSITION AND IT SHOULD ENCOURAGE THESE SPECIES WE HAVE ADDRESSED. THE SOIL IS PRIMARILY CLAY LIKE SO IT BASICALLY IT HAS A HIGH CONTRACTION AND SHRINKAGE. SO IT DOES HAVE IMPACT AS FAR AS THE ENVIRONMENT IS CONCERNED.

>> WE ALSO WANTED TO REITERATE AND TALK ABOUT THESE TREES AND GIVE EXAMPLES.

WHEN WE TALK ABOUT QUALITY TREES THOSE ARE THE TREES BECAUSE THE HEALTHY TREES THAT HAVE 6 INCHES WHICH EXCLUDES THE TREES OVER HERE. THE SECONDARY TREES ARE GREATER

THAN 12 INCHES. >> SUB BASED ON THAT WE CONDUCTED SOME MORE ANALYSIS AND TRIED TO CLOSE THE LANDSCAPE ORDINANCE. THAT WILL GIVE YOU AN IDEA OF WHAT IS HAPPENING. THIS TABLE RIGHT HERE REPRESENTS THE ECOSYSTEM RIGHT NOW.

IT IDENTIFIES FOR YOU THE PERCENTAGE OF TREE POPULATION BY DIAMETER.

YOU CAN SEE HOW THAT IS. YOU HAVE TO KEEP IN MIND ANY NEW DEVELOPMENTS, HOW LONG WOULD IT TAKE FOR THE TREES TO TAKE. CHANGE THIS IS A HERITAGE TREE. THESE ARE NOT LARGELY SEEN IN THE SPECIES COMPOSITION THAT CURRENTLY EXIST IN ROWLETT. THEY ARE REQUIRED TO BE 24 CALIPER INCHES. EXISTING 24 CAL. INCH TREES IN ROWLETT ONLY MAKE UP ROUGHLY 5% OF THE TOTAL DBH. THAT IS WHY WE ARE PROPOSING A HIGHER MITIGATION.

ALL OF THE TREES ARE QUALITY TREES. IT DOES NOT INCLUDE THE HACKBERRIES OR COTTONWOODS. THEY DO MAKE UP 41% OF TOTAL DBH.

THEREFORE, WE NEED TO MITIGATE TO ENSURE MATURE CANOPY COVERAGE IN THE FUTURE.

>> AS WE WERE TALKING ABOUT SCREENING WALLS THE DRAFT ORDINANCE DID REFLECT THE ABILITY TO PROVIDE A SCREENED WALL. ONE CONVERSATION WE HAD AT THE LAST MEETING WAS, ON THE ONSET WE HAVE A NEW DEVELOPMENT THAT COMES IN AND IT IS THE RESPONSIBILITY OF THE HOA TO RETAIN THE WALL. HOWEVER IF THEY DO GO DEFUNCT OR IF THERE IS NO HOA IN THE FUTURE, IT NOW BECOMES THE RESPONSIBILITY OF THE HOMEOWNR.

GIVEN THE SOIL COMPOSITION THAT WE HAVE, OF THESE WILL MOVE AT ALARMING RATES.

WE DO SEE WHERE THIS IS HAPPENING. >> ANOTHER COMPONENT WE NEED TO CONSIDERED AS WE ARE TALKING, IS DO WE REALLY WANT TO SEE RESIDENTIAL DEVELOPMENT ON MAJOR ARTERIALS WHERE WE HAVE THESE SCREENING MECHANISMS. WE ALREADY HAVE THAT SITUATION SO HOW DO WE ADDRESS IT. ONE THOUGHT WE HAD WAS, WAS TO LOOK AT, LET'S ELIMINATE THE SCREEN WALL MECHANISM REQUIREMENT. MAYBE WE CAN DO IT WITH WROUGHT IRON FENCING. WE CAN DO DIFFERENT THINGS AND LIGHT SCREENING.

WE CAN CREATE A SENSE OF SEPARATION BETWEEN WHATEVER IT IS YOU ARE PLANTING.

YOU CAN DO A HAMP -- MIKE HEALTHY LANDSCAPE MENU AND THEN YOU HAVE AN OPPORTUNITY TO PROVIDE THE APPROPRIATE SCREENING. IT DOES BLEND IN.

IT ALSO IMPACTS OR CREATE SOME FORM OF LOW IMPACT DEVELOPMENT. IT REDUCES THE HEAT ISLAND.

ONE OF THE CHANGES YOU WOULD SEE IN THE ORDINANCE IS THE ELIMINATION OF THE SCREENING MECHANISM. WITH THE EXCEPTION WE COULD LOOK AT MASONRY COLUMNS.

THAT IS SOMETHING I WANTED TO BRING TO THE COMMISSION AND SEE IF WE WANT TO DO THAT.

[00:10:07]

THEY COULD SEE SOMETHING ELSE AS WELL. >> ARE WE GOING TO ASK YOU

QUESTIONS? AND JUST. >> LET ME START CAUGHT THE JEFFREY AGENT ON THE MESSENGER, I MEAN, THIS IS GREAT. WE SEE SO MANY CRUMMY WALLS AROUND HERE. I THINK THIS IS A GREAT IDEA. I JUST WANT TO MAKE SURE THERE WILL BE A DIFFERENCE BETWEEN COMMERCIAL PROPERTIES AND RESIDENTIAL.

COMMERCIAL PROPERTIES YOU CAN HAVE DUMPSTERS AND STUFF LIKE THAT.

I CAN SEE WHERE EIGHT MASONRY WALL WHICH IS THE RESPONSIBILITY OF THE PROPERTY OWNER OR THE

OWNER, I THINK THOSE ARE PREFERABLE. >> YOU RAISE A VALID POINT.

