DISCUSS PLANS FOR SAFELY REOPENING CITY PARKS AND TAKE ANY NECESSARY ACTION. ARE YOU GOING TO START.

>> I HAVE A SLIDE SHOW. I WILL PULL UP THE POWERPOINT, WILL WALK THROUGH. THIS MIGHT BE EASIER.

EEDYER THAN JUST TALKING ABOUT IT.

>> THIS IS THE PARK AND RECREATIONAL RECONSTITUTION PLAN. WE HAVE MADE A FEW ADJUSTMENTS SINCE A WEEK AGO. YOU CAN SEE THE CHANGES.

MY TEAM HAS BEEN DILIGENTLY DOWN WORKING.

NEIL VISITED US. ED WAS HELPING MAKE SURE THEY EVERYTHING READY TO GO FOR MONDAY MORNING.

WE'RE SET UP TO PUT THIS INTO ACTION QUICKLY.

ONCE WE GET COUNCIL'S APPROVAL. CURRENT RESTRICTION.

PARKS CAN BE OPEN WITH THE RECOMMENDATION OF AVOIDING GROUP LARGER THAN TEN PRACTICE SOCIAL DISTANCING.

WEARING MASKS WASHING HAND. THESE ARE THE GOVERNOR'S RECOMMENDATIONS WATERPARKS WHICH HE PICKED OUT SPECIFICALLY MAY OPERATE UP TO 25% OF THEIR NORMAL OPERATING LIMITS.

BUT MUST CLOSE THIS THE RIGHT OUT OF OPEN TEXAS PLAN, MUST CLOSE ANY COMPONENT OF WATERPARK TO HAVE INTERACTIVE FUNCTION OR EXHIBIT INCLUDING CHILD PLAY AREA.

AMUSEMENTS AND VIDEOGAME ARCADES.

IT'S CONSIDERED AMUSEMENT RIDE BY THE DEPARTMENT OF REGULATION.

THAT'S KIND OF HOW WE'RE INTERPRETING IT.

EVERYONE INTERPRETS IT A LITTLE BIT DIFFERENT.

I KNOW THERE'S WATERPARKS OPENING HAVE OPENED TODAY OR WILL OPEN SHORTLY OVER THE NEXT FEW DAYS.

YOUTH SPORTS EFFECTIVE MAY 3 #ST.

YOU HOLD PRACTICE AS LONG AS THERE'S NO SPECTATOR.

JUNE 15TH GAME CAN BE HELD. WE'RE WORKING AT COMMUNITY PARK TO BRING THAT BACK ONLINE. ADULT RECREATION SPORTS THIS WAS JUST RELEASED THEY MAY ALSO BEGIN PRACTICE ON MAY 31ST AND GAMES JUNE 15TH. WE BEEN WORKING WITH THE ROWLETT ADULT SOFTBALL ASSOCIATION PRESIDENT TO GET THEM BACK ONLINE PRETTY QUICKLY. EACH OF THOSE ORGANIZATIONS IS IMPORTANT TO NOTE THAT NORTH TEXAS SOCCER, YOUTH U.S.A. ALSO HAVE THEIR OWN RULES WHICH ARE VERY, VERY STRICT ABOUT WHAT THEY ARE DOING AND HOW THEY ARE HANDLING AND WHERE TO WEAR MASK.

>> AND WHO TOUCH. AND WHOLE NINE YARDS.

EACH OF THOSE PARENT ORGANIZATION OF THOSE SPORTS TEAMS AND ORGANIZATIONS HAVE THEIR OWN RULES AS WELL.

AND THEY CAN'T -- MAY OPEN MAY THE 31ST.

NEXT SLIDE, LAURA. >> FEEL FREE TO STOP ME AT ANY POINT IF THERE'S SOMETHING YOU WANT TO TALK FURTHER ABOUT SO YOU DON'T HAVE TO WAIT UNTIL THE END.

JUST WAVE AND I WILL STOP TALKING.

I CAN'T SEE EVERYONE. PER THE GOVERNOR'S ORDER GYM EXERCISE FACILITIES CAN OPERATE UP TO 25% OF THE TOTAL LISTED OCCUPANCY. BASED ON THE DISCUSSION AT THE MAY 22ND MEETING,WE HAVE MADE FEW AMENDMENTS AND HAVE MADE A FEW ADDITIONS HERE'S KIND OF OUR PLAN.

THE ROWLETT COMMUNITY CENTER WOULD OPEN ON MONDAY WITH THE HOURS OF MONDAY THROUGH FRIDAY FROM 7:00 TO 6:00 P.M.

OUR NORMAL OPERATING HOURS ARE TO K P.M.ROUGH FRIDAY FROM 6:00- SATURDAY FROM 8:00 TO 9:00. AND SUNDAY FROM 12:00 P.M. TO 6:00 P.M. AND AS WE MOVE FORWARD AND ALLOW LARGER CAPACITIES AND ONCE WE HAVE REALLY GOOD HANDLE ON

[00:05:01]

GETTING EVERYBODY WHERE THEY NEED TO BE, WE WILL ASSESS AMMING THE MONDAY THROUGH FRIDAY FROM 7:00 TO 6:00 TO ADD ADDITIONAL HOURS. THIS IS JUST WHERE WE START MONDAY. STAFF IS GOING TO USE SOFTWARE SYSTEM TO RESERVE SLOTS FOR MEMBERS OVER THE LAST COUPLE OF DAYS WE SPENT A LOT OF TIME TESTING OUR SYSTEM TO SEE IF IT WILL WORK. YESTERDAY AFTERNOON SEVERAL OF OUR STAFF HAD A SMALL PANIC ATTACK EVERY TIME I WOULD CALL I WOULD GET A BUSY SIGNAL. THERE'S ONLY SO MANY PHONE LINES AND ONLY CAN HANDLE SO MANY CALLS.

ONE OF MY STAFF MEMBERS CONTACTED SIGN UP GENIUS.

SET UP A WEB SITE. IT'S EASY TO USE.

ASK FOR YOUR NAME AND COMMUNITY CENTER NUMBER.

SUPER EASY TO FIND. AND SO IT WILL BE REALLY EASY TO MAKE THOSE RESERVATIONS VERY QUICKLY WITHOUT HAVING TO SIT ON HOLD. GYMS A AND B AND THE RACQUET BALL COURTS WILL BE OPEN. WE WILL DO A TWO-HOUR RESERVATION. FITNESS AREA WILL BE 45-MINUTE TIME SLOT WHICH GIVES US TIME TO CLEAN.

THAT'S THE HIGHEST USE AREA AND MOST CONTACT.

WE WILL ALLOW MEMBERS TO RESERVE ONE TIME SLOT PER DAY.

THEY CAN TRY TO USE THE FACILITY ONCE A DAY AS LONG AS SPACE PERMITS. THEY ARE WRAPPING UP THE FINAL SIGNING OF THE SOFTWARE AND THEN AS SOON AS WE GET CLEARANCE WE HAVE A STATEMENT TO PUT OUT ALL OF OUR SOCIAL MEDIA FOR DENISE TO HELP US WITH AND PUT ON OUR WEB SITE.

YOU CLICK THE SIGN UP GENIUS AND IT TAKES TWO SECONDS TO SIGN UP FOR TIME SLOT. ONE A DAY.

MY STAFF IS PREPARED TO MANAGE IT.

IT WILL BE EASIER THAN THE PHONE CALL.

ENTRY WILL BE DONE THROUGH THE FRONT DOORS OF THE FACILITY.

OUT MARKING THE DISTANCES TODAY. WE WILL TAKE TEMPERATURES BEFORE ENTERING THE BUILDINGS. AND WE WILL HAVE HAND SANITATION SYSTEMS RIGHT IN FRONT OF THE BUILDING.

HANGING ON THE WALL AS YOU WALK. .

YOU WILL BE ABLE TO GET THAT INFORMATION ON THERE.

NEXT SLIDE, LAURA. EXIT WILL BE DONE

>> QUESTION. HOW YOU TAKING TEMPERATURES?

>> THE GUN. NEIL PROVIDED INFRARED I THINK YOU CALL IT. WE WE DON'T HAVE TO TOUCH FOLKS.

SIMILAR TO LAURA USED AT YOUR LAST WORK SESSION.

>> THE STRATEGIC PLANNING SESSION.

>> WHERE SHE TOOK TEMPERATURE AS YOU CAME IN WITH THE -- NEIL?

I THINK IT'S CALLED INFRARED. >> I DIDN'T NO LORRIE DID THAT.

>> THEE TOOK MINE. >> MAYBE SHE ONLY TOOK MINE.

>> IT'S INFRARED THERMOMETER. CAN YOU HEAR ME?

>> IT'S INFRARED THERMOMETER YOU PUT AT THE FOREHEAD AND NOT HAVE TO TOUCH THEM TO GET THEIR TEMPERATURE AND IF SPIKES A TEMPERATURE WE HAVE ABILITY TO PUT ON THEM TO MAKE SURE THEY DON'T HAVE A TEMPERATURE. THERE SHOULD BE TWO WAYS TO TAKE IT. IT'S JUST PRELIMINARY TEMPERATURE CHECK TO MAKE SURE SOMEONE NOT HAVING A HIGH FEVER

OR SOMETHING COMING IN. >> WHAT'S YOUR GAGE?

WHAT'S YOUR MEASUREMENT? >> I THINK 99.6 I THINK WHAT IT

WAS. >> ALL RIGHT.

I THINK THAT'S -- I HAVE TO CHECK ON THAT 100%.

THAT'S THE LAST I REMEMBER. 99.6.

JUST SO WE HAVE A DECISIONS AND PARKS KNOW IT.

>> I WILL GET HER DECISION THIS AFTERNOON SO SHE KNOWS.

>> THANK YOU. >> I PUT 100.

WE CAN ALTER THAT TO 99.6. >> THE POINT IS WE'RE NOT

TOUCHING PEOPLE. >> WE'RE ABSOLUTELY NOT TOUCHING PEOPLE. WE'LL HAVE CHECK-IN SHEETS TO SEE IF THE PEOPLE THAT ARE SUPPOSED TO BE MY STAFF ALL OF MY STAFF WILL BE GLOVED AND MASKED THE ENTIRE TIME THEY ARE AT WORK. WE TALKED TO THEM ABOUT THAT.

STAFF WILL CLEAN ALL EQUIPMENT AND DOOR HANDLES WHEN WE HAVE THE SHORT BREAK IN BETWEEN CUSTOMERS WHETHER EVERY TWO HOURS OR 45 MINUTES. THE GREAT THING IS THAT OUR FITNESS EQUIPMENT USERS ARE ALREADY TRAINED THE CLEAN THEIR EQUIPMENT AS A FINISH. WE STILL HAVE THOSE CLEANING STATIONS IN PLACE. WE WILL CONTINUE TO DO THAT.

MY STAFF WILL DO ADDITIONAL CLEANING.

>> MASK AND GLOVES WILL BE REQUIRED IN THE FITNESS AREA.

MASKS ARE GOING TO BE REQUIRED THROUGHOUT THE FACILITY.

WE CAN PUT ON GLOVE AS THEY ENTER THE BUILDING.

WE KNOW THEY HAVE THEM. WE HAVE ADDITIONAL MASKS AND GLOVES IF WE NEED THEM. WE WILL ASK THEM TO PROVIDE

THEIR OWN. >> GYM TIME REALLY FOR FREE PLAY. I WILL HAVE STAFF STATIONED PRETTY MUCH EVERY DOOR THROUGHOUT MY FACILITY.

AND PARTICULARLY IN THE GYMS THEY ARE NOT GOING TO ALLOW PICK

[00:10:03]

UP GAMES WHERE TWO OR THREE PEOPLE PLAY CROSSCOURT OR FULL COURT BASKETBALL GAMES. IT'S MORE FOR FREE THROW SHOOTING. THERE'S SOME FOLKS THAT WORK OUT IN THE GYM. THEY DO STRETCHING AND WALKING AND RUN THE LINES. IT WILL BE MORE THAT TYPE OF ACTIVITY. NOT GAME PLAY OF BASKETBALL.

WHICH STILL ON THE WAIT A MINUTE LIST.

GYM A WILL HAVE PICKLE BALL COURTS AVAILABLE FOR RESERVATIONS MONDAY THROUGH FRIDAY FROM 7:00 TO 1:00 P.M.

AND THAT WILL BE 12 PLAYERS WE'RE TWO-HOUR TIME SLOT.

BASICALLY YOU WILL BE ABLE TO RESERVE 7 TO 9, 9 TO 11.

11 TO 1. MY CREW WILL START CLEANING WHAT ISN'T BEING TOUCHED. THAT ALLOWED THEM TO FINISH THE GAME AND GET OUT AND US GET THE NEXT GROUP IN.

MY STAFF HAS REALLY -- REALLY BEEN WORKING WITH THEM ON NOT TAKING A GET OUT APPROACH BUT MORE OF A REALLY FRIENDLY -- WE'RE GOING TO HAVE PEOPLE THAT COME IN AND PLAY PICKLE BALL AND ON THE GYM EQUIPMENT.

THEY WILL PULL THEIR MASK DOWN AS LONG AS THEY PRACTICING SOCIAL DISTANCING AND WHEN THEY GET OFF THE TREADMILL THEY POP IT OUT. WE WILL WORK THROUGH THAT.

WE'RE TRAINING THE STAFF TODAY. NEXT SLIDE.

WE ARE GOING TO REQUIRE MEMBERS TO PROVIDE THEIR OWN EQUIPMENT.

I WILL PROVIDE THE NET FOR THE PICKLE BALL.

I HAVE THOSE IN MY GYM. THEY WILL BE ABLE TO SET THOSE UP. WITH ARE GOING TO REQUIRE THEM TO BRING IN OUR TOWELS, BASKETBALL RACQUET BALL.

ANYTHING THEY NEED AT THE FACILITY WE WILL ASK THEM TO PROVIDE. WE WILL CLOSE LOCKERS AND SHOWERS. REST ROOMS WILL BE AVAILABLE.

WE WILL MARK OFF THAT YOU CAN'T GO INTO THE LOCKER AND SHOWER ROOMS. OPENING IS GOING TO TAKE SOMEWHERE BETWEEN TEN AND 12 STAFF MEMBERS.

IT WILL BE STAFF LABOR INTENSIVE.

I THINK AS WE SHOW THE FACT WE CAN DO THIS THEN WE WILL BE ABLE TO CUT BACK ON SOME OF THAT STAFF AS WELL.

TEMPERATURE TAKER AT THE FRONT. SOMEONE TO MAKE SURE THE PEOPLE ARE COMING IN HAVE THEIR RESERVATIONS SOMEONE TO ANSWER THE PHONES. WE WILL THEN HAVE PEOPLE AT THE ENTRANCE TO ALMOST EVERY SINGLE ROOM.

REST ROOM USED WE CAN IMMEDIATELY CLEAN IT.

FOLLOWING THAT USE. MAINLY THIS IS PART-TIME STAFF BUT OUR FULL-TIME STAFF WILL BE HELPING AS WELL AS DOING THEIR ONLINE CONTACTS AND RUNNING PROGRAMS. JASON IS OUR SUPERVISOR. JASON HAS BEEN DOING THAT OVER

THE LAST WEEK TO GET READY. >> NEXT SLIDE, LAURA.

PLEASE. WE WILL ALLOW RESERVATIONS DURING OPERATING HOURS AT ROOM CAPACITY AT 25%.

WE CAN INCREASE THESE NUMBERS TO 50% AS THE GOVERNOR MAKES THOSE CHANGES AND WE WOULD BE CLEANING AFTER EACH RESERVATION.

WE DON'T NECESSARILY HAVE TWO-HOUR BLOCKS FOR RESERVATIONS. WE HAVE SEVERAL BUSINESSES THAT COME IN AND HOST MEETING IN OUR FACILITY.

AS LONG AS THEY ARE WITHIN THAT 25%, WE WILL ALLOW THEM TO BOOK A ROOM FOR 12:00 TO 4:00 TO HAVE THEIR MEETING AS LONG AS THEY PRACTICE SOCIAL DISTANCING. WE WILL BEGIN JUNE THE 8TH.

THAT'S WHEN OUR SUMMER PROGRAMMING KICKS OFF.

WE WILL BE ALLOWING PROGRAMS TO START AT THE 25% CAPACITY WITH CLEANING AND SOCIAL DISTANCING. WE CAN INCREASE THAT TO 50%.

THAT BASICALLY INCLUDE EVERYTHING ACCEPT OUR SENIOR PROGRAMS AND OUR FITNESS CLASSES.

SENIORS STILL DO FALL WITHIN THAT PROTECTED GROUP.

WE WANT TO CONTINUE TO PROTECT THEM AS LONG AS WE CAN AND FOR RIGHT NOW WE'RE GOING TO HAVE SOME OF OUR CARDIO EQUIPMENT AND AEROBICS ROOM WHERE WE HOST THE FITNESS CLASSES.

TO EXTEND THE USE OF EQUIPMENT AND MORE EQUIPMENT AVAILABLE WE REALLY NEED TO SPREAD IT OUT. WE WORK WITH THE FIRE CHIEF AND MY TEAM WAS ACTUALLY IN TODAY SCOOTING THE EQUIPMENT AROUND AND MOVING THE CARDIO EQUIPMENT. TREADMILLS, STAIR STEPPERS, BICYCLES THAT TYPE OF THING. TO ALLOW MORE PIECES OF EQUIPMENT TO BE USED AND TO BE ABLE TO KEEP A SIX-FOOT DISTANCE. A PIECE OF GREAT NEWS IS MEMBERS THAT HELD AN ACTIVE MEMBERSHIP FROM MARCH 17TH WILL GET A FREE MONTH. WE REQUIRE PEOPLE TO HAVE A MEMBERSHIP. JUNE FIRST START PURCHASING

[00:15:03]

MEMBERSHIPS OVER THE PHONE. WE'RE TRYING TO LIMIT PEOPLE IN THE WAITING ROOMS. BUT ANYTHING CAN BE DONE OVER THE PHONE. MY STAFF WILL BE PREPARED TO TAKE RESERVATIONS, REGISTRATIONS, PAVILION RENTALS AND 25%. ANY OF THOSE THINGS BY PHONE AT THE COMMUNITY CENTER. NEXT SLIDE, LAURA.

THESE ARE THE CAPACITY CHARTS MOST OF YOU HAVE SEEN THIS.

HOLD ON. I HAVE TO MOVE SOME STUFF AROUND SO I CAN SEE IT. BASICALLY THE ROOMMATE AND 90% OF HOUR FACILITY USAGE IS WITH TABLES AND CHAIRS.

BUT WE HAVE BOTH HERE. WE WORKED WITH THE FIRE DEPARTMENT AND COMMUNITY DEVELOPMENT TO GET THESE NUMBERS AND CAPACITY OF 72 IF YOU HAVE TABLE AND CHAIRS.

AND 155 IF THEY ARE STANDING. YOU CAN SEE THERE WHAT THE 25% CAPACITY IS. THIS IS ALSO FULLY OUTLINED IN OUR CONSTITUTION PLAN. RACQUET BALL COURT IS ONE.

BUT WE NEED TWO TO PLAY. IT'S IMPOSSIBLE TO PLAY RACQUET BALL WITH TWO. GYM B IS 18.

IT'S A LITTLE BIT LARGER. GYM B IS THE GYM UPSTAIRS.

WALKING TRACK IS 11. WE PUT 11 PEOPLE.

I THINK THEY HAVE LIMITED IT TO FIVE JUST BECAUSE AT 11 WE WERE ALL BUMPING INTO EACH OTHER. FITNESS AREA IS 12.

THAT'S THE WORK OUT AREA IF YOU WILL.

NEXT SLIDE, LAURA. AND THEN THESE ARE PAVILIONS THE WHOLE NINE YARDS. WE'VE GOT LARGE PAVILIONS.

IT WILL HOLD 50 PEOPLE. LAKESIDE ONLY HOLDS ABOUT 2.

AT THE 25% CAPACITY. MY STAFF WILL BE ABLE TO LET PEOPLE KNOW THAT WHEN THEY RESERVE IT.

I HAVE PARK STAFF 7 DAYS A WEEK. THEY WILL GO BY AND MAKE SURE THAT WE'RE MAINTAINING THOSE LEVELS AND JUST TO HAVE A CONVERSATION WITH FOLKS IF WE'RE NOT.

IT'S MORE ABOUT EDUCATION THAN ENFORCEMENT ON THE PARKS AND RECREATION. NEXT SLIDE, LAURA.

THEN PROGRAMWISE OUTSIDE OF THE RCC, ON MAY 23RD WE OPENED ALL PARK PLAYGROUNDS WITH THE EXCEPTION OF KIDS KINGDOM.

YOU HEARD ME SAY KIDS KINGDOM PRESENT UNIQUE CHALLENGES.

IT'S FENCED IN. IT HAS A LOT OF ACTIVITIES AND WE ARE STILL KIND TRYING TO EVALUATE A SAFE WAY TO OPEN THAT FACILITY. HOPEFULLY BY MID-JUNE WE A LITTLE BIT BETTER IDEA WHAT THAT LOOKS LIKE AND WE'VE BEEN

TALKING THROUGH THAT. >> WOULD YOU PLEASE TELL COUNCIL AND THE PUBLIC WHAT YOUR DOING TO CLEAN THE PLAYGROUNDS?

>> I WILL. ABSOLUTELY.

SO WE USE MIXTURE OF WATER AND BLEACH.

AND WE SPRAY CURRENTLY OUR SPRAYING ALL PLAYGROUNDS TWICE A DAY. ONCE FIRST THING IN THE MORNING WHEN MY STAFF COMES ONBOARD THEY HIT PLAYGROUNDS BETWEEN 7:00 AND 9:00 AND THEN THEY DO IT AGAIN SHORTLY AFTER LUNCH.

BETWEEN 1:00 AND 2:00. THEY GO BACK OUT IF THERE'S PEOPLE THEY SAY CAN YOU GIVE US A MINUTE TO SPRAY THE PLAYGROUND. EVERYONE HAS BEEN SO KIND OF THE TEAM. THEY GIVE US A MINUTE.

WE SPRAY IT. LET IT DRY.

IT'S SIMPLY A MIXTURE GALLON OF WATER AND FIVE TABLESPOONS OF BLEACH. WILL TAKE CARE OF COVID.

THAT'S WHAT THEY ARE DOING CURRENTLY TO THE PLAYGROUNDS THAT ARE OPEN. TO HELP MITIGATE THE ISSUE.

WE REOPENED CENTRAL DOG PARK ON MAY 23RD.

I'VE BEEN SEEING A LOFT ACTION AND PICTURES FROM THEIR FACEBOOK PAGE. I KNOW PEOPLE HAVE TAKEN ADVANTAGE OF THAT. WE DID END UP HAVING TO CLOSE.

THE GRASS THE BEAUTIFUL. THE GRASS HASN'T BEEN PRETTIER SINCE WE OPENED IT. THAT'S -- IT'S BEEN A GREAT BREAK FOR THAT PART TOO. JUNE 1ST YOU CALL LOU PRESCHOOL TO ADULT PROGRAMMING. 25% CAPACITYIT.

THIS WILL INCLUDE OUR CAMP TYPE PROGRAMMING.

WE OFFER YOUTH PROGRAMS TO KEEP THE KIDS BUSY DURING THE SUMMER.

THEY ARE REALLY -- SCIENCE, TECHNOLOGY.

MAT, ACTING DRAWING, ART. WE DO A BUNCH OF CLASSES FOR YOU. WE'LL START THOSE.

THEY CAN START JUNE 1ST. OURS CONSIDER SCHEDULED TO START JUNE 8TH. WE TYPICALLY DO A LITTLE BIT OF BREAK. THEY WILL START THOSE ON JUNE 8TH. AND THEN WE RECEIVE A PERCENTAGE OF THAT REVENUE. JUNE 1ST WILL OPEN OUR ATHLETIC

[00:20:03]

PRACTICE FIELDS. WE'VE ALREADY TALKED TO THE ROWLETT YOUTH SOCCER ASSOCIATION SOLAR SOCCER, AND THOSE ARE THE TWO MAIN YOUTH GROUPS. I TALKED TO THE HOCKEY GROUP.

THEY ARE OUT OF SEASON NOW. THEY WILL START PRACTICING AND THEY HAVE SOME STRICT PROTOCOLS AND PRACTICE IN PLACE FROM THEIR OR ARCHING ORGANIZATION. THEY WORK THROUGH NORTH TEXAS SOCCER ASSOCIATION. AND THEN WE WILL NOT -- IT'S DOWN A LITTLE BIT FURTHER. NO CONCESSION STANDS WILL BE OPEN AT THE FIELDS ON JUNE 1ST. WE PROPOSE TO OPEN REST ROOMS AND PORTS. WE WILL FOLLOW THE SAME SANITATION PROCEDURES. WE WILL JUMP IN CLEAN THE BATHROOMS REALLY WELL AND THEN CHECK THOUGH FREQUENTLY.

WE WILL ALSO WE WOULD ALSO LIKE TO REINSTALL THE PORTO-LETS.

WE WILL HAVE HAND SANITATION. YOU DON'T HAVE A SINK.

SINKS ARE PORTABLE. IF I PUT A SINK OUT SITE OF THE PORTO-LET THEY WILL WALK AWAY. THEY ARE EXTREMELY EXPENSIVE TO PURCHASE. AND THEY WILL INSTALL HAND SANITIZER. AND SERVICE IT JUST LIKE THAT SERVICE THE REST OF THE REST ROOM AND THAT WAY IF THERE'S HAND SANITIZER STATIONS. WE WOULD LAKE TO REOPEN WATER FOUNTAINS AND REINSTALL RIMS ON JUNE 1ST.

WE MAY HAVE AN ISSUE. IT'S START TO REINSTALLING SOME OF THESE THINGS. THEN JUNE 15TH, WE WILL ALLOW ASSOCIATION AND CUSTOMERS TO RESUME GAMES AND LEAGUE PLAY.

WHILE THE ROWLETT PARK AND REC WILL NOT RUN A LEAGUE THIS SUMMER, WE WILL WAIT UNTILFALL. WE PARTNER WITH ROWLETT ADULT SOFTBALL, SOCCER, AND DALLAS FAST PITCH WHICH IS FAST PITCH SOFTBALL FOR THEY WILL START PLAYING AND THEY WILL HAVE A COUPLE OF BASEBALL TOURNAMENTS AS WELL.

