[1. Call To Order]

[00:00:06]

>> GOOD EVENING, EVERYONE, IT'S WEDNESDAY JUNE 24TH, 2020. AS AUTHORIZED BY THE TEXAS -- THIS MEETING MAY BE CONVENED INTO CLOSED EXECUTIVE SESSION FOR THE PURPOSE OF SEEKING CONFIDENTIAL ADVICE FROM THE ATTORNEY. THE CITY OF ROWLETT MAY CALL AN EXECUTIVE ORDER ANY TIME PRIOR TO ADJOURNMENT. DURING TO THE PUBLIC -- SOCIAL DISTANCING, WHOEVER HAS GOT THE BACKGROUND NOISE, YOU MIGHT WANT TO MUTE.

THE CITY COUNCIL MEETINGS WILL BE HELD VIA TELECONFERENCING. THE PUBLIC CAN VIEW LIVE ON THE CITY'S WEBSITE OR VIA RTN 16. IF YOU WOULD LIKE TO LISTEN TO THE MEDIA, CALL 877-853-5247 AND ENTER THE MEETING 87207027856. YOU NEED TO STATE WHETHER YOUR COMMENT IS A REGULAR AGENDA ITEM AND WE WILL READ YOUR COMMENTS INTO THE RECORD. AND WITH THAT BEING SAID, I WILL CLL THE MEETING TO ORDER AND WE HAVE A QUORUM AND WE'RE GOING TO START WITH ITEM 2, DISCUSS

[2. Discuss status of the Residences at Merritt Hill development and proposed General Certificate submitted by the HFC. (45 minutes)]

STATUSES AT THE RESIDENCES IT'S MERITT HILL. I ASSUME YOU'RE GOING TO START

US OFF ON THAT. >> GOOD AFTERNOON, TAMMY AND MEMBERS OF COUNCIL.

I HAVE A BRIEF PRESENTATION TO PROVIDE AN UPDATE ON THE STATUS OF THE PROGRAM.

IF WE CAN GO TO SLIDE TWO. YOU CAN SEE THE LOCATION OF THE PROPERTY, IT,A BUTTS THE EXISTING HARMONY HILLS MULTIFAMILY DEVELOPMENT AND WHAT YOU SEE IN THE DOTTED RED AREA IS A PORTION OF THE SUBJECT SIDE ITSELF. QUICK UPDATE, THE APPLICANT DID SUBMIT THEIR PROPOSAL FOR THE MERRITT RESIDENCES. IT WOULD BE FINANCED THROUGH A PARTNERSHIP WITH OUR ROWLETT HOUSING CORPORATION. THE APPLICANT CAME BEFORE US IN WORK SESSION BEFORE YOU, ULTIMATELY TO COME FORWARD IN A COUNCIL MEETING TO SEEK A RESOLUTION OF NO OBJECTION TO FINANCE A PORTION OF THE PROJECT WITH THE CREDIT.

ONCE THE PANDEMIC DID COME UPON US OR HIT US ON MARCH 20, THE GOVERNOR WAIVED THE REQUIREMENTS FOR A RESOLUTION OF NO OBJECTION FROM THE CITY COUNCIL. ON APRIL 10TH, A REGULATING PLAN WAS APPROVED. IF YOU RECALL ON THE WORK SESSION IN FEBRUARY, SOME THE CONCERNS WERE COMPLIANCE WITH THE FORM-BASED CODE, REGULATING PLAN AND HAVING THAT MIXED USE INTEGRATION OF USES. JUNE 17TH, WE HAVE CONDITIONALLY APPROVED THE SITE PLAN AS IT RELATES TO THE MULTIFAMILY DEVELOPMENT AND BUILDING PERMIT PLANS OR APPLICATIONS HAVE NOT BEEN SUBMITTED AND REVIEWED. NEXT SLIDE PLEASE. THE PROJECT IS BEING DEVELOPED IN PARTNERSHIP WITH ROWLETT HOUSING FINANCE CORPORATION AND WILL BE EXEMPT FROM PAYING PROPERTY TAXES. THE CITY HAS NEGOTIATED A PILOT AGREEMENT WITH ANOTHER HOUSING FINANCE CORPORATION PROGRAM, AND THE INTENT OF THE PILOT OBVIOUSLY IS TO AID IN COVERING THE COST OF PROVIDING THE NECESSARY SERVICES TO THE DEVELOPMENT.

NEXT SLIDE PLEASE. THIS GIVES A VERY GOOD PICTURE OF WHAT IS BEING PROPOSED ON THE SITE. YOU CAN SEE THERE ARE THREE PHASES OF DEVELOPMENT REFLECTED THERE, THIS IS THE APPROVED REGULATING PLAN AND DOES COMPLY WITH THE FORM BASED CODE AS IN PHASE ONE AND PHASE TWO IS THE MIXED RETAIL COMPONENT. SO IN PHASE ONE YOU CAN SEE THAT THERE IS A MULTIFAMILY COMPLEX. THE EXTENSION OF A ROADWAY AS WELL AND I WILL POINT TO THOSE IN A SUBSEQUENT SLIDE. YOU CAN SEE THERE'S A DRIVEWAY CALLED HOPE ROAD TO THE NORTHWEST SO TO SPEAK. THAT IS NOT ON THIS PROPERTY. HOWEVER YOU DO SEE HARMONY ROAD WHICH CONNECTS INTO HARMONY HILLS DEVELOPMENT. AND THE APPLICANT WILL BE REQUIRED TO PROVIDE AND YOU CAN ALSO SEE TWO ROADWAYS INTERSECTING AND CREATING BLOCK LENGTHS WITHIN THE SUBJECT PROPERTY WITHIN PHASE ONE AND TRAVERSING PART OF PHASE TWO.

THANK YOU LAURA. I APPRECIATE THAT NEXT SLIDE PLEASE.

[00:05:05]

THIS IS A BETTER VIEW OF WHAT IS REQUIRED FROM A FORM BASED CODE PERSPECTIVE AND THE NORTH SHORE REQUIREMENTSAS WELL. THE PINK IS THE RIGHT-OF-WAY REQUIRED TO BE DEDICATED AND THEN OF COURSE THERE'S FUTURE RIGHT-OF-WAY ALONG HOPE DRIVE. JUST TO ITERATE, THIS PHASE ONE IS APPROXIMATELY NINE ACRES. THERE'S SEVEN MIXED RESIDENTIAL BUILDINGS OR RESIDENTIAL BUILDINGS AND THAT EQUATES TO 260 UNITS. THEY'RE ALSO PROVIDING FLEXED SPACE WITHIN THE UNITS SHADED IN A DARKER GRAY ON THE IMAGE IN FRONT OF YOU.

NEXT SLIDE PLEASE. WANTED TO TALK ABOUT THE STREET SECTIONS TO GIVE THE COUNCIL AND OUR VIEWING AUDIENCE A BETTER IDEA WHAT WE MEAN BY RIGHT-OF-WAY CONNECTIVITY ASSOCIATED WITH DEVELOPMENT. THE MASTER THOROUGHFARE PLAN AS ADOPTED REQUIRES DEVELOPMENT ADJACENT TO THIS DEVELOPMENT TO EXTEND OR INSTALL IT. AS YOU CAN SEE, HARMONY HILL ROAD ON THE MASTER THOROUGHFARE ROAD IS A TWO LANE ROADWAY. THE NORTH SHORE FRAMEWORK PLAN WE ADOPTED CALLED OUT THE NECESSARY STREET INTERSECTIONS FOR DEVELOPMENT WITHIN THE NORTH SHORE AND YOU CAN SEE HARMONY HILLS IS REFLECTED AS A PRIMARY CONNECTOR AND YOU CAN SEE SECONDARY URBAN STREET AND DESIGN THROUGH THOSE PINK SEGMENTS THAT TOUCH UPON THE FUTURE HOPE FOR HARMONY HILL ROAD. NEXT SLIDE PLEASE.

