THIS EVENING LORD WE ASK FOR YOUR DIVINE HELP AS THE ROWLETT CITY COUNCIL DOES ITS BUSINESS FOR THE CITIZENS. WE THANK YOU THIS EVENING THAT YOU WILL GRANT TO ALL THE COUNCILMAN THE MAYOR THE DEPUTY MAYOR PRO-TEM AND THEN THE MAYOR PRO-TEM AS WELL LORD AND OUR WONDERFUL CITY MANAGER. YOU WILL GRANT TO THEM SPIRIT OF WISDOM AND REVELATION IN THE KNOWLEDGE OF JESUS. IN THE USE OF THEIR UNDERSTANDING WILL BE ENLIGHTENED. THEY'LL KNOW THE HOPE OF THEIR COOLING AND LORD WE'LL ALL KNOW WHY WE'RE HERE AND THAT WE'RE HERE FOR YOUR PURPOSES AND YOU'LL GIVE US WISDOM AS WE PURSUE THOSE THINGS IN THE CITY OF ROUGH LET IN JESUS NAME WE PRAY AND EVERYBODY SAID AMEN.

>> YOU'RE VERY WELCOME >> ALL RIGHT. TONIGHT IS SO VERY EXCITING FOR THE ROWLETT POLICE DEPARTMENT. THIS IS MY FIRST OPPORTUNITY TO GET TO PROMOTE SOMEBODY SO WHAT I WOULD LIKE TO DO IS CALL TIM, ANTHONY AND DAN TO THE FRONT AND DAN IF WOW WOULD PLEASE BRING YOUR FAMILY. THE ROUGH LET POLICE DEPARTMENT HAS EXPERIENCED A LOT OF CHANGE OVER THE LAST SEVERAL MONTHS. WE'VE HAD NUMEROUS RETIREMENTS AND IN RESPONSE TO THAT WE HAVE HAD A LOT OF PROMOTIONS. THESE ARE THE LAST OF THOSE PROMOTIONS.

THIS WILL HOPEFULLY MAKE US FULL AND CIRCLE US OUT. I WOULD LIKE TO READ A BAYOU FOR EACH OF THESE 3 YES WHO HAVE PHENOMENAL ACCOMPLISHMENTS AND THEN WE'RE GOING TO PROCEED WITH AN OATH OF HONOR AND THEN THEY'RE GOING TO DO A BADGE OPINIONING.

I PROMISE THIS WON'T TAKE LONGER THAN 40 TO 45 MINUTES. I WOULD LIKE TO BEGINNING WITH TIM. TONIGHT IS A HUGE CELEBRATION FOR ME.

TIM HAS BEEN WITH THE ROUGH LET POLICE DEPARTMENT SINCE NOVEMBER 26 OF 2008.

TIM WAS INITIALLY ASSIGNED TO PATROL GIVE ADVICE WHERE HE CONTINUES TO WORK TODAY.

TIM WAS PROMOTED TO CORPORAL ON JANUARY 26, 2017. TIM SERVES IN NUMEROUS CAPACITIES WITHIN THE DEPARTMENT INCLUDING FIELD TRAINING FIREARMS INSTRUCTOR AND HE SERVES ON THE ROUGH LET POLICE SWAT TEAM. TIM AND HIS WIFE TONIA HAVE 4 CHILDREN. ANYBODY SEE THE THEME? TIM HOLDS A BACHELOR'S DEGREE FROM THE VUN FRERS I THINK OF TEXAS AND HE SERVES IN THE U.S. AIR FORCE.

SOMETHING EXTREMELY ABOUT TIM IS TODAY IS HIS 19TH WEDDING AN VERSE TARLY.

SO CONGRATULATION -- ANNIVERSARY. TIM'S WIFE AND FAMILY COULDN'T MAKE IT TODAY AS YOU CAN FIGURE OUT WITH 4 CHILDREN IN THE HOUSE THEY'RE VERY BUSY.

SO CONGRATULATIONS TO YOU, TIM, ON A WONDERFUL ACCOMPLISHMENT. I LOOK FORWARD TO SO MANY MORE YEARS. NEXT UP I WOULD LIKE TO INTRODUCE YOU TO ANTHONY.