>> NEXT SLIDE. ANY RECREATION QUESTIONS?

>> LET'S SEE IF ANYONE HAS A QUESTION.

PAM YOUR HAND -- I CAN'T SEE EVERYBODY SORRY.

WE CAN SEE YOUR HAND BUT NOT YOUR FACE.

JUST SO YOU KNOW. >> DID I MISS YOU MENTIONING

ANYTHING ABOUT THE QUAIL HOUSE? >> QUAIL HOUSE WE WILL DO AS WELL AS 25%. I PROBABLY DID NOT.

BUT IT IN OUR RECONSTITUTION PLAN AND IT'S ON THE ANNOUNCEMENT TO GO OUT THAT COAL HOUSE AND PAVILION.

IT WILL ONLY BE AT OPERATING HOURS.

WE GET EVERYTHING READY AND THEN LOCK BACK IT UP.

COAL HOUSE FROM 7:00 TO 6:00 MONDAY THROUGH FRIDAY.

>> THANK YOU. ANYONE ELSE HAVE ANY QUESTIONS?

LET'S MOVE TO WET ZONE I GUESS. >> WET ZONE WE TALKED A LITTLE BIT ABOUT THAT LAST FRIDAY. WHAT WE ARE PROPOSING TO DO WITH START WITH SWIM LESSONS. WE CAN TALK ABOUT OPENING A LEVEL THE GOVERNOR SET ASIDE. SWIM LESSONS ARE GREAT WAY TO OPEN THE DOOR TO A REGULAR OPENING.

SWIM LESSONS ARE A REVENUE DRIVER FOR THE CITY OF ROWLETT AND FOR WET ZONE. YOU KNOW, WE CHARGE 55 A CHILD FOR A GROUP LESSON. WE WILL DO SMALL GROUP LESSON.

4-6 IN THE CLASS. INSTRUCTOR ON THE DECK.

I HADN'T THOUGHT ABOUT THIS. INSTEAD LIFEGUARD WEARING FACEMASK THEY WERE THE. WE WANT TO DO THIS.

WE GOT THE FACE SHIELDS. WE WILL BE ABLE TO DO THAT WITH OUR LIFEGUARDS. THERE'S SOMETHING ABOUT BEING ABLE TO SEE SOMEONE'S FACE THAT MAKES BIG BIG DIFFERENCE.

FOR LIFEGUARDS THAT'S CRITICAL. WE WILL BE THAT'S REDUCTION IN THE NUMBER OF LIFEGUARDS. THEY WILL BE PARENT AND CHILD IN THE WATER FOR THE SAME HOUSEHOLD.

FOR THE OLDERS THAT WE CAN DO IN THE LAP POOL INSTRUCTOR ON THE DECK BECAUSE IT'S MORE DEVELOPMENT IF YOU WILL.

IF THE INSTRUCTOR NEEDS TO GET IN THE WATER WE GET ON THE DECK SO THEY CAN EASE EASIER. WHAT DOES IT MEAN IF YOU HAVE TO

[00:25:04]

STAY CLOSED BUT EVERYBODY IS OPEN.

EACH CITY TAKES THEIR OWN INTERPRETATION OF THIS.

NEXT SLIDE. ARE YOU TACKING ABOUT THE SLIDES ARE INTERACTIVE OR NOT. OUR SLIDES LISTED AS AMUSEMENT RIDES THROUG THE STATE OF TEXAS THERE'S A LITTLE BIT OF CONFUSION. HE MAY CLARIFY.

WHAT AMUSEMENT OR PLAYGROUND IS. THE ONLY REAL INTERACTIVE FEATURES THAT WE HAVE ARE THE FOUR SLIDES AND THE PLAYGROUND.

AND CURRENTLY, IN HIS OPEN TEXAS PLAN THE WAY THAT'S WRITTEN IT'S A LITTLE BIT GRAY ON WHAT HIS GUIDELINES MEAN, I THINK.

THEY HAVE BETTER INCITE. I KNOW A FEW ARE OPENING TODAY.

ARE THEY OPENING THEIR SLIDES? DO YOU KNOW?

>> THEY ARE. EPIC WATERS.

I WENT AND TALKED TO THEM AND THEY'VE DONE A VIDEO THEY ABSOLUTELY ARE OPENING THEIR SLIDES.

>> OKAY. >> WHAT WE TALKED ABOUT IS A WAY TO MAKE THAT DECISION TO KIND OF SHOW THE COUNCIL OVER A SUMMER OR OVER A YEAR'S TIME WHO THOSE OPENING AND CLOSING AT EACH LEVEL LOOKS LIKE. YEARLY, WET ZONE HAS EXPENSE BUDGET OF 437,000. THE TOP ONE LOOKS AT AN ENTIRE YEAR; RIGHT? KEEP IN MIND THAT MY ENTIRE YEAR I START SPENDING MONEY OCTOBER 1ST.

BUT I DON'T START MAKING MONEY UNTIL MAY 15 LITTLE.

THAT'S PRETTY ACCURATE ON THE REVENUE PART.

BECAUSE I WOULDN'T HAVE STARTED TAKING REVENUE UNTIL MAY 15TH AND STOP AUGUST 15 LITTLE. AT 25% THE PARK WILL LOSE ABOUT 327,000. AT 50%.

28,000. AT 75,000, 131,000.

AT 100% WE'RE MAKING MONEY. WE MAKE MORE MONEY THAN IT COST TO OFFER THEM. BUT THIS IS JUST GENERAL ATTENDANCE. IF WE OPEN TO THE PUBLIC AT EACH LEVEL WHAT IT WOULD LOOK LIKE. IF TODAY WE MAKE THE 25% OPENING THIS IS WHAT THAT WOULD LOOK LIKE.

THE CHART ON THE BOTTOM IS CONFUSING AND HARD TO SHOW.

BECAUSE WE SPEND MONEY ALL YEAR LONG.

BUT REALLY MAKE MONEY DURING THE SUMMER.

THIS IS REALLY BASED ON 2019 ACTUALS.

WHAT WE DID FROM MAY TO AUGUST. JUST TO GIVE YOU SOME PERSPECTIVE. FROM MAY TO AUGUST WE SPENT 300,000 LAST YEAR AND WE MADE 370,000.

WE HAD EXPENSES THAT HAPPENED BEFORE THAT AND AFTER THAT.

WE HYPOTHETICALLY DURING THE SUMMER HAVE A REVENUE OF ABOUT 70,000. HAD WE OPENED AT ONLY 25% LAST YEAR WE WOULD HAVE LOST 200,000. WE WOULD HAVE AT 50%, 114,000 AND AT 75%, 40,000. IF THAT MAKES SENSE.

ANY QUESTIONS ABOUT THAT? WHAT'S IN THE BUDGET FOR THIS YEAR? OR WENDY, IF YOU ARE ON THE

LINE? >> IN THE BUDGET FOR --

>> FOR WET ZONE. >> THE EXPENSE BUDGET $437,273.

AND REVENUE 438,273 BECAUSE IT'S 100% SUSTAINABILITY.

THAT'S THE BUDGET FOR THIS YEAR. WE DID TALK ABOUT --

>> GO AHEAD. TAMMY.

IF YOU REMEMBER, WE THERE'S SOME -- THERE'S A SUPERVISOR ALL YEAR LONG. THERE'S SUPPLIES WE BUY BEFORE WE GET INTO THE SUMMER. AND THEN AND ANGIE SAID BEFORE WE START MAKING MONEY THAT NET DIFFERENTIAL WE'VE PROGRAMMED IN TO THE 2 MILLION SHORTFALL WAS ABOUT 118,000.

I JUST WANT TO REMIND EVERYONE THAT'S IF WE DON'T OPEN UP AT ALL. WE WILL HAVE LOST 118,000 THIS

YEAR THAT NET DIFFERENTIAL. >> THE NET DIFFERENTIAL ARE WE SUPPOSED TO BE ABLE TO SEE A NET DIFFERENTIAL YOU'RE TALKING

ABOUT? >> NOT ON THIS SLIDE.

WHEN WE WENT THROUGH THE BUDGET SHORTFALL AND HOW WE WERE GOING TO ACCOMMODATE FOR IT. THERE'S ABOUT 2 MILLION DOLLARS IN REVENUE. IF REMEMBER AT THAT DISCUSSION COUNCIL WANTED US TO PLUG IN WHAT -- IF WE NEVER OPENED UP THE WET ZONE, WHAT WHAT WOULD BE THE KNELT LOSS TO THE CITY.

THAT'S ABOUT 118,000. THE REASON THAT THIS IS IMPORTANT IS THAT ONCE WE OPEN WE HAVE TO HAVE SO MANY STAFF THERE AND SO MANY EXPENSES REGARDLESS OF HOW MANY PEOPLE

[00:30:02]

ARE THERE. >> MY POINT WITH US IS IF WE OPERATE AT 25%. WE'RE GOING TO GO FROM THAT 118,000 LOSS IF WE DON'T OPEN IT ALL TO 300,000.

THAT'S THREE TIMES THE AMOUNT WE WERE PLANNING FOR.

COMES INTO DECISION MAY SAY YOU CAN OPEN.

BUT IF WE OPEN AT 25% AND LET'S JUST SAY WE KEEP IT AT THAT LEVEL ALL SUMMER. THAT'S THE PROBABLY WHERE OUR BIGGEST LOSS WOULD COME FROM. NOT FROM NOT OPENING AT ALL BUT FROM OPENING WITH LIMITED REVENUE.

>> THAT 118,000 IS DEFINITELY THE DIFFERENCE.

>> WHAT I WANTED TO SAY I FORGET WHAT I WANTED TO SAY.

JUST FOR THE PUBLIC'S SAKE YOU WERE REFERRING TO THE 2 MILLION AND I WAS HAVING TROUBLE REMEMBERING WHAT YOU WERE TALKING ABOUT. JUST FOR THE SAKE OF LETTING THE PUBLIC CATCH UP WITH US AT THE BEGINNING OF COVID AND THROUGHOUT COVID WE'VE BEEN DOING ESTIMATION HOW MUCH REVENUE WE WILL LOSE AS A CITY AS A RESULT OF COVID, AS A RESULT OF SALES TAX AND WET ZONE AND PERMITS AND FEES AND ALL ALL KINDS OF THINGS. THAT'S WHAT YOU ARE REFERRING TO

IN REGARD TO 2 MILLION. >> IT IS MAYOR, THANK YOU.

>> THANK YOU. I'M LOOKING AT COUNCIL TO SEE IF ANYONE RAISING THEIR HAND FOR A QUESTION?

>> I CAN ONLY SEE YOU RAISE YOUR PHYSICAL HAND NOT YOUR ELECTRONIC HAND. IF YOU HAVE QUESTIONS RAISE YOUR

PHYSICAL HAND. >> I JUST WANTED TO CLARIFY THE LAST STATEMENT YOU HAD ABOUT THAT IS IT YOU SAID THAT IF WE DON'T OPEN OUR LOSSES ONLY 11 PUT OPENING AT 25% OKAY.

I WANTED TO CLARIFY THAT. >> YES.

IF WE OPENED THEN WE HAVE TO START HIRING SEASONAL LIFEGUARDS AND THINGS LIKE THAT. IT'S THE PAYROLL COST THAT'S GOING TO COST RIGHT NOW IF I DON'T HIRE THEM AT ALL, AND WE DON'T OPEN, WE WILL LOSE 118,000.

BUT IF WE START -- IF WE OPEN AT 25% AND CAN'T GET -- CAN'T INCREASE THE OCCUPANCY, THEN IT WILL INCREASE OUR LOSS BY THREE TIMES. NOW ON THE OTHER HAND, IF IT KEEP CREEPING UP 50%, 75% AND THEN 100%.

AT SOME POINT DURING THE SUMMER THEN YOU CLOSE THAT GAP.

BUT FOR EVERY DAY THAT WE OPEN AT 25% WE LOSE MONEY.

QUITE FRANKLY EVEN AT 50%. MY POINT WITH IS THAT REESH DEALING WITH 2 MILLION SHORTFUL THIS WOULD EXACERBATE IT IF WE ONLY OPEN AT LIMITED. THE RCC HAS A LOT MORE PERMANENT STAFF. THEY HIRE SUMMER HELP.

THE EXPOSURE TO THE COST OF SUMMER HELP IS A LOT LOWER THAN IT IS IN THE WET ZONE WHICH IS PRIMARILY SEASONAL STAFF.

>> WET ZONE FOR OPEN TAKES ROUGHLY 20 STAFF PER DAY.

16 LIFEGUARDS. TICKET SALES.

FOOD AND BEV IF WE OPEN FOOD AND BEV.

WHERE WITH PROGRAMMING WHY WE RECOMMEND DOING PROGRAMMING NOW.

I NEED TWO LIFEGUARDS. ON THE WATER AND ONE ROTATING IN AND OUT. AND I NEED ONE LIFEGUARD.

I NEED ONE INSTRUCTOR PER CLASS. IT'S MAINLY REDUCED.

THAT'S THE DIFFERENCE IN PROGRAM.

AND THESE NUMBERS. I KNOW IT'S CONFUSING.

IT'S A LOT. IT TAKES ME A COUPLE OF DAYS TO

WRAP MY HANDS AROUND IT. >> ANGIE, I GOT PROBABLY A SEALY QUESTION. HOW -- WHAT -- WHAT ARE YOU ALL EXPECTED TO ENFORCE IN REGARDS TO SOCIAL DISTANCING OR ENCOURAGE IN REGARD TO SOCIAL DISTANCING AT A WATERPARK.

FOR EXAMPLE, CERTAINLY, THE TABLES WILL BE SPREAD OUT.

AND YOU KNOW WE CAN WALK THE GROUND AND GO YOU KNOW, YOUR FAMILY, UNIT PLEASE STAY 7 FEET AWAY FROM THIS FAMILY UNIT.

YOU GET IN THE WATER. WHAT ARE YOUR -- WATERPARK OPERATORS DOING IN REGARDS TO SOCIAL DISTANCING IN THE WATER

ITSELF? >> ONCE THEY ARE IN THE WATER THEY ARE ASKING THEM TO DO IT. AND THAT'S ABOUT THE EXTENT OF WHAT THOSE OPERATE ORS ARE DOING.

I AM MOST FAMILIAR WEAPONIC WATERS.

THEY ARE I HAVEN'T TALKED TO ANYBODY THERE.

[00:35:01]

THEY OPENED EARLIER. THEY ARE SPREADING OUT THE TABLES AND BASICALLY TELLING CUSTOMERS YOU CANNOT MOVE THE TABLES. THEY ARE SET UP IN SECTIONS OF FOUR. WE CAN GET YOU EXTRA CHAIR FOR SIX IF YOU NEED THAT. BUT LIKE A RESTAURANT THEY DON'T SEAT MORE THAN SIX. THEY MONITORING LINES.

THEY HAVE THE SAME CONCEPT OF THE SIX-FOOT MARK DOWN THE SIDE TO LINE UP FOR SLIDE USAGE. BUT ONCE THEY GET IN THE WATER THEY ARE PRETTY MUCH USING THE FACILITY AND SWIMMING AND HANGING OUT AND PLAYING UNTIL THEY GET BACK OUT OF THE WATER THEN THEY ARE MONITORING IT AS MUCH AS THEY CAN.

THAT'S CDC AND AMERICAN RED CROSS.

RED CROSS GAVE PLAN TO TEACH AND WORK AND DO AS MUCH SOCIAL DISTANCING AS WE CAN. IF WE HAVE TO DO RESCUE.

WE HAVE TO DO A RESCUE. WE DON'T HAVE OPTIONS.

THEY ARE DOING THAT. THOSE WITH LAP SWIM ARE LIMITING SWIMMERS. EPIC WATERS THEY ARE JUST YOU KNOW THEY ARE DOING THEIR BEST ON THE DECK TO KEEP PEOPLE SEPARATED. AND GO FROM THERE.

>> JUST A COUPLE OF COMMENTS. ONE KIND OF ON THE OPPOSITE END OF THE SPECTRUM HERE. ONE IS IF WE OPEN AT 50 OR 70%.

DOESN'T MEAN THE PEOPLE WILL COME AT THAT LEVEL WITH COVID FEARS. WE NEED TO THINK ABOUT THAT, COUNCIL. I'M A LITTLE BIT CONCERNED ABOUT THAT. THE OTHER SIDE OF THAT IS IF YOU THINK ABOUT 100% OCCUPANCY AT WEST ZONE AND HURRICANE HARBOR OR EPIC SWIM, YOU KNOW, THERE'S NO WAY TO RECONCILE 100% OCCUPANCY WITH SIX FOOT SOCIAL DISTANCING.

BECAUSE THE TWO WON'T COINCIDE WITH EACH OTHER AT WET ZONE.

>> AT 100% I THINK YOU'RE ABSOLUTELY RIGHT.

IT MAKES IT REALLY TOO DIFFICULT.

>> THE GREAT THING ABOUT WET ZONE WE HAVE A TON OF DECK SPACE. KEEP IN MIND THAT OCCUPANCY IS THE DEPENDENT ON THE NUMBER OF BODIES THAT CAN BE INSIDE THE WATER. WHICH IS SIGNIFICANTLY SMALLER THAN WHAT CAN BE ON OUR DECK BECAUSE WE HAVE A TON OF DECK SPACE. THE ONE THING MY TEAM IS DOING NOW, GETTING READY FOR LESSONS TO START.

THEY ARE PULLING LOUNGE CHAIRS AND THEY SPREAD TABLES OUT FURTHER. SO THERE WON'T BE LOUNGE CHAIRS TO LAY IN. BECAUSE THAT'S ALMOST IMPOSSIBLE TO SPREAD OUT 6 FEET. BUT IT'S MUCH EASIER FOR US TO BE ABLE TO SPREAD TABLES OUT SIX FEET AND SIT FOUR PEOPLE AT THE TABLE. THAT'S ONE OF THE BENEFITS OF WET ZONES. WE HAVE A TON OF GROUND SPACE.

THAT CAN BE A CHALLENGE. WE HAVEN'T TRIED TO SET UP TABLES TO ACCOMMODATE WHAT OUR CAPACITY IS.

MY TEAM IS WORKING ON THAT. MY POINT OF BRINGING THAT UP NOW. EN IF GOVERNOR WERE TO SAY TOMORROW. YOU COULD BE AT 100% OCCUPANCY.

>> IT'S STILL SOMETHING TO THINK ABOUT IT.

. >> YOU CAN ONLY DO IT IF YOU SOCIAL DISTANCE. I DON'T THINK WE COULD GET TO 100% OCCUPANCY. THAT'S MY POINT.

>> ABSOLUTELY. >> IT WOULD BE TOUGH.

>> I'M LOOKING AT OTHER COUNCILMEMBERS.

ANYTHING ELSE BEFORE ANGIE CONTINUES?

>> DID WE MAKE A DECISION NOW OR AFTER?

>> I DON'T KNOW IF SHE'S DONE HER PRESENTATION.

>> I THINK THERE'S ANOTHER SLIDE.

WE HAVE FIREWORKS DISCUSSION TOO RIGHT AFTER THIS.

WE CAN PAUSE HERE. >> I MEAN.

IT'S TOUGH; RIGHT? HOW DO YOU MAKE THE DECISION WITH THE GOVERNOR'S ORDER STILL AT 25%.

I MEAN YOU CAN REALLY MAKE THE SIMPLE -- I DON'T KNOW HOW TO GIVE GUIDANCE. THIS ALL NEW FOR ME.

WE WOULD LOVE TO MOVE FORWARD LESSON.

LESSON REQUIRE LESS STAFFING. THEY ARE A PROFIT CENTER FOR US.

WE CAN DO THAT 100% AND SOCIAL DISTANCE.

WE WILL START WITH ONLY 4 SETS OF LESSONS AN HOUR.

WE CAN GROW THAT OVER THE SUMMER.

WE'LL SEE HOW PEOPLE SIGN UP. IT WILL BE TOUGH TO INTERPRET WITH THE SCARE AS IT IS. AND EVEN THAT IF IT GETS TO BE WHERE IT ISN'T PROFITABLE. WE WILL NOT LONGER OFFER THEM.

WE WILL GO BACK WITH THAT OPTION; RIGHT? THAT WAS THE END OF MY PRESENTATION.

I DON'T -- I WILL STOP TALKING. >> ALL RIGHT.

>> I'M BACK TO BEING ABLE TO SEE IF YOU RAISE YOUR ELECTRONIC HAND. THE GOVERNOR IS GOING -- OUR NEXT REGULAR COUNCIL MEETING IS TUESDAY NEXT WEEK.

AND THE GOVERNOR NEXT MAJOR ANNOUNCEMEND IS WEDNESDAY OF

[00:40:02]

NEXT WEEK. HE IS EXPECTED TO COME OUT WITH GUIDANCE ON 4TH OF JULY ON WEDNESDAY OF NEXT WEEK.

WE WILL TALK ABOUT IT TODAY REGARDLESS.

WHAT I MENTIONED TO ANGIE AND BRYAN YESTERDAY IS MAYBE WE AS A COUNCIL SHOULD GIVE CITY STAFF SOME GUIDANCE OF WHAT WE THINK ABOUT WET ZONE PENDING THE GOVERNOR'S ANNOUNCEMENT NEXT WEDNESDAY. PAM, YOU HAVE YOUR HAND RAISED?

>> YES. >> MY OPINION IS I THINK WE SHOULD JUST CLOSE WET ZONE. BECAUSE THAT WILL BE A LOT OF MONEY IF WE END UP LOSING. EVEN AT 50%.

EVEN AT 75 PERCENT. IF WE JUST CLOSE IT WE JUST END U LOSING 118,000. AS OPPOSED TO 327,000.

THAT'S A LOT OF MONEY. >> THAT'S JUST MY OPINION.

HOW MUCH COST COULD BE REIMBURSED.

YOU CAN RAISE YOUR ELECTRONIC HAND NOW.

I WAS LOOKING AT ELECTRONIC HAND.

SORRY, MARTHA. HAVE WE LOOKED HOW MUCH OF OUR EXPENSES AT WET ZONE IF WE OPEN WOULD BE REIMBURSED AS A RESULT OF DIRECT COVID INTERVENTION MEANS.

>> MAYOR WHEN WE GET INTO THAT DISCUSSION IN A LITTLE WHILE, YOU KNOW, THE -- ANY REFORMATTING OR MODIFICATION WE MAKE TO GATE FOR THAT REASON. THE COST OF PPE FOR STAFF.

THOSE THINGS ARE REIMBURSEMENT. FOR THE PUBLIC'S SAKE REVENUE LICENSES ARE NOT. TO BE WHAT NORMAL WOULD NOT BE AS WELL. MY POINT IS WITH THE WET ZONE.

MY EXPECTATION AND I THINK ED IS NOW ON WOULD BE VERY LIMITED COST WOULD BE INVOLVED. WOULD YOU WEIGH IN ON THAT, SIR?

>> WE WANT TO SEE YOUR FACE. WE BELIEVE THEY ARE.

BUT THE STATE HAS STILL NOT PROVIDED CLEAR GUIDANCE ON WHAT WILL BE ELIGIBLE. MOST LIKELY FACILITY MODIFICATIONS WILL BE. THAT'S STILL A QUESTION THAT WE HAVE NOT HAD ANSWERED BY THE STATE.

THEY HAVE PROVIDED DEFINITIVE ANSWER ON THAT.

ANYTHING OTHER THAN THOSE INFECTION PREVENTION MEASURES REALLY HASN'T BEEN A CLEAR GUIDANCE RELEASED ON IT.

>> IF WE NEED TO INCREASE STAFF AS A RESULT OF PROVIDING MORE OVERSIDE BECAUSE OF COVID-19 AND SOCIAL DISTANCING WE COULD INCLUDE THAT IN THE CARES REIMBURSEMENT.

POSSIBLY AGAIN FOR FOR PUBLIC SAFETY.

FOR RECREATIONAL ACTIVILITIES THAT'S STILL UP IN THE AIR.

FEMA WOULD NOT AUTHORIZE THAT. THE TREASURY MAY AUTHORIZE IT.

IT'S SOMETHING WE DON'T HAVE CLEAR GUIDANCE ON.

>> YOU RAISED YOUR HAND. WE'RE TRYING TO UNMUTE MARTHA.

I AGREE WITH ANGIE ON THE LESSONS.

BECAUSE IT SEEMS LIKE YOU WOULD MAKE MONEY WITH SWIM LESSONS AND SO FORTH THEN AGREE WITH PAM ON IF WET ZONE.

SEE THE POINT OF LOSING MONEY. I HAVE A PROBLEM.

OUR LOGICAL THOUGHT ABOUT THIS OPENING 25%, 50% AND ALL OF THAT. IF YOU HAVE SOCIAL DISTANCING THAT DICTATES HOW MUCH YOUR PERCENTAGE IS.

FOR INSTANCE RESTAURANTS PROBABLY CAN'T OPEN AT 50%.

[00:45:06]

I DON'T KNOW IF THEY CAN PUT 50% OF THEIR PEOPLE IN THERE AND MAINTAIN THE 6-FOOT DISTANCING. YOU KNOW IT REALLY DOESN'T MEAN A LOT ANYWAY. AND I DON'T THINK.

I THINK IF THE GOVERNOR WENT TO 75% OR WHATEVER HE WENT TO YOU WILL RUN INTO A ROADBLOCK WITH SIX-FOOT DISTANCING ANYWAYS.

THAT'S GOING TO HOLD YOU DOWN AT THAT POINT TOO.

ANYWAY LIKE I SAID I LIKE THE IDEA OF LESSONS AND OPENING WET ZONE WOULD COST US MONEY. AND THERE YOU HAVE IT.

>> IF WE WERE ONLY MAKING DECISION JUST BASED UPON MONEY COST AND NOT BASED UPON ALL THE RESIDENT NEED ALSO.

WE HAVE PLENTY OF MONEY LOSING PROPOSITIONS FOR THE BENEFIT OF OUR RESIDENT. WET ZONE WE DECIDED TO OPERATE AT BREAK EVEN. WE BEEN SUCCESSFUL IN THAT.