THE FORM BASED CODE REQUIRES THESE TYPES OF INTERSECTING STREETS BASICALLY TO FORMALIZE THE BLOCK PHASE OF DEVELOPMENTS AND THEN IN ADDITION, THESE NEW DEVELOPMENTSOR ANY NEW DEVELOPMENTS THAT ABUT THE PROPERTIES ARE REQUIRED TO HAVE CONNECTIVE WHEREVER POSSIBLE.

NEXT SLIDE PLEASE. I THINK THIS IS MY CONCLUDING SLIDE.

I DID WANT TO PROVIDE A QUICK UPDATE ON WHAT THE STATUS OF THE PROJECT IS AND I WILL ENTERTAIN QUESTIONS YOU HAVE AND I KNOW OBVIOUSLY THE APPLICANT WILL HAVE A PRESENTATION OR HFS WILL

HAVE A PRESENTATION AS WELL. >> BEFORE WE MOVE TO THE APPLICANT OR FHC, DOES ANYONE

HAVE QUESTIONS FOR >> THANK YOU. >> SO I DO.

CAN YOU TALK TO US JUST A LITTLE BIT ABOUT THE MIXED USE COMPONENT AND YOU KNOW HOW THAT

IS INTEGRATED INTO THIS PHASE AND THE PHASED IN APPROACH. >> ABSOLUTELY.

THE FORM BASED CODE, THE INTENT OF THE FORM BASED CODE IS TO HAVE A NUMBER OF USE THAT IS WORK TOGETHER AND COMPLEMENT ONE ANOTHER. THE ZONING DISTRICT, THE URBAN NEIGHBORHOOD ZONING DISTRICT DOES PERMIT MULTIFAMILY USES AND OTHER RESIDENTIAL USES AS WELL.

THE CAVEAT IN THE FORM BASED CODE IS THERE'S A PROJECT THAT IS A PHASED PROJECT, IT IS REQUIRED TO COMPONENTS OF MIXED USE COMPONENTS, SOME OF THOSE HAVE TO BE MIXED USE SUCH AS FLEX BASE AND THEY REQUIRE A MIXED USE COMPONENT FROM THE RETAIL ASPECT OF THINGS.

THAT'S WHAT THEY'RE PROVIDING IN THE SECOND PHASE. WHEN APPLICANT CAME BEFORE US FOR THE FIRST TIME TO PERSONALITY THE CONCEPT. THEY HAD NOT ACCOUNTED FOR THAT OR THE FORM BASED CODE. THEY HAVE PRESENTED A HORIZONTAL PALETTE THAT COMPLY WITH THE

MIXED BASE CODE. >> BUT NOT IN PHASE ONE? >> CORRECT.

>> NOT IN PHASE ONE. BECAUSE THEY PHASED IT OUT AND REFLECTED IN THEIR PLAN, THE PROPERTY FRONTING MARRIOTT ROAD WILL BE THE RETAIL OR COMMERCIAL COMPONENT AND THIS PHASE ONE,

THE MULTIFAMILY DEVELOPMENT WILL BE THE RESIDENTIAL COMPONENT. >> BUT THERE'S NO REQUIREMENT TO

DO FUTURE PHASES? >> CORRECT. >> IT'S REFLECTED ON A PLAN.

IF THEY WERE TO TURN OVER THE PROPERTY TO ANOTHER DEVELOPER, THAT DEVELOPER OR ANYBODY ELSE WHO DEVELOPS WOULD HAVE TO COMPLY WITH THE APPROVED REGULATING PLAN.

>> THANK YOU SO MUCH MUNAL, ANY OTHER QUESTIONS BEFORE WE MOVE ON?

>> I DID HAVE ONE QUICK QUESTION. THIS IS A MIX OF MARKET AND AFFORDABLE UNITS. WHAT IS THE PERCENTAGE OF THAT MIX?

>> I ACTUALLY DO NOT HAVE THAT AT MY FINGER TIPS. MAYBE FHC DOES.

[00:10:05]

I CAN PULL THAT UP IN A PREVIOUS PRESENTATION. I WILL PULL IT UP AND SEE WHAT

THE MIX IS. >> THANK YOU. UNLESS BARBARA YOU KNOW.

YOU'RE MUTED. I'M SORRY. I WAS MUTED.

ROBERT HAS THAT IN HIS INFORMATION. THIS PHASE ONE IS GOING TO BE A SENIOR PROJECT. AND BUT HE HAS THAT IN HIS INFORMATION.

>> IT'S GOING TO BE A SENIOR PROJECT? >> SO, YEAH, ARE YOU GOING TO

HAVE MARKET AND AFFORDABLE? >> NO. IT'S JUST --

>> IN A SENIOR PHASE? >> THERE'S NOT GOING TO BE ANY MARKET IN THE SENIOR.

>> IT'S GOING TO BE ALL AFFORDABLE. >> SO HOW MANY UNITS ARE

FIRST? >> >> THE FIRST PHASE?

>> YES. >> 260 SENIOR >> YES.

>> WOW. >> I'M REALLY CONFUSED BY THAT. WHEN WE HAD OUR FEBRUARY MEETING WE TALKED ABOUT WE NEEDED MIXED USE AND WE DIDN'T WANT ANOTHER SENIOR COMPLEX, WE WANTED

AFFORDABLE. >> I DID REMEMBER THAT AS WELL BEING THE CONVERSATION.

>> I'M REALLY CONFUSED. AND >> OKAY.

ROBERT. YOU'RE UP. >> HI, CAN EVERYBODY HEAR ME?

>> YES. HI, MY NAME IS ROB HAWKINS, THIS IS, THANK YOU FOR THE POWER POINT PRESENTATION AND GLAD I WAS ABLE TO MAKE THIS HAPPEN. TO CLARIFY, THIS IS A MULTIFAMILY APARTMENT FOR ONE, TWO AND THREE BEDROOM APARTMENTS.

NOT A SENIOR FACILITY. JUST AND THAT CAN BE CONFUSING BECAUSE WE HAD A LOT OF CONVERSATIONS WITH BARBARA AND THE FINANCE CORPORATION ON A VARIETY OF DIFFERENT STRUCTURES.

SO I CAN SEE HOW THAT MIGHT HAVE COME UP THE WRONG WAY. BUT, IT IS A MULTIFAMILY PROPERTY. IT'S DESIGNED REALISTICALLY TO BE A FORM OF WORK FORCE HOUSING TO HELP THE BUSINESSES IN AND AROUND THE AREA OF ROWLETT THAT WILL REQUIRE PEOPLE MAKING ANYWHERE BETWEEN 25 AND $45,000 A YEAR FOR SERVICES SUCH AS RESTAURANTS THAT REQUIRE MANAGERS, ASSISTANT MANAGERS, HELP AT DOCTORS OFFICES AND FIRE AND POLICE DEPARTMENTS AS FAR AS THAT'S CONCERNED. I'M GOING TO GO THROUGH OUR PRESENTATION AND EXPLAIN IT.

IT WILL BE EASIER TO UNDERSTAND. DO I HAVE TO CLICK THIS OR TELL YOU TO MOVE ON?

>> YOU JUST SAY NEXT >> OKAY. GREAT.

NEXT SLIDE. GREAT. >> I APOLOGIZE.

I HAD ANOTHER SLIDE AT SOMETHING ELSE EARLIER AND GOT CONFUSED. I APOLOGIZE.

>> NO WORRIES. I WANT TO REINTRODUCE OURSELVES. WE ARE NUROCK COMPANIES.