I THINK WE SHOULD ADDRESS THAT IN THIS DISCUSSION. THIS COMPONENT WAS REFERRING TO RESIDENTIAL. IF YOU LOOK IN YOUR ORDINANCES WE HAVE ANOTHER TABLE THAT IDENTIFIES WHAT WE CALL INCOMPATIBLE USES AND THE SEPARATION.

IN THAT INSTANCE WE SHOULD ALSO REQUIRE A MORE STARK SEPARATION WHICH WOULD BE THE OWNERSHIP AND RESPONSIBILITY OF THE NONRESIDENTIAL USE. WE WILL REFINE THAT LANGUAGE.

>> FOR THE PURPOSES OF PEOPLE WATCHING AT HOME. THE REASON THIS IS IMPORTANT AND I THINK WE DISCUSSED IT EARLIER TOO, A LOT OF TIMES WHEN THE NEW NEIGHBORS GET BUILT AND THEY PUT A NICE MASONRY WALL AROUND IT. THE CONTRACTOR BUILDS IT AND THEN WE HEAR CAUGHT THE HOA WHEN THEY BUILD A NEW NEIGHBORHOOD THEY WILL TAKE CARE OF THE MASONRY WALL.

EVEN IF THEY DON'T, IF THAT WALL STARTS TO FAIL, THOSE WALLS, I KNOW IN MY NEIGHBORHOOD WE HAD A LITTLE BIT OF A PROBLEM. IT WAS GOING TO BE $250,000 TO FIX THE WALL.

IT IS RIDICULOUS TO EXPECT A HOMEOWNER'S RESPONSIBILITY TO BE -- FOR THE HOA TO BE RESPONSIBLE. WHAT HAPPENS IS THE HOA GETS INTO AN ARGUMENT WITH PROPERTY OWNERS AND SAY THAT IS PART OF YOUR PROPERTY. IT IS A REAL MESS.

I THINK THIS WILL ADDRESS IT IN A MUCH PREFERABLE WAY FOR THE FUTURE.

IN WATERVIEW EVERYONE HAS WROUGHT IRON FENCES. THAT LOOKS PRETTY GOOD.

THIS IS SOMETHING I THINK WOULD BE GOOD FOR OUR FUTURE. >> WE WILL, I WILL DEFINITELY REFINE THE LANGUAGE IN THE ORDINANCE. WE WILL MAKE IT VERY CLEAR.

>>> CANOPY COVERAGE AND LANDSCAPING AREAS. AS WE WERE DRAFTING THE ORDINANCE, THE GOAL WAS TO MAXIMIZE OR TRIED TO GET TO A STATE WHERE WE COULD MAXIMIZE THE TREE COVERAGE. WE ALSO NOTE THAT WE HAVE -- WE ALSO HAVE A TABLE ORDINANCE THAT TALKS ABOUT A CREDIT SYSTEM. GET TO MEET 30 POINTS IF YOU GO BEYOND, WHEN WE LOOKED AT THAT, WE LOOKED AT THE TABLE THAT DESCRIBED THE LOT COVERAGE ENTRY CANOPY COVERAGE I REALIZED IT MAY BE TOO MUCH. SO I LIKE TO COMPARE AND CONTRAST THE TWO TABLES.

THERE WERE THAT'S RIGHT WE WERE PRETTY MUCH SAYING THE SAME THING.

WHEN YOU LOOK AT THE RESIDENTIAL DEVELOPMENT. THE GREEN SPACE, YOU WOULD HAVE THAT COMPONENT. YOU WOULD HAVE THAT GREEN SPACE. SO GIVEN -- I THINK THERE IS

SOMETHING IN THIS BUILDING THAT JUST SETS ME OFF. >> THANK YOU LISA.

>> FEEL BETTER SOON. >> THAT'S WHAT WE WERE ALL THINKING.

>> COVER YOUR EARS. >> SO, AFTER DIVING INTO THE FUNCTIONALITY WHAT IS THE REASON FOR HAVING THE TWO TABLES. ONE WITH A CREDIT SYSTEM AND ONE WITH A CANOPY COVERAGE, WE ARE LOOKING AT SUSTAINABILITY. WE DON'T THINK IT WAS NECESSARY. WE HAVE REMOVED THAT TABLE FROM

[00:15:02]

THE DRAFT REQUIREMENTS. WE CAN ACHIEVE THAT REGARDLESS WITH THE POINT SYSTEM.

>>> I WANTED TO TALK A LITTLE BIT ABOUT SOME NEW TECHNOLOGY. IT IS RELATED TO LANDSCAPING.

WE DEFINE THE ELEMENTS AND WE ARE EXCITED THAT WE HAVE PROXIMITY TO THE COVERAGE.

IT IS A HUGE OPPORTUNITY FOR US TO DO A NEW INFRASTRUCTURE. >> LET'S TALK ABOUT GREEN INFRASTRUCTURE. I APOLOGIZE AT THE LAST MEETING I PROBABLY DID A DISSERVICE.

HERE WE ARE AGAIN. GREEN INFRASTRUCTURE REFERS TO ECOLOGICAL SYSTEMS, BOTH NATURAL AND ENGINEERED THAT ACT AS LIVING INFRASTRUCTURES LIKE TREES, LAWNS AND PARKS, FIELDS AND FORCE ARE ALL INCLUDED. SO HOW DOES THAT WORK. FOR EXAMPLE LET'S SAY WE REQUIRE A DRAINAGE. SOME DRAINAGE, MOST ARE MADE OF CONCRETE WHICH THEN, HOW DOES THAT IMPACT THE ENVIRONMENT. CAN YOU CREATE SYSTEMS THAT ALLOWS THE PERCOLATION INFILTRATION OF WATER THROUGH A GREEN SYSTEM. ABSOLUTELY.

IT WOULD ALLOW THE WATER TO SIT THERE AND PERCOLATE AND EVENTUALLY GO THROUGH THE SYSTEM. THIS ALSO IMPACTS YOUR IMPROVEMENT PROGRAM.