I JUST DON'T WANT TO LOSE SIGHT OF THERE ARE THINGS THAT WE PROVIDE TO PUBLIC THAT DON'T MAKE MONEY OR DON'T BREAK-EVEN.

FROM A RECREATION STANDPOINT. THIS MIGHT BE THE YEAR THAT WE NEED TO DO THAT FOR WET ZONE. ALTERNATE VIEW.

MARTHA, CANNOT UNMUTE HERSELF. >> I'M UNMOOUTED NOW.

CAN YOU HEAR ME? >> YEAH.

THANKS. I DO AGREE THAT IF WE CAN DO THIS INCREMENTALLY AND KIND EVALUATE WHERE SOME OF THE FUNDING MAY COME FROM SUCH AS THE CARES FUNDING BUT I DO LIKE THE IDEA OF DOING THE SWIM LESSONS.

IT DOESN'T REQUIRE A LOT OF STAFF.

I DON'T KNOW IF THAT BREAK-EVEN ANGIE?

DOING FOUR -- >> SORRY.

SWIM LESSONS MAKE MONEY. THAT IS A REVENUE DRIVING PROGRAM. EVEN IN A NORMAL SUMMER.

>> THAT JUST CONFIRMS WHAT I'M FEELING, THEN, IS THAT WE DO GO FORWARD WITH LESSONS. I THINK THAT'S MANAGEABLE.

AND THEN IF WE GET BETTER GUIDANCE ON THE CARES FUNDING AND HOW WE CAN SPEND THAT MIGHT BE ONE WAY TO OFF SET WHAT IS GOING TO BE A SURE LOSS IF WE OPEN UP THE WET ZONE TO THE GENERAL PUBLIC. I DON'T KNOW IF WE GET OVER 75% MAX FOR THIS YEAR. BUT I WOULD LIKE TO TAKE A WAIT-AND-SEE APPROACH. ON THAT BUT GO AHEAD WITH THE

SWIM LESSONS FOR THE KIDDOS. >> MY POINT ON WAIT AND SEE WE NEED TO MAKE A DECISION ON WET ZONE NOW.

EITHER WHAT EXPRESSION? FISH OR CUT BAIT.

BECAUSE SCHOOL IS STARTING VERY EARLY IN AUGUST.

TO ME YOU MAKE THE DECISION NOW AND YOU ARE OPEN FROM JUNE TO JULY AND JULY TO AUGUST. TWO MONTHS.

WAIT AND SEE SINKS WET ZONE, IN MY OPINION.

>> YEAH. >> WERE YOU DONE MARTHA?

>> YES, I AM. BLAKE YOU WANT TO GO NEXT?

>> SURE. 3 >> I'M A LITTLE BIT CONFUSED HERE. AND MAYBE I JUST DON'T UNDERSTAND. HOW IS THE SWIM LESSONS REVENUE DRIVER GIVEN THE $318,000. I'M TRYING TO FIGURE OUT WHERE THAT IS COMING FROM. IT ISN'T COMING THE TWO OR THREE

LIFEGUARDS. >> THAT'S OPEN TO THE PUBLIC.

THAT'S GENERAL SWIM. THAT'S OUR MONDAY THROUGH FRIDAY. MONDAY THROUGH SATURDAY THE EXPENSE OF HAVING 16 LIFEGUARDS AND 500 PEOPLE AT $8 A PERSON.

SO HOW MUCH DOES IT COST YOU TO JUST DO SWIM LESSONS.

WHAT IS THAT? WHAT DOES THAT COST.

WHAT IS THE REVENUE VERSES THAT COST.

>> I HAVE THAT ANSWER. I WILL FIND IT.

>> ONE THING THAT ANGIE SAID EARLIER AND SHE TOLD US THIS

[00:50:04]

YESTERDAY. JUST OPEN THE DOORS FOR GENERIC WATERPARK OPERATION LIKE 20 PEOPLE WHEN YOU INCLUDE THE LIFEGUARD AND THE PEOPLE TO WORK THE CONCESSION AND THE PEOPLE AT THE GATE. JUST FOR THE SWIM LESSONS GENERALLY ONLY TWO PEOPLE. BECAUSE OF THAT, THE COST IS A LOT LESS. IF THAT'S -- WE WERE SAYING 25% YOU STILL GOT TO HAVE THOSE 20 PEOPLE EVEN IF WE DON'T OPEN THE CONCESSION STAND. IT'S THAT AMOUNT OF REVENUE.

I THINK SOME BALANCE POSSIBLY IT COULD BE THAT WE DO A BIGGER TRIGGER POINT. AT 25% WE DON'T KNOW IF WE WILL EVER GET TO 100% THIS SUMMER. BUT MAYBE AT 50% OR SOME OTHER TRIGGER THEN I THINK IT WOULD BE MORE LIKELY THAN NOT THAT WE MAY END UP GETTING TO 100%. AND THEN TO MAYOR'S POINT MAYBE THAT'S SOMETHING TO TRIGGER. I WANT YOU TO REALIZE THE RISK AND EXPOSURE IF WE START WITH SUCH A SMALL AMOUNT AND NEVER OPEN FULLY THROUGHOUT THE SUMMER THAT WE COULD POTENTIALLY END UP WITH MORE OF A LOSS THAN WHAT WE HAD COMMITTED TO YOU GUYS WHEN WE WERE PROJECTED IT COULD AROUND 2 BILLION FOR THE GENERAL

FUND. >> I COULDN'T SUPPORT OPENING AT 25% FOR THE GENERAL PUBLIC. BUTKY SUPPORT THE SWIM LESSONS SINCE THAT HAS LITTLE EFFECT ON THE BUDGET AND IT JUST MAKES SENSE TO DO THAT. OVER THE 25% AND I THINK MAYBE THERE'S LIKE YOU SAID MORE CONVERSATION TO BE HAD ABOUT 50%. AND MAYBE THAT WILL WORK.

I WILL ASK IS IF YOU HAVE A SINCE YOU MENTIONED THAT SIZE OF THE DECKS. YOU HAVE A SENSE HOW MANY PEOPLE WE COULD GET INTO THE WET ZONE AND STILL PRACTICE SOCIAL DISTANCING? IS THAT 50%? IS THAT A LITTLE BIT MORE IF YOU HAVE AN IDEA OF WHAT THAT NUMBER

IS? >> THEY DID FIGURE THAT OUT.

I WILL HAVE TO FIND IT. I DON'T KNOW OFF THE TOP OF MY HEAD. I WILL TEXT HIM AND ASK HIM WHAT WATER CAPACITY IS AND I CAN TELL YOU REAL QUICK.

>> I WOULD THINK THERE'S. I'M DEFINITELY OFF FOR THE SWIM

LESSONS. >> THAT SEEMS LIKE A NO-BRAINER.

TWO, IT'S FINDING THAT SWEET SPOT TO ME THIS IS SOMETHING THAT I THINK WE WOULD USE THIS SUMMER.

25% DOESN'T MAKE A LOT OF SENSE. BUT IF HE COMES UP NEXT WEEK AND SAYS IT'S 50%. WE KNOW WE CAN GET 50% UP TO A CERTAIN THRESHOLD THAT WE SET. TO BE ABLE TO STILL MEET THE SOCIAL DISTANCING OUT SIDE OF THE WATER.

THEN I SAY WE GO WITH IT. IF WE CAN LOOK AT POSSIBLY YOU LOOK AT -- I UNDERSTAND ONCE YOU OPEN.

YOU HAVE 20 PEOPLE. IS THERE A WAY TO LOOK AT AS DEUCED HOURS. MAYBE WE ARE ONLY OPEN TO 6:00 TO HELP SHAVE A LITTLE BIT THERE.

KNOWING IT WILL BE SMALLER CREW. ANY WAY PROBABLY NOT GOING TO BE AS BUSY AS NORMAL. AND LOOK AT IT THAT WAY TO MAYBE SAVE A LITTLE BIT OF COST. TO ME I THINK WE SHOULD LOOK AT MY ONLY QUESTION IS IF WE HAD TO WAIT ANGIE ANOTHER TWO WEEKS.

BECAUSE THAT -- HE DOESN'T COME OUT AND OPEN TO 50%.

WE STILL GET LIFEGUARDS HIRED IN A TIMELY MANNER TO MAKE IT WORTH

IT. >> THEY STAYED IN CONTACT WITH THE STAFF. WE TYPICALLY HIRE LIFEGUARDS SPRING BREAK WEEK. WE WERE TRIGGERED AND READY TO BRING THEM IN WHILE THEY WERE HOME FROM COLLEGE AND OUT OF SCHOOL DURING SPRING BREAK. AND THEN THE KIND OF HAPPENED.

HE HAS STAYED IN CONTACT WITH THEM.

HE'LL HAVE TO DO A LITTLE BIT MORE PROMOTION BECAUSE YOU LOSE A FEW. SOME OF THEM THEIR PARENTS WON'T LET THEM COME TO WORK RIGHT NOW. LET'S BE HONEST.

WE HAVE 25 RETURNER READY TO GO WORK.

WE'VE STARTED THAT PROCESS WITH THEM.

AUSTIN SAID HE WON'T HAVE ANY PROBLEM HIRING PEOPLE.

CAPACITY 890. THEY WOULD HAVE PLENTY OF DECK SPACE. WHAT DOES THAT MEAN?

>> THAT WOULD BE 50%. 50% OF WATER SPACE.

[00:55:02]

THAT WOULD BE OUR CAPACITY AT 50%.

AND AT 50% YOU WOULD HAVE NO PROBLEM SOCIAL DISTANCING.

>> WHAT'S THE MAX WE COULD GO TO AND GET SOCIAL DISTANCING.

COULD WE GO TO 75%? >> I'M ASKING THAT QUESTION.

>> KEEP IN MIND, AGAIN, MY OPINION, WE GOT TO MAKE THIS DECISION NOW. BECAUSE YOU KNOW GOVERNOR WILL COME OUT SOMETHING WEDNESDAY. AND EITHER HE'S GOING TO LEAVE IT AT 25% OR HE WILL INCREASE TO 50% IS THE BEST GUEST.

WE NEED TO MAKE THIS DECISION NOW SO ANGIE CAN ACT QUICKLY WHEN HE DOES COME OR DOESN'T COME OUT WITH ANNOUNCEMENT.

>> WHAT ABOUT BEING OPEN JUST FRIDAY, SATURDAY AND SUNDAY?

>> WE CAN ALWAYS ALTER HOURS ABSOLUTELY.

NOTHING IS AS IT WAS FOUR MONTHS AGO WHEN WE PUBLISHED.

WE COULD OPEN A LOT OF TRAFFIC COMES FROM LIKE 3:00 TO 6:00.

THAT'S WHEN THE MAJORITY OF OUR PEOPLE COME.

BEFORE THAT WE HAVE A LOT OF DAY CARES AND THEY LIKELY WON'T BE MAKING THE FIELD TRIPS THEY'VE MADE IN THE PAST.

SUNDAY REALLY SLOW DAY. MAYBE WE DO IN THE EVENING FROM 3:00 TO 6:00 AT 75%. WE CAN ABSOLUTELY CONSIDER.

AUSTIN SAID HE WOULD FEEL COMFORTABLE AT THE 75% BEING ABLE TO SOCIAL DISTANCE ON DECK THE 75% OF THE 890 HE BELIEVES WITHOUT A PROBLEM IF THERE'S SOCIAL DISTANCING OF 6 FOOT IN PLAY. .

>> DON'T THINK THERE'S IN SITUATION WHERE THE GOVERNOR COMES OUT WITH 75% WEDNESDAY. THAT'S JUST ME.

>> I'M SURE NOT. >> I WOULD SUPPORT WHAT MAY THAT SAID ALTERNATE 50% LEVEL. I THINK THAT'S A GOOD IDEA LOOKING INTO THAT. THE 25% FOR ME IS JUST I JUST

DON'T SEE THAT BEING REALISTIC. >> WHITNEY YOU HAD YOUR HAND UP

FOR A WHILE. >> I'VE BEEN THINKING AND EVALUATING WHAT EVERYONE HAS SAID.

I CONCUR THAT THE LESSONS SHOULD MOVE FORWARD.

BECAUSE THAT'S A WAY -- EATING AWAY 113,000 LOSS THAT JUST NOT DOING ANYTHING. BECAUSE THAT'S REVENUE POSITIVE THAT WILL HELP YOU OFF SET THE EXPENSES.

I THINK THE ISSUE BECOMES WITH A FULL OPENING ALTERNATE WHATEVER PERCENTAGE THAT MAY BE IS TIMING.

WE'RE ALREADY ALMOST A MONTH BEHIND.

WE'VE ALREADY INCURRED ADDITIONAL LOSSES.

113,000 LOSS. BECAUSE WE'RE A MONTH INTO IT.

THAT REVENUE TRYING TO OFF SET THAT REVENUE IS LONG SHOT.

I DON'T THINK THAT WILL HAPPEN. THEN THE QUESTION REALLY BECOMES, WHAT SERVICE ARE WE TRYING TO PROVIDE TO OUR PUBLIC? IS IT WORTH THE DOLLARS THAT WE'LL HAVE TO BE ABLE TO SPEND TO BE ABLE TO PROVIDE THAT SERVICE FOR A LITTLE BIT MORE THAN TWO MONTHS. THAT'S THE DECISION AS I SEE IT BEFORE US WHETHER WE WANT -- WE FEEL THAT IT'S WORTH THE POTENTIAL FOR AN ADDITIONAL 200,000 LOSS TO BE ABLE TO OPEN THE POOL FOR ANOTHER TWO MONTHS. AND SO THAT'S WHAT I'M STRUGGLING WITH. AND UNLESS WE'RE ABLE TO GET THE 50% MARK WITHIN THE NEXT TWO WEEKS.

I DON'T SEE IT HAPPENING. I WOULDN'T SUPPORT IT UNLESS WE

GET THERE. >> I HAVE A BASIC QUESTION OF WHETHER WE THINK WE SHOULD OR SHOULDN'T, HOW DO WE FUND IT IF

WE DECIDE WE SHOULD? >> YOU'VE GIVEN 2 MILLION REVENUE LOSS AS A RESULT OF COVID-19.

WE LOOKED AT THAT SHEET WHICH SAID HERE'S THE FIRST OPTION.

HERE'S THE SECOND OPTIONS. HERE'S THE THIRD OPTIONS.

WE WILL EAT INTO AS A RESULT OF THE LOSS, YOU KNOW 2 MILLION LOSS 2.3 MILLION. WE'RE EATING INTO THE OTHER FUNDS. WE GOT TO KEEP THAT IN MIND.

I WOULD LOW TO FIND A WAY TO OPEN WET ZONED A 50% CAPACITY.

I DON'T THINK WE OPEN IT. I THINK WE'RE PRETTY CONSISTENT HERE WITH WE DON'T OPEN AT 25%. BUT IF WE -- TO ME THIS IS ONE

[01:00:09]

VOTE. WET ZONE FOR TWO MONTHS WE LOOK AT REDUCED HOURS. MAYBE A FEE INCREASE.

ONE-TIME ONE SUMMER FOR TWO MONTHS FEE INCREASE.

TO TRY TO OFF SET SOME OF THE LOSSES.

IF WE'RE PROVIDING A SERVICE AND WE'RE GOING TO EAT INTO GENERAL RESERVES OR YOU KNOW SOME OF THOSE CATEGORIES.

MAYBE WE NEED TO CHARGE A LITTLE BIT MORE ON THE THE PEOPLE THAT WILL USE THOSE SPECIFIC SERVICES FOR ONE-TIME SUMMER UPTICK IF THAT PRICE. TO BASEBALL A PROVIDE THOSE KIND OF BENEFITS TO OUR RESIDENT THAT NEED THEM SO BADLY RIGHT NOW.

BUT WE AS A COUNCIL HAVE TO UNDERSTAND THAT WE COULD BE

EATING INTO THOSE CATEGORIES. >> I ALSO TELL YOU IF THE DECISION MADE TO OPEN 50% THE STAFF AT WET ZONE RUN A BUSINESS. THEY RUN A BUSINESS MORE THAN ANYTHING ELSE IN THE CITY. THEY DO ACCOMPLISH THE GOAL OF MAKING 100% FINANCIAL SUSTAINABILITY.

IF WE OPEN AT 50% AND WE ARE FULLY STAFFED AND WE REALIZE REAL QUICK WE HAVE 200 PEOPLE INSTEAD OF 400 PEOPLE.

MY TEAM MAKE STAFF ADJUSTMENTS. WE CUT HOURS.

WE CUT BACK. WE ONLY USE THE AREAS WE NEED.

MAY NOT NEED A GUARD AT THE PLAYGROUND.

WHAT GUARDS LOOK LIKE AT 1,000 AND 250 IS DIFFERENT.

MY STAFF IS VERY, VERY QUICK TO MAKE THOSE ADJUSTMENTS AND THEY DO THAT ALL THE TIME BECAUSE OF THE REVENUE REQUIREMENT.

AND SO AUSTIN ONCE WE SEE WE CAN SEND PEOPLE HOME.

WE CAN -- WE CAN CUT SOME OF THAT LOSS.

I HAVE TO GIVE YOU WHAT WILL HAPPEN IF.

MY TEAM IS VERY, VERY COGNIZANT OF THE FACT WE'RE REVENUE DRIVEN FAMENT. THEY MAKE ADJUSTMENT QUICKLY ON SITE. IF ONLY 200 SHOW UP.

WE WILL QUICKLY REDUCE THE NUMBER OF STAFF.

WE WILL PRESALE TICKET OR SELL THEM OUT OF THE GIFT SHOPS.

WE WILL REDUCE THE NUMBER OF LIFEGUARDS WE HAVE SO WE CAN STILL RUN A SAFE FACILITY. THOSE ADJUSTMENTS MY TEAM USED TO MAKING QUICKLY. MAYOR, JUST A COMMENT.

BASED ON THE TOTALITY OF THIS CONVERSATION WITH COUNCIL, THERE SEEMS TO BE A WILLINGNESS THAT IF WE HIT 50% UNDER THE GOVERNOR'S ORDERS THAT WE WOULD CONSIDER OPENING THE WET ZONE.

WHAT WE COULD DO WITH STAFF THEN --

>> CAN YOU PAUSE FOR A MINUTE. >> LET'S JUST DO A LITTLE CHECK.

BEFORE YOU GO THERE. TRYING TO CRAFT HOW WE COULD DO

THIS IF -- DON'T DO IT YET. >> I WANT TO EVEN KNOW IF THERE'S SUPPORT BEFORE YOU SAY HOW YOU WOULD CRAFT IT.

THERE MAY NOT BE. I WOULD LIKE TO OPEN AT 50% WITH FINANCIAL ANALYSIS. THAT'S ONE VOTE.

>> BROWNIE, YES OR NO? >> PAM? I THINK SHE'S SAYING NO. BLAKE? YES. WHITNEY?

>> I'M OKAY WITH 50%. ONE OF THE THINGS I'M NERVOUS ABOUT I DON'T WANT TO HIRE FOLKS TO WORK AT THE PERCENTAGE AND TURN AROUND AND LAY THEM OFF A FEW WEEKS LATER BECAUSE WE DON'T HAVE THE AMOUNT OF PEOPLE THAT ARE COMING.

THAT PIECE WOULD BOTHER ME. MAYBE ANGIE CAN YOU TALK TO A LITTLE BIT. THAT PUTS US IN A BAD SPOT.

I DON'T WANT TO DO THAT. >> LET ME JUST FINISH.

MATT, WOULD YOU WANT THEM TO MOVE FORWARD?

>> YES. I WOULD.

>> MARTHA? >> SORRY.

I WANT TO SEE IF THERE WAS SUPPORT FOR THAT.

BECAUSE I WASN'T SURE. >> GO AHEAD.

LET'S LET BRIAN FINISH THEN WE WILL COME BACK TO ANGIE.

MAYOR, WHAT I WAS SAYING IS THAT WHAT WE CAN DO WE'LL CRAFT A PLAN AROUND THAT STRUCTURE AND WHAT WE WILL COME BACK TO YOU WITH IS THAT YOU KNOW HOW WE CAN MITIGATE THAT THE POTENTIAL FOR ADDITIONAL LOSSES BY EITHER REDUCING THE NUMBER OF DAYS OR REDUCING THE HOURS OR WHATEVER OTHER ADJUSTMENTS WE MAKE.

WHAT I SAY IS THAT ANGIE HAS SHOWN ME WHAT IT WOULD IF WE DID OUR NORMAL OPERATIONS AT 25, 50 AND 75.

BUT IF THERE'S A WILLINGNESS TO CONSIDER 50% AND ABOVE THEN WE

[01:05:01]

WILL GO BACK TO DRAWING BOARD TO FIGURE OUT HOW TO MITIGATE THAT AND REDUCE THE COST AND THEN I WILL HAVE SOME SUGGESTIONS ON WHERE WE MIGHT BE ABLE TO DO THAT FROM.

>> BACK TO WHITNEY'S POINT. THE OTHER THING IS IF YOU OPEN WET ZONE, YOU WILL HAVE TO SELL SELL SPACE TICKETS BY THE A.

YOU WILL KNOW QUICKLY. WHAT WE DON'T WANT TO HAVE SITUATION WHERE MOM AND OR DAD AND THREE KIDS COMES TO GATE AND WE SAY SORRY WE'RE ALREADY AT 50%.

AND SEND THE KIDS HOME CRYING. THAT'S NOT A GOOD SITUATION.

>> I'M OUT. >> WE KIND OF FAILED TO DO THIS AT THE BEGIN. DO YOU WANT TO OPEN WET ZONE.

>> YES, I ALWAYS WANT TO OPEN WET ZONE.

I TRULY BELIEVE THE AQUATIC FACILITIES GIVES SOMETHING BACK TO PUBLIC. IT'S A FITNESS OPTION.

IT'S A FAMILY ACTIVITY. I THINK THAT IT WOULD BE DIFFICULT TO OPEN WET ZONE AT 100%.

AND STAY SOCIAL DISTANCED. THERE'S A LOT OF CONVERSATION UP IN THE AIR ABOUT WHAT HAPPENINGS WITH WATER.

WHAT HAPPEN WITH COVID. AND SPECIFICALLY POOL WATER.

THERE'S STILL A LOT UP IN THE AIR ABOUT THAT.

MY TEAM FOLLOWED IT SO VERY CLOSE.

YOU KNOW THEY HAVE SOME -- CONVERSATIONS WITH THE CDC, WITH AMERICAN RED CROSS. WITH THE TEXAS AUQUALITYICS ASSOCIATION. I WANT TO OPEN THE POOL.

IT'S WHERE I STARTED. IT'S WHAT I LOW.

I THINK IT'S A HUGE BENEFIT TO THE PUBLIC.

WE ARE UNIQUE AND THAT WE DO RECOVER WHAT WE SPEND.

THERE ARE HUNDREDS OF FACILITIES ACROSS THE COUNTRY BUT THAT'S NOT A REQUIREMENT OR AN OPTION; RIGHT? BUT THEY DON'T -- THEY STILL PROVIDE THAT SERVICE.

THERE'S A LOT RIGHT NOW THAT HAVE CANNELED THEIR SUMMERS FOR THAT VERY REASON BECAUSE OF BUDGET SHORTFALLS ACROSS THE CITY. THAT'S A TOUGH CALL.

THERE'S BOTH SIDE OF REALITY. THE GREAT NEWS THE MAJORITY OF OUR STAFF ARE 16 TO 20. AND SO THEY ARE HAPPY IF THEY GET 20 HOURS. HAPPY IF THEY GET 40.

WE WOULDN'T HAVE TO DO LAY OFF. WE START SLOW AND BRING STAFF ONBOARD. IF WE -- IT HELPS ME TO KNOW THAT WE WOULD OPEN WHEN HE SAID 50%.

BECAUSE THEN I CAN START PLANNING.

HE COULD -- WE CAN BUILD A BUDGET AROUND.

THIS WHAT IT WOULD REQUIRE AT 400 PEOPLE.

WE WON'T PREPARE FOOD. WE WILL SALE PRE-TAJED CHIPS CANDY BARS. CANNED COKES THAT TYPE OF THING.

WE CAN PUT THAT INTO PLAY AND START TO WORK ON THAT.

THEY ARE FINISHING THE MAJOR RECONSTRUCTION.

WE HOPED TO START ON JUNE 8TH. WE HAVE A LITTLE BIT OF EXTRA

TIME. >> SO KIND OF BUILDING ON WHAT TAMMY SAID BEFORE. I LIKE TO SEE A BREAK-EVEN ANALYSIS AT THAT 50% LEVEL. THAT ALSO INCLUDES THE ANTICIPATED REVENUE FROM THE SWIM LESSON.

>> WE DO THAT. I JUST TEXT MY STAFF.

HANG TIGHT WE NEED A FULL BOUGHT THAT INCLUDE ALL PROGRAMMING PLUS SWIM. I KIND OF SEGMENTED IT OUT AND TOOK PROGRAMMING. AND SOMEBODY ASKED ME ABOUT BLAKE, I THINK ABOUT WHAT WE MAKE.

IF I OFFERED ONE SET OF GROUP LESSONS FOR 8 KIDS.

THAT PROFITS THE FACILITY ABOUT 200.

THAT REVENUE. IT TAKES TWO LIFEGUARD TO OVERSEE ONE CLASS BUT TWO TO OVERSEE FOUR.

BECAUSE THE STAFF IS THERE WITH THEM.

>> I'M A LITTLE BIT CONCERNED. YOU SAY YOU WANT TO SEE BREAK-EVEN BUDGET. WE DON'T HAVE A BREAK EVEN SITUATION. AT 50%.

>> NO, WE DON'T. I'M INTERESTED IN THE LOSS NUMBER COMPARED NOT DOING ANYTHING AT ALL.

>> YOU SAID YOU WANT TO BREAK-EVEN BUDGET.

>> I REALIZE IT WILL BE A NEGATIVE.

I WOULD LIKE TO KNOW WHAT THE NUMBER LOOKS LIKE AS COMPARED TO A TOTAL LOSS OF 300 SOME THOUSAND.

I THINK IT WOULD BE LESS. BUT I WOULD LIKE TO SEE WHAT THE

NUMBER LOOKS LIKE. >> I THOUGHT I HEARD YOU SAY YOU

WANT A BREAK-EN BUDGET. >> JUST ANALYSIS.