WE ARE A MULTIFAMILY SENIORS AND MULTIUSE DEVELOPER. OUR MAJOR HEADQUARTERS ARE IN ATLANTA GEORGIA, WE HAVE OFFICES IN ROWLETT AND BOYTON, WHICH IS WEST PALM BEACH.

I WILL SHOW YOU WHAT OUR TEXAS PROPERTIES LOOK LIKE. WE HAVE PROPERTIES IN

DALLAS-FORT WORTH, TYLER AND AUSTIN, TEXT. >> CAN YOU PLEASE STATE YOUR

NAME FOR THE RECORD. >> I AM ROBERT HOSKINS. I RESIDE IN ROAD IN CUMMINGS, GEORGIA. WE OWN AND OPERATE 185 UNITS IN THE AFFORDABLE HOUSING INDUSTRY.

THERE'S ALWAYS A TRADE MAGAZINE THAT COMES UP AND A RANKING. WE HAVE CONSISTENTLY BEEN IN THE TOP 50 RANKINGS FOR DEVELOPERS AND THE OWNER OF AFFORDABLE HOUSING IN THE UNITED STATES.

CURRENTLY WE ARE THE 21ST LARGEST DEVELOPER AND LIKE THE 30TH LARGEST AFFORDABLE HOUSING

[00:15:07]

IN THE COUNTRY AT THIS STAGE. WE OPERATE FOUR DIFFERENT ENTITIES TO PROVIDE NUTS TO BOLTS FROM LEASE TO MANAGEMENT TO MAXIMIZE WHAT WE'RE TRYING TO ACCOMPLISH IN THE PROPERTY AND IN THAT PARTICULAR NEIGHBORHOOD. NEXT SLIDE PLEASE. THANK YOU ONE THING TO NOTE, THESE ARE TEXAS PROPERTIES. ONE OTHER ENTITY THAT WE HAVE IN THE OTHER SLIDE IS PART OF OUR OVERALL OPERATION, WE PROVIDE A SERVICES TO THE PROPERTY ESPECIALLY DESIGNED FOR THE CHILDREN OF OUR RESIDENTS. WE WILL TALK MORE ABOUT THAT HERE IN JUST A LITTLE BIT.

WE HAD A CORPORATION THAT ADDRESSES THIS. THIS SHOWS ADDITIONAL PICTURES SHOWING THE QUALITY OF THE DEVELOPMENT. NEXT SLIDE PLEASE.

THESE ARE SOME INSIGHTS PICTURES OF AMENITIES. THIS IS OVER IN FORT WORTH.

IT'S SOMETHING WE'RE PROVIDE TO TAKE A LOOK AT. NEXT SLIDE PLEASE.

THIS IS OUR ONE OF OUR AREAS WE CALL OUR BREAK OUT PROGRAM ROOM NULOCK HAS BEEN IN AFFORDABLE HOUSING FOR YEARS. WE RECOGNIZED EARLY ON THE VAST MAJORITY OF THE PROPERTIES HAVE SINGLE PARENT HOUSEHOLDS AND WITH THE SINGLE PARENT HOUSEHOLD, WHAT WE HAVE FOUND IS MOM AND DAD ARE MARRIED. THEY HAVE KIDS. MOM AND DAD GET A DIVORCE, THEY END UP, THEY GET A DIVORCE AND MOVE OUT OF THE OUT. THE MOM OR WHOEVER GETS THE CHILD OR CHILDREN NEEDS TO GO INTO A DIFFERENT FORM OF HOUSING AND MAKE THAT WORK.

IN MANY CASES THEY DON'T HAVE TIME TO FOCUS ON THEIR CHILDREN FROM A TIME PERSPECTIVE.

SO THEY WILL PUT IN DAY CARE FACILITIES. PUT THEM IN, LET THEM STAY HOME ALONE AND ET CETERA. WE ARE A BIG BELIEVER THAT IDLE TIME IS SOMETHING THAT IS NOT HEALTHY FOR OUR CHILDREN AND OUR GENERATION. WE PROVIDE ALL SORTS OF AFTER SCHOOL, ACADEMIC AND RECRERECR RECREATIONAL PROGRAMS. THERE'S POSTERS UP THERE. WE HAVE A GRADE WALL IN WHICH THE KIDS ARE GOING THROUGH SCHOOL, WHEN THEY GET THEIR REPORT CARD, DOING BETTER, THEY PUT IT UP ON THE WALL AND WE HELP FOSTER THAT TYPE OF SITUATION THAT THE PARENTS IN MANY CASES BECAUSE THEY'RE SINGLE PARENTS DON'T HAVE THE OPPORTUNITY IN SOME CASES TO BE ABLE HELP THEIR KIDS AND THIS IS SOMETHING THAT WORKS WELL. WE ARE NOT A DAY CARE, WE ARE AN AMENITY.

LET ME BE CLEAR ABOUT THAT. ALSO DURING THE SUMMER WE PROVIDE LIGHT SNACKS BECAUSE WE RECOGNIZE THE KIDS ARE HUNGRY AND HAVE AN ABUNDANCE OF ENERGY. WE WORK OUT A SITUATION WHERE THEY CAN BURN OFF THEIR ENERGY AND HAVE A HEALTHY SNACK. WHEN MOM PICKS UP THEIR CHILD AFTER SCHOOL OR AFTER A SUMMER ACTIVITY, SHE CAN FOCUS ON THE HOMEWORK IN THE SCHOOL SYSTEM AND HAVE A MORE PROACTIVE ENGAGEMENT WITH HER CHILDREN. SOMETHING THAT'S NOT ALWAYS FOUND IN A DIVORCED REQUIREMENT. WE ARE REAL PROUD OF THIS. WE DO THIS AT ALL OF OUR MULTIFAMILY PROPERTIES BECAUSE WE BELIEVE IT'S GOOD BUSINESS. ANOTHER EXAMPLE OF AMENITIES.

WE USE HARD WOOD CABINETS. TOP OF THE LINE APPLIANCE FACTORS AND OTHER ITEMS TO MAKE SURE WE HAVE A CHEERY AREA FOR OUR RESIDENTS. NEXT SLIDE PLEASE.

THIS IS AN EXAMPLE OF WHAT OUR PROPERTIES IN CORINTH, TEXAS, CALLED POWER RIDGE.

THIS IS A COMBINATION OF PLANK AND INTERIOR BRICK. THIS PROPERTY HAS BEEN AROUND FOR ALMOST 10, 11 YEARS NOW AND HAS HIGH OCCUPANCY AND DOES VERY WELL.

NEXT SLIDE EXCUSE ME. THIS IS ANOTHER PROPERTY DOWN IN THE SOUTHEAST AREA OF FORT WORTH CALLED THE RESIDENCES OF EAST LAND. IT'S A 146 UNIT.

IN THIS CASE, THE REASON I SHOW YOU THIS, THE TOWNHOUSE HAS DIFFERENT DETAIL AND DESIGN TO BE ABLE TO DO SOME OFF SET. WE TRY TO DESIGN A PROPERTY SUBJECT TO THE NEIGHBORHOOD, SUBJECT TO THE LOCATION SO WE CAN FIT IN. NEXT SLIDE.

WHAT WE HAVE DONE AND THIS IS DISCUSSED JUST BEFORE I STARTED SPEAKING ON HOW THE PROPERTY CONFORMS TO THE COMPENSATIVE PLAN. WE LOOKED AT HOW OUR DEVELOPMENT CONFORMS TO THE COMPREHENSIVE PLAN. THIS IS A 2019 UPDATE.