BECAUSE IT REDUCES THE AMOUNT OF CONCRETE. SO YOU HAVE A NATURAL SYSTEM

THAT IS TREATING A LOT OF THE WATER ON SITE. >> BLUE INFRASTRUCTURE REFERS TO INFRASTRUCTURE RELATED TO THE SANITATION AND UTILIZATION OF URBAN WATER.

THEY ALL PLAY A SIGNIFICANT ROLE. >> AND SO ON YOUR BLUE INFRASTRUCTURE, ONE OF THE QUESTIONS I HAD, DOES THAT INCLUDE STORM WATER DRAINS?

>> YES IT WOULD. >> INDEPENDENCE. YOU CANNOT THREE DIFFERENT

SYSTEM THAT SHREK SYSTEMS. >> WE DON'T WANT THEM SEPARATED. >> THIS IS WHAT I WAS REFERRING TO EARLIER. BIO SWALES. THE TRANSPORT AND ALLOW THE TRANSPORT OF WATER. BIO TENSION REFILL -- FACILITIES AS YOU CAN SEE.

YOU HAVE THIS WHICH IS PLANTED TREAT RUNOFF.LANTS AND THEY- THEY ARE GENERALLY SMALL COLLECTIONS OF PLANTS LIKE YOU SEE THERE. THEY EVENTUALLY GOING TO THE STORM DRAIN. IT COULD BE A MORE ENGINEERED STORM DRAIN.

IT DEPENDS ON WHAT YOUR CURRENT INFRASTRUCTURE IS. BUT SLOWLY YOU CAN MAKE A

MOVEMENT TOWARDS THIS STRUCTURE. >>> HOW DO YOU DIFFERENTIATE THAT FROM STANDING WATER

COLLECTS THE ONES MOSQUITOES LIVE IN. >> IT IS HOW IT IS DEFINED.

>> I'M JUST SAYING. >> NO, YOU ARE RIGHT. THAT IS A PROBLEM THAT PEOPLE HAVE HAD TO OVERCOME. IT IS IN THE DESIGN. THE ONES THAT DON'T WORK ARE MIS- DESIGN. THEY ARE NOT BIG ENOUGH FOR THE AREA OR THEY ARE NOT DESIGNED& PROPERLY FOR DRAINAGE. WHEN THESE ARE DESIGNED CORRECTLY, THEY WILL HOLD THE 1ST HALF INCH OF THE RANCOR FOR NO MORE THAN 30 MINUTES. THEN IT IS DRY.

IT IS NOT A RETENTION. SO THEY ALL HAVE OVERFLOW SPOTS. >> THEN THE DESIGN AND IT IS MADE OF THIS WHICH IS A SMALL AMOUNT OF SOIL. THIS GRAVEL PULLS THE FIRST AMOUNT AND THAT CAPTURES ALL OF THE POLLUTANTS THAT COME OFF OF THE 1ST HALF.

>> THIS IS WHAT WASHES EVERYTHING OFF. THE BIO MASS CAPTURES THAT AND IT DRAINS VERY QUICKLY THROUGH THE SYSTEM. IT TAKES THE INITIAL HALF INCH

THAT CAUSES FLASH FLOODING. >> SO IT IS THE 1ST HALF INCH THAT CAUSES YOU TO HAVE FLASH

[00:20:14]

FLOOD ISSUES. THIS IS IF YOU GO OVER A LARGE ENOUGH SCALE.

>> WE HAVE HAD NUMEROUS PROJECTS AND ONE OF THE THINGS WE WERE LOOKING AT, CORRECT ME IF I'M WRONG, A LOT OF TIMES WHEN THEY DESIGN A NEIGHBORHOOD, THEY HAVE THE OPTION OF BUILDING RETENTION PONDS OR SO IT HAS BEEN MY EXPERIENCE THAT MOST CONTRACTORS INCLUDE RETENTION PONDS.

SO WILT THIS SUPPLEMENT THAT REQUIREMENT FOR THE RETENTION POND BECAUSE WE WANT TO MAKE SURE, THAT NUMBER ONE, IT IS NOT JUST A GIVE ME TOO EVERY DEVELOPER.

WE WANT TO MAKE SURE WE GET WHAT WE WANT INSTEAD OF A HOLE IN THE GROUND THAT HAS GRASS.

WE WANT TO MAKE SURE WE HAVE EVERYTHING. WE WANT TO MAKE SURE, WHICH LEADS ME TOO MY OTHER POINT. AND IT HAS TO DO WITH THE TREE AND THIS.

I KNOW THERE IS A LINE RIGHT HERE AND I DIDN'T SAY EXACTLY WHERE IT WAS.

IT TALKS ABOUT THE DEVELOPERS AND HOW THEY CAN PRESENT AN ALTERNATIVE PLAN.

IT SEEMS TO ME, THAT THAT IS EXACTLY WHAT EVERY ONE OF THEM WILL DO.

IF YOU HAVE A PROGRAM WHERE IT WILL COST THEM MONEY TO DEVELOP A TREE CANOPY REQUIREMENT OR A LANDSCAPING PLAN OR A DRAINAGE PLAN, I THINK THAT LINE IN THE DRAFT NEEDS TO COME OUT.

IF IT DOESN'T HAVE I THINK IT'S A GREAT IDEA. WE NEED TO TAKE THE WIGGLE ROOM OUT. WE ARE NOT EXPERTS. YOU GUYS ARE THE EXPERTS.

WE ARE CITIZENS. DEVELOPERS HIRE EXPERTS THAT WILL COME IN AND INUNDATE US WITH ALL SORTS OF WAYS. IT IS CHEAPER. SO I THINK WE NEED TO MAKE SURE THE LANGUAGE AND THE DRAFT CAUGHT IF YOU COULD LOOK THROUGH THERE, THERE IS A ONE-LINER IN

THERE THAT CAUGHT MY EYE. >> SO YOU ARE ABSOLUTELY RIGHT. WILL THERE BE SITUATIONS WHERE THE ALTERNATIVE PLAN WILL BE USED AS A TOOL. UNFORTUNATELY YES.