HE'S A NEW LIEUTENANT WITH THE ROUGH LET POLICE DEPARTMENT. ANTHONY BEGAN HIS LAW ENFORCEMENT CAREER WITH THE ROUGH LET POLICE DEPARTMENT ON FEBRUARY 5TH 1998.

HE HAS BEEN WITH THE POLICE DEPARTMENT A VERY LONG TIME. HE WAS ASSIGNED TO PATROL AND IN 1999 HE WAS NAMED ROOKIE OF THE YEAR. ON JUNE 1S 2,000 ANTHONY WAS AWARDED THE RANK OF CORPORAL. ON JANUARY 15TH 2004 HE CONTINUED HIS MOVE UP THE RANKS AND ACHIEVED SERGEANT. ANTHONY ATTAINED HIS INSTRUCTOR CERTIFICATION WHICH HE HAS USED IN TRAINING CLASSES FOR NEW POLICE RECRUITS AND DEPARTMENT FIREARMS TRAINING LGCH ANTHONY WAS A VITAL MEMBER SWAT TEAM FOR NUMEROUS YEARS WHERE HE GAINED THE POSITION OF TEAM LEADER.

ANTHONY IS CURRENTLY ASSIGNED TO PATROL DIVISION AND LEASE RESPONSIBLE FOR OUR TRAFFIC DIVISION. AS WELL AS THE COMMERCIAL MOTOR VEHICLE UNIT.

ANTHONY IS A MILITARY VETERAN OF THE U.S. NAVY AND HOLDS A BACHELOR'S DEGREE.

AND THE LIGHT OF HIS LIFE IS HIS DAUGHTER ANNA. SHE'S 14 YEARS OLD.

SHOWS EXTREMELY ACTIVE AND SHE COULD NOT MAKE IT TONIGHT BUT I'M SURE SHE SENDS HER BEST FOR HER DAD. CONGRATULATIONS TO YOU, ANTHONY.

>> AND OUR 3RD CELEBRATION TONIGHT IS DAN MILLER. DAN MILLER WAS HIRED BY THE ROUGH LET POLICE DEPARTMENT ON FEBRUARY 12, 2004. HE ATTENDED THE BASIC PEACE OFFICER LAW ENFORCEMENT ACADEMY AND I OBTAINED HIS LICENSE IN UNION 2004.

DAN WAS SWORN IN -- JUNE 2004. HE WAS SWORN IN ON JULY 62004. AS WITH MOST POLICE OFFICERS DAN WAS ASSIGNED TO PATROL AND HE WAS ASSIGNED TO SEVERAL UNITS INCLUDING CONTAINMENT TEAM, CRIME SCENE, FIELD TRAINING OFFICER AND LESS LETHAL INSTRUCTS TORE.

HE'S RERECEIVED MANY ACCOMMODATIONS. HE WAS PROMOTED ON AUGUST 62019.

LIEUTENANT ON YULI 192015. DAN IS A GRADUATE OF THE INSTITUTE OF LAW ENFORCEMENT ADMINISTRATION COMMAND COLLEGE. DAN IS A GRADUATE OF THE F.B.I. NATIONAL ACADEMY.

DAN HOLDS A BACHELOR'S DEGREE IN ORGANIZATIONAL LEADERSHIP AND MASTERS OF SCIENCE THROUGH TEXAS A&M UNIVERSITY AT COMMERCE. DAN HAS BEEN MARRIED TO HIS WIFE CARLA FOR 19 YEARS.

AND THEY HAVE 2 CHILDREN. SON LUKE WHO IS WITH US AND DAUGHTER GABBY WHO IS A STUDENT SO SHE COULDN'T MAKE IT TODAY. LUKE HAD A SPEECH PREPARED SO I'M SURE HE'LL HAVE SOMETHING NICE TO SAY FOR DAD IN A FEW MINUTES. THAT IN A NUTSHELL IS THE BUY GRAPH FEES FOR OUR 3 PROMOTIONS AND OUR CELEBRATIONS TONIGHT. NEXT UP -- WHAT I WOULD LIKE TO DO IS ADMINISTER THE OATH OF HONOR. WHEN A POLICE OFFICER IS HIRED WHEN THEY FIRST BECOME A POLICE OFFICER THEY TAKE AN OATH OF OFFICE.