IN THIS CASE, WHEN THIS DISCUSSION CAME UP WITH EXISTING LAND USE AND I KNOW YOU FOLKS

[00:20:04]

KNOW THIS ALREADY, THEY WERE A LOT OF AREAS WHERE YOU HAD STRATEGIC OPPORTUNITY AREAS IN YOUR PLAN AND NUMBER ONE ON THE LIST OF STRATEGIC OPPORTUNITY OF WHICH WE'RE A PART OF.

WHAT WE FOUND MOST ILLUMINATING IN THE PLAN. THE PARTICIPANTS OF PLAN BELIEVE FULL CIRCLE HOUSING AND COMMERCIAL DEVELOPMENT WAS AN ATTRACTION.

CREATING AFFORDABLE HOUSING AND DIVERSE HOUSING OPTIONS WOULD PLAY A MAJOR PART OF FUTURE GROWTH IN THE COMMUNITY AND THAT'S EXACTLY WHAT WE'RE DOING. AS FAR AS THE IMPLEMENTATION IS CONCERNED, WE LOOKED AT ALL OF THE FIVE GOALS ASSESSED IN THE PLAN

>> WE ARE PROVIDING SUPPORTED INFRASTRUCTURE WHICH WE WILL DISCUSS IN A SECOND AND WE ARE PROVIDING HOUSES THAT DO SUPPORT VARIOUS LIFESTYLES SO THAT WE CAN WORK WITH OUR RESIDENTS AND BE ABLE TO CREATE AN ENVIRONMENT WHERE THEY REALLY DON'T WANT TO LEAVE.

WE LIKE OUR FOLKS TO STAY IN OUR APARTMENTS FOR A LONG PERIOD OF TIME.

NEXT SLIDE. AND THEN FINALLY, ONE OF THE LARGE TICKET ITEMS IS CAPITAL IMPROVEMENTS. THAT IS PART OF PLAN. WE WILL TALK ABOUT COSTS IN A SECOND, AS I INDICATED EARLIER, THIS IS A $60 MILLION DEVELOPMENT GOING INTO THIS PARTICULAR AREA WHICH IS DESIGNED, WHICH IS A HUGE CAPITAL IMPROVEMENT PROJECT BY ANY MEASURE. NEXT SLIDE. AS WE LOOK AT THE FUTURE GOALS, WE WANTED TO UTILIZE THE COMPREHENSIVE PLAN TO MAKE SURE WE COORDINATED AND THIS WAS WORKING AS PART OF A MASTER DEVELOPMENT. WE WANTED TO PROMOTE THE MIXED USE BECAUSE IT IS IN A SURROUNDING DEVELOPMENT AND IT CREATES SOME OF THE COMMERCIAL AND RETAIL DEVELOPMENT AMOUNTED OUT THERE. I CAN EXPLAIN THAT IN ANOTHER SLIDE AS WELL. NEXT SLIDE PLEASE. AND AGAIN, RE-EMPHASIZING, THERE'S A LOT OF EMPHASIS ON WHAT TO DO IN THE NORTH SHORE AREA, MENTIONING THE FACT WE ARE THE NORTH SHORE. NEXT SLIDE PLEASE. CARRING ON A LITTLE BIT.

HOPEFULLY TRYING TO MAKE IT A LITTLE BETTER THAN THE DEVELOPMENT PLAN THAT WAS UP EARLIER, IF YOU LOOK AT THE ARROW AND THE BLACK LINE SURROUNDING THAT AREA, THAT IS OUR PROPERTY AND SPECIFICALLY OUTSIDE OF THE MASTER PLAN AREA. NEXT SLIDE.

YOU WILL NOTICE THAT WE ARE, WE WILL BE AND HAVE AGREED TO CONSTRUCT THREE THOROUGHFARES THROUGHOUT THIS PARTICULAR SITE AND THESE THREE AREAS SHOW WHERE THOSE ROADS ARE.

THE FIRST ROAD THAT WE'RE GOING TO BE BUILDING IS THAT EXTENSION WITH THE HUFFINES PROPERTY ALL THE WAY THROUGH AND THAT'S THE BLACK ROAD ALL THE WAY THROUGH HARMONY ROAD TO BE ABLE TO STOP THERE. THEN IF YOU TAKE A LOOK AT THE YELLOW ROAD, GO TO THE RIGHT, THERE'S ANOTHER ROAD THERE THAT'S GOING TO ABUT TO THE LEFT.

WE WILL BE BUILDING THAT AND YOU KEEP GOING UP, WE YES RIGHT THERE AND THE NEXT ROAD UP WE WILL BE BUILDING THAT ROAD AS WELL. NEXT SLIDE PLEASE.

YOU'RE NOT GOING TO SEE THIS REAL WELL, I APOLOGIZE BUT WE GOT THIS LATE.

THIS IS THE SAME PLAN EXCEPT THERE'S AN ARROW ON THE LEFT-HAND SIDE THAT IS POINTING OUTSIDE THE PEAK ROAD AREA. THIS IS A SITE THAT IS ALREADY GONE INTO DEVELOPMENT DEPARTMENT FOR POTENTIAL RETAIL AND OTHER USES AND ONE OF COMMENTS IN DISCUSSION IS THAT THEY WANT TO MOVE FORWARD BUT THEY, THEY ARE A RETAIL DEVELOPER AND THEY NEED BODIES TO BUILD.

THEY NEED RESIDENTIAL BODIES FOR THE CUSTOMER BASE FOR THE RETAIL AND THEY ARE COUNTING ON US, THE HUFFINES DEVELOPMENT BY US AND OUR DEVELOPMENT BECAUSE WE'RE ALSO BUILDING THE INFRASTRUCTURE THAT'S GOING TO HELP THEM BRING EVERYBODY TO THEIR RETAIL CENTER AND AGAIN, THE RETAIL CENTER ALSO EMBELLISHES US AND THE HUFFINES DEVELOPMENT AS WELL. SO, YOU KNOW IT'S SYMBIOTIC WE HAVE RETAIL SERVICES SUPPORTING THE RESIDENTIAL AND THE RESIDENTIAL THROUGH THE POPULATIONS THAT EXIST IN THE APARTMENT HOMES WILL SUPPORT THE RETAIL.

NEXT SLIDE PLEASE. THIS IS A LITTLE CLEANER CUT TO SHOW WHERE THE ROADS ARE.

[00:25:02]

I APOLOGIZE FOR REGURGITATING THE SAME INFORMATION. THIS IS THE ROADS WE'RE BUILDING AND BRINGING IT THROUGH. AND THESE ROADS ARE PART OF THE THOROUGHFARE PLAN COMPREHENSIVE PLAN THAT WAS UPDATED 2014. AND WE ARE DOING EXACTLY WHAT IT IS, THE THOROUGHFARE PLAN DICTATES. NEXT SLIDE PLEASE. AND YOU SAW THIS BEFORE, THIS TAKE SAYS ALL THOSE LITTLE AND THIS IS THE APPROVED DEVELOPMENT PLAN THAT WE HAVE AT THIS STAGE OF THE GAME. THAT SHOWS THE ROADS, SHOWS OUR DEVELOPMENT AND HOW IT ALL R - INTERACTS. NEXT SLIDE PLEASE. THIS IS AN OVER VIEW OF THE MILESTONE, SCHEDULING AND OTHER ITEMS WE HAVE ACCOMPLISHED. THIS HAS BEEN BROUGHT UP AND I'M GLAD IT WAS. WE HAVE IMPROVED REGULATING PLAN.

THE PHASING PLAN HAS BEEN APPROVED. WE HAVE COMPLETED PURCHASE SALE GLEAM. GOT THE SURVEY COMPLETED. ARCHITECT HAS FINALIZED THE BUILDING PLAN, CIVIL ENGINEERS FINALIZED THE PLANS, ZONING IS TAKEN CARE OF.