THE GOAL IS WE'RE GOING TO HAVE SOME VERY DIFFICULT SITES. THE GOAL IS TO HAVE A LANDSCAPE

ARCHITECT COME FORWARD WITH SOMETHING DIFFERENT. >> MAYBE WE NEED TO FIGURE IT

OUT. >> I THINK THE LANGUAGE NEEDS TO BE LOOKED AT.

MAYBE APPEAL TO THE CITY HEALTH DEPARTMENT. >> YOU KNOW THEM TALKING ABOUT.

ANYTIME THEY DON'T AGREE WITH WHAT THEY ARE REQUIRED TO DO. >> WE GET LAWYERS OR SCIENCES

AND THEY SAVE MONEY. >> I THINK THE REASON IS AND I AGREE, IS THE PLANNING DEPARTMENT. THEY THINK IT'S NOT AS UP TO SPEED WITH EVERYTHING THAT'S UP

TO SPEED. >> IT IS FINE. I JUST THINK THERE NEEDS TO BE

SOME STRONGER LANGUAGE. >> THINKING OUT LOUD, HOW ABOUT WE SAY THE PLANTS COULD GO THERE. HOWEVER IF I'M PARAPHRASING, THEY COULD APPEAL THIS TO THE

BOARD. >> WE HAVE TO GIVE THEM THE OPPORTUNITY.

>> I JUST DON'T WANTED TO LOOK LIKE WHEN I SEE THIS LINE I DON'T HAVE TO DO THIS.

>> YOU WANT IT TO BE THE EXCEPTION NOT THE NORM. >> WHY DON'T WE HAVE THAT.

[00:25:14]

>> IT IS JUST REALLY A PERSPECTIVE. YOU HAVE TO HAVE THE DUE PROCESS. REALLY THE BIG THING IS, THE OTHER BIG THING IS IT WILL OFFSET THE MITIGATION. WE WANT TO BRING SOMETHING FORWARD THAT IS OUTSIDE OF THE

BOX. >> THAT NEEDS TO BE LESS. >> THERE ARE OFFSETS.

THEREFORE I DON'T SEE A NEED. >> YOU HAVE TO GIVE THE 60%. YES ABSOLUTELY THERE IS FLEXIBILITY. I WILL SIT DOWN AND WE WILL SEE WHAT THEIR OPINION IS.

>> TALKING ABOUT THE WALLS I WANTED TO SHOW YOU AN EXAMPLE OF WHAT THAT LOOKS LIKE.

WE HAVE THIS AND IT IS BEAUTIFUL. THESE ARE OPPORTUNITIES THAT

STARE US IN THE FACE. >> WHEN YOU LOOK AT EUROPE AND OTHER COUNTRIES AROUND THE WORLD

THEY HAVE IMPLEMENTED THIS. >> THEY HAVE THE NEED TO CREATE THE INFRASTRUCTURE.

EVEN PAST CIVILIZATIONS. IT IS FABULOUS. OUR GOAL IS -- I HAVE TO MORE QUESTIONS. MESQUITE TREES, I DON'T THINK THEY GROW HERE.

>> WE HAVE THEM EVERYWHERE. MAYBE EAST OF SAN ANTONIO THEY DO.

>> I THINK THERE ARE A FEW. >> I THINK THEY COUNTED THIS ONE.

>> MY OTHER THING I WANTED TO ASK HOW I WANTED ASK A TREE PERSON, THE TREES WE ARE HISTORICALLY SIGNIFICANT. THEY ARE NOT A WIDE-RANGING SPECIES.

THEY ARE A VERY SMALL RANGE. IT WENT INTO KANSAS. ONLY PART OF IT AND THAT IS IT.

NATIVE AMERICANS USED TO COME. >> THEY CAME FROM LONG DISTANCE. >> I DON'T KNOW WHY, CAN YOU TELL ME WHY THEY SHOULDN'T BE CONSIDERED A SMALLER TREE. THEY ARE HISTORICALLY UNIQUE TO

THE AREA. THEY ARE NOT ANYWHERE ELSE. >> YOU WON'T GET AN ARGUMENT FROM ME PUTTING THIS ON THE LIST. I TRY TO FIND A BALANCE BETWEEN WHERE I KNOW I WILL GET PUSHBACK. THERE IS NO ISSUE.

WE HAVE A RESTRICTIVE ORDINANCE AND IT ALWAYS GETS PUSHBACK. THIS I CAN UNDERSTAND.

SO THAT IS WHERE AND YOU WON'T HAVE AN ARGUMENT FROM ME. >> I DON'T KNOW ABOUT YOU GUYS BUT THEY ARE FUNKY TREES AND THEY ARE NOT A SHADE TREE BUT THEY ARE UNIQUE.

YOU WON'T FIND THEM WON HUNDRED MILES WEST OF HERE. >>

>> THEY ARE JUST PAID STREETS. IN DALLAS THERE WERE STREETS PAVED WITH WOOD.

>> YOU CAN ACTUALLY FIND HOMES IN DALLAS AND THE HOMES SIT RIGHT HERE.

>> IT IS UNBELIEVABLE. >> AND SO, TAMIKA COTTONWOODS I CAN UNDERSTAND.

[00:30:12]

THEY NEED TO BE SOLVED. >> BUT THESE ARE HISTORICAL. THERE'S SOMETHING INTERESTING

ABOUT THEM. I THINK WE ALL TO THOSE TREES. >> AGAIN I WAS LEANING TOWARDS YOU DO HAVE PEOPLE SOME INDIVIDUALS WHO WOULD COME IN AND THE FIRST WORD YOU WOULD HEAR IS TRASH. AND WE WOULD SAY NO TREES ARE TRASH.