[01:10:05]

IT'S NICE TO KNOW WHAT WE WOULD HAVE TO DO TO GET TO BREAK-EVEN.

>> LET ME SUM THIS UP AND SEE IF THIS WHERE WE THINK WE.

WE WILL LISTEN FOR GOVERNOR'S NEW ANNOUNCEMENT ON WEDNESDAY OF NEXT WEEK. IF IT'S 50%, WATERPARK, ASSUMING THAT YOU CAN GIVE A FINANCIAL ANALYSIS THEN WE ALL SAY YEAH, LET'S MOVE FORWARD. THEN IT'S A GO.

>> IF IT'S NOT 50 PERCENT CAPACITY NEXT WEEK WE'RE IN A HOLDING PATTERN. AND YOU KNOW EVERY DAY OR EVERY WEEK THAT WE'RE STILL IN THAT HOLDING PATTERN REDUCES THE CHANCES OF OPENING BECAUSE OF THE SHORT TIME PERIOD THAT GETS

EVEN SHORTER. >> IS THAT FAIR SUMMARIZATION?

>> YES. >>

>> AS FAR AS THE MITIGATION PLAN WE WILL LOOK AT THE POSSIBILITY HIRE DAILY FEES AND THEN INCLUDE REVENUE FROM THE SWIM LESSONS AND WITH THE GOAL OF TRYING TO KEEP OURS ARE LOSSES LESS THAN 108,000 THAT WE PLANNED FOR. I THINK YOU NEED TO SEE WHERE

YOU WILL NEED TO BE. >> ALL RIGHT.

>> IS THERE SOMETHING ELSE? >> YES, MA'AM.

ANGIE, COULD YOU SINCE WE DO HAVE WATERPARKS OPEN THING WEEKEND. COULD YOU KIND OF LOOK AND SEE IF THEY ARE GETTING THE PEOPLE THAT THEY THOUGHT THEY WOULD GET. IF THEY GET THE 25%.

>> ABSOLUTELY. >> AS A MATTER OF FACT, I THINK THEY HAVE A CALL PLANNED TYPICALLY NORTH TEXAS AQUATICS ASSOCIATION HAS A PLAN. A CALL EVERY WEDNESDAY.

I'M SURE THEY HAVE ONE PROBABLY MID -- MID NEXT WEEK.

SOMETIMES THAT FIRST WEEKEND IS ROUGH.

THAT FIRST WEEKEND WET ZONE IS A LITTLE BIT SLOW AND IT BUILDS UP OVER TIME. AND I SUSPECT THE OPENING WILL HAVE THAT SAME ISSUE. THEY HAVE COVERED THEIR PROCEDURE FROM START TO FINISH. WE'LL SEE HOW BUSY THEY WERE AT

5:00. >> ROWLETT FOLKS MAY BE GOING

OVER THERE. >> WE SPENT A LOT OF TIME.

AND WE HAVE A LOT OF THINGS TO COVER.

VERY IMPORTANT CONVERSATION. YOU WANTED TO GO SOMEWHERE ELSE NEXT. 4TH OF JULY.

>> MAYOR, GIVEN THE TIME FRAME THAT WE'VE TAKEN.

DO YOU WANT TO JUMP TO ONE OF THE OTHER CONVERSATIONS.PBECAUS 20 MINUTES OR MORE ON THIS JUST ON FIREWORKS.

>> ALL THIS IS IMPORTANT. I DIDN'T KNOW IF YOU WANT TO BOUNCE AROUND. I KNOW LAST WEEK WE HAD A VERY SHORT WINDOW OR CAP. I DON'T WANT TO RUN OUT OF TIME

ON THE CARES ACT OR CGBD. >>

>> I CAN BE QUICK. NO ONE IS TIME CONSTRAINED.

>> CAN YOU PULL UP THE FIREWORKS?

>> I WILL GO THROUGH THIS QUICKLY AND GIVE MORE TIME FOR DISCUSSION. THIS WHAT I WILL ASK FROM COUNCIL AT THE END OF THIS. A LITTLE PREP HERE.

I WILL GIVE YOU LOTS OF DETAIL. BUT I NEED CONSENSUS TO POSSIBLY EXTEND THE LENGTH OF THE FIREWORKS SHOW.

WE COULD GO FROM 16 TO 20 TO 25. THERE'S A PROCESS ASSOCIATED WITH. TO RELOCATE THE FIREWORKS SHOW.

AND THEN TO PUT OUR HEADLINER ENTERTAINMENT TO JULY 2021.

I WILL START GIVING YOU LOTS OF DETAILS.

EXPENSES TO DATE. I KNOW THIS CAME UP DURING THE STRATEGY SESSION. PYRO TECHES FIREWORK PROVIDE THE FIREWORK SHOW. WITH TRADITIONALLY BOOK AT 16-MINUTE SHOW WITH THEM. FIREWORKS COST 1,000 A MINUTE.

THAT'S 16,000 AND WE PAID A DEPOSIT.

THE HEADLINE ENTERTAINMENT IS A TOTAL OF 21.

WE HAVE PAID AN 11,200 DEPOSIT WITH THEM.

AND CHILDREN'S ACTIVITY FIREWORKS JULY 4 LITTLE IS BUSIEST DAY FOR BOUNCE HOUSE COMPANIES.

WE BOOK THOSE EARLY. WE PAID 750 DEPOSIT WITH THEM.

BUT WE'LL BE ABLE TO ROLL THAT INTO A LATER EVENT.

WE CAN ROLL IT TO FALL OR MAIN STREET FEST.

WE HAVE PLENTY OF EVENT COMING UP THAT WE USE BOUNCE HOUSES.

WE WILL ROLL THAT MONEY TO THAT EVENT.

NEXT SLIDE. STATUS OF CURRENT EXPENSES.

PYRO TECHES, WE CAN HAVE THE SHOW.

WE CAN DELAY THE SHOW TO ANOTHER EVENT THIS YEAR.

[01:15:01]

WE COULD FIREWORK AT MAIN STREET FACE OR MOVE THE LOCATION AND ADD ADDITIONAL FIREWORKS IF WE CANCEL THE SHOW WE LOSE 50% OF RETAINER. 4,000.

RETAINER IS 8,000. WE LOSE 4,000.

WE USE THIS COMPANY EVERY YEAR. THEY WANT TO WORK US.

THEY ARE HAPPY TO MOVE IT IF WE NEED TO MOVE IT.

THEY'VE BEEN VERY UNDERSTANDING. WE USE AN AGENT TO BOOK THE MAIN ENTERTAINMENT. WE CAN ROLL THE SHOW TO FISCAL YEAR 2021. WE HAVE A CONTRACT WITH THEM.

WE'RE CONTRACTED IN AT 21. IF WE CANCEL THE SHOW IN FULL, WITHOUT INVOLVING OUR ATTORNEY WE FORFEIT THE FULL SHOW PRICE.

BECAUSE THAT'S HOW THE CONTRACTS ARE WRITTEN.

BUT YOU KNOW WE JUST HAVE VERY LIMITED OPTION FOR NO NAMES IN OUR BUDGET LEVELS. IF WE MOVE THEM TO NEXT YEAR, WE WILL -- WE'LL KEEP THE DEPOSIT AND WE'LL PAY THE REMAINING BALANCE NEXT YEAR. THEY WILL MOVE TO FUTURE EVENT.

WE USE THEM FOR A LOT OF EVENT. HERE ARE OUR RECOMMENDATION.

YOUR PARK AND REC TEAM. WE HAVE VISITED WITH THE FIREWORKS COMPANY. WE VISITED WITH THE AGENT.

WE VISITED WITH THE FIRE DEPARTMENT.

KEN HAS BEEN OUT HELPING US WORK THROUGH LOCATIONS AND FIRE SAFETY AND PERMITS AND EVERYTHING WE HAVE TO DO ON THAT END. HE'S WORKING ON THAT.

UR RECOMMENDATION FOR HEADLINE TO RESCHEDULE TO FIREWORKS ON MAY 2021. MOVE IT TO JULY 2021.

I WORKED WITH STEWART AND HE DOESN'T BELIEVE THAT'S AN ISSUE.

AND SO HE SAID HE WAS HAPPY TO WORK WITH THEM ONCE WE GAVE THEM THE GO AHEAD. NEXT SLIDE.

>> THE CHILDREN AREA FEATURE RESCHEDULED CLOWN AROUNDS TO THE EVENT IN FALL. THEY ARE LOCAL BUSINESS.

THEY WORK CLOSELY ON US. THAT'S NOT A PROBLEM AT ALL.

THE FINAL SLIDE. >> THE BIG ONE.

LET'S TALK ABOUT FIREWORKS. OUR RECOMMENDATION IS TO RELOCATE THE FIREWORKS SHOW FROM PECAN GROVE PARK TO BEHIND THE WATERPARK. I HAVE A MAP.

I WILL SHOW YOU EXACTLY WHAT I'M TALKING ABOUT.

WE TYPICALLY PURCHASE A 16-MINUTE SHOW THE GROUND EFFECTS YOU SEE AT THE GROUND LEVEL THEY GO IN AT NO COST.

ROWLETT HAS USED PYRO TECHES FOR 20 YEARS.

THEY ARE GREAT PARTNER. THEY THROW IN A LOT OF FREE STUFF. BUT SHE -- PAIGE IS OUR REPRESENTATIVE THERE. SHE'S HAPPY TO HELP US OUT WITH THE SHOW AS WELL. CURRENTLY WE PURCHASED SHELL THAT SHOOT 550 IN THE AIR. WE ARE LIMITED BY THE SIZE OF SHELL DUE TO THE CLEARANCE AREA NOT HOW HIGH THEY GO BUT HOW MUCH ROOM WE HAVE ON THE GROUND FOR SHELLS TO FALL.

I WILL DO MY BEST THEN HAPPY TO ANSWER QUESTIONS.

NEXT SLIDE. WE CAN ADD EXTRA MINUTE.

IT'S 1,000 A MINUTE. STAY WITH 5 INCH SHELL.

WE HAVE LOOKED AT THE SHOOTAGE LOCATION.

THIS IS WHAT SHE DOES. SHE'S DONE IT FOR A NUMBER OF YEARS. SHE'S LOOKED AT THE DARK PARKING LOT ROWLETT HIGH SCHOOLS. FIRST BAPTIST CHURCH.

FIRST METHODIST CHURCH. ROWLETT COMMUNITY CENTER AND SHE BELIEVES ALL OF THOSE WILL HAVE A GOOD SITE LINE.

THERE'S NOT A TON OF BIG TREES. PARKING WILL ONLY BE ALLOWED A TLT VERY FRONT PART OF PARK. WE'LL HAVE TO BLOCK OFF A PRETTY SIGNIFICANT AREA. BUT THEY COULD PARK BY THE

HOCKEY RINK. >> NEXT SLIDE.

HERE'S THE MAP. IT'S A HORRIBLE MAP.

BECAUSE I TRIED TO BLOW IT UP SO EVERYONE COULD SEE IT.

THE FIRING SITE LOCATION IS THE RED STAR WITH THE YELLOW OUTLINE. YOU SEE WHERE THAT.

350 FEET CENTERED ON THE FIRING SITE SAFETY RADIUS IS THAT AREA THERE. THAT'S WHERE THEY WOULD PREDICT PREPARE FOR US TO SHOOT. THEY REALLY NEED TO CLEARED OUT AREA. AND SO THAT WOULD BE THE PERFECT PLACE FOR THEM TO BE ABLE TO FIREWORKS ARE PRETTY LOADED AT THEIR STORE. AND BROUGHT IN ON TRAILER AND PARKED AND THEN THEY WIRE THEM ALL TO FIRE.

THEY WOULD BE ABLE BACK THE TRUCK UP THERE.

THERE'S FOUR UNIFORMED POLICE OFFICERS ON SITE.

WE COULD PROBABLY DO SOME PARKING IN THE MIDDLE PARKING AND IN THE TOP PARKING. AND THEN THOSE ARE BASICALLY.

[01:20:02]

THERE'S NO OCCUPANCY IN THE CHURCH.

HOLIDAY IT WOULDN'T CLASH WITH THE FACILITIES.

AND NO HAZARDOUS MATERIAL. THAT'S THE MAP.

HERE'S WHERE I NEED HELP FROM COUNCIL.

IS THERE CONSENSUS TO DO FOLLOWING.

EXTEND AND IF YOU WANT TO EXTEND HOW LONG.

THE MOVE IT? AND THEN TO ALSO PUSH THE HEADLINER ENTERTAINMENT TO JULY 2021.

LET'S GET THE POWERPOINT OFF. THANK YOU SO MUCH.

>> BEFORE WE TAKE QUESTIONS OR COMMENTS FROM COUNCIL.

I ASKED TO MAKE SURE WE HAD CL CHIEF GODFREY ON THE FALL. WE HAVE A RISK OF CONCREGATING PEOPLE AND CONTROLLING CROWDS, ET CETERA.

CHIEF DO, YOU MIND TALKING ABOUT HOW YOU AND YOUR AT THE WOULD FEEL ABOUT BEING ABLE TO MANAGE A SITUATION LIKE THIS IN THE

COVID-19 ENVIRONMENT? >> I FOUND ABOUT THIS PRESENTATION YESTERDAY. DID A LITTLE BIT OF RESEARCH YESTERDAY AFTERNOON AND EARLIER TODAY.

IT'S STILL A SIGNIFICANT IMPACT TO US.

AS A POLICE DEPARTMENT. WE HAVE TO BE CONCERNED FOR SECURITY FOR THE ENTIRE AREA. PARKING TRAFFIC CONTROL, OFFICERS WE CAN PROVIDE WITH THIS LATE NOTICE.

AS OF THIS POINT, MY RECOMMENDATION WOULD BE WE DO NOT HAVE A 4TH OF JULY EVENT AT ALL THIS YEAR.

>> >> WOW, I WASN'T EXPECTING THAT.

>> THAT'S FINE I JUST GOT STRAIGHT TO IT.

>> THAT'S GOOD. >> I THINK IT'S IMPORTANT.

GIVE US A LITTLE BIT COMMENTARY WHAT LED YOU TO THAT

RECOMMENDATION. >> SURE.

>> EVEN THOUGH WILL BE A VERY SMALL EVENT COMPARED TO LAST COUPLE OF YEARS. WHAT I CAN TELL YOU IS THAT TWO YEARS WE USED ABOUT 300 MAN HOURS TO SECURE, PROVIDE CROWD CONTROL FOR THE POLICE DEPARTMENT.

THAT'S A SIGNIFICANT AMOUNT OF MONEY ORGANIZATION AND KORBEDNATION. THIS YEAR DEPENDING ON WHAT TIME WE STARTED WHAT TIME WE ENDED AND EXACTLY WHERE INDIVIDUALS ENDED UP CONCREGATING IT WOULD BE CONSIDERABLY LESS THAN 300 HOURS. I DON'T KNOW THE EXACT AMOUNT YET. DOES THAT MAKE SENSE.

THE ENTIRE AREA FROM ROWLETT AND 66, PGBT IN MILLER.

AND ROWLETT ROAD IN MILLER. WE WOULD HAVE TO BE ABLE TO SHUTDOWN THE ENTIRE AREA AND BE PREPARED TO RUN TRAFFIC CONTROL WHEN IT WAS OVER. THE REASONING FOR YOUR RECOMMENDATION TO NOT HAVE IT IS MAN HOURS MAINLY OR IS IT MAN HOURS AND LACK OF ABILITY TO MANAGE SOCIAL DISTANCING.

I'M TRYING TO UNDERSTAND. >> WE CERTAINLY CAN'T MANAGE SOCIAL DISTANCING. THAT'S NOT AN OPTION.

THE MAN HOURS WE COULD PROBABLY MAKE HAPPEN THAT POINT.

IT'S A LITTLE BIT OF ORGANIZATION AND COORDINATION ON OUR PART. I THINK WE COULD PULL IT OFF IF WE ABSOLUTELY NEED TOO. BUT IT'S GOING O BE SIGNIFICANT NUMBER OF OFFICERS REQUIRED NOT ONLY FOR THE TRAFFIC CONTROL, THE PARKING SITUATIONS THE CONTROL DOWNTOWN.

THE NUMBER OF LOCATIONS THAT PEOPLE WILL END UP PARKING AT WILL BE SIGNIFICANT. I MEAN THERE'S DART, STEVENS ELEMENTARY. ROWLETT HIGH SCHOOL.

PEOPLE WILL PARK IN TARGET. PEOPLE WILL PROBABLY GOING TO PARK IN OPEN FIELDS. THE ONE AT MAIN STREET AND PGBT.

UNLESS WE SHUT ALL THOSE DOWN WE WILL NEED OFFICERS THERE IN CASE THERE ARE ANY TYPE OF DISTURBANCES.

>> IT'S KIND OF INTERESTING. IT'S LIKE WE HAVEN'T.

THERE'S A LOT OF CITIES THAT DON'T HAVE AN ENVIRONMENT THAT WOULD ALLOW 4TH OF JULY FIREWORKS TO BE VIEWED FROM CARS. BECAUSE THEY DON'T HAVE AS MANY PARKING LOTS AND PLACES TO PARK AROUND A CENTRAL AREA WHERE YOU COULD SHOOT OFF FIREWORKS. WE'RE KIND OF IN A UNIQUE SITUATION COMPARED A LOT OF CITIES THAT EYE BEEN TALKING TO.

THAT DON'T HAVE THAT SITUATION. BUT IT ALSO PRESENTS A HUGE CHALLENGE FROM A CROWD CONTROL AND PARKING CONTROL STANDPOINT.

[01:25:05]

THAT'S -- >> THANK YOU CHIEF.

>> BROWNIE, YOU HAVE YOUR HAND UP?

>> YOUR MUTED IF YOU WANT TO TA

TALK. >> OKAY.

WHO WANTS TO TALK FIRST? >> I WILL SAY A FEW THINGS.

I THINK THAT ONE QUESTION TO ASK ANGIE IS CONSIDERING ALL WE WOULD BE HAVING AS FIREWORKS SHOW WITH THE LENGTH OF TIME A LOW OF THOSE MAN HOURS FROM BUDGET PERSPECTIVE IS BECAUSE WE HAD FOUR OR FIVE OF THE HOUR EVENT IN ALL THE TIME IT TAKES TO GET VENDORS IN AND OUT. AND ALL THAT.

AND SO YOU KNOW I DON'T EXPECT THAT IT WOULD EAT UP NEAR THE NUMBER OF MAN HOURS. FROM THE BUDGETARY PERSPECTIVE.

I DO UNDERSTAND WHAT SHE'S TALKING ABOUT LOGISTICALLY IN TRYING TO COVER SEVERAL LOCATIONS.

I REMEMBER THE FIRST YEAR THAT GARLAND HAD FIREWORKS.

BOY, WHAT A NIGHTMARE. WITH TRAFFIC AND I DON'T THINK THEY PLANNED A WHOLE LOT OF TRAFFIC CONTROL AROUND THAT.

AT LEAST I DIDN'T SEE ANY. IT WAS REALLY CONGESTED.

A LOT OF REALLY DANGEROUS SITUATIONS WHERE THERE WAS THERE WAS NO IN AND OUT FOR EMERGENCY VEHICLES NOR FOR THE PUBLIC IN SOME OF THE PRIVATE PARKING AREAS I KNOW WE PARKED AT LOWE'S. ITS AWFUL.

IT TOOK ABOUT THREE HOURS TO GET OUT OF THERE.

I DEFINITELY THE THINK THE LOGISTICS NEW ED TO BE LOOKED AT. AS FAR AS THE BUDGET FOR THE FIREWORKS GO, I WOULD SUPPORT IF WE DO THIS, TO EXTENDING THE SHOW. WE'RE SAVING 12,000 HEADLINER.

BECAUSE WE'RE NOT GOING TO BE HAVING THAT.

WE'VE BUDGETED FOR IT. I THINK WE CAN EASILY SHIFT THAT OVER TO LONGER FIREWORKS SHOW. I WOULD SUPPORT THAT.

IF WE DO HAVE IT. MOVING HEADLINER TO NEXT JULY.

I'M IN FAVOR OF THAT. SHIFTING THE BOUNCE HOUSE CONTRACT TO OTHER EVENTS. I SEE THE BIGGEST CHALLENGE THE OVERCOME HERE IS JUST THE LOGISTICS AND THE DIFFERENT PARKING AREAS. I DON'T KNOW IF CERT COULD HELP WITH TRAFFIC CONTROL. IF THAT'S A POSSIBILITY.

THAT'S MY BIGGEST CONCERN AND ONE YOU EXPRESSED TOO, CHIEF.

>> I WILL TALK A LITTLE BIT ABOUT.

MY TEAM HAS BEEN PLANNING THIS EVENT AND MEETING WITH THE REGULAR GROUPS AS IT WAS GOING TO HAPPEN NORMALLY.

IT WOULD BE THE 4:00 TO 9:00. AND DO ALL THAT.

WE HAVE KIND OF PLANNED ON THAT BEING UNTIL WE HAD THIS CONVERSATION TODAY. YOU TALKING ABOUT 16 MINUTE SHOW. PEOPLE COME IN AT THE PACE THEY COME IN. GETTING THEM OUT IS THE HARDEST PART. IF THE SHOW GOES OFF AT 9:00 P.M. WHICH MIGHT BE A LITTLE BIT PRESUMPTIOUS BECAUSE IT'S ALL DEPENDING ON IT BEING DARK ENOUGH FOR YOU TONE JOY IT. I WOULD SAY SHOOT THE SOMEHOW AT 9:30. IT LAST HOW LONG IT LAST.

THEN THERE'S A MASS EXODUS. THAT'S IS WHERE THE BIGGEST IMPACT WILL BE. TRADITIONALLY THEY ARE ON SITE AT 2:00 AND THERE FROM 2:00 TO LAST CAR IS GONE FROM ROWLETT.

WHICH LAST YEAR CHIEF 10:30 OR 10:45? THE BULK OF THE POLICE TIME HAPPENS THE MINUTE THAT SHOW STOPS. BECAUSE PEOPLE START MASS EXITING. IT'S A LITTLE BIT DIFFERENT.

THERE'S NO ONE IN AND OUT LIKE THERE WAS A PECAN GROVE.

THAT WAS ONE OF THE BIGGEST CHALLENGES.

AND PEOPLE WILL BE KIND OF SPREAD OUT SO THAT OFFERS UP IT'S OWN CHALLENGE. IF YOU START TT SHOW 9:30 WE'RE DONE AT 9:50. IT MAY REDUCE THE TIME WE NEED OFFICERS JUST A LITTLE BIT. MY STAFF WILL BE ON -- I TOLD BRYAN EARLIER. WE DON'T DO ENFORCEMENT AND DIRECT TRAFFIC. THAT'S NOT OUR FORTAY.

WE CAN BE IN THE PARKING LOTS TO HELP WITH CROWD CONTROL.

[01:30:03]

AND HEY. STAY CLOSE TO YOUR CAR.

GET BACK IN YOUR CAR. PRACTICE SOCIAL DISTANCING.

THOSE ARE REMINDERS. MY TEAM HAS GOTTEN PRETTY GOOD OVER THE LAST COUPLE OF MONTHS AT PARKS AND PLAYGROUND.

THEY WILL BE ON STAFF AS WEL HELP WITH THOSE THINGS.

I DO THINK ANGIE IS HITTING ON THE RIGHT THING.

WHAT I SHARED WITH STAFF AND TALKING TO OTHERS ABOUT THIS.

IS THAT THERE ARE SOME -- THERE ARE SOME AREAS I THINK WE HAVE O MANAGE. PEOPLE PARK IN DIRT.

WE HAD THE GULLY WASHER. THERE WERE ABILITY A DOZEN CARS THAT COULDN'T GET OUT OF THERE. THERE MAY BE PUBLIC WORK PARK AND REC. THERE MAY BE BARRIER THAT WE PUT IN CERTAIN AREAS. FOR THE MOST PART THIS EVENT WILL BE SPREAD OUT WHERE PEOPLE WILL BE ABLE TO PARK.

AND WE CAN ENCOURAGE THAT BY TELLING THEM YOU KNOW WHERE THEY MAY BE ABLE TO FIND PARKING OR EVEN SHOWING A MAP OF AND LET PEOPLE MAKE THEIR OWN DECISION ABOUT WHERE.

THE PARKING WE CONTROL WHICH FOR EXAMPLE MAYBE SOME OF THOSE PLACES; I THINK WE REALLY SHOULD HAVE CONES OR SOMETHING ELSE TO SHOW PEOPLE YOU KNOW WHERE TO PARK, BECAUSE I'M CONCERNED ABOUT THE FACT THAT SOME PEOPLE WILL GET OUT OF THEIR CAR AND STAND THERE OR GO WALK TO AN AREA AND SIT WITH A BLANKET AND ALL THAT. AND I THINK THAT IS AN ISSUE.

WE CAN'T CONTROL THAT THROUGHOUT THE WHOLE CITY.

SOME PEOPLE WILL SIT IN THEIR BACKYARD AND WATCH IT.

OTHER PEOPLE WILL DRIVE TO THE TARGET PARKING LOT.

AND WATCH IT. ALL I'M SAYING IS I THINK THAT LOGISTICS PART THE BE WORKED OUT.

I THINK TRAFFIC CONTROL WILL BE THE BIGGEST ISSUE AFTER THE EVENT. THE TIME LEADING UP TO IT WE JUST NEED TO MANAGE THAT WE WOULD NEED TO MANAGE THAT THROUGH MESSAGING AND LETTING PEOPLE KNOW WHERE THEY COULD

PARK AT. >> I AM GOING TO GO TO PAM NEXT.

I'M VERY CONCERNED ABOUT US GOING AGAINST THE RECOMMENDATION BY OUR POLICE CHIEF. PERSONALLY.

>> I PUT A LOT OF WEIGHT ON YOUR RECOMMENDATION NOT TO DO THIS CHIEF. WE CAN MAKE IT WORK.

WE ALWAYS DO. THAT'S WHAT WE'RE HERE FOR.

THAT'S WHAT WE DONE. WE WILL ALWAYS MAKE THINGS HAPPEN ESPECIALLY WHAT'S IN THE BEST INTEREST OF THE COMMUNITY AT THIS POINT, WE FEEL STRONGLY THAT NOT IN THE POLICE DEPARTMENT OR THE CITY'S BEST INTEREST.