TITLE AND COMMITMENTS ARE TAKEN CARE OF. WE ARE WORKING WITH OUR ROWLETT HOUSING FINANCING CORPORATION TO FINALIZE, WE HAVE OUR DEBT AND EQUITY IDENTIFIED.

WE HAVE GOT THE BOND APPLICATION AND WE HAVE THE CBL APPLICATION AS YOU FOLKS REALIZE WE RECEIVED THAT IN JANUARY. WE DID RECEIVE TDHCA THE TAX CREDITS.

WE HAVE A STRONG MARKET SURVEY AND SHOWS OUR RENTS FOR OUR WORK FORCE HOUSING FOLKS ARE GOING TO BE ON AVERAGE ABOUT TWO TO $300 LESS THAN THE MARKET RATE HOUSING THAT WE DID MARKET STUDIES FOR. WE ARE REAL ENCOURAGED WITH THAT.

AS WE START TO GO THROUGH COVID-19 AND A POSSIBILITY THAT WE'RE GOING TO SEE MORE AND MORE REDUCTIONS OF JOBS AND UNEMPLOYMENT, THIS IS GOING TO HELP SERVE THE RESIDENTS OF ROWLETT BECAUSE EVERYBODY IN EVERY CITY WILL BE AFFECTED AND ONE OF BEST WAYS TO HANDLE POPULATIONS IN THIS ENVIRONMENT IS TO HAVE AFFORDABLE HOUSING WITH AFFORDABLE RENTS IN AREAS THAT PEOPLE CAN GO INTO. IF WE HAVE AN ASSESSMENT THAT WILL LAST AS LONG AS SOME OF THE ECONOMICS ARE GOING TO START DISCUSSING IS SOMETHING WE NEED TO BE CONCERNED WITH.

BUT, WHAT WE HAVE DONE UP-TO-DATE IS AS WE SAID, WE HAVE GOT RESOLUTION NO OBJECTION WAS WAIVED BY THE GOVERNOR AS A DIRECT RESULT OF THE COVID-19 AND OUR TOTAL COST THAT WE EXPENDED TO DATE GETTING THIS SET UP AND READY TO GO IS $1.2 MILLION.

NOW, NEXT SLIDE PLEASE. NOW, SENIORS WAS BROUGHT UP. I WANTED TO DO A COMPARISON OF THE LAKE VIEW PROPERTY AGAINST OUR RESIDENCES AT MERRITT HILL. THE RESIDENCES OF MERRITT HILL IS CONSTRUCTING CITY STREETS. WE'RE ARE INSTALLING WATER CONTROL AND LIGHTING AND ALL CONSISTENT WITH THE FUTURE PLANNED THOROUGHFARES AND OUR COST OF INFRASTRUCTURE FOR DOING THIS IS $1.6 MILLION. WAY IN EXCESS THAT THE LAKE VIEW SENIORS HAD TO ADDRESS.

THAT'S AN IMPORTANT POINT THAT I WOULD LIKE TO MAKE IS THAT, THESE ARE HARD DOLLARS AND FOR ALL PRACTICAL PURPOSES, YOU KNOW WE WANT TO MAKE SURE THAT WE'RE CONFORMING TO WHAT THE CITY WANTS AND HOPE THE CITY UNDERSTANDS, THESE DOLLARS COME FROM SOMEWHERE AND IT'S A VERY EXPENSIVE PART OF OUR BUDGET. SO AS A RESULT OF THAT, WE WANT TO MAKE SURE THAT PART OF WHAT WE'RE TRYING TO ACCOMPLISH IN TERMS OF WHAT WE INVEST IN THE CITY.

WE WILL BE DEEDING ALL THESE STREETS BACK TO THE CITY AND THEY'RE GOING TO BE BUILT UNDER CITY STREET CODE ENVIRONMENT. IT'S SOMETHING THAT WE THINK IS OF VALUE FOR NOT ONLY THE AREA, THE NORTH SHORE AREA BUT ALSO AS ROWLETT CONTINUES TO GET MORE AND MORE RESIDENTS.

TO ACCESS OUR PROPERTY AND THE RETAIL AREAS AS WELL. SO, AS WHAT WE'RE TRYING TO ACCOMPLISH HERE AND I APPRECIATE, YOU KNOW I APPRECIATE YOU GUYS INVITING US IN TO HAVE DISCUSSION WITH THE GENERAL CERTIFICATE UNDER THE BOND PROGRAM AS WHAT HAPPENS IS

[00:30:02]

WE GO THROUGH THE BOND INDUCEMENT PERIOD IN WHICH THE BONDS ARE APPROVED FOR ISSUANCE BY AT LEAST INITIALLY BY THE ROWLETT HOUSING FINANCE CORPORATION.

WE THEN GO THROUGH A SEPARATE HEARING AND UNDER NORMAL CIRCUMSTANCES, A REQUEST TO THE CITY FOR SOME FORM OF RESOLUTION WHICH THE GOVERNOR WAIVED. IN OUR CASE, THE PUBLIC HEARING WHERE ANYONE CAN COMMENT ON THE BOND, THAT OCCURS AFTER THE WAVE, AFTER THE GOVERNOR WAIVED THE RESOLUTION. THAT WAS OPEN FOR ANYBODY TO HAVE DISCUSSIONS WITH.

UNFORTUNATELY OR FORTUNATELY, NOBODY MADE ANY COMMENTS DURING THIS HEARING.

SO WHERE ARE WE NOW? WE HAVE A $60 MILLION INVESTMENT THAT WE THINK WILL BE TREMENDOUS FOR THE CITY OF ROWLETT. WILL PROVIDE MUCH NEEDED SERVICES IN A VERY LARGE MAJOR ENHANCED WAY FOR NOT ONLY THE CHILDREN BUT ALSO THE PARENTS OF OUR AREA.

AND OUR NEIGHBORHOOD. WE HAVE BONDS THAT WE HAVE TO CLOSE ON BY JULY 3RD OR WE LOSE THE BOND ISSUANCE. SO, WE HAVE GOT EVERYTHING SET UP.

WE HAVE COMMITMENTS FROM OUR LENDERS TO CLOSE. BUT THE FINAL ITEM FOR THE BONDS IS A GENERAL CERTIFICATE THAT NEEDS TO BE SIGNED BY THE MAYOR. AND I BELIEVE THAT IS THE WHOLE FUNCTION OF WHY THIS SPECIAL MEETING WAS CALLED FOR OUR PURPOSES AND WE ARE WILLING TO ANSWER QUESTIONS YOU MIGHT HAVE ABOUT THE DEVELOPMENT. AND JUST THANK YOU FOR ALLOWING

US TO MAKE THE PRESENTATION. >> THANK YOU VERY MUCH. SO COUNCIL, AT THIS TIME, ANY QUESTIONS? MIKE, YOU STILL HAVE YOUR HAND RAISED?

WE'RE GOING TO LOWER YOUR HAND. >> YEAH, I CAN LOWER MY HAND. I WOULD LIKE TO KNOW WHAT THAT MIX IS AND MARKET RATE AND AFFORDABLE HOUSING UNITS AND THEN ALSO I WOULD LIKE TO TALK

ABOUT THE PILOT AGREEMENT. >> HANG ON A SECOND. MIX OF MARKET AND

>> I'M SORRY. MAYOR. >>

>> I THINK THEY ALREADY SAID THERE ARE NO MARKET UNITS. IT'S 260 AFFORDABLE UNITS.

I MISSED THAT PART. >> IF I'M WRONG, CORRECT ME THERE APPLICANT.

JUST TO ADD ON THAT THAT PART OF YOUR QUESTION MARTHA. CAN YOU TELL US THE MIX OF ONE, TWO AND THREE BEDROOM AND THEN CONFIRM THEY'RE ALL AFFORDABLE OR NOT PLEASE.