I DON'T MIND REVISING THAT LANGUAGE. WHY DON'T.

>> DO YOU AGREE. YOU'RE ALL QUIET. >> IN THE SUMMER IT IS GREEN.

THE THING IS, THIS WHOLE AREA EXCEPT THE LOW LANDS, FOR 100 YEARS THIS WAS ALL COTTON

FIELDS. THIS WAS ALL COTTON FIELDS. >> AFTER, WHEN IT WAS SETTLED CAUGHT THEY CLEARED IT FOR COTTON. THESE ARE THE SURVIVORS.

THEY ARE HISTORICALLY SIGNIFICANT TO ME. THEY ARE IN SUCH A SMALL RANGE.

>> THERE ARE SOME BIG ONES IN THIS TOWN. >> DO YOU HAVE ANY IDEA HOW MANY

WE HAVE. >> WE HAVE SOMETHING IN THE REPORT.

>> IT IS A SMALL PERCENTAGE. >> USUALLY THEY ARE FENCE LINES. THEY ARE NOT A TALL TREE.

>> >> IT IS LESS THAN 1%. >> I HOPE WE CAN SAVE THAT.

>> I AGREE. >> IT IS 1%. >> WE WILL REVISE THE LANGUAGE.

THEN WE WILL GO BACK INTO IT. >> OKAY. >> THEN IT WILL GO INTO QUALITY

TREES WHERE IT DOESN'T HAVE THE EXCEPTION. >> GREAT.

>> THAT IS GREAT. WE SHALL SAVOR A SMALL VICTORY. >> I THINK WE WERE ALL

MISPRONOUNCING THE NAME OF THE TREE. >> OKAY,.

>> THAT BEING SAID, WE ARE NOW, I WOULD LIKE TO MENTION TO YOU, WE HAVE HAD TOP COURT TO PRESENT THIS TO THE COMMITTEE. WE PRESENTED TO THE BOARD AS WELL.

THIS IS OUR SECOND PRESENTATION HERE. WE WANTED TO SEEK YOUR FEEDBACK AND SUPPORT TO SEE IF WE COULD FORMALIZE THIS IN A MORE FORMAL SETTING.

WE WON'T DO IT FOR THE NEXT MEETING. WOULD YOU LIKE TO DISCUSS THAT?

>> THIS IS EXCITING TO ME I HAVE BEEN WORKING ON THIS FOR THE LAST THREE AND HALF YEARS.

ACTUALLY IT WAS A GOOD ORDI ORDINANCE. LARRY ACTUALLY WORKED THE FIRST ONE. THERE'S NOT A LOT OF CHANGES. WE JUST GOING TO BRING YOU UP TO SPEED AND MAKE IT MORE FLEXIBLE. IN TERMS OF WHAT WE WILL DO WITH IT.

WE ARE TRYING TO MOVE FORWARD TO AN ADOPTION BY APRIL 22 BECAUSE IT IS THE ANNIVERSARY.

[00:35:03]

AND WE ARE TRYING TO MAKE OTHER THINGS PLAIN. THIS WILL BE A BIG PIECE OF US

BEST PRACTICE OF IT REVAMP THE NEW POLICY. >> ARE THERE OTHER CITIES THAT

HAVE SIMILAR ORDINANCES. >> LOTS OF CITIES HAVE OTHER ORDINANCES.

>> IS THIS AN IMPROVEMENT? >> THIS IS THE SIGN YOU SEE AS YOU COME IN.

>> WE ARE SAYING SAYING LOOK AT THE SIGN AND DESIGN AROUND THE SIGN.

THE GOAL WILL BE TO CHANGE THE MINDSET OF HOW WE LOOK AT THINGS.

>> GETTING BACK TO THE WALLS FOR A MINUTE. YOU KNOW THE BRICK COLUMNS, I THINK THOSE ARE FINE. IT IS THE CENTER, MIDDLE PIECE THAT SLIPS AND FALLS.

>> NOT AS SIGNIFICANT. IF WE LOOK AT THAT CAR THE MASONRY COLUMNS ARE FINE.

IT IS THE CENTER PIECES. >> IN YOUR REPORT, YOU TALKED ABOUT THE CITY STILL NEEDS TO PLAN -- CHECK PLANT THOUSAND TREES. IS THAT CONCEIVABLE?

OR IS IT ONLY THROUGH A NEW DEVELOPMENT. >> WE HAVE AN OPPORTUNITY AS WE LOOK AT REDEVELOPMENT. THE ORDINANCE DOES SAY IF YOU ARE REDEVELOPING, WE HAVE AN OPPORTUNITY TO LOOK AT THE TRAIL SYSTEM AND SEE IF WE NEED TO ADD SOME TRAILS.

THERE'S A LOT OF OPPORTUNITY TO MAKE SURE WE CAN ACCOMMODATE AND HAVE DIFFERENT SPECIES AND HOPEFULLY COMING TO SPEED WITH THE CANOPY COVERAGE. I THINK THIS ORDINANCE DEFINITELY FROM A CANOPY COVERAGE PERSPECTIVE WILL GET US UP TO SPEED PRETTY RAPIDLY.

>> I THINK THERE ARE SOME OF THE QUESTIONS. I LIVE IN AN HOA.

I NOTICED THAT THEY REMOVED A LOT OF THE TREES RIGHT HERE. MY QUESTION IS, I HAVE NO IDEA.

MAYBE THEY TOOK OUT A DOZEN TREES OR MORE. DO THEY NEED TO BE REPLACED.

>> OF DOCUMENTARY CANOPIES. >> IT DEPENDS ON WHEN YOUR DEVELOPMENT WAS APPROVED AND NOT DEVELOPED. NUMBER TWO WHEN YOUR DEVELOPMENT WAS APPROVED AND WHAT ORDINANCES WERE IN PLACE. WE WOULD HAVE TO GO BACK AND RESEARCH AND SEE.