THE LAST COUPLE OF YEARS THE EVENTS HAVE GONE SAFELY.

CALMLY. QUIETLY.

NO DISTURBANCES. SIMPLY BECAUSE THE NUMBER OF OFFICERS THAT WE HAD AT THE LOCATIONS AND THE AREAS.

OUR RESPONSE TO SMALL PROBLEMS THAT HAVE ARISEN.

IF WE ARE ONE OF THE FEW CITY HAVING AN EVENT WE WILL HAVE A

LOT OF PEOPLE IN THIS CITY. >> WE NEED A LOT OF RESOURCES TO MANAGE THIS ENTIRE CITY. WE CAN DO IT.

THIS WHAT WE DO. I DON'T THINK IT'S THE BEST

IDEA. >> I PUT A LOT OF WEIGHT IN THAT

PERSONALLY. >> PAM YOU HAVE YOUR HAND

RAISED. >> I HAVE TO AGREE WITH THE CHIEF. AND BECAUSE MY REASONING THERE'S A LOT OF CITIES. I'M NOT SURE HOW MANY HAVE JUST CANCELLED. THEY CANCELLED THERE GUESS WHERE PEOPLE ARE GOING TO COME HERE. THAT'S GOING TO BE A LOT OF PEOPLE. TO MANAGE.

UNFORTUNATELY SOME OF THE PEOPLE IN SOME OF THE CITIES THEY COME HERE TO HAVE A GOOD TIME. AND THEY WILL HAVE A GOOD TIME.

I DON'T THINK WE SHOULD PUT THAT -- I DON'T THINK WE SHOULD HAVE IT. JUST CALL IT OFF THIS YEAR.

THAT'S MY PERSONAL OPINION. >> IF WE CHOOSE TO CANCEL IT WE WOULD HAVE OPPORTUNITIES TO USE THOSE FIREWORKS BETWEEN NOW AND DECEMBER 30TH LABOR DAY EVENT. ALL RIGHT THAT WAS PAM.

WHO ELSE WANTS TO TALK? >> DO WE KNOW GARLAND AND

ROCKWELL IS THEY CANCELLED? >> I DON'T KNOW IF ANGIE WANTS TO TELL. EYE BEEN ON MANY, MANY CONVERSATIONS WITH MAYORS THROUGHOUT THE REGION ABOUT JULY 4TH. AND I HAVE LIST WHO CANCEL SEWED FAR. BUT THAT HAVE TOLD ME.

FORT WORTH HAVING FIREWORKS. MOST HAVE CANCELLED.

[01:35:02]

THERE'S A FEW WAITING FOR GOVERNOR'S GUIDANCE ON WEDNESDAY

OF NEXT WEEK. >> GRAPEVINE IS HAVING THERE'S.

I HEARD THE VENDOR PULLED OUT. THAT'S A PRIVATE ORIGINAL DECISION. I HEARD THEY MADE THE DECISION NOT TO DO IT. THAT WAS EARLY ON.

I HAVEN'T HEARD SENSE. I EXPECT ROCKWELL TO MAKE THE CALL ON EARLY JUNE. THEY DON'T DO AN EVENT LIKE WITH DO. THEY SIMPLY DO FIREWORKS.

A VERY SMALL GROUP OF PEOPLE AND MAINLY VIEWED FROM THE DISTANCE.

THATTENT HAS GROWN A LITTLE BIT OVER TIME.

WHERE THEY DO IN THE BOTTOM SIDE OF THAT PARK THEY DO BANDS AND COUPLE OF THINGS. BUT NOT THE EXTEND THAT WE DO IT. IT STARTED WITH JUST DRIVE-IN SHOW LIKE WE'RE PROPOSING. AND IT WENT REALLY WELL.

RICHARDSON HAS CANCELLED. >> TO ME THERE'S SO MUCH STUFF UP IN THE AIR. WITH JULY JUST BEING AROUND THE CORNER. JUST 4TH JUST AROUND THE CORNER.

I THINK I WOULD RATHER PUSH IT BACK AND SOMETHING BIGGER LATER ON IN THE YEAR. I THINK WE COME OUT OF THIS THING AT ONE POINT AND WE HAVE BIG OLD PARTY AND INCLUDE THAT AS PART. IT WOULD BE FOR PUSHING IT

TOWARD LATER. >> WE JUST HAVE BY THE CONTRACT WE HAVE USE THOSE BY DECEMBER 30TH.

>> WE WILL DO SOMETHING THIS YEAR.

>> WE PROBABLY NEED TO MAKE THAT DECISION RELATIVELY QUICKLY.

SO WE CAN LET THE FIREWORKS COMPANY KNOW.

KEEP IN MIND EVERYBODY IS BUMPING IT.

WE BOOK THESE FOR DECEMBER TO JULY.

WE NEED TO MAKE A RELATIVE DECISION WHERE MIGHT BUMP THOSE.

I THINK IT'S IN THE BEST INTEREST OF THE CITY TO POSTPONE IT. I WOULD LIKE TO HEAR WHAT THE FIRE CHIEF HAS TO SAY. I WANT IF HE HASS SIMILAR OPINION. I HAVE VISIONS OF 66 BEING BACKED UP FOR HOURS. AND NO ONE LIKES THAT.

THERE'S ANOTHER SIDE OF THIS TOO.

THAT'S THAT 4TH OF JULY NOT JUST ABOUT FIREWORKS.

IT'S ALSO ABILOUT A SENSE OF COMMUNITY.

THE SINKING AND THE FOOD BOOTHS WE THERE AND EVERYONE COMING OUT. THAT'S PART OF THAT EVENT.

FOR ME KIND OF LIKE WE'RE CUTTING SHORT AND JUST HAVING FIREWORK. IT'S IN NOT REALLY WHAT I THINK BALANCED OUT. I WOULD RATHER PUSH THAT TO LABOR DAY OR WHEN EVER THAT IS SO WE CAN THINK MORE ABOUT WHAT ENTIRETY OF EVENT WOULD BE. THAT REALLY REPRESENTS MORE ABOUT THE COMMUNITY. I'M ALL FOR PUSHING IT BACK A

LITTLE BIT. >> THE OTHER SIDE OF THAT, THE PEOPLE ARE RESIDENT EVERYBODY IS SO DESPERATE TO BE ABLE TO DO SOMETHING AND SOME FORM OF NORMALCY.

THERE'S A BIG THOUGHT THERE DO SOMETHING.

>> I MEAN, NORMALCY IS NOT WATCHING FIREWORK AND THEN WAITING FOR TWO HOURS TO GET OUT OF THE PARKING LOT.

>> THAT'S -- >> IF IN FACT, WE'RE ONE OF THE ONLY FIREWORKS SHOWS IN THE AREA, WE COULD VERY POTENTIALLY HAVE 20,000 PEOPLE WITHIN THE CITY.

>> AND THEY ARE NOT JUST GOING TO SIT IN THEIR CARS.

>> NO, THEY ARE NOT. IT'S A REAL THREAT TO PUBLIC

SAFETY. >> PAM YOU HAVE YOUR HAND UP.

>> I KNOW WHAT CHIEF HOWARD IS GOING TO SAY.

CHIEF, WOULD YOU LIKE TO SAY YOUR PIECE.

>> I SUPPORT WHAT GODFREY. I BELIEF IT'S A LOGISTICAL NIGHTMARE TO CONTROL THIS. WHEN PEOPLE START LEAVING AND THINGS START MOVING IT WILL BE SCATTERED THROUGHOUT THE CITY.

YOU MAY HAVE SERIOUS CHALLENGES RESPONDING TO CALL THAT MAY BE CREATED BY THIS. COUPLE OF YEAR WE HAD CHALLENGE GETTING TO HEART ATTACK VICTIM BY THE WET ZONE.

I AGREE WITH THE COMMENT. LET'S WRAP THIS UP.

BLAKE? >> YEAH.

I AGREE. I THINK THE LIABILITY AND THE CITIZEN SAFETY AND PUBLIC SAFETY IS MORE IMPORTANT AT THIS POINT AND I DO AGREE WE SHOULD LOOK AT LATER DAY TO POSTPONE THIS TO.

[01:40:05]

THANK YOU. BROWNIE, DID YOU HAVE SOMETHING

ELSE? >> I AGREE WITH THE CHIEFS.

AND JUST ONE OTHER POINT. SHOOTING FIREWORKS UP AT HERBERT PARK WITH GEORGE BUSH TOLL ROAD. I'M AFRAID YOU WILL CAUSE WRECKS. IF YOU HAVE A WRECK AND NOW THE CHIEF HAS TO GET GET IT OUT THERE.

THAT'S JUST ANOTHER FACET WHY WE SHOULDN'T DO IT.

>> ANYBODY ELSE? >> I'M FOR IT.

WE HAVE TO BE CARE L. WE TALK ABOUT LOW GIST LOGISTICS. WE WILL HAVE THOSE SAME ISSUES JUST CAN GIVE THIS A LITTLE BIT MORE TIME TO PREPARE FOR IT AND PREP FOR IT. I STILL ANTICIPATE US DOING FIREWORKS SHOW AT SOME POINT THIS YEAR.

ALL THE ISSUE ARE RAISING UP WILL BE ISSUE THAT WE WILL HAVE IN DECEMBER. I LOOK MORE OF THIS IS STILL PEOPLE ARE UNEASY. AND IF WE'RE THE ONLY ONE DOING 4TH OF JULY BIG DEAL WHICH WILL DROP MORE PEOPLE.

WE WON'T DRAW AS MANY AS DECEMBER.

THOSE WILL BE ISSUE WE TALK ABOUT IN DECEMBER AS WELL.

I'M NOT FOR CANCELLING THE FIREWORKS SHOW.

THEY WILL BE THERE. WE NOW HAVE A LITTLE BIT MORE

TIME TO PREPARE FOR IT? >> WE MAY JUST HAVE TO HAVE EVERYBODY IN TOWN DRIVE A VEHICLE IN THE CHRISTMAS PARADE.

>> I THINK YOU HAVE A GOOD POINT THERE.

YES, WE WILL HAVE A LOT OF THE SAME LOGISTICAL ISSUES.

WE HAVE A CERTAIN AMOUNT EVERY YEAR.

YOU KNOW, MY CONCERN THAT MAKES THIS A LITTLE BIT DIFFERENT OF HAVING IT THIS JULY 4TH WOULD BE THE TRIFECTA THAT COMES IN FROM OTHER CITIES. JUST FOR THAT REASON ALONE I THINK IT'S A GOOD IDEA TO POSTPONE IT.

AND THEN YOU ADD IN THE RECOMMENDATION FROM OUR CHIEFS AND IT MAKES IT PRETTY MUCH A NO-BRAINER.

I AGREE WITH MATT ON THIS. THOSE LOGISTICAL ISSUE WILL BE THERE NO MATTER WHAT. AND WE CAN JUST START WORKING ON IT FOR WHATEVER EVENT WE WANT TO HAVE FIREWORKS AND ALL THESE OTHER ENTERTAINMENT FEATURINGS. LET'S START WORKING ON IT.

>> I WILL WRAP THIS. IS THAT A WRAP? WE'RE AN HOUR OVER WHAT WE THOUGHT WE WOULD BE.

ANYONE ELSE HAVE ANYTHING ELSE? >> THANK YOU.

DO YOU ANYTHING ELSE ON ANY OF THAT?

>> I'M NOT USED TO CHIEF SAYING NO.

THAT WAS SHOCKER FOR ME. WE WILL SUPPORT YOU CHIEF.

THANK YOU. I DIDN'T WANT TO SAY NO.

I REALLY DIDN'T. >> I'M JUST TEASING YOU.

I DOESN'T WORK OUT FOR US NOW. I'M FOR THE END OF THE YEAR.

PLENTY OF TIME TO ORGANIZE. AND COORDINATE AND LET'S DO IT.

I THINK IT'S A GREAT OPPORTUNITY FOR THE COMMUNITY JUST NOT RIGHT

NOW. >> YEAH.

[3. Discuss Community Development Block Grant Coronavirus (CDBG-CV) funding and possible uses. (30 minutes)]

LET'S MOVE ON WE WILL GO ITEM 3 NEXT WHICH IS DISCUSS COMMUNITY DEVELOPMENT MOCK GRAND CORONAVIRUS KDBC-CV FUNDING AND POSSIBLE USES. CAN YOU MAKE THIS CLEAR AND CON SOS -- CONCISE AND UNDERSTANDABLE FOR US ALL.

>> I BROUGHT SOME UPDATE FOR TODAY'S MEETING BASED ON THE CONVERSATION WE HAD AT THE LAST MEETING ON CDBG FOR RENTAL ASSISTANCE. I APPRECIATE THAT.

IT'S A VERY CONCISE PRESENTATION IN MY OPINION.

AND I JUST WANTED TO LAY OUT FOR WHAT WE KNOW HOW IT DOES HAVE A THREE MONTHS ASSISTANT AND OF COURSE RENTAL AND MORTGAGE ASSISTANCE. HOWEVER THE CAVEAT CAN KDBG FUNDING. 30% CAN BE USED FOR HIGHER INCOMES AND THIS IS JUST FOR THE CD COMPONENT.

BECAUSE OF WHAT WE GO THROUGH. >> WHAT IS LMI?

[01:45:02]

>> LOW TO MODERATE INCOME. >> OF COURSE THERE HAS TO BE TIE BACK TO COVID. LOSS OF JOB HOURS, LOSS OF JOB.

ILLNESS, ET CETERA. NEXT SLIDE, PLEASE.

>> AS WE TALK ABOUT THE FUNDING AVAILABLE FROM HUD FOR THE TYPES OF PROGRAM. ONE OF THE KEY CONCERNS THAT WE HAVE BEEN HEARING DUPLICATION OF BENEFIT.

I THOUGHT THIS MIGHT TIE IN FINALLY AS IT RELATES TO OTHER FUNDING COMPONENT THAT WE'RE TALKING ABOUT.

BASED ON HUD THE DUPLICATION OF BENEFIT THEY ARE BASICALLY SAYING THAT OCCURS WHEN SOMEONE RECEIVED ASSISTANCE FROM MULTIPLE SOURCES OR THE SAME AMOUNT OF ASSISTANCE PROVIDED THAT EXCEED IDENTIFIED NEEDS SO TO SPEAK.

I THOUGHT WE COULD TALK BETTER DEFINE THIS THROUGH EXAMPLE.

WE DO HAVE SOMEONE THAT REQUEST 3,000 DOLLAR FOR MORTGAGE AND UTILITY. THEY'VE RECEIVED A SET AMOUNT.

LET'S SAY 500 FROM NONPROFIT. FOR THE SIMILAR ASSISTANCE OR NEED. THEN CDBG THEY ARE ELIGIBLE FOR 500. THE LAST TWO EXAMPLE THAT I PROVIDED BASICALLY SHOW WHERE THERE'S NO DUPLICATION OF BENEFITS JUST BECAUSE THERE'S NO OTHER ASSISTANCE IN THE SECOND SCENARIO. AND THEN THE THIRD SCENARIO IS -- I APOLOGIZE FOR THE TYPO THERE.

APPLICANT OR REQUEST 3,000 AND THEY'VE ALREADY RECEIVED 700 FROM ANOTHER NONPROFIT. BUT THIS FINE FOR MEDICAL EXPENSES. THE MEDICAL ASSISTANCE IS A DIFFERENT FORM OF PROGRAM. NEXT SLIDE, PLEASE.

>> YOU ASKED SPECIFIC QUESTION THEN THE COUNCIL ROUNDED OUT WITH SAME INQUIRY REGARDING SALVATION ARMY.

WE TOUCHED ON THE TOPIC OF SALVATION ARMY HAD INDICATED TO US THAT THEY WERE THINKING ABOUT THE RATIO BEING SPLIT UP A LITTLE BIT DIFFERENTLY WHEREBY THEY WOULD INCREASE THE RENTAL COMPONENT AND UTILITY COMPONENT. WE SPOKE TO SALVATION ARMY IN THE PAST MONTH BASED ON THEIR NON-CDBG COMPONENT.

17 FAMILY RECEIVED UTILITIES. AND WHEN THEY WERE PROVIDING THE UTILITY ASSISTANCE, 70% WERE COVID RELATED.

THAT WAS LOSS OF JOB OR LOSS OF JOB HOURS.

SALVATION ARMY INDICATED TO US SERVING 25 TO 35 FAMILY WOULD REVISE DISTRIBUTION WOULD BE MORE AMENABLE FOR THEM OR EASIER TO HANDLE FOR THEM. THEY WERE THINKING OF CAP OF 1,000 FOR MORTGAGE/UTILITY ASSISTANCE AND THEN FURTHER DIVIDING INTO 750 FOR RENT AND 250 FOR UTILITIES.

ONE OF THE THINGS WE WANTED TO GET A BETTER GRASP ON AS A TEAM TO UNDERSTAND WHAT IS -- WHAT WITH WE DISCERN.

WHAT IS OUR AVERAGE RENT IN ROWLETT.

WE DID SOME SEARCHES. AND THE AVERAGE WE CAME UP WITH 1200. IN COMPARISON TO NEIGHBORING CITIES IT'S PROBLEM APPROXIMATELY 1,000.

WE NOTE THE CITY OF GARLAND 100,000 SALVATION ARM 3600 FOR RENT AND MORTGAE FOR UP TO THREE MONTHS.

NAY DIDN'T PUT PLEDGE UTILITY ASSISTANCE.

THEY DO HAVE SOME NICE APPLICATION FORM WE COULD MIRROR TO SOME EXTENT. I WANT TO GIVE A BRIEF FUND AMOUNT ARE THAT WE HAVE THAT ARE AVAILABLE TO US.

JUST AS THE REFERENCE SLIDE. AND BASED ON THAT, I WILL BE HAPPY TO TRY TO ANSWER ANY ADDITIONAL QUESTIONS THAT YOU MAY HAVE. I KNOW SOME OF THIS MIGHT TIE INTO BRYAN'S DISCUSSION WHICH WE MIGHT BE ABLE TO ADD SOME MORE SHOULD YOU HAVE ADDITIONAL QUESTIONS RELATED TO THAT.

[01:50:01]

WE'VE GONE THROUGH SO MANY IT ITERATIONS.

50,000 WE PLEDGED TO SALVATION ARMY.

CAME FROM 2019 FUNDS. CORRECT THAT'S BECAUSE WE THOUGHT FOR USING FOR SMALL BUSINESS GRANTS?

>> WE THOUGHT UTILIZING THE MONEY FOR BUSINESS STIMULUS

PROGRAMS. >> HERE WE GO AGAIN.

>> CORRECT. AND WITH DO KNOW -- WE DON'T HAVE GUIDANCE FROM HUD ON HOW TO MANAGE A BUSINESS STIMULUS PROGRAM EITHER. WE HAVE SOME ELEMENTS OF IT.

FROM OUR RESEARCH AND WHAT WE HAVE LEARNED FROM OTHER COMMUNITIES IT'S A VERY COMPLICATED AND LABOR INTENSIVE

TASK. >> WHEN YOU SAY THAT THE SALVATION ARMY HAS HELPED SO MANY ROWLETT FAMILIES IN THE LAST MONTH; IS THAT FUNDING WE PREVIOUSLY COMMITTED?

>> IS THAT FUNDING BASICALLY GONE NOW?

>> I BELIEVE THAT HAVE A FEW THOUSAND DOLLARS LEFT.

>> 50,000 WE HAVEN'T FUNDED YET. WHETHER WE WOULD INCREASE THE AMOUNT FOR REPRESENTATIVE AND UTILITIES THE.

LET'S GET THE COUNCIL ON THE SCREEN IF WE COULD.

I DON'T KNOW IF IT'S WEST COUNCIL TO TALK ABOUT THIS AFTER WE TALK ABOUT THE CARES FUNDING AND COME BACK TO THIS.

OR IF YOU WANT TO WRAP THIS ONE AND THEN GO TO CARES FUNDING.

>> ANY SUGGESTIONS? >> YOU CAN SUGGEST.

>> I WANTED TO PROVIDE JUST TAD BIT MORE INFO.

I DID WANT TO ADD I TALKED ABOUT THE PARAMETERS OF THE 730% FOR LOW TO MODERATE INCOME. JUST SO YOU KNOW APPROXIMATELY 4700 THERE'S 44,#00 LOW TO MODERATE INCOME IN ROWLETT.

THAT'S APPROXIMATELY 19,000 PEOPLE.

THIS YEAR OLD DATA. BUT IT SHEDS LIGHT ON WHAT SALVATION ARMY IS INDICATING. OF COURSE THEY WOULD BE A COVID TIE BACK. I WANTED TO EXPLAIN WHAT THE LOW TO MODERATE HOUSEHOLD INCOME. 80% OF AMI.

>> IT'S NOT. I DON'T BELIEVE SO.

THAT FALLS IN LINE WHEN YOU DO AFFORDABLE HOUSING PROGRAM.

I DON'T BELIEVE IT IS. I WOULD HAVE TO CALCULATE THAT NUMBER. I BELIEVE THIS IS BASED ON -- I DON'T KNOW HOW THEY DRIVE THAT FORMULA.

I WOULD HAVE TO DOUBLE CHECK THAT.

I'M NOT 100% POSITIVE. I DON'T WANT TO SAY WITHOUT DOUBLE CHECKING WHAT THE HUD BENCHMARKS.

4,764 LOW TO MODERATE INCOME HOUSEHOLDS.

THAT MEANS THEY HAVE TO BE BELOW 80% TO FOLLOW IN LOW TO

MODERATE. >> CORRECT.

>> AVERAGE AMI WOULD BE 100%. OR AS MODERATE HIGHER THAN THAT.

>> IN TERMS OF DEFINING LOW TO MODERATE INCOME.

IF I'M NOT MISTAKEN IT'S 80% OF AMI.

I NEED TO DOUBLE CHECK THAT. >> OKAY.

>> COUNCIL, DO YOU WANT TO GO THROUGH THE CARES DISCUSSION THEN COME BACK TO THIS. OR DO YOU WANT TO TRY TO TIE

THIS UP? >> MAKE IT EASIER TO TIE IT UP HUD GRANTS FOR ECONOMY STIMULUS. MAKE MORE SENSE THIS FOR SOCIAL.

IT'S EASIER ESPECIALLY START TALKING ABOUT REPORTING TO KEEP THEM SEPARATE. I THINK YOU CAN PUT THEM BOTH ON THIS ONE. EVERYBODY TRYING TO PUT A BOW ON

THIS ONE. >> WHAT'S YOUR VOTE?

>> WE GOT 50. THE ONE QUESTION I DID HAVE WAS SALVATION ARMY JUST DOING RENTAL ASSISTANCE.

THEY DON'T HAVE A MORTGAGE ASSISTANCE PROGRAM.

>> IT'S FOR BOTH. >> THEY CAN DO BOTH RIGHT NOW.

RIGHT NOW THEY DO RENTAL. RENTAL AND MORTGAGE IS CLASSIFIED AS THE SAME. IF WE REWRITE WE CAN PUT IN

MORTGAGE TOO. >> THAT'S CORRECT.

>> THAT'S THE ONLY THING I WANTED TO MAKE SURE WE DO.

[01:55:03]

>> OUR PARAMETERS HAVE BEEN LIMITED SO WE EXTEND THIS.

I WOULD RECOMMEND WE EXTEND IT TO MORTGAGE AND WE UP IT TO 1200 AND WE DO IT FOR MAXIMUM OF 3 MONTHS.

AND I FORGET WHAT WE HAD FOR UTILITIES.

I THINK 400. AND I THINK I WOULD KEEP THAT THE SAME. I WOULD JUST DO THE 50 AND 50 FOR RIGHT NOW. BECAUSE I KNOW THAT CHRIS IS GO -- I KNOW HE GOSS HIT GRANT BUT HE WILL ADDITIONAL REQUESTS AS WELL. MAYBE WAIT UNTIL WE HEAR ADDITIONAL REQUESTS MAY BE. AND FEEDBACK ON HOW LONG THEY THINK AND HOW MANY PEOPLE THEY CAN SERVE WITH THE 50 THEN WE ALLOCATE THE 2020 DOLLARS AT A LATER TIME.

>> IT'S A GOOD START. THANKS, MATT.

PAM? >> I THINK THE UTILITIES WERE

250. >> I DO TOO.

>> WHATEVER WE WERE DOING WHAT I WOULD RECOMMEND KEEPING IT AT.

RENTAL PIECE OF IT. >> 1200 A MONTH FOR RENTAL AND MORTGAGE AND 250 A MONTH FOR UTILITY FOR A MAXIMUM OF THREE

MONTHS. >> YES, UH-HUH.

>> IF WE DO THAT; 1200 -- IF JUST MAXED OUT.

THAT'S A MAX PER FAMILY OF 4350; CORRECT?

>> UH-HUH. >> IF EVERY FAMILY MAXED OUT WE COULD HELP 23 FAMILIES WITH 100,000.

THAT'S A GOOD PLACE TO UNDERSTAND WHETHER YOU WANT TO REDUCE THE UTILITIES PER MONTH OR RENT PER MONTH OR INCREASE THE 100,000 OR HOW MANY FAMILIES DO WE WANT TO HELP WITH THIS IF THEY WERE MAXED OUT? THIS WOULD ONLY BE 23.

>> I THINK THIS IS GOOD USE OFS CDBG FUND.

IF THERE'S ADDITIONAL NEED WE HAVE CARES AS A BACK UP.

BECAUSE WE CAN ALWAYS PROVIDE FUNDING OUT OF CARE TO SALVATION ARMY. WITH THE SAME TYPE OF PROGRAM

ONLY IT WOULDN'T BE CDBG FUNDS. >> I DON'T KNOW HOW WE LOST MARTHA. THERE SHE IS.

>> OKAY. SO CAN WE GO BACK LAURA CAN WE GO BACK TO FUNDING PAGE. THE THREE CATEGORIES.

ALLOCATED 50,000. WHAT IF WE USE -- I THINK WE SHOULD USE THE COVID MONEY BECAUSE IT HAS TO BE TIED TO COVID. NOW THE TIME TO TIE IT TO COVID.

>> UH-HUH. >> I AGREE.