>> ARE YOU, YOU TALKING TO ME? >> WHOEVER WANTS TO ANSWER. I WILL ANSWER THAT.

HOLD ON ONE SECOND. I APOLOGIZE, I DID NOT HAVE A BREAK DOWN.

LET ME GET THE BREAK DOWN REAL QUICK. WE HAVE -- YES, MA'AM, WE HAVE A BREAK DOWN OF 58, 1 BEDROOMS. 133 TWO BEDROOMS AND 69 THREE BEDROOMS.

>> AND ALL AFFORDABLE? >> YES, MA'AM. AND THE REASON WE DID THAT, THERE'S A DEED MARKET, OUR MARKET STUDY INDICATED THERE WAS A DEEP NEED FOR THAT.

>> YES. THANK YOU. AND WE DO NEED TO HAVE A DISCUSSION ABOUT THE PILOT AGREEMENT. I'M GOING TO GO, BEFORE WE DO

THAT, I'M GOING TO MATT. HE HAS HIS HAND RAISED. >> THANK YOU, MAYOR.

I HAD A QUESTION ABOUT THE ROADS. ARE THOSE BEING PHASED IN WITH

THE DIFFERENT PHASES OR ALL GOING IN AT THE BEGINNING? >> WHETHER OUR DEVELOPMENT IS COMPLETED, THE ROADS WILL BE COMPLETED. WE WILL BEGIN THE CONSTRUCTION, AT LEAST PARTIALLY TO MAKE SURE WE HAVE IT GRAVELLED IN. WE HAVE TO CONFORM WITH FIRE CONTROL PURPOSES TO MAKE SURE WE HAVE A ROAD. AT THE SAME TIME PERIOD, WE HAVE TO BE CAREFUL TO MAKE SURE THAT DURING CONSTRUCTION WE HAVE HEAVY EQUIPMENT THAT DOESN'T COME IN AND CRACK THE STREETS. WE TYPICALLY DO OUR OVERLAY TO THE BASE ON ANY STREET.

TOWARD THE END OF OUR COMPLETION OF THE 260 UNIT CONSTRUCTION. WE ARE NOT WAITING FOR THE REST OF THE AREA TO BUILD UP BEFORE CONSTRUCTION. WHETHER WE'RE DONE WITH

CONSTRUCTION, THE STREETS WILL BE READY TO GO. >> SO WALK ME THROUGH, YOU HAD VARIOUS PHASES. YOU'RE NOT DOING PHASES AT ONCE. WHAT IS YOUR TIMELINE FOR THE

VARIOUS PHASES. AND HOW MANY -- >> WELL, WE ARE PART OF THE MASTER REGULATORY MAN AND DEVELOPMENT. WE ARE PHASE ONE.

[00:35:02]

THE OTHER GROUPS DOING THE OTHER PHASES ARE DIFFERENT DEVELOPER THAT IS HAVE SPECIFIC EXPERTISE

IN THAT AREA >> WITH NO PLANS IN PLACE ALL.

YEAH MATT. >> YEAH. THAT'S THAT WAS MY NEXT QUESTION. THAT WAS THE POINT I WAS GETSING TO.

>> WHAT DO YOU MEAN BY NO PLANS. I'M NOT SURE I UNDERSTAND. YOU HAVE RETAIL COMING ON.

YOU HAVE RETAIL COMING ON BOARD. I'M SORRY. MY FAULT.

>> I HAVEN'T HEARD, YOU GUYS BUILD LOOKS LIKE A REALLY GREAT PRODUCT FOR WORK FORCE HOUSING, BUT THERE IS A FOR THIS FORM BASED CODE, THERE'S A MIXED USE AND I HAVEN'T HEARD IF YOU'RE GOING TO WORK WITH A BROKER. ARE YOU PARTNERING WITH ANOTHER DEVELOPER TO BRING ON THE MIXED PIECE PART. YOU HAD THREE ROADS AND YOUR, I GUESS YOU NEED TO POINT OUT A LITTLE MORE HELP ME UNDERSTAND A LITTLE MORE LOOKING AT THAT SITE PLAN, WHAT YOUR PART AND THEN WHAT IS THE OTHER PART YOU SAID IS SOMEBODY ELSE. I'M A LITTLE CONFUSED THERE.

>> SURE. THE SITE -- >> OKAY.

OKAY. THIS IS OUR PHASE RIGHT HERE. IF YOU TAKE A LOOK AND A COUPLE STEPS BACK FROM THIS PLAN, THE PHASE TWO IN MIXED DEVELOPMENT, THOSE ARE GOING TO BE COORDINATED WITH THE MASTER, THE SELLER WHO IS THE MASTER PLANNER FOR THIS MIXED PHASE DEVELOPMENT. THEY ARE INTERESTED AS I SAID EARLIER, WE HAVE TO THE WEST OF THIS PROPERTY OR TO THE LEFT, WE HAVE A RETAIL DEVELOPER THAT BUILDS TO BUILDING IN THAT AREA.

THAT IS ON GOING. THE SELLER FOR THE MASTER PLAN IS ACTIVELY LOOKING FOR QUALIFIED DEVELOPERS FOR THE REMAINING AREA. IN OTHER WORDS, WE'RE

RESPONSIBLE FOR THE MULTIFAMILY PORTION OF THE PLAN. >> MUNAL, CAN WE PULL UP YOUR PRESENTATION REALLY QUICK. IT HAD IT HIGHLIGHTED WHICH ONE WAS -- WHAT HE'S BUILDING AND NOW THERE'S A THIRD PARTY. I WILL CLARIFY SOME OF THE INFORMATION THAT'S BEEN PROVIDED BY THE APPLICANT. THERE ARE ABSOLUTELY THREE PHASES OF DEVELOPMENT.

THESE THREE PHASES ARE PERTINENT TO I WILL SAY THE APPLICANT. LET ME PUT IT THAT WAY.

HOWEVER, THE FIRST PHASE IS THE MULTIFAMILY COMPONENT. THE AFFORDABLE HOUSING COMPONENT. THE FORM BASED CODE REQUIRES APPROVAL OF A REGULATING PLAN IF THERE'S A PHASE PROGRAM AND IN THIS CASE, THIS IS THE REGULATING PLAN THAT IS BEING PROPOSED FOR ALL THREE PHASES OF DEVELOPMENT. BEYOND THAT, BECAUSE THE APPLICANT IS READY TO MOVE FORWARD WITH PHASE ONE AND THEY COMPLY WITH THE FORM BASED CODE AS IT RELATES TO A MIX OF USES, THEY ARE MOVING FORWARD WITH A DETAILED PLAN OR DEVELOPMENT PLAN APPROVAL OF PHASE ONE WHICH IS PURELY THE MULTIFAMILY DEVELOPMENT.

THE MASTER THOROUGHFARE PLAN CLEARLY STATES THAT HARMONY ROAD HAS TO BE CONSTRUCTED AND HAS TO BE IN LINE WITH THE ADJACENT DEVELOPMENTS AND TIE INTO MERRITT ROAD.

AS A RESULT, BECAUSE OF THE REQUIREMENTS OF THE FORM BASED CODE AND THE MASTER THOROUGHFARE PLAN. THIS SECTION OF CONNECTIVITY WILL BE PROVIDED BY THE APPLICANT. YOU CAN ALSO SEE THAT THERE IS OFF -- ON STREET PARKING ON ONE SIDE OF THE DEVELOPMENT BECAUSE THE OTHER SIDE WILL PICK UP AT A FUTURE TIME.