>> BECAUSE THESE DON'T LAST VERY LONG. >> THEY SAY 20 YEARS.

>> I DON'T KNOW WHAT THE DEAL IS ON THIS. >> EVERY ONE OF THEM ARE GETTING

REPLACED SOONER OR LATER. >> THEY ARE NOT ALL PROTECTED. >> I'M JUST TALKING ABOUT

REMOVING TREE CANOPY. >> ARE WE GOING TO HAVE A LIST OF ENCOURAGE TREES TO CATCH THESE WEDNESDAY GO TO BUILD A NEIGHBORHOOD AND THEY WANT TO STICK THIS IN THE FRONT YARD.

THIS MAY BE THE PLACE TO LOOK AT WHAT YOU ARE TALKING ABOUT. THESE BRADFORD PEARS.

THEY ARE PRETTY TREES BUT WHEN YOU GET A BIG WINDSTORM CAN'T THEY BREAK.

>> WE DO HAVE A LOT OF ORDINANCES THAT THEY ARE TRYING TO COORDINATE.

WE WILL DEFINITELY LOOK AT THIS. I WILL LOOK AT YOUR SUBDIVISION TO SEE WHAT WILL HAPPEN.

WE DON'T HAVE A RETROACTIVE ORDINANCE IN PLACE. >> THEY ARE PRETTY IN THE

SPRING. >> MAYBE THERE IS A MITIGATION REQUIREMENT AND THEY JUST

HAVEN'T RUN IT BY US. >> IT DEPENDS. >> WHY DO WE NOT HAVE A

REQUIREMENT FOR MITIGATION REGARDLESS OF WHEN IT WAS BUILT? >> IT DEPENDS ON THE ORDINANCES THAT WERE IN PLAY AT THE TIME. SO YOU ARE VESTED DEPENDING ON WHEN YOU WERE APPROVED.

>>> THAT IS WHAT THIS ORDINANCES IF YOU ARE GOING TO REDEVELOP AN ITEM WHETHER YOU HAVE IT IN

WHATEVER YEAR, YOU WILL STILL BE REQUIRED TO MITIGATE. >> WON'T MAKE ANYONE CUT DOWN

[00:40:06]

THEIR COTTONWOOD TREE? >> ANOTHER QUESTION HERE, THIS IS NOT DALLAS BUT I SEE IT A LOT IN DALLAS, ESPECIALLY WHERE MY KIDS LIVE. THE SIDEWALKS.

IF A TREE BECOME SO BIG IN THE FUTURE THAT STARTS UPLIFTING THE CONCRETE, THE HOMEOWNER CONTRACTS WITH SOMEONE TO COME IN AND PUT UP A NEW SIDEWALK BUT WHEN THEY GET TO THIS PART THEY START TAKING AN AX TO THE ROOTS AND THE TREE DIES OVER THE NEXT YEAR.

WE BECOME RESPONSIBLE FOR THAT RIGHT ANYWAY. AND IT IS IN THE FRONT TOWARDS

THE ROAD SPIRIT WHO CUTS THAT DOWN. >> THIS IS THE RESPONSIBILITY OF THE HOMEOWNER AS OF RIGHT NOW. THE OTHER THING IS IF YOUR TREE HAS WATER THIS WON'T HAPPEN.

IT IS ALSO THE WAY YOU DESIGN AND STORE IT. >> AND LASTLY, ARE GOING TO BE VERY SENSIBLE BECAUSE WE HAVE ALLOWED A LOT OF THE TREES AND THE SMALLER AREAS.

WE ARE MORE COGNIZANT OF I WOULD USE AN EXAMPLE, WE HAD A TREE PRESERVATIONIST THAT CAME THROUGH. THEY ASKED HAPPILY DOUBLE CHECK WITH TO MAKE SURE THE TREES CAN SURVIVE AND WILL THEY IMPACT ANYTHING. THOSE ARE THE THINGS WE WILL

LOOK FOR AND PAY MORE ATTENTION TO. >> YOU WILL ALSO NOTICE, THE MOVE THIS AND THIS IS ESSENTIALLY IN THE FRONT YARD. IT AVOIDS A LOT OF THE ISSUES.

>> HAVING THAT STUFF IN PLACE AND MAKING SURE IT DOESN'T HAPPEN IS SOMETHING THEY WILL ADDRESS. IT WILL GIVE HER TEAM THE ABILITY TO DO THIS.

>> WITH THAT SAID, AS THE CITY CONTINUES TO GROW AND THE POLICIES GET INTO PLACE, WE WILL NEED SOMEONE WHO IS ON STAFF IN THE CITY AT SOME POINT TO REVIEW THIS.

>> JUST ONE LAST QUESTION. IT IS NOT FOR EVERY HOUSE BUT THEY ALWAYS SEEM TO PLANT A TREE RIGHT WHERE THE WATER OR SEWER LINE IS. IS THERE ANOTHER AREA TO MOVE A

TREE WHEN THERE'S NOTHING DEVELOPING. >> I DON'T KNOW I GUESS THE

ROOTS WILL EVENTUALLY GO THERE. >> WE DON'T USE CLAY PIPES ANYMORE EITHER.

>> THIS WHOLE PROGRAM IS A 30 YEAR PROGRAM. NONE OF US WILL SERVE ON THE BOARD WHEN THIS REALLY PAYS OFF EVENTUALLY. THIS WILL BE REALLY, IT'S LOOKING AT WHEN THE CITY IS 100,000 PEOPLE AND BUILT OUT. WE WILL HAVE NICER TREE COVERAGE. YOU CAN LOOK AROUND AND YOU CAN SEE SOME CITIES LIKE RICHARDSON, THEY HAVE NICE TREES. YOU GO TO OTHER CITIES AND NOT QUITE SO MUCH.

A LOT OF REPAIRS. SO WE WANT TO MAKE SURE WE ARE LOOKING AT 30 YEARS FOR THE

CITIZENS AND THEIR KIDS. >> THEY HAVE NICE BIG OAK TREES IN THE AREA.