I THINK IF YOU MAX THEM OUT AT 100 SALVATION ARMY AND EVEN BUMP UP THAT MEANS ROUGHLY GIVE IT ANOTHER 50 -- THAT'S 75 OR SOME LEFT THAT WE COULD SEE WHERE WE MIGHT NEED ADDITIONAL NEED AFTER

THAT. >> I DON'T WANT TO MINIMIZE.

I HAD A CONVERSATION. HE WASN'T COMPLAINING.

BUT WE KEEPING CHANGE OUR MINDS AND IT'S UNDERSTANDABLE WE KEEP CHANGING OUR MINDS. IT'S HARD.

HE HAD COMPLETE VERY LONG APPLICATION FOR ONE CATEGORY.

THEN WE CHANGED CATEGORIES AND HE HAD ANOTHER APPLICATION.

THEN EVERY TIME WE CHANGE OUR MINDS MENAL HAS TO DO A SUBSTANTIAL AMENDMENT. HELP US UNDERSTAND WHAT IS THE BELIZE WAY TO UTILIZE IF WE GIVE 100 OR 150 -- I WOULD RECOMMEND 150. BUT THAT'S JUST MY RECOMMENDATION. OUT OF THE CDBG BUT KEEP THE 50 THAT WE COMMITTED WHAT'S THE EASIEST WAY TO DO THAT? HOW WOULD YOU DIRECT US TO HELP YOU MAKE IT EASIER ON YOU?

>> THE GOOD NEWS IS THAT IF WE ALLOCATE/REALLOCATE CDBG FUND TO SALVATION ARMY FOR RENTAL MORTGAGE.

[02:00:03]

THE AGREEMENT IS INTACT. THE NUMBER WOULD CHANGE.

SUBSTANTIAL AMENDMENT WOULD NOT BE REQUIRED.

HOWEVER I DO WANT TO ADD THAT WE TOOK WE REALLOCATED FROM PUBLIC FACILITY AND WE BROUGHT IT FORWARD AND TO REVISIT THOSE AND THEN WE ALSO HAVE THE 161/128,000 FOR CDBG FUND IMAGE.

WE WANT TO BE AED THAT BIT CAUTIOUS IN THE SENSE IF HAVE THE MONEY ALLOCATED. THAT'S SOMETHING ELSE WE HAVE TO REGROUP AND DETERMINE THROUGH A HUD ANALYSIS/AUDIT.

I HEAR ADDING OR ALLOCATING TO LIFE MESSAGE.

THAT WAS NONMORTGAGE RELATES; CORRECT? IF WE INCLUDE THAT IT WOULD REQUIRE SUBSTANTIAL AMENDMENT

FOR LIFE. >> I JUST WANT TO MAKE SURE THAT IF WE FOLLOW THE SAME GUIDELINES ON WHY WE WERE PROVIDING THE FUNDING THEN WE SHOULD BE OKAY FROM A SUBSTANTIAL AMENDMENT.

WE JUST NEED TO BE CAREFUL THAT THEY ARE ABLE AT LEAST SALVATION ARMY IS ABLE TO EXPEND THOSE FUNDS.

>> HAS SALVATION ARMY FILLED OUT THE APPLICATION?

>> THEY ARE DONE. THEIR AGREEMENT READY TO GO.

>> WHICH CATEGORY? >> WHAT BE ALLOCATED FOR RENTAL AND ASSISTANCE 50,000. 2019 OR THE CB OR EITHER?

>> IT'S EITHER. BECAUSE IT'S COVID TIE IN.

WE ARE OKAY. >> I THINK IT'S VERY IMPORTANT TO ISSUE THESE COVID FUNDS TO SALVATION ARMY FIRST.

WE DIRECTLY TIE NEEDED AACEANCE. >> I WOULD TEND TO AGREE WITH

THAT. >> AGREE WITH THAT.

CAN SALVATION ARMY SPEND 120,000 OUT OF COVID?

>> THAT'S THE KEY. THEY'VE REPEATEDLY TOLD US IT'S NOT NECESSARY. THEY DON'T WANT MORE THAN WHAT THEY ALREADY HAVE MORE THAN D 50,000.

THEY WANT TO CHANGE THE CAPS THEY HAVE FROM 750 -- FROM WHAT ITS ORIGINALLY. 4 #00 FOR RENT AND 100 UTILITY

TO 750 AND 250 RESPECTIVELY. >> LET'S CHANGE THE CATEGORIES AND GIVE THEM THE 50 AND SEE WHERE THEY END UP AND CHANGE IT

DOWN THE ROAD. >> YEAH.

PULL THEIR 50 OUT OF COVID PULL SALVATION -- LIFE MESSAGES OUT

OF 2019 FUNDS. >> MAYBE WE GO BACK SALVATION ARMY AND I HATE TO GIVE FORCE IN MOUTH.

WE'VE GOT MORE FUNDING, CAN YOU HOW MUCH CAN YOU REALLY USE?

>> THAT'S THE CONVERSATION WE HAD WITH THEM AND THEY SAID

COMFORTABLE WITH 50,000. >> OKAY.

RECOMMENDATION GO 1200. SALVATION ARMY THINKS WE SHOULD

KEEP IT AT 750. >> MY RECOMMENDATION TO GO UP.

>> I'M JUST ASKING MENAL WHAT SALVATION ARMY?

>> THEY INDICATED 750 AND 250. BUT I THINK THAT IF WE COULD BE CONSISTENT IF WE KNOW THAT OUR AVERAGE ARE ABOUT 1200 THEN THAT'S AN OPTION. WE SPECIFICALLY IN OUR SUBSTANTIAL AMENDMENT REFERENCE FOR ECONOMIC DEVELOPMENT.

WE MAY HAVE TO DIVE INTO A QUICK SUBSTANTIAL AMENDMENT.

LUCKILY, THE PROCESS IS HAS BEEN SHRUNK SIGNIFICANTLY.

WE CAN KNOCK THAT OUT IN FIVE DAYS IF WE NEED TO.

>> I THINK IT'S VERY IMPORTANT THAT WE GIVE THIS MONEY TO THE SALVATION ARMY. OUR RESIDENTS NEED HELP NOW.

>> YES. I THINK IT'S IMPORTANT THAT WE INCLUDE MORTGAGE ASSISTANCE IN ADDITION TO RENTAL ASSISTANCE.

>> UH-HUH. >> AND THAT WE INCREASE THE LEVELS AT LEAST TO WHERE SALVATION ARMY THINKS WE NEED THEM. THEY ARE THE ONE CLOSEST TO THE

PEOPLE. >> CORRECT.

>> I WONDER IF BY ADDING THE MORTGAGE COMPOENT IF THAT WOULD

[02:05:06]

CHANGE SALVATION ARMY DECISION THEY WANT 50.

BECAUSE IN MY MIND THAT CHANGES THE EQUATION A LITTLE BIT.

>> THOSE DOLLAR AMOUNTS COULD BE LARGER THAN THE RENTS THEY ARE SEEING AND REQUIRE MORE FUNDING ASSISTANCE.

>> HOW HARD WOULD BIT TO ALLOCATE MORE TO SALVATION ARMY IF WE NEEDED TO? I DO AGREE WITH YOU.

OF COURSE IT'S GOING TO INCREASE THEIR FUNDING PER CLIENT IF WE 1200 INSTEAD OF 750 AND I ALSO THINK THEY MAY END UP WITH MORE CLIENTS OR NEW CLIENTS THAT THEY HAVEN'T DEALT WITH BEFORE.

DUE TO JOB LOSSES AS WE GET INTO THE SUMMER.

DO YOU THINK IT WOULD BE WORTH HAVING ANOTHER CONVERSATION WITH THEM THAT THE FUNDING LEVEL COMFORTABLE IF WE INCREASE THAT CEILING AND ADD MORTGAGE PAYMENTS TO IT?

>> THEIR CURRENT APPLICATION THE WAY IT'S DONE DOES SHOW RENTAL AND MORTGAGE ASSISTANCE. HUD LOOKS AT IT AS ONE.

WE'RE OKAY WITH THAT. THE QUESTION THAT WE NEED TO THEM DO YOU NEED ADDITIONAL FUNDING OTHER THAN THE $50,000 THAT WAS ENVISIONED INITIALLY.

>> WE ALLOCATE THE MONEY TO THEM LATER; COULDN'T WE?

>> CORRECT. >> I DON'T THINK WE NEED TO BELABOR THE POINT. IF WE GIVE THEM 50 TODAY LET'S DO THAT. AND THEN HOLD THE REST IN RESERVE. THEY CAN COME BACK TO US AND WE

GIVE THEM MORE. >> YEAH.

>> I'M IN. >> CORRECT.

DO YOU TO 750 AND 250 JUST SAY 1,000 AND USED YOUR RENT OR

UTILITIES. >> REASON I WANTED SPECIFY UTILITY AMOUNT. UTILITY COMPANIES ARE DELAYING PAYMENTS RIGHT NOW. BUT RENTAL MORTGAGE IS NOT.

I DON'T WANT 100% OF JUST TO GO TO RENT OR MORTGAGE AND THEN UTILITY PROVIDES DON'T HAVE ANY ABILITY TO GET THEIR PAYMENTS.

>> I WOULD NOT BE FOR THAT. I WOULD DEFINITELY SUPPORT 1200 OR 1,000 FOR RENT OR MORTGAGE. BUT WANT A SEPARATE AMOUNT ALLOCATED FOR UTILITIES. .

>> OKAY. I'M JUST ASKING.

>> THAT'S A LITTLE BIT OF SELF-INTEREST THINGS.

WE'RE WATER PROVIDER. AND IF WE USE THE FUND TO HELP OUR RESIDENT WE NEED TO HELP THEM PAY THEIR WATER AND

ELECTRIC BILLS, ET CETERA. >> GOOD POINT.

>> SO I LIKE MATT'S ORIGINAL PROPOSAL FOR THE 1200 MONTH FOR THREE MONTHS AND 250 FOR UTILITY FOR THAT 50,000 TO SALVATION

FUND. >> I WOULD SUPPORT THAT PROPOSAL. ANYBODY ELSE.

WANT TO GET THAT OFF THE SCREEN FOR A SECOND.

I WOULD SUPPORT THAT PROPOSAL. >> PAM?

>> I'M FINE WITH IT. WE CAN'T SEE YOU.

>> CAN YOU HEAR ME. >> YES.

I'M IN FAVOR OF THAT. >> ALL RIGHT.

I THINK WE HAVE 7-0. THE IMPORTANT PART HERE MENAL WHEN WE GO THROUGH THE CARES CONVERSATION WE WILL USE CARES FOR ECONOMIC DEVELOPMENT. WE NEED TO USE CDBG MONEY FOR INDIVIDUAL ASSISTANCE. YOU MAY NEED TO LOOK AT THAT SO THE NEXT FUNDING MECHANISM THAT WE UTILIZE FOR LIFE MESSAGE WILL

COME OUT OF THE CDBG FUNDS. >> GOT IT.

THANKS. >> IF YOU COULD -- I'M SORRY.

[02:10:02]

GO AHEAD. >> WOULD YOU REPEAT THOSE NUMBERS FOR ME IN TERMS OF THE TOTAL SPLIT.

1200 FOR RENT AND 250 FOR UTILITIES?

>> YES. >> 1200 FOR RENT OR MORTGAGE.

>> CORRECT. >> YEAH.

I THINK WE'RE OPEN TO PROVIDING MORE FUNDING TO OUR RESIDENTS THROUGH SALVATION ARMY WITH OUR CV FUNDS.

YOU HAVE TO ANTICIPATE WE WILL USE THOSE FOR INDIVIDUAL ASIANCE. WE'RE ABOUT TO HAVE THAT DISCUSSION. THIS WOULD BE OUT CDBG2019.

RIGHT NOW. YOU HAVE CV FUND ALLOCATED TO ECONOMIC DEVELOPMENT. YOU SAID.

>> CORRECT. >> SUBSTANTIAL AMENDMENT THERE SO THAT YOU WE CAN TAKE THE NEXT ROUND FROM THERE.

>> THAT'S WHAT I WANTED TO CLARIFY.

I GOT IT. WE'LL COME FORWARD -- IT MAKES SENSE. I WANT TO MAKE SURE.

I KNOW THAT LIKE I MENTIONED THE CITY OF GARLAND AGAIN THE GRANT APPLICATION 100,000 AT 3600 FOR RENTAL OR MORTGAGE ASSISTANCE.

CITY OF DALLAS I THINK IS 1500. I THINK STILL FORT WORTH SITS

AROUND THE SAME PLACE AS WELL. >> OUR AVERAGE RENT ARE ABOUT 1200. WE'LL ALSO HAVE THAT CONVERSATION AGAIN WITH SALVATION ARMY AND WE WILL COME FORWARD WITH SUBSTANTIAL AMENDMENT FOR CDBG ALLOCATION.

>> WE HAVE MORE FUNDING ONCE THEY RUN OUT.

THE OTHER THING I WANT TO MAKE SURE RESIDENTS NOW.

THE DALLAS COUNTY PROGRAM IS OPEN NOW.

>> YOU CAN'T TAKE IT FROM BOTH. IF YOU WIN THE LOTTERY WITH DALLAS COUNTY PROGRAM, GET ASSISTANCE THROUGH THEIR INDIVIDUAL RENTAL ASSISTANCE AND MORTGAGE ASSISTANCE PROGRAM, GREAT. WE WANT YOU OUT THERE RESIDENT OF ROWLETT APPLYING FOR THAT ASSISTANCE.

JUST NOTE YOU CAN'T TAKE IT FROM BOTH.

YOU CAN ONLY TAKE IT FROM ONE. RIGHT.

>> OKAY. ARE WE DONE WITH THAT? >> WE WILL COME BACK TO IT.

OF COURSE WE WILL. >> EXACTLY.

IN TERMS OF OTHER OPPORTUNITIES AVAILABLE AS THE CITY WITH CDBG

FUNDING. >> I WILL MOVE ITEM 2; YES?

[2. Discuss Coronavirus Aid, Relief, and Economic Security (CARES) Act funding and possible uses. (45 minutes)]

>> DISCUSS CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY CARES ACT FUNDING AND POSSIBLE USES.

WE DID GET CITIZEN INPUT. ON THIS SPECIFIC ITEM.

I WILL READ THAT. I WILL ADDRESS THAT BRIEFLY.

THEN WE WILL GET INTO YOUR PRESENTATION.

>> THIS WAS FROM LARRY BECKHAM. TWO QUESTIONS.

ONE LAST WEEK THERE WAS A LOT OF DISCUSSION ABOUT HAVING DALLAS COUNTY ADMINISTER SOME FUND FOR ROWLETT.

HOW WILL EFFECT THOSE IN ROCKWELL COUNTY PART OF THE ROWLETT THAT NEED HELP. AND THEN NUMBER 2 WHY ISN'T COUNCIL CONSIDER PROVIDING NONPROFIT HELP00 JUST OUR PEOPLE SUCH AS SCORE, SENIOR CITIZENS WHO SENIORS CHRISTIAN CHURCH AND SACRED HEART CATHOLIC CHURCH. I WILL BRIEFLY ANSWER THESE.

ITEM NUMBER ONE THERE WAS A LOT OF DISCUSSION ABOUT DALLAS COUNTY ADMINISTER THE FUND FOR ROWLETT.

THAT'S NOT WHAT THE DISCUSSION SPECIFICALLY WAS.

DALLAS COUNTY IS A COUNTY OVER 500,000 POPULATION.

DALLAS COUNTY WAS ONE OF THOSE COUNTY THAT GOT DIRECT FUNDING CARES FUNDING FROM THE U.S. TREASURY.

ROCKWELL COUNTY IS POPULATION UNDER 500,000.

THEY DID NOT GIVE DIRECT FUNDING FROM TREASURY.

THOSE ARE TWO DIFFERENT SITUATIONS.

WHAT HAPPENS WITH OUR PORTION OF OUR POPULATION FROM DALLAS COUNTY IS WE GIVE FUNDS ALLOCATED TO US BASED UPON OUR DALLAS COUNTY CENSUS. WE GET THAT FUNDING DIRECTLY FROM TO THE CITY OF ROWLETT. AND WE CAN USE THOSE FUNDS FOR VARIOUS ITEMS INCLUDING REIMBUSMENT OF OUR COSTS RELATED TO COVID-19, AS WELL AS INDIVIDUAL AND NONPROFIT AND SMALL BUSINESS ASSISTANCE. AND THAT AMOUNT THAT WE'RE GETTING FROM DALLAS COUNTY IS ABOUT 3.2 MILLION.

[02:15:02]

I'M LOOKING FOR BRIAN TO SHAKE HIS HEAD YES OR NOT

>> YES. >> AND THEN WHAT'S IMPORTANT TO KNOW ABOUT DALLAS COUNTY IS THEY GOT ADDITIONAL FUNDING THAT THEY ARE RETAINING. AND THEY ARE PUTTING OUT PROGRAMS THEMSELVES TO HELP DALLAS COUNTY RESIDENTS AND TO HELP DALLAS COUNTY BUSINESSES OUTSIDE THE CITY OF DALLAS.

BECAUSE CITY OF DALLAS GOT THEIR OWN FUNDING DIRECTLY FROM THE TREASURY. BECAUSE THEY ARE A TOWN.

A CITY OVER 500,000. >> THEY ALSO RETAIN SOME OF THEIR FUND THEY RECEIVED FROM THE TREASURY TO REIMBURST THEIR COVID-19 COST ON COUNTYWIDE BASIS.

THE DISCUSSION LAST WEEK WAS DALLAS COUNTY WILL HAVE PROGRAMS THAT THE CITIZENS OF ROWLETT AND THE BUSINESSES OF ROWLETT THAT ARE LOCATED IN DALLAS COUNTY THEY CAN APPLY FOR THOSE ASSISTANCE PROGRAMS THAT THE COUNTY HAS OFFERING.

IN ADDITION, THE CITY OF ROWLETT WILL OFFER ASSISTANCE TO INDIVIDUALS. WE JUST TALKED ABOUT THAT IN REGARD TO OUR CDBG FUND THROUGH ADMINISTERED THROUGH THE SALVATION ARMY. AND THE CITY OF ROWLETT WILL PROVIDE ASSISTANT TO NONPROFIT. POTENTIALLY.

WE WILL TALK ABOUT THAT AND ASSISTANCE TO BUSINESSES WITH OUR CARES FUNDING AND THAT WILL BE CITY WIDE.

IN REGARD TO THE ROCKWELL COUNTY SIDE THEY OBVIOUSLY DON'T QUALIFY FOR THE DALLAS COUNTY PROGRAMS. THEY CAN QUALIFY FOR THE CITY OF ROWLETT PROGRAM.

ROCKWELL COUNTY WAS NOT FUNDED DIRECTLY BY THE TREASURY.

BECAUSE THEY ARE A COUNTY WITH UNDER 500,000 POPULATION.

INSTEAD THE INDIVIDUALS CITIES WITHIN ROCKWELL WERE FUNDED DIRECTLY BY THE STATE OF TEXAS BASED ON THE POPULATIONS WITHIN ROCKWELL COUNTY AND WE HAVE CRITERIA THAT WE HAVE TO ABIDE BY TO USE THOSE FUNDS THAT WE HAVE RECEIVED FOR THOSE RESIDENTS AND MORE RESTRICTED ON THOSE FUNDS, HOWEVER, WE ARE COMBINING THE 3.2 MILLION FROM DALLAS COUNTY AND 450,000 FROM ROCKWELL TO PROVIDE PROGRAM FOR OUR CITIZENS AND OUR BUSINESSES REGARDLESS OF WHICH COUNTY THEY RESIDE IN.

AM I CLOSE ENOUGH? DID I COVER EVERYTHING?

A LITTLE BIT ACCURATELY? >> I WILL HIT ON IT TOO.

THAT'S ACCURATE. >> I THINK THAT ADDRESSES THE CITIZEN COMMENT NUMBER ONE AND NUMBER 2 WHY ISN'T COUNCIL CONSIDERING PROVIDING HELP TO NONPROFITS.

WE HAVE A LONG DISCUSSION LAST WEEK ABOUT HELPING NONPROFITS, AND WE FORMED A 3-PERSON TASK FORCE TO GO OUT AND HELP US FIGURE OUT HOW TO HELP NONPROFITS.

THEY WILL BE REPORTING ON THAT TODAY.

THOSE ARE MY GENERAL COMMENTS IN REGARD TO CITIZEN INPUT.

THANK YOU FOR SENDING THAT IN. WE'LL GET MORE DETAIL ON THAT NOW. BRIAN?

>> YES, MA'AM. THANK YOU.

>> IF YOU WILL PULL UP THE PRESENTATION, PLEASE.

>> AND THEN GO ON TO SLIDE 2. COUNCIL, YOU WILL HAVE SEEN SOME OF THIS. I WILL ONLY HIT A FEW OF THE SLIDES FROM LAST WEEK. IT'S PARTLY IN CASE THERE'S PUBLIC THAT DIDN'T WATCH IT LAST WEEK.

THEN WE'LL GET INTO THE DISCUSSION ERA.

JUST TO UNDERSTAND THE CARES ACT CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY ACT. THAT WAS APPROVED ON MARCH 27 LITTLE. 2 TRILLION RELIEF PACKAGE.

AS THE MAYOR PUT IT WE'RE GETTING A PORTION OF THE CARES ACT BOTH FROM THE STATE OF TEXAS AS A PAST ROAD DUE TO THE ROCKWELL COUNTY SITE OF ROWLETT AND DIRECT FUNDING FROM DALLAS COUNTY FOR THE DALLAS COUNTY SIDE OF WHICH WE WILL COMBINE TO HELP ALL OF OUR RESIDENTS. NEXT SLIDE.

AS WE SAID BEFORE THESE FUNDS COME WITH VERY SPECIFIC THINGS THAT YOU CAN SPEND THE MONEY ON. IT IS SUPPOSED TO BE SPENT

[02:20:01]

STRICTLY ON COVID-RELATED EXPENSES.

THERE'S ALL KIND. SIX MAJOR CATEGORY.

MEDICAL, PUBLIC HEALTH. PAYROLL, AND IT CAN BE FOR CITY EXPENSES. IT CAN BE HOSPITALS AND PRISON SYSTEMS. KIT BE FOR NONPROFITS THAT PROVIDE FOOD DELIVERY OR THOSE THAT HELP THE MOST VULNERABLE POPULATION. YOU KNOW, FOR EXAMPLE, AS WE MENTIONED EARLIER THE QUESTION WAS FOR THOSE OVER 65 OR FOR OTHERS. AND OF COURSE, SMALL BUSINESSES TOO. AS WE GET INTO A DISCUSSION THERE'S RESTRICTION ON THE ROCKWELL COUNTY SIDE OF IT THAT WE DON'T HAVE UNDER THE DALLAS COUNTY SIDE.

ULTIMATELY, WE HAVE A LOT OF DIFFERENT THINGS TO SPEND THE MONEY ON. NEXT SLIDE.

>> THERE ARE THINGS WE CANNOT SPEND THE MONEY ON.

WE CAN'T OUT FOR REVENUE SHORTFALLS.

WE CAN'T USE IT FOR COST THAT ARE NOT COVID RELATED.

WE CAN'T USE IT FOR LEGAL SETTLE.

THERE'S THINGS THAT ARE SPECI SPECIFICALLY EXCLUDED FROM THE FUNDS.

>> NEXT SLIDE. >> AS THE MAYOR SAID IS OUR TOTAL 3.7 MILLION. IT'S BASED ON 55 PER CAPITA.

THERE'S A POPULATION ESTIMATE AGAIN THE ROCKWELL COUNTY SIDE OF CAME FROM THE STATE. THAT WOULD BE 439,000.

IT'S THE ONLY ONE THAT HAD THE RESTRICTION OF 75/25 BASICALLY.

WHAT THAT SAYS IS THAT ONLY 25% OF THESE FUNDS CAN BE USED FOR CATEGORY FOUR, FIVE AND SIX. THEY INCLUDED THINGS LIKE HEALTH ASSISTANCE WITH NONPROFITS AND ECONOMIC DEVELOPMENT OR STIMULUS FUNDS AND THINGS LIKE THAT. THE DALLAS COUNTY SITE DOESN'T HAVE THAT STIPULATION. WE WILL GET INTO CATEGORIES HERE OR POSSIBILITY HERE IN A SECOND. NEXT SLIDE.

WE KNOW THE THEY ARE USING IT FOR HOUSING, UTILTITY AND FOOD.

THEY ALSO USING TO COVER THEIR COVID.

THINGS THEY HAD TO DO. THEY PRESERVED THE PORTION FOR FUTURE NEED. SOMETHING WE WILL TALK ABOUT AS WELL. THEY USED IT FOR SUPPLIES LIKE PERSONAL PROTECTIVE EQUIPMENT. THEIR HELP WITH LOCAL FOOD PANTRIES AND TESTING. DALLAS COUNTY SAME KINDS OF THINGS THEY DO. THEY SET ASIDE 5 MILLION TO HELP WITH HOUSING ASSISTANCE. MUCH OF LIKE WE JUST DISCUSSED WITH CDBG FUNDS USING THE SAME CRITERIA.

FOR EXAMPLE, I THINK THEY ARE USING 80% OF AVERAGE HOUSEHOLD INCOME. BASICALLY THIS WOULD HELP FAMILIES WITH LESS THAN 68,000. UP TO THREE MONTHS FOR RENT AND MORTGAGE AND THEN UTILITIES. IT WILL BE FIRST COME FIRST SERVE. IT'S IMPORTANT HOW THEY RUN EACH PROGRAM IS LEFT UP TO THE CITIES.

THEY ALSO SET ASIDE 5 MILLION TO HELP OWNERS WITH BUSINESSES ASSISTANCE. THESE ARE DIRECT BUSINESSES.

IT INCLUDES UP TO 15,000 FORGIVABLE LOAN.

I CAN BE USED FOR PAYROLL AND 3,000 FOR RESTART UP.

THEY WILL USE A LOTTERY SYSTEM FOR THAT.