THE APPLICANT'S REFERENCE TO 2 ADDITIONAL INTERNAL STREETS AND I WILL SHOW ON A SUBSEQUENT SLIDE ARE REQUIRED TO ENSURE BLOCK LENGTHS ARE ADDRESSD AND CREATED AND WILL BE DEEMED AT PUBLIC RIGHT-OF-WAY. 1 OF THE STREETS TRAVERSE BETWEEN PHASE TWO AND PHASE ONE AND ONE IS WITHIN THE REALM OF PHASE ONE. HOPE ROAD IS NOT UNDER CONSIDERATION OF THE DEVELOPMENT PLAN APPROVAL ASSOCIATED WITH THIS DEVELOPMENT TODAY.

THE DISCUSSION ON ADJACENT DEVELOPMENTS FROM HOPE FUTURE ROAD, THAT IS PURELY IN DISCUSSION. NO DEVELOPMENT PLANS HAVE BEEN TURNED IN.

WE HAD APPLICATIONS AND IT TOO IS A MIXED USE. THERE'S NO CLARITY AS TO EXACTLY

WHAT WILL HAPPEN AT THAT TIME. >> SO RIGHT NOW, THE APPLICANT WILL BE MOVING FORWARD WITH

[00:40:06]

THEIR 260 MULTIFAMILY UNITS. THEY HAVE INDICATED TO US THAT FUTURE DEVELOPERS WILL COME IN AND BUILD THE OTHER PHASES. PHASE ONE WE HAVE A REGULATING PLAN WHICH SHOWS US BUILDING AND BLOCKS. AND DESIGNED TO ACCOMMODATE COMMERCIAL AND RETAIL USES AND ALSO HAVE THE OPEN SPACE REQUIREMENT WITH THAT. PHASE THREE IS A DIFFERENT ZONING CATEGORY ALTOGETHER. LIKELY, YOU KNOW IT MIGHT COME FORWARD WITH A ZONING CHANGE AND WE DO NOT KNOW THAT YET. THERE IS A POND THERE AND IT IS NECESSARY FOR DRAINAGE PURPOSES AND WILL QUALIFY FOR OPEN SPACE FOR THE OVERALL DEVELOPMENT AS WELL.

SO, IN A NUT SHELL, THAT IS IT. AS HAD RELATES TO HARMONY ROAD, THAT WILL BE CONSTRUCTED AS PART

OF PHASE ONE. >> THE OPEN SPACE IS THAT PART OF WHAT THIS DEVELOPER IS GOING

TO PUT IN AS WELL? >> IT IS MY UNDERSTANDING YES CAN WE GO TO THE NEXT SLIDE PLEASE? I WANT TO GO TO THE AS YOU CAN SEE, THERE'S ALSO A TRAIL SYSTEM REQUIREMENT. AND THAT WILL HAVE TO BE PROVIDED BECAUSE THEY WANT TO USE THAT OFF SITE COMPONENT TO ENSURE THEY HAVE SOME CIVIL ENGINEERING CONCERNS AS IT RELATES TO WATER AND USED BY THIS DEVELOPMENT AS WELL AND FUTURE DEVELOPMENTS.

>> CAN THE APPLICANT CONFIRM YOU'RE GOING TO BUILD THAT TRAIL SYSTEM AS PART OF YOUR

RESIDENTIAL DEVELOPMENT? >> YEAH, IT IS MY UNDERSTANDING AS WELL, YES.

>> OKAY. THAT'S ALL I HAVE FOR NOW. THANK YOU MUNAL.

>> MAYOR, I THINK YOU'RE ON BLAKE, YOU MUST HAVE READ MY -- >> SO, TO THE APPLICANT, THE HARMONY HILL, THE ROAD THAT CONNECTS TO HARMONY HILL, IS THAT ROAD NEEDED TO SUPPORT THE

MERRITT HILL DEVELOPMENT? >> WE HAVE NO ABUTTING ROAD WITHOUT THAT HILL.

WITHOUT THAT, UNDER TEXAS LAW, WE ONLY HAVE TO BUILD ONE HALF OF A STREET THAT ABUTS OUR PROPERTY. WE ARE BUILDING, WE'RE PUTTING A MUCH LARGER ROAD AS A RESULT OF

THIS. WE'RE REBUILDING THE BUILDING. >> MY CONCERN WITH SAYING WHAT WE'RE GOING TO PAY FOR THIS ROAD. SO, WE DON'T GET PILOT.

BASICALLY REQUIRED TO BUILDING IT. THAT WAS KIND OF WHERE I WAS GETTING AT. WE WILL BUILD THE ENTIRE ROAD EVEN OFF THE BOUNDARY LINE.

WE'RE NOT OWNING THE PROPERTY. >> WE WILL TALK ABOUT THAT. THE FORM BASED CODE DOES REQUIRE THE CONSTRUCTION OF THE RIGHT-OF-WAY. IN ADDITION IF YOU NOTICE WE HAVE NOT REQUIRED FOR THEM TO PROVIDE THEIR ON STREET PARKING ON THE OTHER SIDE OF THE ROAD AND LASTLY, I BELIEVE THE SUBDIVISION ORDINANCE ROWLETT CODE DOES NOT, IF THERE'S STREET CONSTRUCTION, REQUIRE THE FULL WIDTH OF THE STREET CONSTRUCTION.

THE MINIMUM REQUIREMENTS AND THAT'S WHAT I BELIEVE MR. HOSKINS IS REFERRING TO.

>> CORRECT. >> BLAKE, I'M SORRY, WAIT A MINUTE, WERE YOU DONE?

>> YES. I'M DONE. WHITNEY.

>> HAVE WE DONE A TRAFFIC STUDY? IS THAT ROAD HARMONY GOING ALL THE WAY THROUGH AND CUTTING THROUGH HARMONY HILLS. IT WILL HAVE CONNECTIVITY TO THE DEVELOPMENT AND AGAIN IT'S

REQUIRED. >> MY CONCERN IT'S ONLY TWO LANES AND GOING TO BE USED.

IT'S GOING TO BE USEDAS A CUT THROUGH FOR HARMONY. NOT ONLY ARE YOU GOING TO HAVE A

[00:45:07]

PORTION OF 600 AND SOME IN HARMONY ALSO USING THAT. AND I AM CONCERNED AM I LIKE

THAT TO BE LOOKED AT A LITTLE CLOSELY. >> ABSOLUTELY.

WE WILL VISIT THAT ELEMENT >> THE TIA IS REQUIRED AND THAT'S WHY WE REQUIRE THE INTERNAL STREET FOR THE PROPERTIES NORTH AND SOUTH OF THE SUBJECT SITE AS WELL.

>> WE MET WITH Y'ALL IN FEBRUARY. AND WE RAISED THREE ISSUES.

ONE WE RAISED THE ISSUE THAT WE WANTED TO MAKE SURE IT WAS A MIXED USE INTEGRATION.

TWO WE RAISED THE ISSUE OF THE PILOT AGREEMENT. AND I FORGET WHAT THE THIRD WAS.

I'M SURE THIS WAS A THIRD. AND IT WAS THE SENIOR THING BUT THAT IS, WAS NOT ACCURATE.

NO BIG DEAL BARBARA. I AM REALLY, REALLY CONFUSED WHY YOU WOULD GO DOWN THIS ROAD OF INVESTING $1.2 MILLION WITHOUT COMING BACK TO COUNCIL TO GO THROUGH THE DETAILS OF A PILOT

AGREEMENT. >> WE WERE VERY CLEAR IN THAT FEBRUARY MEETING.