THE OATH OF OFFICE IS THEIR ALLEGIANCE THEIR OATH THEIR SWEARING TO UPHOLD THE LAW AND A FEW OTHER THINGS THAT'S MEAN DATED BY THE STATE OF TEXAS AND OUR LICENSING ORGANIZATION AND ENTITY BUT INTERNALLY WE LOOK TO DO SOMETHING EXTRA FOR PROMOTIONS.

WE HAVE AN OATH OF HONOR. THIS ISN'T MANDATED. WE STARTED IT A COUPLE MONTHS AGO. I THINK IT'S A WAND TER FULL WAY FOR US TO REAFFIRM OUR COMMITMENT TO THE CITY THE COMMUITY SOCIETY THE LAWS AND THE DEPARTMENT.

AN OATH IS A SOLEMN PLEDGE SOMEONE MAKES WHEN HE OR SHE SINCE SERIALLY INTENDS TO DO WHAT HE OR SHE SAYS. A FEW DEFINITIONS THAT YOU GUYS WILL BE SPEAKING FROM.

HONOR MEANS THAT ONE APPS WORD IS GIVEN AS A GUARANTEE. BETRAY IS DEFINED AS BREAKING FAITH WITH THE PUBLIC TRUST. BADGE IS THE SYMBOL OF YOUR OFFICE.

INTEGRITY IS BEING THE SAME PERSON IN BOTH PRIVATE AND PUBLIC LIFE.

CHARACTER MEANS THE QUALITIES THAT DISTINGUISH AN INDIVIDUAL. PUBLIC TRUST IS A CHARGE OF DUTY IMPOSED IN FAITH TOWARD THOSE YOU SERVE. COURAGE IS HAVING THE STRENGTH TO WITHSTAND UNETHICAL PRESSURE FEAR OR DANGER. ACCOUNTABILITY MEANS YOU ARE RESPONSIBLE TO YOUR OATH OF OFFICE. COMMUNITY IS THE JURISDICTION

THANK YOU, MAYOR AND COUNCIL. IT'S A PRIVILEGE TO BE HERE IN FRONT OF YOU THIS EVENING TO TALK ABOUT THE CENSUS AND WE DO HAVE A PRESENTATION BUT WE'LL SEE IF THAT GETS WORKING HERE IN A MINUTE. IT LOOKS LIKE SOMETHING IS HAPPENING.

BUT IT SEEMS LOOK WE'VE BEEN TALKING ABOUT THE CENSUS FOR A WHILE AND IT'S BEEN ABOUT 8 MONTHS SINCE WE FORMED A COMPLETE COMMITTEE IN AUGUST. AND SO BELIEVE IT OR NOT THE 2020 CENSUS IS HERE BE DPINGING THERE WE GO. SO BEGINNING ON MARCH 12TH WHICH IS 9 DAYS FROM TODAY WHAT RESIDENTS IN ROWLETT ARE GOING TO START SEEING ARE INVITATIONS SHOW UP FROM THE CENSUS BUREAU INVITING THEM TO PARTICIPATE IN THE 2020 CENSUS AND WHAT IS DIFFERENT ABOUT THE 2020 CENSUS THAT HAS NOT BEEN THE CASE FOR ANY PREVIOUS CENSUS IS THAT RESPONSES WILL BE AVAILABLE ONLINE. AND SO BY FAR THE MOST EASY METHOD FOR INDIVIDUALS TO PARTICIPATE THIS YEAR IN GOING FORWARD WE WOULD ANTICIPATE IS ONLINE. AND SO ONCE THOSE INVITATIONS START ROLLING IN STARTING ON MARCH THE 12TH YOU GET YOUR INVITATION YOU GO TO ONLINE AND YOU PARTICIPATE AND YOU'VE DONE YOUR CIVIC DUTY AT THAT POINT BUT THOSE INVITATIONS WILL BY DISTRIBUTED BETWEEN MARCH 12TH AND MARCH 20TH. THEN CENSUS DAY IS CELEBRATED NATIONWIDE. HE WE'LL TALK ABOUT THIS IN A MINUTE BUT THAT'S THE WINDOW OF TIME MARCH 12TH TO APRIL 1ST. THAT'S THE BULK OF WHEN THE CENSUS ACTIVITY IS GOING TO TAKE PLACE AND WE WOULD RECOMMEND PEOPLE PARTICIPATE TO HAVE A MAXIMUM IMPACT. WITH THE COMPLETE COUNT COMMITTEE THAT CITY COUNCIL FORMED BACK IN AUGUST OF 2019 IS PUT TOGETHER SOME OUTREACH AND ENGAGEMENT EFFORTS THAT YOU CAN SEE SUMMARIZED HERE. THERE'S A SOCIAL MEDIA CAMPAIGN THE DIGITAL SOON OUT FRONT HAS INFORMATION THAT ROTATES THROUGH. THERE ARE WATER BILL IN S CERTIFICATES THAT HAVE STARTED AND WILL GO THROUGH APRIL. A FRAME SIGNS HAVE BEEN PUT UP JUST YESTERDAY PRINTED HANDOUTS ARE AVAILABLE IN A VARIETY OF FACILITIES.