>> A LEGACY. >> IT BRINGS US BACK TO THE QUESTION OF CUFF IF YOU HAVE A CURRENT CAMPAIGN, IS IT COVERED UNDR THIS ORDINANCE. WHAT STOPS PEOPLE FROM CUTTING

DOWN TREES AS THEY DESIRE. >> THE PROPOSED ORDINANCE IF YOU READ IT SAYS THERE ARE SOME EXEMPTIONS TO SINGLE-FAMILY AND DUPLEX DWELLINGS. IF THEY WERE NOT APPROVED OR IF THEY DID NOT HAVE EIGHT LANDSCAPE PRESERVATION PLAN. A LOT OF THE THINGS WE SEE ARE NOT PART OF THE PLAN. THIS IS WHEN YOU SEE TREES COMING OUT WE DON'T KNOW ABOUT IT AND IT HAPPENS. IF WE DO KNOW IT IS HAPPENING WE GO BACK TO THE PREVIOUS

LANDSCAPING PLAN. IN THIS INSTANCE -- >> THIS IS THE PART OF THE

[00:45:03]

ORDINANCE THAT REALLY PUSHES THE BOUNDARIES FOR TEXAS. THERE IS ONLY ONE OTHER CITY THAT HAS A PRIVATE PROPERTY TREE A PRESERVATION PIECE AND THAT IS AWESOME.

IT IS A PRIVATE PROPERTY RIGHTS STATE. WE UNDERSTAND THAT.

YOU CAN DO WHAT YOU WANT YOUR PROPERTY LESS YOU LIVE IN A HOA. NO CITY HAS HAD THE FORTITUDE TO MOVE THERE. YOU GO TO THE NORTHEAST OR THE NORTH WEST OLD LOT OF PLACES WHERE BIG TREES OUR WAY OF LIFE, THEY HAVE STRICT REGULATIONS ON WHAT YOU CAN DO WITH A TREE ON YOUR PROPERTY. THEY UNDERSTAND IT IS A VALUE TO THE COMMUNITY.

IT HAS NEVER TAKEN HOLD IN TEXAS. I BELIEVE IN PRIVATE PROPERTY BUT THE SAME TIME WITH THE WE DO. YOU HAVE A DEVELOPER WHO WILL DEVELOP A MASTER-PLANNED COMMUNITY AND HE PRESERVES THE THESE GORGEOUS FOLKS.

THEY ARE ACTUALLY OLD AND HISTORIC TO THE AREA. THEY PRESERVE THAT AND THEY GET A BUNCH OF CREDIT FOR DOING THAT. WHETHER THAT ENDS UP IN A PUBLIC PARK OR IN THE BACKYARD OF YOUR HOUSE, WE ARE SAYING WITH THIS ORDINANCE THE TREE IS NOW PROTECTED. BUT IT WAS PROTECTED BEFORE HAND.

IF YOU PLANT A TREE IN YOUR YARD, OR THERE'S A TREE THAT SOMEONE ELSE PLANTED WHEN YOU BOUGHT YOUR HOUSE AND YOU WANT TO CUT IT DOWN, GO FOR IT. YOU HAVE EVERY RIGHT TO DO THAT.

IT IS NOT MY RIGHT TO TELL YOU YOU CAN'T DO THAT. BUT, WHAT THIS IS SAYING IS THIS TREE WAS PART OF THIS DEVELOPMENT AND THEY DIDN'T GET CREDIT.

NOW IT HAS TO BE EDUCATED INTO THE DEVELOPER. THAT TREE IS NOW PROTECTED.

THAT IS WHERE THIS ORDINANCE DOES PUSH THE BOUNDARIES A LITTLE BIT.

>> DO YOU HAVE ANY OPPOSITION TO THIS? >> YOU KNOW I HAVE NOT HEARD A

LOT YET. >> PERSONALLY I DON'T HAVE ANY. >> I KNOW YOU SAID PUSHING

BOUNDARIES. >> SHE IS IN THE PROCESS OF DOING THAT.

TO GET THEIR FEEDBACK GOT TO THIS POINT SO FAR, WE HAVEN'T. >> WENT UP ORDINANCE WAS IN THE IN THE INFANTRY EXTRACT INFANTRY STAGE THERE WAS A LOT OF ENGAGEMENT.

SO THE ONLY DIFFERENCE IS HOW THIS IS WORDED. THE BULK OF HOW TO END WENT TO

HAS ALREADY BEEN ADDED. >> JUST LOOK AT THE LANGUAGE. MAKE SURE THERE'S NOT A LOT OF WIGGLE ROOM WHERE THIS CAN BE IMMEDIATELY BROUGHT AND GET SCHMOOZED THROUGH.

AND SAVE THE DEVELOPER HAS MILLIONS OF DOLLARS IN TREE EXPENSES BECAUSE HE KNEW SOME

PEOPLE. >> FOR GOING TO HAVE A PROGRAM MAKE SURE IT WORKS.

>> I DO KNOW, I HAD A SIMILAR ORDINANCE IN A DIFFERENT COMMUNITY WHERE WE HAD A LOT OF STAKEHOLDER ENGAGEMENT. THE PERCENTAGES WERE A LITTLE DIFFERENT IT WAS A 50-50 SPLIT.

I WON'T BE ABLE TO DEVELOP HOW I WANT TO DEVELOP THE PROPERTY. THAT IS, I REALLY STRONGLY BELIEVE FROM A PHILOSOPHICAL STANDPOINT YOU REALLY HAVE TO STAND OUR GROUND.

LET'S LOOK AT WHAT WE HAVE. LET'S USE THAT TO WORK WITH THE SITE FEATURES.

