SO AND TODAY THE DALLAS COUNTY EXTENDED THE ORDER TILL MAY 15TH. SO WE'RE STILL HAVING CHANGES EVEN AT THAT LEVEL ALMOST DAILY. LAST WEEK GOVERNOR ABBOTT ALSO APPROVED EXECUTIVE ORDER G.A. 16 AS WELL AS 17 AND 18 DEALING WITH A WHOLE LOT OF THINGS BUT RIGHT NOW THE VARIOUS EMERGENCY ORDERS FOR BOTH TEXAS GOVERNOR AND COUNTY JUDGES INCLUDE CONTINUING SHELTER IN PLACE LIMITING ACTIVITIES TO THOSE THAT ARE ESSENTIAL AND PRACTICING SOCIAL DISTANCING WHILE IN PUBLIC AND THE LATEST NEWS FROM LAST WEEK THE GOVERNOR DID RE-OPEN THE STATE PARKS AND HISTORIC SITES AND BEGAN LAYING OUT THE GUIDELINES TO BEGIN RE-OPENING BUSINESSES INCLUDING RETAIL. SOME OF THIS WAS BASED ON I BELIEVE PRESIDENT TRUMP'S ORDERS LAST WEEK WHERE HE STARTED TO FRAME A TRANSITION PLAN TO START RE-OPENING AMERICA INCLUDING YOU KNOW VARIOUS DIFFERENT PHASES IN WHICH WE WOULD RE-OPEN SOME THINGS AND NOT ALL AND THEN INTERMEDIATE STEP AND THEN AT SOME POINT A FULL OPENING BUT ONLY AS CERTAIN MATRIX ARE HIT AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT LATER. GOVERNOR ABBOTT ALSO DID TALK ABOUT ALLOWING ELECTIVE MEDICAL PROCEDURES AGAIN AND AGAIN THOSE MATRIX COME INTO VERY IMPORTANT WHEN YOU START TO THINK ABOUT HOW THE HOSPITALS ARE TASKED WITH COVID-19 AND SO YOU DON'T

SO YOU KNOW THE ABILITY FOR THE CAPACITY I SHOULD SAY IN HOSPITALS ARE EXTREMELY IMPORTANT AT EACH OF THESE STAGES TO MAKE SURE THAT WE'RE READY FOR THE NEXT STAGE.

A TREND IS A PERIOD OF TIME. SO ESSENTIALLY YOU KNOW SEEING A DOWNWARD TRAJECTORY OF DOCUMENTED CASES FOR 14 DAYS HOSPITALS ARE NOT IN CRISIS CARE AND EVEN INCLUDING A DOWNWARD TRAJECTORY OF A FLU-LIKE SYMPTOMS CASES IN THAT SAME 14-DAY PERIOD AND THEN FINALLY A PROGRAM IN PLACE TO DO ROBUST TESTING. IS PARTICULARLY FOR AT RISK HEALTHCARE WORKERS INCLUDING EMERGENCY ILL MIRM JINX ANTIBODY TESTING.

WHEN THOSE CONDITIONS ARE MET THEN WE COULD GO TO THE NEXT STAGE AND THEN WHEN YOU IMPROVE UPON THAT WITH ADDITIONAL CRITERIA THEN YOU OPEN UP THE NEXT PHASE.

AND THEN EACH ONE OF THOSE IMPROVE ON THE OTHER. ONE OF THE THINGS THAT IS EXTREMELY IMPORTANT IS THAT WHEN WE ALSO HAVE POSITIVE CASES THAT WE QUICKLY ARE ABLE TO DETERMINE THROUGH CONTACT TRACING WHO ELSE MAY HAVE BEEN INFECTED. SO YOU KNOW THAT WAS SOMETHING THAT TOOK A WHILE TO BUILD UP TO BUT THEN AS EACH NEW CASE CAME ON PARTICULARLY WHEN WE HAD COMMUNITY SPREAD MEANING THAT YOU KNOW IT WAS NO LONGER YOU KNOW POSITIVE CASES COMING FROM SOMEBODY WHO HAD TRAVELED BUT THAT WE'RE STARTING TO SEE NEW CASES COME UP YOU KNOW IN DALLAS COUNTY IN OUR AREA FROM NOT PEOPLE FROM TRAVELING BUT PEOPLE GETTING IT FROM ALL KINDS OF WAYS. SO WE WANT TO MAKE SURE THAT WE'RE PROTECTING THE MOST VULNERABLE IN OUR POPULATION THAT ARE HOSPITALS -- THAT OUR HOSPITALS ARE NOT IN CRISIS CARE AND THAT OUR EMPLOYEES ARE CUSTOMERS ARE ALL PROTECTED AND AT EACH OF THOSE STAGE THEN THE FEDERAL GOVERNMENT HAS PROVIDED GUIDELINES THEN AGAIN THAT THE STATES PARTICULAR LIP THE STATE GOVERNOR WILL THEN DETERMINE WHAT THAT NEXT STAGE IS AND THEN COUNTY ALL THE WAY DOWN TO CITY.