NEXT SLIDE. CITY OF DALLAS RECEIVED A DIRECT ALLOCATION IN THEY SET ASIDE 13.7 MILLION FOR RENT ALASSISTANCE. THEY WILL USE THE SAME CRITERIA THAT DALLAS COUNTY IS DOING WHICH IS 80% OF THE AVERAGE HOUSEHOLD INCOME AND WHICH IS WHAT THEY STILL -- THEY MANAGE A LOT OF THEIR HUD FUND AND CDBG FUND.

THEY ESTIMATE THEY COULD HELP 1,000 HOUSEHOLDS.

TO DO 1500 A MONTH FOR MAXIMUM TO THREE MONTHS.

THEY STARTED APPLICATION PERIOD WHICH I DON'T BELIEVE THEY WILL START DISTRIBUTION FUND UNTIL JUNE.

[02:25:01]

THEY DO HAVE SEVERAL. THEY HAVE FAQ ON THEIR SIDE.

THIS PROGRAM IS INKED IN TERMS OF THE FACT THEY'VE APPROVED IT FORMALLY APPROVED IT. WITH ALL THE DIFFERENT REQUIREMENTS. AND SO THEY HAVE STARTED THIS PROGRAM. NEXT SLIDE.

DALLAS ALLOCATED 2 AND A HALF MILLION TO HELP SMALL BUSINESSES. MAXIMUM UP TO 10,000 AND LOAN UP TO 50,000. SAME KIND OF THING.

DAY-TO-DAY EXPENSES. OPERATIONS, PAYROLL, RENT, UTILITIES. THEY ALSO ARE USING A LOTTERY SYSTEM FOR BUSINESSES. AGAIN, YOU START TO SEE THAT WHILE DIFFERENT CITY AND COUNTY ARE USING IT ALONG SIMILAR THINGS AND SOME CASES THE PROGRAM CRITERIA IS A LITTLE BIT DIFFERENT. NEXT SLIDE.

>> FORT WORTH THEY ARE ACTUALLY USING 120% OF THE AREA INCOME.

MY -- WHAT I READ THROUGH IT THOUGH I BELIEVE IT'S -- THERE'S A CUT OFF OF ABOUT -- THE MAXIMUM OF 3600 PER MONTH FOR EXAMPLE IS FOR PEOPLE BELOW A CERTAIN THRESHOLD AND THEN ABOVE THAT UP TO 120 MIGHT HAVE SMALLER AMOUNT.

BUT AGAIN THEY ARE BASING ON THE AREA INCOME.

THEY SET ASIDE 10 MILLION FOR SMALL BUSINESS GRANT PROGRAM.

THIS WILL RANGE FROM 5,000 TO 50,000.

YOU CAN SEE ON THE LEFT SPECIFICS.

VERY SMALL BUSINESSES WITH LESS THAN 5 MEEE WOULD ONLY BE ELIGIBLE UP TO 5,000. AND BUSINESSES BETWEEN 51 TO 250 EMPLOYEES COULD BE ELIGIBLE UP TO 50,000.

NEXT SLIDE. OKAY.

YOU KNOW. PART OF THIS DISCUSSION.

WITH ROWLETT IS THAT EVERYBODY IS DOING SOMETHING -- SORRY,

MAYOR. >> STOP FOR A SECOND IF YOU COULD. THANK YOU.

WHAT I WANT TO DO REAL QUICKLY BECAUSE WE JUST TALK ABOUT INDIVIDUAL ASSISTANCE WITH CDBG FUND AND SALVATION ARMY.

ED ARE YOU STILL ON THE CALL. COULD YOU PLEASE GIVE THE PUBLIC AND COUNCIL INFORMATION ON THE DALLAS COUNTY AM AS YOU KNOW THEM. BASED ON YOUR 1:00 CALL THAT YOU

COVERED TODAY. >> HERE'S -- THIS REAL IMPORTANT EVERYBODY. BECAUSE OUR RESIDENTS THAT CERTAINLY THAT RESIDE IN DALLAS COUNTY.

CAN APPLY FOR DALLAS COUNTY PROGRAMS TOO.

ONE OF THEM WENT LIVE ALREADY. ED CAN YOU HELP US WITH THAT.

>> I'M NOT PREPARED TO RESPOND TO THAT.

THE INFORMATION I WAS COVERED ON THE DALLAS COUNTY FALL WAS LIMITED STATE IMAGE THEY IDENTIFIED CONTRACTORS FOR THE RENT AND MORTGAGE ASSISTANCE PROGRAM.

AND THEY WILL CONTRACTOR HOPEFULLY REAL SOON TO BE ABLE TO LUNCH THE BUSINESS ASSISTANCE PROGRAM.

THAT WAS LIMITED TO CONVERSATION.

I THINK BRIAN HAS MORE INFORMATION ABOUT THE SPECIFIC

FOR DALLAS COUNTY ASSISTANCE. >> I UNDERSTAND YOU HAVE SPECIFIC ABOUT WHAT THE PROGRAM IS PARAMETERS ARE.

I THOUGHT YOU SAID THE COUNTY RENT AND MORTGAGE ASSISTANCE PROGRAM IS LIVE. CAN I RESIDENT TODAY THAT LIVE IN DALLAS COUNTY APPLY FOR RENTAL AND MORTGAGE ASSISTANCE THROUGH THE DALLAS COUNTY PROGRAM?

>> MY UNDERSTANDING IS YES. AND EYE BEEN TRY IDENTIFIED EXACTLY WHERE THAT PAGE IS. THEY MENTION CATHOLIC CHARITY AND ANOTHER ORGANIZATION I DEPOSIT CATCH AS BEING ORIGINAL CONTRACTED TO DO THE CASE MANAGEMENT AND MANAGE ALL THE APPLICATIONS. I DID FIND A GOOGLE DOCS FORM THROUGH CATHOLIC CHARITIES. I BELIEF THAT'S WHAT THEY ARE USING. THAT WASN'T MADE CLEAR NOR WAS A WEB SILENT OR LINK PROVIDED ON THAT CALL.

>> >> DALLAS COUNTY.

DALLAS COUNTY'S WEB SITE DOESN'T HAVE ANY?

>> I HAVEN'T BEEN ABLE TO FIND IT.

I'M SORRY, BRIAN. GO AHEAD.

>> I WAS GOING TO SAY I FOUND THE SECOND SITE EARLIER TODAY AND IT'S A -- IT'S A VERY LONG NAME.

IT'S BASICALLY A JEWISH LEAGUE MANAGINGS.

THEIR WEB SITE IS UP AND THEY ACTUALLY HAVE A LINK SO YOU CAN START THE APPLICATION PROCESS. WE CAN ACTUALLY.

WE CAN PUT TOGETHER THAT INFORMATION AND LET OUR PUBLIC

[02:30:01]

KNOW HOW THEY CAN ABY FOR THOSE FUNDS BUT I THINK TO YOUR POINT, I THINK THOSE ARE NOW LIVE. BUT THEY ARE USING THOSE TO PARTY TO MANAGE CASE MANAGEMENT ON THIS AND DO THE APPLICATION PROCESS. JUST LIKE WE USE SALVATION ARMY.

THE POINT OUR PUBLIC WE NEED TO GET INFORMATION OUT TO THE PUBLIC OF HOW THEY APPLY FOR ASSISTANCE.

>> I WILL LEE IT AT THAT. >> THANK YOU.

MAYOR. I COULDN'T FIND IT ON THE DALLAS COUNTY SITE MYSELF TODAY. BUT I CAME ACROSS THE OTHER ONE BY ACCIDENT. THAT'S HOW I FOUND OUT THEY ARE

ACTUALLY SOMETHING LIVE. >> THANK YOU.

>> COUNCIL, ONE OF THE THINGS BASED ON THE CONVERSATION LAST FRIDAY AND JUST SEEING WHAT OTHER CITIES AND COUNTY ARE DOING, WE WANTED TO AT LEAST GO OUT SOME SCENARIOS FOR DISCUSSION. I WANT YOU TO UNDERSTAND THIS IS DISCUSSION ONLY. AT THIS POINT YOU WE CAN CHANGE THE PERCENTAGES. AND ALL OF THAT.

I WANT TO MAKE SURE WE TALK ABOUT ALL THE KIND OF THINGS THAT WE NEED TO BE THINKING ABOUT THAT WE MAY NEED TO FUND WITH THE DOLLARS. CERTAINLY, DIRECT SUPPORT EITHER THROUGH A THIRD PARTY OR A CITY PROGRAM FOR INDIVIDUALS FOR RENTAL AND MORTGAGE ASSISTANCE AND UTILITY.

SMALL BUSINESSES, FOR BUSINESS INTERRUPTION CALLS.

THERE'S A TIME THEY WERE SHUTDOWN WITH COVID.

THE PANDEMICS OR START UP TO GET BACK UP AND RUNNING BEGIN.

NONPROFIT. PROVIDING SUPPORT TO RESIDENT

IMPACTED BY COVID. >> THE U.S. TREASURIES A PUBLISHED. YOU CAN FUND NONPROFITS FOR FOOD PANTRIES THOSE SERVICING HOMELESS POPULATION.

THOSE HELPING THE MOST VULNERABLE POPULATION COMPLY.

THERE'S A LOT OF FLEXIBILITY THAT YOU HAVE AND PART OF ME TAKEN THE TIME TO EXPLAIN THIS TO HELP YOU UNDERSTAND THERE'S NO -- ALTHOUGH YOU HAVE TO SPEND IT FOR THE THINGS THAT THE U.S.

TREASURY SAYS YOU CAN. THERE'S A LOT OF FLEXIBILITY HOW MUCH, WHAT PERCENTAGE, HOW MUCH ASSISTANCE YOU WOULD PROVIDE AND YOU HAVE A LOT OF FLEXIBILITY WITH THIS.

ONE THING THAT WE WOULD SUGGEST CONSIDERATION OF IS THAT YOU START OFF WITH THE PROGRAM YOU KNOW AND NOT PULL ALL YOUR EGGS IN ONE BASKET. NOT TO SPEND THE DOLLARS IMMEDIATELY. SEVERAL REASONS FOR THIS.

PART OF IT IS CASH FLOW. WE'RE GOING TO GET 20% OF THE FUNDS UP FRONT. WHICH IS ABOUT 730,000.

PUT WE CANNOTEN APPLY FOR ADDITIONAL FUNDS UNTIL WE ACTUALLY SPEND THAT WHOLE FIRST 737'S.

AND THEN AFTER THAT, WE GET REIMBURSED ONLY AFTER WE SPEND THE MONEY. IF WE WERE TO SPEND THE WHOLE 3.7 MILLION OUT OF OUR POCKET THAT WOULD DEPLETE OUR CASH AND THEN WE'RE PLAYING CATCH UP. I JUST WANT TO KIND OF KEEP THAT OUT THERE. BUT IF WE DO THIS.

YOU KNOW, STAGGERED LIKE THAT. I BELIEVE THAT WE CAN MANAGE H

THROUGH THIS PROCESS. >> LET'S SEE.

NEXT SLIDE. MAYBE THEN THE SECOND DISTRICT YOU WOULD HAVE ANOTHER ONE EITHER IN JULY OR AUGUST.

AGAIN YOU COULD USE THE SAME TYPE OF PURPOSES.

AS YOU HEARD FROM MENAL TODAY. SALVATION ARMY MAY HAVE AT LEAST LACK OF CAPACITY TO MANAGE AS MUCH OATH THIS AS WE WOULD LIKE THEM TO DO. AND IF THEY ARE MORE LIMITED THEN WE MIGHT NEED TO CONSIDER OTHER THIRD PARTY OR EVEN HAVE THE CITY TRY THE RUN THE PROGRAMS OURSELVES IN SOME RESPECT. AGAIN, ONE THING THAT WE WANT TO TRY TO ANTICIPATE IS THE FACT THAT WE COULD HAVE A SECOND SURGE IN COVID CASES OR INCREASED UNEMPLOYMENT AND THEREFORE THERE MAY BE OTHER PEOPLE WHO WILL NEED HELP BEYOND WHAT WE MAY BE ABLE TO DO IN JUNE OR QUITE FRANKLY AS WE MOVE

INTO JULY. >> NEXT SLIDE.

>> THE CITY ITSELF WILL COST. WE'RE LR SPENDING MONEY FOR PERSONAL PROTECTIVE EQUIP. MAKING MODIFICATIONS SO THAT WE CAN REOPEN AND BRING PEOPLE IN. FEDERAL LAW ALSO PASSED AN ACT DEALING WITH SICK AND FAMILY LEAVE FOR PUBLIC EMPLOYEES.

AND BUSINESSES. AND THEY ACTUALLY SAID THEY COULD USE THESE TREASURY FUNDS FOR THAT PURPOSE.

WE ALSO TESTING FIRST RESPONDERS.

ALL KIND OF THINGS THERE. THE ONE THANKING I WOULD WE

[02:35:05]

CONSIDER IS BECAUSE THE STATE OF TEXAS DOLLARS THAT MOST LIMITATION. WE WOULD RECOMMEND THAT THE CITY APPLY ITS COVID-RELATED COST TO THAT BALANCE FIRST.

MUCH LIKE THE DISCUSSION WE JUST HAD WITH THE CDBG FUND.

THEY ARE THE MOST RESTRICTED. BECAUSE THEY HAVE TO BE FOR COVID VERSES THE BALANCE LEFT IN THE 2019 FUNDING THAT MIGHT BE ONE THING WE COULD CONSIDER DOING.

439,000 FROM THE STATE OF TEXAS FUNDS MAYBE WE COULD USE THAT.

TO REIMBURSE THE CITY'S COST AND THAT WAY WE DON'T GET TRAPPED INTO WE CAN'T USE SO MUCH OTHER ECONOMIC DEVELOPER SO MUCH TO HELP THE NONPROFIT USE THE DALLAS COUNTY MONEY.

THAT'S LOGISTICS. NEXT SLIDE.

THEN WE RECOMMEND YOU RESERVE A PORTION.

AGAIN, TO SEE IF WE'RE GOING TO HAVE ANOTHER SURGE, OR IF THERE'S ADDITIONAL EXPENSES COMING THERE MAY COME A TIME NOT JUST PROVIDE COMPANIES. I WOULD KNOW THAT WE HAVE TO SPEND THE MONEY BY DECEMBER 30TH.

WE'RE NOT TALKING ABOUT LONG PERIOD OF TIME.

LET'S GET THROUGH A FIRST DISTRICT TO HELP PEOPLE RIGHT NOW AS QUICKLY AS WE CAN. LET'S GET THROUGH SEE HOW THAT GO AND SEE HOW WE MIGHT BE ABLE TO MAKE ADJUSTMENT FOR A SECOND APPLICATION PERIOD AND THEN PRESERVE A PORTION.

IT DOESN'T HAVE TO BE 25%. PRESERVE A PORTION THAT WOULD MAINTAIN FLEXIBILITY FOR COUNCIL IF WE SEE THAT WE HAVE MORE EXPENSES AT THE CITY SIDE FOR DIRECT COST YOU CAN SHED THERE.

IF WE SEE THERE'S LESS THERE WE COULD HELP THE PUBLIC.

THOSE WE HAVEN'T HELPED YET. I THINK ALL OF THOSE ARE POSSIBILITIES. IT'S WIDE SPECTRUM THAT GIVES YOU OPTION. THERE'S ONE MORE SLIDE.

BASICALLY WE'LL COME TO CONSENSUS THING.

WE GO BACK TO ANY SLIDE. YOU KNOW YOU HEARD THE INFORMATION. LAST FRIDAY.

WE KNOW HOW MUCH THE AMOUNT WOULD BE.

THERE'S A LOT OF HOPE BY BY OUR EMERGENCY SERVICES COORDINATOR.

THAT WE WILL GET MORE FROM THE STATE.

BUT WE DON'T KNOW THAT YET. AT LEAST THE 3.7 MILLION DOLLARS WE'RE PRETTY CONFIDENT WE WILL RECEIVE.

AND SO NOW THE QUESTION IS, IT'S NOT MY ANTICIPATION THAT YOU WILL BE ABLE TO ANSWER EVERY QUESTION TODAY.

BUT I THINK THERE'S SOME DECISIONS YOU COULD MAKE THAT WOULD ALLOW US TO START WITH THE MARKETING START BUILDING APPLICATIONS PROCESSES. CAN WE PULL UP THE COUNCIL -- I WILL MENTION ONE THING REAL QUICK.

WE TALKED ABOUT 2 MILLION REVENUE LOSS.

WE COULD HAVE REVENUE LOSS IN ADDITION TO THAT FROM THE WET ZONE. THAT HAS NOTHING DO WITH THESE DOLLAR. THE ONLY WAY GET REIMBURSED FOR REVENUE LOSS U.S. CONGRESS DECIDES TO FUND ANOTHER RELIEF EFFORT THAT ALLOWS CITIES TO GET REIMBURSED FOR REVENUE LOSS.

I JUST WANT TO MAKE THAT CLEAR. I THINK EVERYBODY UNDERSTOOD THAT ALREADY. I WANT TO MAKE SURE THE PUBLIC

UNDERSTOOD THAT. >> I DON'T SEE MARTHA.

AGAIN. THERE SHE IS.

>> I CAN SEE YOU ALL FINALLY ON MY SCREEN FOR THE FIRST TIME TODAY. THAT'S PROGRESS.

>> HAVE YOU HEARD EVERYTHING SAID?

. >> DID.

>> OKAY. >> I KIND OF HELPED RYAN WITH THE 25, 25, 25, 25, JUST AS A STARTING POINT.

WHAT ARE THE BIG BUCKETS. FUND NOW, FUND A SECOND.

REIMBURSE EXPENSES AND KEEP A RESERVE OUT THERE.

WOULD BE VERY INTERESTED TO HEAR IF YOU THOUGHT WE MISSED A MAJOR CAD GORY. WE COULD TALK ABOUT THE SPECIFIC ALLOCATION BUT WE PROBABLY NEED TO START WITH DISCUSSION ABOUT ROBUST. IS THAT A GOOD SPECULATION TO

START NEXT. >> I THINK YOU WERE GOING TO GO

[02:40:04]

YOU AND BLAKE OR SOME COMBINATION WOULD GO OFF AND SEE WHAT YOU COULD VET FOR US ON THE REMAINING ROW BUST GRANTS?

>> I KNOW THAT TUESDAY MICHAEL SENT OUT E-MAIL TO ALL OF REMAINING ROBUST APPLICANTS AND ASKED THEM TO COME BACK TO HIM BY 5:00 TODAY. WITH A CHOICE OF EITHER CONTINUING WITH ROBUST GRANT OR CHOOSING TO GO TO DALLAS COUNTY PROGRAM INTO THEIR LOTTERY AND THEN COME BACK US IF THEY WERE

UNSUCCESSFUL WITH THAT LOTTERY. >> I DON'T HAVE ANY STATS AS TO HOW MANY FOLKS HAVE RESPONDED TO HIM YET.

BUT WE SHOULD HAVE SOME MORE INFORMATION FOR THE COUNCIL

MEETING NEXT WEEK. >>

>> I DON'T HAVE A LOT. I KNOW WE FUNDED THE FIRST 100,000. CAN YOU REMIND US BASED ON THE INITIAL APPLICANT. I THINK 99 THAT WE SIGNED OFF ON. WHAT THE BALANCE WOULD HAVE BEEN. WASN'T IT 400 SOME THOUSAND.

>> 468,000. IF EVERYONE WAS FUNDED AT THE

FULL AMOUNT THEY REQUESTED. >> 468 OR 468 IN TOTAL.

>> ADDITIONAL. >> THAT WAS FOR 70 SOME ODD APPLICANTS. SOMEWHERE AROUND THERE.

THEY HAVE RECONSTITUTED THE AWARD COMMITTEE TO GO THROUGH THEM AND VETTING ALL OF THOSE. THEY MET A COUPLE OF TIMES THIS WEEK FOR THOSE APPLICANTS I DON'T HAVE -- I DON'T HAVE FIGURES FOR WHAT THAT LOOKS LIKE TODAY.

>> I WANT TO MAKE A COUPLE OF STATEMENTS.

WHEN YOU GO THROUGH LIMITED INFORMATION WE HAVE ABOUT THE GRANT PROGRAM. ROCKWELL COUNTY DOESN'T HAVE A

SMALL BUSINESS GRANT PROGRAM. >> RIGHT.

>> THAT'S AN EASY DECISION FOR THOSED BYES.

THEY WILL FALL INTO THE CITY OF ROWLETT.

WHEN YOU GO THROUGH THE PROGRAM PARAMETER AS WE CURRENTLY HAVE THEM. IT DOESN'T SAY FOR THE SMALL BUSINESS GRANT PROGRAM THAT YOU'RE JUST QUALIFIED IF YOU RECEIVE A DIFFERENT GRANT FROM A DIFFERENT SOURCE.

>> THE INDIVIDUAL ASSISTANCE ONE DOES.

>> WE WERE -- WHEN WE HAD THIS DISCUSSION BEFORE.

WE THOUGHT THAT IT DID BECAUSE WE WERE GOING TO SEEK TO BE

REIMBURSED FOR THE 100,000. >> BUT WE HAVE SUCH LITTLE INFORMATION ABOUT THE DALLAS COUNTY SMALL BUSINESS GRANT PROGRAM IT'S GOING EASILY CHANGE.

BUT WHEN YOU THINK ABOUT IT. IF WE PROVIDE A SMALL BUSINESS GRANT PROGRAM WHERE WE PAY RENT FOR TWO MONTHS, WHICH IS WHAT THE ROBUST DID. RIGHT?

UP TO TWO MONTHS. >> YES.

>> THEN THEY CAN'T APPLY FOR THOSE SAME RENTAL PAYMENTS FROM DALLAS COUNTY PROGRAMS REGARDLESS.

>> CORRECT. >> IT'S POSSIBLE THAT DALLAS COUNTY PROGRAM IN IT'S FINAL FORM COULD COME OUT AND NOT PROHIBIT A SMALL BUSINESS TO GET FUNDS FROM BOTH.

THAT'S CORRECT. BECAUSE THEY COULD WITH FOR

DIFFERENT TIME PERIODS. >> WE JUST DON'T KNOW YET.

>> CORRECT. >> I JUST WANTED TO SHARE THAT NEW INFORMATION WITH COUNCIL. THAT'S NOW HOW WE DISCUSSED IT

LAST WEEK. >> RIGHT.

>> THAT'S BECAUSE THE DELAY IN DALLAS COUNTY PROGRAM.

THEY'VE ISSUED PRELIMINARY GUIDANCE BUT EVEN THE FINAL GUIDANCE WE HAVEN'T SEEN YET. WE DON'T KNOW WHAT THAT PROGRAM LOOKS LIKE. THEY WILL HAVE COMMISSIONER MEETING NEXT WEEK. I THINK IT'S ON -- TUESDAY

PROBABLY. >> HOPEFULLY WE'LL HAVE FINAL

PROGRAM PARAMETERS. >> I'M HOPING.

THAT WILL TELL US A LOT OF YOU KNOW WHERE WE NEED TO GO WITH

THAT. >> BUT YOU KNOW I THINK THERE'S A CHANCE WE COULD FUND ROBUST 100,000 OUT OF THESE CARES FUNDS. GET REIMBURSED FOR THAT.

THERE'S A CHANCE WE COULD FUND THE REST OF THE 468,000 OR WHATEVER IT ENDS UP BEING. AND THAT OUR SMALL BUSINESSES COULD STILL ENTER HE LOTTERY FOR DALLAS.

>> I'M THINKING YOU COULD EVEN HAVE A PHASE 2 ROBUST ON TOP OF

[02:45:06]

WHAT THEY GOT. THE ORIGINAL ROBUSTS FOR MARCH

AND APRIL. >> RIGHT.

>> BY THE TIME DALLAS COUNTY GETS THEIR ACT TOGETHER.

I DON'T THINK THEY WILL GO BACK THAT FAR.

WE CAN'T GO BACK THAT FAR. WE WILL NOT PAY RENTAL PAYMENTS

TO BUSINESS OWNERS. >> DID YOU WANT TO SAY

SOMETHING? >>

>> AIM AGREEING THAT YOU'RE RIGHT.

WE'RE SINKING. >> LET ME ASK SOMETHING.

BECAUSE I KNOW THAT RENT AND UTILITIES COULD BE COVERED THROUGH THE PAYCHECK PROTECTION PLAN.

AND THAT YOU COULD NOT -- MY UNDERSTANDING FOR THAT PROGRAM IS THAT YOU COULD NOT APPLY FOR OTHER FEDERAL FUNDS.

HOW ARE WE GOING CHECK THAT TO MAKE SURE THAT WE'RE NOT DOUBLE

FUNDING SOMETHING. >> WHY ARE YOU I PAYCHECK PRO FUND UTILITY. IT FUNDS PAYROLL.

>> NOT JUST PAYROLL. >> RENT AND UTILITY WERE ALSO COULD BE COVERED THROUGH THE PPE FUND.

>> YES. >> BUT YOU CAN'T -- YOU CAN'T

APPLY FOR OTHER FEDERAL FUNDING. >> HOW WE DID THAT WITH ROW BUST. WE SAID, YOU MAY HAVE SOME RESTRICTIONS IN FUNDING MECHANISMS IF YOU APPLY FOR THIS ROBUST GRANT YOU TAKE THAT RESPONSIBILITY ON YOURSELF.

IF YOU WANT THESE ROW BUST FUNDS MAKE SURE YOU UNDERSTAND WHAT

RESTRICTIONS YOU HAVE. >> OKAY.

>> THAT'S THE QUESTION HOW WILL WE MANAGE THAT?

>> IN THE FAQ THEY SPECIFICALLY HAVE THAT QUESTION.

IT'S REAL BRIEF. THE QUESTION WAS MY BUSINESS ALREADY RECEIVED FUNDING FROM THE PAYCHECK PROTECTION PROGRAM.

AM I STILL ELIGIBLE FOR CARES FUND? IT SAYS YES. IF BUSINESS ALREADY RECEIVED FUND FROM THE PAYCHECK PROTECTION PROGRAM OR FROM AN ECONOMIC DISASTER LOAN WHICH IS ALL DIFFERENT SOURCES FROM DIFFERENT STIMULUS FUNDS THERE'S STILL ELIGIBLE TO U.S. THE FUNDS AND SO MY ONLY POINT IS THAT IT MAY NOT NECESSARILY PRECLUDE YOU, BUT AS THE MAYOR HAS SAID AND I BELIEVE IS THAT YOU KNOW WE'RE GOING TO HAVE TO HAVE THEM CERTIFY ON SOME SORT OF APPLICATION. THEY WOULD HAVE CERTIFY THEY ARE NOT RECEIVED ANY OF THOSE OTHER FUNDS THAT WOULD DUPLICATE BENEFITS. THAT'S THE ONE THING WE CAN'T DO

IS DUPLICATE BENEFITS. >> 25% TO START A CONVERSATION.