AND MAYBE WE WILL BE THE PIONEERS AND MAYBE WE WILL HAVE, ONCE THIS IS PUT INTO PLAY WITH DEVELOPERS COMING IN. MAYBE THEY WILL SEE IT IS POSSIBLE AND WE CAN REVISIT IT THEN. BUT NOW WE KNOW WE HAVE OPPORTUNITY FOR THE FUTURE.

>> I THOUGHT IT WAS INTERESTING WITH SOME OF THE HERITAGE TREES THAT THEY CONSUME MORE CARBON

EMISSIONS. >> AND THE OTHER TREES. >> ENTRIES DO HAVE A VALUE.

THEY HAVE A MONETARY VALUE. IF WE WERE TO MONETIZE THE TREES WE HAVE, WE ARE TALKING BIG

DOLLAR AMOUNTS. >> YES. >> GOING BACK TO THE SAVED AND

[00:50:07]

PRESERVED TREE, WOULD YOU DO TO PROTECT THE TREE? >> THAT IS ALWAYS A GOOD

QUESTION. >> SOMETIMES THE GOAL WILL BE AS WE START DIVING INTO THE ORDINANCE IS TO CREATE FLYERS. WE WANT TO PUT NOTIFICATIONS O OUT.

WE WANT AN ARCHITECT ON HAND TO HELP WITH THE EDUCATION AND REACHING OUT.

BY THE WAY WE NEED TO KNOW WHY. >> MY QUESTION IS MORE, I'M A HOMEOWNER.

>> HOW DO I KNOW THIS IS PROTECTED. >> IS IT A RESTRICTION.

>> IT WILL HAVE TO BE IF THE CITY CAN DO IT THERE IS A LARGE PERCENTAGE OF HIGH QUALITY

TREES. >> HOW DO YOU ENFORCE IT. >> YOU WOULD HAVE TO APPLY FOR A PERMIT TO DO SO AND SAY I NEED TO REMOVE THIS TREE TO DO THAT. I SHOULD NOTE THAT WHEN I BUY A

HOUSE. >> MAYBE WE SHOULD KNOW THAT. >> THERE IS AN ISSUE THERE.

>> THAT IS A GOOD POINT. >> I'M THINKING I WILL I DO THIS.

WHEN SOMEONE COMES TO ME AND SAYS I HAVE THIS TREE BECAUSE THE CITY WON'T LET ME TAKE IT

DOWN. >> THAT IS A GOOD POINT. DOES THE TREE CONVEY WITH THE

LAW? >> IF YOU ARE NOT ALLOWED TO CUT IT DOWN,.

>> IS NOT THAT YOU CAN'T CUT IT DOWN. >> YOU HAVE TO MITIGATE.

>> THAT SHE IS RIGHT,. >> OTHERWISE IT IS JUST THAT DEVELOPERS PROMISE.

>> I HAVE THIS AND I WANT TO CUT IT DOWN. WHAT DOES THAT MEAN.

>> I WILL DIGRESS FOR A SECOND PERIOD THEY ALSO HAVE THE ABILITY TO SAY FIRST COME FIRST SERVE AND WE HAVE THOSE WHO DO IT ANYWAY OR THEY WILL CUT DOWN A TREE AND WE WILL FIND OUT AS IT IS HAPPENING. IT HAPPENS WITH CONVERSE -- COMMERCIAL DEVELOPMENTS A LOT.

>> LIKE I SAID IT'S NOT JUST THE PLACES THAT HAVE ORDINANCES. SO THERE IS AN EDUCATION PIECE

AND THERE MAY BE LAWSUITS. >> WHEN YOU BUY THE HOUSE YOU ARE INFORMED.

>> WE REQUIRE HOA DOCUMENTS. >> NOT EVERY HOUSE IS IN HOA. >> WOULD YOU COMMUNICATE IT TO

THE CURRENT OWNER? >> HOW DO YOU GET IT ON THERE. >>

>> >> AT THIS TIME, WE WILL HAVE TO WIND THIS UP.

WE DO HAVE TWO OTHER ITEMS ON THE AGENDA TONIGHT. WE HAVE TO WE HAVE UP PRELIMINARY AND FINAL PERIOD EVERYONE TAKE A LOOK AT IT. I DID HAVE ONE COMMENT AND I WOULD RATHER MAKE IT HERE. THAT IS ON ITEM 5A. IT IS NOT SPECIFICALLY ABOUT THE PLOT. WOULD YOU MIND REPEATING THE STREET NAMES FOR THE FIVE A

PROJECT. >> LET ME DOUBLE CHECK. >> I WANT PEOPLE TO HEAR WHAT

THE STREET NAMES ARE. >> IT IS LIKE BOB STREET. >> IT IS LIKE BOB LANE.

[00:55:08]

WHO APPROVES THESE? >> SO, THE DEVELOPERS PRESENT THE NAMES THAT THEY WANT.

THERE'S NO DUPLICATE NAME OR HYPHENATED NAME. >> THERE IS NO ENFORCEMENT ON THAT. I USED TO LIVE ON THE STREET THAT WAS MISSPELLED.

SO, I WAS WONDERING THROUGH OUR CITY HAS ANY SAY ABOUT THE STREET NAMES?

>> YOU MAY HAVE SOME INSIGHT. >> I LIVED IN SAN ANTONIO AND THERE WAS A GOMER PYLE STREET.

I WOULD HATE TO WRITE DOWN I LIVE ON BOB STREET. >>

>> THE PROCESSES WITH THE MAYOR COMES AROUND THEY DO SUBMIT THE NAMES THAT THEY WANT.

THEY JUST WANT TO MAKE SURE THERE ARE NO SIMILAR NAMES THAT SOUND SIMILAR OR READ SIMILAR.

THAT BEING THE CASE. A LITTLE MORE INSIGHT IS PART OF WHEN THE DEVELOPER BOUGHT.

IT WAS PART OF THE AGREEMENT WITH THE SELLER THAT THE SELLER WOULD GET TO NAME THE STREETS.