2,600 CASES. AGAIN OF THE CASES REQUIRED HOSPITALIZATION MOST ARE KNOWN TO BE EITHER FROM THOSE OVER 60 YEARS OF AGE OR HAVE AT LEAST ONE KNOWN HIGH RISK CHRONIC HEALTH CONDITION. DIABETES CONTINUES TO BE AN UNDERLYING HIGH RISK HEALTH CONDITION REPORTED IN ABOUT A THIRD OF THOSE THAT HAVE BEEN HOSPITALIZED.

SO IT CONTINUES TO BE AN IMPORTANT BAROMETER FOR US TO TRY.

NEXT SLIDE. SO IN ROWLETT THIS WAS AT THE IEP AS OF THIS MORNING WHICH IS PRIMARILY YESTERDAY'S REPORTING WE HAD 36 CASES AT THAT TIME. TODAY WE DID HAVE 2 MORE CASES REPORTED. SO WE KNOW HAVE 38 CASES IN ROWLETT WITH 2 DEATHS.

ESSENTIALLY WE HAVE 40 PEOPLE AREA RAN TEENED EITHER AS INDIVIDUALS OR MEMBERS OF THEIR FAMILY. AND WE HAVE HAD 21 INDIVIDUALS WHO ARE COUNTED AS RECOVERED.

JUST TO KIND OF COMMENT A LITTLE BIT ON THE TESTING SOMETIMES THE TESTING WE DON'T FIND OUT ABOUT FOR A WHILE. THERE WERE A COUPLE OF PEOPLE LAST WEEK MAYBE EVEN AS MANY AS 3 THAT BY THE TIME THAT WE WERE NOTIFIED AS A CONFIRMED THEY HAD ALREADY RECOVERED.

SO I DON'T THINK THAT'S SURPRISING IN NATURE BECAUSE THERE ARE PEOPLE WHO QUITE FRANKLY HAVE NEVER DEVELOPED SYMPTOMS THAT HAVE BEEN KNOWN AND THEN THEY GET TESTED.

THROUGH SOME OTHER PROCESS AND ONLY FIND OUT THEY DID HAVE COVID.

GARLAND HAS 221 CONFIRMED CASES WITH 8TH DEATHS. BLACKWELL COUNTY HAD 3 MORE

AND THEN YESTERDAY AN EXCITING THING KIND OF HAPPENED.

IT WAS ALMOST A SPUR OF THE MOMENT OVER THE WEEKEND BUT CHANGE BAR OF COMMERCE SPONSORED A SURFACE DISINFECTING GIVE AWAY AND WE HAD 60 VEHICLES DRIVE-THROUGH AND YOU WERE ABLE TO FILL UP 2, 32 OUNCE BOTTLES WITH HOSPITAL GRADE DISINFECT DISINFECTANT AND THAT WAS OFFERED FREE OF CHARGE BY GREEN GLEANING V.F.W. YOU SAW THE GOVERNOR COME UP WITH THE TEXAS GOVERNOR COME UP WITH A COUPLE OF CHANGES TO HIS ORDERS THAT ROW OPENED RETAIL TO GO AND REOPENED THAT THIS WEEK AND REOPENED ELECTIVE CERTAIN ELECTIVE MEDICAL PROCEDURES THAT'S TOMORROW AND THEN ALSO REOPENED THE STATE PARKS WITH VERY STRINGENT REQUIREMENTS ON SOCIAL DISTANCING AND MASK WEARING AND THAT HAPPENED YESTERDAY. SO IF THERE'S A COUNTY THAT YOU KNOW HAS A SPECIFIC PROVISION THAT DOESN'T AGREE WITH THE GOVERNOR'S ORDER AND THE GOVERNOR'S ORDER COVERS THAT COUNTY OR COVERS THE ENTIRE STATE IN REGARDS A SPECIFIC AREA THAT GOVERNOR'S ORDER IS WHAT WE MUST ABIDE BY. AND YOU KNOW THIS WAS A VERY GETTING ALL THESE CONFLICTING ORDERS AND NOT HAVING A CLEAR CUT SET OF RULES BECAUSE THERE IS GRAY IN THE LAW IN ALL OF THIS. IT WAS VERY DIFFICULT TO MANAGE THE PROCESS AND YOU KNOW I INCLUDED YOU-ALL IN SOME OF THOSE DIFFICULT CONVERSATIONS TO UNDERSTAND YOU KNOW WHAT WE WERE DEALING WITH. SO I WANTED TO IDENTIFY THE CHALLENGES THAT WE SEE COMING UP DURING THIS PROCESS TO RE-OPEN OUR ECONOMY.

AND I WANTED TO MAKE SURE THAT WE HAD A METHOD TO INVOLVE A GREATER PORTION OF OUR POPULATION IN THE PROCESS BEFORE IT COMES UPON US BUT WE REALLY DO NOT KNOW WHAT'S GOING TO COME UPON US AN WHEN IT'S GOING TO COME UPON US AND NOW HOW WE'RE GOING TO HAVE TO REACT AND COMMUNICATE. WHAT I DO WANT TO STRESS TO THE PUBLIC RIGHT NOW IS SOMETHING THAT WAS VERY VERY IMPORTANT AND WE'VE ALL SAID IT AND WE'VE HEARD IT OVER AND OVER AGAIN BUT THE GOVERNOR SAID IT VERY ELOQUENTLY TODAY.