25% 3.7 MILLION IS 925,000. IF WE FUND THE REST OF THE ROBUST GRANTS FOR ROUND ONE OF SMALL BUSINESS ASSISTANCE MAX

470,000. >> THAT WOULD STILL LEAVE PLENTY OF FUNDS IN THAT FIRST IF WE LIKE 25% I WILL KEEP QUALIFYING THAT CONVERSATION. TO HELP NONPROFITS AND MORE SMALL BUSINESSES AND INDIVIDUAL ASSISTANCE IF WE NEED MORE

THERE. >> AT THE RISK OF CONCLUDING DOES EVERYBODY WANT US TO MOVE FORWARD WITH COMPLETING THE VETTING OF THE ROBUST GRANT THAT ARE ALREADY BEEN AUMRIED FOR AND

FUND THOSE OUT OF -- >> I WANT TO REITERATE AND REMIND. I THINK THE KNOW THE ANSWER.

ALL WERE SAYING THE AVERAGE GRANT WAS COMING IN UNDER WHAT THE MAX PAYOUTS THAT WE HAD THAT.

MY ONLY CONCERN I DON'T -- DO WE NEED TO HAVE DISCUSSION ON RAISING THE MINIMUM PAY OUT BECAUSE THERE'S A LARGER FEED

THERE. >> HERE'S THE PROBLEM.

YOU HAD AN APPLICATION PERIOD WITH CERTAIN PARAMETERS.

APPLICATION PROCESS WITH CERTAIN PARAMETERS.

I WOULD THINK YOU WOULD HAVE TO OPEN UP A NEW APPLICATION

PROCESS. >> I WOULD AGREE.

YOU NEED TO STICK WITH THE ORIGINAL PARAMETERS FOR THIS

[02:50:01]

PHASE. AND THEN CONSIDER A SECOND PHASE THAT MIGHT GO BACK ON TOP OF THAT.

A DIFFERENT APPLICATION PERIOD. DIFFERENT PARAMETER.

BEFORE WE CLOSE OFF 100,000 AND START OFF NEW APPLICATION.

>> THAT'S WHAT I'M SAYING. I WOULD HAD FOR SOMEONE IN THE NEXT PHASE THAT NEED MORE THANKY APOLITICAL FOR.

THEY ARE NOT ELIGIBLE FOR MORE. I THINK YOU ANSWERED THAT LAST WEEK THAT YOU WERE SAYING THE AVERAGE APPLICATION THAT WAS COMING IN WAS 7500 OR 6,000. ABOUT 5,000.

>> AND WE HAVE LIMIT OF TEN. FOR THE FIRST ROUND.

WE HAVE TEN. YES.

>> I'M CURIOUS AS YOU GO THROUGH AND VET THE NEW GROUPS, IS THERE AMOUNT THAT WOULD APPLY FOR IS IT STILL THE SAME OR THEY HAVE INCURRED MORE COST OR THEY REALIZE THIS WOULD GO ON LONGER AND APPLY FOR MORE IF THEY KNEW THEY COULD.

>> WE CAN ROLL THIS MONEY OUT FAST AND HELP THESES PEOPLE QUICKLY AND OUR NEXT PROGRAM CAN ADD ON TO IT.

WE DON'T HAVE TO HAVE AS LONG AS WE DON'T PAY JUNE RENT TWICE.

WE DON'T HAVE TO HAVE A PARAMETER THAT SAY IF YOU GOT ROBUST GRANT IN OUR FIRST PHASE YOU CAN'T GET IT IN OUR SECOND FACE. WE DON'T HAVE TO SAY THAT.

>> AND TO YOUR POINT, TAMMY, THESE APPLICATIONS ARE ALREADY THERE PRAISE. AT LEAST HISTORICALLY THEY WERE NOT HITTING THE CEILING THAT WE ORIGINALLY PUT TOGETHER TO YOUR POINT, MATT. THIS HAS BEEN ONGOING AND WOULDN'T SURPRISE ME IF THE BUSINESSES HAD INCURRED NEEDS.

TO TAMMY'S POINT, WE CAN ROLL THIS OUT PRETTY EOFFICIALLY.

BECAUSE EVERYTHING IS ALREADY IN PLACE.

APPLICATION ARE THERE. MY RECOMMENDATION ON THAT WOULD BE LET'S MOVE FORWARD WITH THE ONES THAT DIDN'T GET FUNDED GIVE THEM QUALIFY. GET SOME MONEY TO THEM AND SEE WHERE WE ARE AT. GIVE THEM THE OPPORTUNITY TO REAPPLY. IF THEY NEED TO.

REAPPLY IF WE DO A SECOND PROGRAM.

>> YES. >> IF WE HAVE THE FUNDS AND APPROVE THE SECOND PROGRAM. I JUST THINK WE SHOULD GO AHEAD AND GO FORWARD WITH WHAT WE ALREADY HAVE IN PLACE.

SO WE CAN GET THE FUNDS OUT TO THEM.

>> AND WE'VE ASKED THEM DO YOU WANT THE MOVE FORWARD WITH ROBUST. EVEN IF IT WILL POTENTIALLY IMPAIRS YOUR CHANCES AT LOTTERY FOR DALLAS COUNTY.

WE DON'T KNOW IF DALLAS COUNTY WILL HAVE THAT PROHIBITION.

>> BUT FOR THOSE THAT SAY, I WANT TO MOVE FORWARD ROBUST.

WE CAN GET MONEY IN THEIR HANDS PRETTY QUICK.

>> YEAH. >> AND IF YOU WANTED TO DO A PHASE TWO. IN OTHER WORD IF YOU CUT OFF THIS PROGRAM AND STARTED NEW ONE.

IT WOULD BE TWO WEEKS AT LEAST BEFORE YOU COULD HAVE ANY TYPE OF DISTRIBUTION, BECAUSE YOU COULD HAVE TO DEVELOP A NEW PROGRAM, YOU WOULD HAVE TO ADVERTISE IT.

AND YOU HAVE TO HAVE AN OPEN PERIOD FOR THEM TO APPLY.

BEFORE YOU CAN START VETTING IT. AFTER THAT.

YOU REALLY LOOKING ABOUT THREE-YEAR.

NOT THREE YEAR. THREE-WEEK PROCESS BEFORE YOU DISTRICT MONEY ON A NEW PROGRAM. FINISHING OUT THERE ONE YOU COULD DISTRIBUTE FUND WITHIN TEN DAYS.

>> YEAH. I AGREE.

I WOULD JUST HATE IF SOMEONE NOW MONTH OR TWO MORE DOWN THE ROAD AND THEY'VE GOT ANOTHER YOU KNOW THEY REALLY NEED 12,000 AND THEY CAN'T GET IT. AND THEY GET EVICTED BECAUSE

THEY DON'T HAVE EXTRA 2000. >> I'M SENSITIVE TO THAT TOO.

MY SUGGEST ALLOCATE FUNDING TO FINISH OUT THE FIRST GRANT.

THEN SIMULTANEOUSY WE WORK ON DOCUMENTATION FOR A SECOND ROUND THAT ADDRESSES THAT GREATER NEED.

AND SEE WHAT IT LOOKS LIKE. AND BE ABLE TO PRESENT THAT TO COUNCIL AT THE SECOND COUNCIL MEETING OF THE MONTH.

>> WE WOULD HAVE GOOD INFORMATION ON DALLAS COUNTY'S PROGRAM BY THEN. .

>> ABSOLUTELY. >> I WILL HAVE REAL MEAT TO DIG

INTO BY MID-MONTH. >> I THINK THERE'S A REAL COMPLICATION IN THIS SECOND PHASE FOR US.

I THINK THERE'S A COMPLICATION IN THE SECOND TRONCH.

DO YOU GIVE A HIGHER PRIORITY TO ROW BUST.T DIDN'T GET THE FIRST-

[02:55:03]

HIGHER PRIORITY THAT CAN'T GET THE DALLAS COUNTY LOTTERY GRANT.

I THINK WE HAVE TO LOOK AT THAT. >> WE DO.

>> AND I THINK ONE OF THE WAYS TO ADDRESS THAT IS GO THROUGH A LOTTERY TYPE SYSTEM WHICH WOULD SOLVED THE PROBLEM.

>> THAT DOESN'T GIVE WEIGHT LOTTERY SYSTEM DOESN'T GIVE THAT WEIGHT. THAT MAKES IT BY CHANCE.

WE CAN'T -- WE DON'T HAVE TO CONCLUDE THAT ENOUGH.

I JUST THINK THAT MAYBE THERE'S A PRIORITY FOR THOSE CITY OF ROWLETT BUSINESSES THAT DID NOT GET DALLAS COUNTY FUNDING OR CITY OF ROWLETT ROBUST FUNDING BUT THEY ARE NOT PROHIBITED EITHER. THEY HAVE LOWER PRIORITY.

>> WE COULD WORK THAT IN TO THE GRANT.

>> OKAY. SURE.

>> AT THE RISK OF CONCLUDE THING PIECE WE'RE ALL OKAY FUNDING OUT OF CARES FUNDING THE REST OF THE ROBUST GRANT THAT QUALIFIED THAT WANT TO CONTINUE WITH CITY OF ROWLETT ROBUST FUNDING.

>> YEAH. >> YES.

>> I THINK THAT'S UNANIMOUS. OKAY.

WE GOT THAT PIECE. >> AND THEN MAYOR ABOUT THE FIRST 100,000 DO WE REIMBURSE OUT OF THAT TOO?

>> I THINK WE DO. I DO TOO.

>> I TOTALLY THINK WE DO. >> THANKS, EVERYBODY.

>> I THINK WE MAKE OURSELVES WHOLE OUT OF THAT.

FOR SURE. >> AND THEN SHOULD WE GO TO

NONPROFITS? >> SURE.

>> SENT OUT INVITATION TO NONPROFIT ALLIANCE MEMBERS FOR US. WE'VE GOTTEN SIX RESPONSES.

WHITNEY AND PAM AND I HAD A ZOOM MEETING EARLIER AND WE DECIDED ON SEVERAL THINGS WE FEEL LIKE WE NEED TO DO.

ONE THING WE FEEL LIKE WE NEED TO CREATE AN APPLICATION BECAUSE THE INVITATION THAT SHE SENT WAS A GOOD START.

BUT IT REALLY DIDN'T HAVE ANY CRITERIAS.

WE'VE GOTTEN REQUESTS ALL OVER THE PLACE FROM SWIMMING POOLS TO SECOND PARTY GRANTS. WE NEED TO DEFINE APPLICATION AND GIVE SOME GUIDANCE ON THAT OF WHAT WE CAN FUND AND WHAT WE CANNOT FUND. I THINK THAT WILL BE HELPFUL TO THE NONPROFIT THAT APPLY AND HOW IT HAS TO BE COVID RELATED.

AND THEN WE PLAN ON WORKING ON THAT OVER THE WEEKEND.

YOU GET THE APPLICATION AND DO SOME EDITING ON THAT.

AND TRY TO HAVE SOMETHING TO PRESENT TO COUNCIL.

WE IDENTIFIED THE WAY WE NEED TO WIDEN INVITATION LIST.

SO THAT MORE NONPROFITS CAN BE CAPTURED, FOR EXAMPLE, WE ONLY HAD A COUPLE OF CHURCHES ON THERE.

ONE THAT HAS A FOOD PANTRY. ONE THAT DOESN'T.

WE KNOW THAT ALMOST EVERY CHURCH AND TOWN WILL COVID RELATED EXPENSE THAT COULD PROBABLY BE REIMBURSED.

WE WANT TO GIVE THEM AN OPPORTUNITY.

THEY PROBABLY DON'T BELONG TO THAT NONPROFIT ALLIANCE.

AND SO HOW WE GET THAT INFORMATION OUT TO OUR NONPROFITS IS SOMETHING THAT WE'RE EXPLORING TOO.

>> THAT'S IT. >> WE HAVE DEFINED WAYS WE CAN

USE CARES FUNDS. >> YES.

>> WE SHOULD FOLLOW THAT GUIDELINE FOR THIS ALSO.

I WOULD THINK. >> ABSOLUTELY.

I THINK THAT FOR NONPROFITS THAT WE'RE APPLYING FOR THIS, MAYOR, THEY HAVEN'T EVER APPLIED FOR ANYTHING LIKE THIS BEFORE.

AND SO JUST TO GIVE THEM THE GUIDELINES WITHOUT EXAMPLES, FOR THEM I THINK A LITTLE BIT CONFUSING.

[03:00:03]

WE GAVE THEM A LITTLE BIT OF GUIDANCE BUT THE REQUEST WERE JUST KIND OF ALL OVER THE PLACE. WE WILL VET THE APPLICATION AND ANY EXAMPLE OF WHAT WE WILL AND WILL NOT BE ABLE TO FUND, WE'LL HAVE THAT VETTED BY MENA WILL AND HER TEAM OR WHOEVER IS GOING TO BED AE ADMINISTRATING THE FUND.

>> MY POINT IS ONE OF THE THINGS WE NEEDED TO DECIDE WHEN WE WANTED TO COME BACK TODAY TO TALK ABOUT WHAT TYPES OF THINGS DO WE WANT TO HELP OUR NONPROFITS WITH.

YOU KNOW IT COULD BE AS EASY AS I KNOW NOT SING EASY.

I DON'T MEAN TO SAY IT LIKE THAT.

NOTHING IS EASY THE LAST THREE MONTHS.

IT COULD BE AS CLEAR AS THE SAME THING CARES ALLOWS TO BE FUNDED

FOR THE CITY. >> YES.

>> IT DOES. >> I WILL GIVE YOU AN EXAMPLE VARIETY OF APPLICATIONS OUT OF THE SIX THAT WE RECEIVED.

ANOTHER ONE THAT WE GOT FROM A COUNSELING SERVICE THAT RECEIVED SOME CDBG FUNDING FROM THE CITY OF GARLAND.

I BELIEVE THEY ARE ALSO IF THEY HAVEN'T RECEIVED SOME CARES FUNDING THEY HAVE BEEN APPROVED FOR SOME CARES FUNDING.

FOR COUNSELING SERVICES THAT THEY PROVIDE TO THE SCHOOL DISTRICT TO VETERANS. THERE'S A REAL VARIETY OF NEEDS THAT ARE OUT THERE. WHAT FUNDING LEVEL.

AND WHAT TYPE OF NONPROFIT WOULD QUALIFY.

DO THAT HAVE TO RESIDE IN ROWLETT AND 100% OF BUSINESS RE.

I THINK THAT WOULD BE MORE DEFINED ON TUESDAY.

ALTHOUGH WE HAVE HAD THOSE DISCUSSIONS.

I THINK THEY HAVE A PRESENCE IN ROWLETT MOST DEFINITELY AND WE'LL PROBABLY TALK ABOUT WHAT PERCENTAGE OF THE PEOPLE THAT THEY PROVIDE SERVICES TO HAS TO BE IN ROWLETT.

AND THAT IT HAS TO BE ABLE TO SERVE BE AVAILABLE TO ENTIRE COMMUNITY. NOT JUST A NICHE OF THE COMMUNITY. THOSE ARE SOME OF THE THINGS WE'VE DISCUSSED. WE HAVE DISCUSSED SOME FUNDING LEVELS. BUT WITH ONLY SIX APPLICATIONS IT'S KIND OF HARD OF GET A GOOD FEEL FOR THAT AT THIS POINT.

WHITNEY AND PAM YOU ALL JUMP IN. IF THERE'S SOMETHING YOU WOULD

LIKE TO ADD TO THAT. >> MY ESTIMATE IS PROBABLY WOULD BE EQUAL TO OR LESS THAN THE ROBUST GRANT.

IN THAT THERE'S ONLY ABOUT 20 OR 30 ACTIVE NONPROFITS THAT SERVE THE ENTIRE POPULATION OF THE CITY.

YOUR SOMEWHAT LIMITED AS FAR AS THAT IS CONCERNED.

AND I THINK IF YOU LOOK FOR DOLLAR AMOUNTS, I THINK IT WOULD BE VERY COMPARABLE TO WHAT WE'VE DONE WITH ROBUST OR EVEN LESS THAN THAT. I WAS THINKING IN THE

NEIGHBORHOOD OF AROUND 3 TO 350. >> 3 TO 5,000 SOMETHING LIKE

THAT. >> I DON'T THINK IT WOULD BE AS MUCH AS THE ROBUST GRANTS EITHER.

FOR INSTANCE COUNSELING SERVICES COULD EXCEED THAT.

PRETTY EASILY. AT THIS POINT.RY TO LOCK IT IN - WE HAVE MORE TO LOOK AT. BUT FOR FUNDING, DEFINITELY I DON'T SEE IT BEING ANY MORE THAN THE ORIGINAL ROBUST GRANT AT

[03:05:11]

100,000. THAT'S 925,000.

THE MAX FOR ROW ROBUST GRANT WOULD BE 550,000.

IF WE LIKE THAT 25 PERCENT WE STILL HAVE 375.

YEAH. THAT WOULD FIT IN THAT EASILY.

>> I THINK IT'S A GOOD START. >> I DO TOO.

>> SOUNDS LIKE FROM SMALL BUSINESS GRANT PERSPECTIVE AND A NONPROFIT PROPOSAL, YOU ALL WANT TO COME BACK ON TUESDAY.

IS THAT OKAY TO PUT ON THE AGENDA STILL?

OR IS IT ON THE AGENDA? >> I HAVEN'T SEEN THE AGENDA.

>> I HAVEN'T SEEN IT. >> I HAVEN'T SEEN IT.

>> MARK, ARE YOU ON HERE OR LAURA, CAN YOU SPEAK TO I DON'T KNOW -- WELL -- I DON'T KNOW THAT IT IS?

>> THERE'S THE GENERAL COVID UPDATE.

NO SPECIFIC ITEM AS OF NOW FOR THAT PARTICULAR SUBJECT.

>> IT'S 4:00 RIGHT NOW. WE COULD WE COULD PUT AN AGENDA ITEM ON THERE. I KNOW THERE WAS ONE ITEM

REMOVED. >> OR WE COULD JUST CALL A SPECIAL MEETING JUST FOR THIS. THIS TAKES SO LONG TO TALK

ABOUT. >> WE COULD.

>> WE COULD. >> WHAT IS YOUR PREFERENCE?

>> SPECIAL MEETING. >> HOW LONG IS MEETING ALREADY

SET FOR ON TUESDAY? >> IS IT A LONG MEETING?

>> I THINK IT'S 12 HOURS. >> IT'S SLATED TO START AT 6:30.

>> THROW IT IN ON TUESDAY IF WE HAVE TIME.

>> WE MAY END UP PUTTING THE TITLE ON THERE AND NOT HAVE A STAFF REPORT PER SE OR CAN DO THAT AND TRY TO GET THAT

DISTRIBUTED ON MONDAY. >> THEN IT'S JUST THE TITLE AND

THEN I THINK WE COULD DO THAT. >> OKAY.

THANK YOU, MARK. I STILL NEED TO SEE THE AGENDA.

I HAVEN'T SEEN ANYTHING. >> WORKING ON IT DURING THIS

MEETING. >> IS THAT ENOUGH FOR NONPROFITS

NOW. >> UH-HUH.

>> I THINK SO. LET'S GO BACK TO KIND OF THE BASIC FRAMEWORK OF 25, 25, 25, 25.

DO YOU ALL LIKE THAT FOR A START?

>> DO YOU HAVE ANY SUGGESTIONS OF BIG CATEGORIES WE MISSED OR

CHANGES IN THOSE PERCENTAGES? >> I THINK THAT'S A GREAT WAY TO DIVIDE IT UP. ESPECIALLY SINCE WE HAVE TO BE SENSITIVE TO OUR CASH FLOW. AND 20% REIMBURSEMENT PIECE OVER AND OVER AGAIN. I THINK THAT PUTS US IN A GOOD POSITION WHERE WE ARE NOT REALLY KILLING OURSELVES FINANCIALLY TO BE ABLE TO DO THE BEST THING THAT IT CAN BE THE MONEY.

I THINK IT'S A GOOD PLAN. >> I THINK YOU HAVE TO START SOMEWHERE. THAT'S A GOOD A PLACE AS IN TO START. IF WE HAVE TO VARY IT LATER.

WE WILL. IT SOUNDS GOOD TO ME.

>> ANYBODY ELSE. THUMBS-UP.

PAM I THINK I HEARD YOU SAY YES. >> WE CAN'T SEE YOUR THUMB.

MARTHA. 25, 25.

25, 25. YOU LIKE THE APPROACH FOR NOW.

>> I DO. >> WHAT CAN YOU THINK BRIAN, DID

WE GET WHAT WE NEEDED? >> THE ONE THING I WOULD SAY THAT WE WE ALLOCATED SOME DOLLARS IN THE -- I'M GOING TO BRING BACK UP CBDG TO HELP WITH RENTAL AND MORTGAGE ASSISTANCE.

AT SOME POINT IF WHAT THEY TELL MENAL WE HAVE CAPACITY ISSUE FOR 25 ADDITIONAL CASES WHICH IS KIND OF WHAT THE PUSH BACK.

THEN AT SOME POINT WE MAY HAVE TO CONSIDER HOW WE MIGHT RUN AN INDIVIDUAL PROGRAM OURSELVES. THROUGH A THIRD PARTY.

[03:10:04]

IT DOES SAY WE COULD ALLOCATE THAT TO INDIVIDUAL ASSISTANCE AS WELL. MAY NOT BE SALVATION ARMY.

>> IT'S A REAL GOOD POINT. AND I THINK IT'S IMPORTANT FOR US TO UNDERSTAND THE DALLAS PROGRAM.

THE DALLAS COUNTY PROGRAM HAS BEEN ROLLED OUT SUPPOSEDLY OR IS VERY CLOSE TO BEING ROLLED OUT. I THINK IT'S IMPORTANT FOR US TO GET INFORMATION FROM DALLAS COUNTY ON HOW MANY ROWLETT RESIDENTS WERE IN THAT LOTTERY IF WE CAN.

WE'RE NEVER GOING TO GET NAMES WE DON'T WANT.

WE WILL HAVE NAMES. ANYWAY MY -- I THINK WHAT I SHOULD BE SAYING. LET ME PUT IT THAT WAY IS I THINK IT'S TOO EARLY TO FIGURE THAT OUT BECAUSE WE NEED TO GO THROUGH SALVATION ARMY PROGRAM FIRST AND LET THE DALLAS COUNTY PROGRAM ROLL OUT. AND THEN BE VERY READY TO DO SOMETHING. I THINK YOU'RE RIGHT.

>> I DON'T KNOW WHAT THAT IS. >> MAYOR THAT WOULD GIVE US TIME TO ALSO MAYBE REACH OUT TO SOME OTHER GROUPS TO SEE ABOUT THIRD PARTY BASICALLY IT'S A DUAL TRACK.

SEE HOW DALLAS COUNTY WILL EFFECT EVERYTHING.

SEE WHAT THE SALVATION ARMY CAN DO.

PLANNING FOR HOW WE'RE GOING TO DISTRIBUTE SOME ADDITIONAL FUNDS

THAT WAY. >> MAYBE IT MAKES SENSE TO PUT A CALL INTO CATHOLIC CHARITY. WHEN YOU LOOK AT THE AN I MANI MANICATION -- APPLICATION THEY ARE SERVICING A LOT OF DIFFERENT COUNTIES IN THIS PROGRAM.

>> I DIDN'T SEE CITIES ON THERE. I JUST -- ED SENT TO ME ON TEXT.

>> THE OTHER ONE YOU MIGHT CHECK IN INSTEAD OF CATHOLIC CARITIES IS UNITED METHODIST CHURCH. WE HAD A LOT OF SUCCESS WITH THEM DURING THE LONG-TERM RECOVERY COMMITTEE.

AND I WOULD APPROACH THEM FIRST RATHER THAN CATHOLIC CHARITIES.

THAT'S A PERSONAL POINT OF PREFERENCE.

>> THEY WILL SEND TO AN E-MAIL TO CHIEF HOWARD AND BRIAN AND I.

IT'S AN APPLICATION FOR THE DISASTEROUS ASSISTANCE.

WE DON'T KNOW IF IT'S DALLAS COUNTY PROGRAM.

ONE OF DROP TOWN ASK FOR COUNTY OF RESIDENCE.

NOT ASKING FOR CITY. >> I AGREE WITH YOU WHITNEY.

IT'S JUST HARD WHEN YOU GET MULTIPLE PARTIES INVOLVED IF THEY ALREADY IN THE SAME PROGRAM.

YOU GET SOME IN SCALE AND STUFF. I HEAR YOU.

>> THAT WAS ONE THING MAYOR I REALLY LIKED WHAT THEY AGREED TO DO. ALTHOUGH THEY DID DISTRIBUTE 50 MILLION TO THEIR CITIES IN COLIN COUNTY.

THE APPLICATION PROCESS WAS ALL DONE BY THE COUNTY.

AND THAT WAY THE CITY COULD MAKE SURE THAT WERE HELPING THEIR OWN RESIDENT BUT YET APPLY KA PROCESS WAS THROUGH THE COUNTY.

IT WOULD BE NICE IF WE COULD DO SOMETHING LIKE THAT.

>> WE COULD TRY TO CHANGE OUR BOARD.

>> I DIDN'T SAY THAT OUT LOUD. >> I DIDN'T HEAR ANYTHING.

>> DO WE GET ENOUGH FOR RIGHT NOW.

I AGREE WITH YOU. WE HAVE TO FIGURE THAT OUT.

>> WE GOT WHAT WE NEED NOW. >> YES, MA'AM.

THANK YOU MAYOR. EVERYBODY OKAY.

>> YES. LONG MEETING BUT IMPORTANT STUFF. ALL RIGHT.

I THINK WE FINALLY ADJOURNED. HAVE A GOOD ONE.

>> HAVE A