AND THEN WE HAVE A GROUP OF FOLKS THAT ARE GOING AROUND TO VARIOUS SMALL GROUPS THROUGHOUT TOWN AND MAKING PRESENTATIONS. AND THEN LIKE I MENTIONED BEFORE ON APRIL 1ST 2020 WHICH IS CENSUS DAY THERE'S GOING TO BE AN EVENT AT THE ROWLETT PUBLIC LIBRARY.

FOLKS CAN COME IN. THEY CAN LEARN ABOUT THE CENSUS. THEY CAN PARTICIPATE IN THE CENSUS. WE WILL HAVE CENSUS BUREAU WORK CUSTOMERS TO HELP PEOPLE FILL OUT THE ONLINE SURVEY AS THEY JOIN US AT THE LIBRARY. AND SO JUST A FEW FUN CENSUS FACTS. THE CENSUS IS REQUIRED. THE COUNTRY HAS BEEN DOING IT EVERY 10 YEARS SINCE 1790. THIS IS THE 24TH CENSUS THAT THE U.S. CENSUS BUREAU HAS UNDER TAKEN. IT LET'S THIS YEAR ALLOWS YOU TO RESPOND ONLINE FOR THE FIRST TIME. AGAIN THIS IS A VERY EASY WAY TO PARTICIPATE.

THE CENSUS BUREAU WE GET THIS QUESTION A LOT. THE INFORMATION IS SECURE.

IT IS CONFIDENTIAL. IT CANNOT WE USED FOR ANYTHING OTHER THAN TO MAKING A GREAT STATISTICS. SO WE WANT EVERYONE TO KNOW THAT THIS INFORMATION IS PRIVATE AND SECURE. THE DATA WILL HELP INFORM HOW BILLIONS OF DOLLARS ARE DISTRIBUTED. UP TO $675 BILLION ANNUALLY OVER THAT 10-YEAR PERIOD.

IT'S CHANGED HOW THEY WORK THEIR PRECINCTS. IT'S ALLOWED VOTERS TO VOTE AT ANY DALLAS COUNTY LOCATION. WHEN BEFORE THE CONTRACT IS APPROVED WITH DALLAS COUNTY THEY HOLD A MEETING WITH ALL OF THE PARTICIPANTS WHO WILL BE CONTRACTING WITH THEM.

AT THAT MEETING THIS YEAR THEY NOTIFIED US THEY WOULD NO LONGER CONTRACT FOR SERVICES OUT OF COUNTY VOTERS. WITH THAT WE ARE NOW CONTRACTING WITH ROCKWELL COUNTY ELECTIONS TO SERVICE OUR ROWLETT VOTERS WHO RESIDE IN ROCKWELL COUNTY.