>> PLEASE LET ME FINISH. >> YES, MA'AM, I APOLOGIZE. WE WERE CLEAR WE WANTED YOU KNOW TO HAVE NEGOTIATION OF A PILOT AGREEMENT, THIS IS A SIGNIFICANT NUMBER OF HOUSEHOLDS COMING INTO THE CITY OF ROWLETT THAT ARE GOING TO NEED ON GOING SERVICES. AND WE HAVE TO BE ABLE TO HAVE THE REVENUE TO SUPPORT THOSE SERVICES. SO, THE FACT THAT YOU'RE GOING TO BUILD INFRASTRUCTURE IS VERY -- AND A LOT OF INFRASTRUCTURE IS VERY NECESSARY FOR YOUR DEVELOPMENT. BUT DOES NOT GIVE US THE RESOURCES WE NEED TO SERVICE THOSE HOUSEHOLDS IN THE FUTURE. SO, YOU KNOW WE HAD THIS PROVISION OUT THERE WHERE NOW I'M TALKING TO THE PUBLIC A LITTLE BIT, WE HAD THIS PROVISION OUT THERE WHERE YOU WERE REQUIRED TO GET A LETTER OF NO OBJECTION AND YOU WERE GOING TO HAVE TO COME BACK TO US WITH ANSWERS TO ALL OF THOSE CONCERNS BEFORE WE ISSUE A LETTER OF NO OBJECTION, THE GOVERNOR WAIVED THAT REQUIREMENT BECAUSE OF COVID BUT THAT DIDN'T CHANGE WHAT COUNCIL NEEDED TO HEAR FROM YOU AS A DEVELOPER AND AN APPLICANT AND HFC. I'M REALLY CONCERNED ABOUT THAT.

NOW I WILL STOP. >> OKAY. FIRST OF ALL, I WOULD BE THE ONE TO APOLOGIZE, I WAS NOT PART OF THE FEBRUARY MEETING. I FEEDBACK IT WAS LIGHT DISCUSSION. AND IT WAS SUBJECT AND THAT WAS GOING TO BE A REQUIREMENT STIPULATION AS IT RELATES TO GETTING THE RESOLUTION WITH NO OBJECTION.

WHEN THE GOVERNOR WAIVED THAT AND WE WERE MOVING DOWN THE PATH OF PERMITTING, AND AS WE GATHERED MORE AND MORE INFORMATION, WE FOUND THAT YOU KNOW WE INITIALLY WERE GOING TO BUILD ONE STREET AND DECIDED THAT IT MAKES SENSE TO BUILD THREE IN TOTAL SO WE'RE BUILDING MORE THAN THE MINIMUM REQUIREMENT. EVEN MY MINIMUM REQUIREMENTS OF THE FORM BASED CODE AND THOSE AREN'T INSIGNIFICANT. THE PILOT YOU EXECUTED WITH LAKE VIEW HAD NO INFRASTRUCTURE SYSTEM. THEY WERE ABLE TO PUT THE PROPERTY DOWN AND NOT WORRY ABOUT IT. THE OTHER THING TO CONSIDER IS THAT THERE'S REASON TEXAS PUT THIS EXEMPTION IN PLACE FOR HOUSING FINANCE CORPORATIONS THROUGHOUT THE STATE AND THAT IS IT'S NOT AFFORDABLE HOUSING IS A NEEDED SERVICE TO A CITY.

IT'S NOT JUST ABOUT PROVIDING POLICE AND FIRE SERVICES, IT'S PROVIDING GOOD, QUALITY HOUSING FOR THE WORK FORCE STAFF THAT THE CITY OF ROWLETT HAS AND WE BELIEVE, WE HAVE THAT AND THAT WAS ONE OF THE INTENT OF ONE OF INTENTS WITH RESPECT TO DOING THAT.

VERY FEW DEVELOPMENTS COULD GET COMPLETED THESE DAYS IN TEXAS UTILIZING TAX EXEMPT BOND STRUCTURES WITHOUT HEAVY SOFT MONEY FROM THE CITY ITSELF OR THE LOCAL MUNICIPALITY OR THERE'S AN EXEMPTION IN PLACE. NOT JUST US, BUT ALSO FOR DEBT AND EQUITY PROVIDERS.

[00:50:08]

I WASN'T EXPECTING, IT WASN'T ON THE AGENDA TODAY WE WERE GOING TO BE TALKING ABOUT A PILOT PROGRAM, I APOLOGIZE I AM NOT PREPARED TO TALK ABOUT A PILOT PROGRAM.

I'M MORE INTERESTED IN HEARING YOUR THOUGHTS AS FAR AS THAT'S CONCERNED BUT, YOU KNOW, IF THE CITY IS GOING TO TAKE THE POSITION AND OBVIOUSLY I WAS RIGHT, THE $1.6 MILLION INFRASTRUCTURE IS JUST ANOTHER POSITIVE MARK ON OUR TABLE. IF YOU CAN'T GET THE DEAL DONE, IT GOES AWAY, YOUR RETAIL DEVELOPER WILL GO AWAY AND THE ROAD SAYS WILL BECOME ANOTHER CONVERSATION. THIS HAS BEEN AROUND FOR SIX YEARS AT THIS STAGE OF THE GAME.

I'M NOT TRYING TO SAY ANYTHING YOU DON'T ALREADY KNOW. I NEED TO UNDERSTAND FROM THE CITY WHAT IT IS YOU KNOW THAT YOU GUYS THINK. RECOGNIZING THIS IS A VERY,

VERY, VERY TIGHT DEAL BASED ON THE COST WE HAVE INTO THIS. >> OKAY.

SO, ABSOLUTELY AGREE WITH YOU THAT THE PART OF THIS IS TO DO SERVICE TO THE CITY.

ABSOLUTELY UNDERSTAND THAT THESE DEALS ARE TIGHT AND THAT THEY'RE STRUCTURED TO BE TIGHT, BUT I ALSO ABSOLUTELY UNDERSTAND THIS WAS ONE OF DEAL POINTS IN FEBRUARY THAT WE WANTED DISCUSSED IF PARTNERSHIP WITH OUR CITY COUNCIL. I REALLY DON'T CARE IF YOU PERSONALLY WERE AT THE MEETING. THIS WAS A MEETING WE EXPECTED THAT NEGOTIATION TO HAPPEN.

AND PLEASE DON'T COME TO THIS MEETING AND TELL ME YOU KNOW YOU DIDN'T REALIZE WE WERE GOING TO TALK ABOUT THE PILOT AGREEMENT. ABSOLUTELY WAS DISCUSSED BETWEEN ATTORNEYS WITH YOUR FIRM AND OUR CITY AND ABSOLUTELY WAS DISCUSSED WITH THE HFC REPRESENTATIVE.

SO, THAT IS WHAT THIS IS ABOUT. SO, THAT'S VERY FRUSTRATING THAT YOU JUST SAID THAT.

>> MY NAME IS KAREN KINARD, MAYOR, I REPRESENTATIVE NUROCK COMPANIES, HOWEVER WE WERE TOLD YOU WANTED INPUT ON OUR PROPERTY AND WANTED TO TALK ABOUT THE CERTIFICATE.

AND THAT'S THE WAY IT WAS POSTED. >> WE WEREN'T PREPARED TO TALK ABOUT A PILOT TONIGHT THAT'S NOT, IT JUST SAID YOU WANTED US TO GIVE INPUT IS WHAT THE E-MAIL I GOT FROM YOUR CITY ATTORNEY TO TALK ABOUT THE CERTIFICATE THAT NEEDS TO BE SIGNED IN ORDER TO

FOR THE BOND APPLICATION. >> SO KAREN, CAN YOU STATE YOUR NAME AND ADDRESS.

>> MY NAME IS KAREN KINARD, WITH THE GREENBURG LAW FIRM IN AUSTIN TEXT.

300 WEST 6TH STREET, SUITE 2015, AUSTIN TEXAS, 78701. >> THIS WAS CLEARLY COMMUNICATED BETWEEN ME AND HFC THIS PILOT AGREEMENT HAS NOT BEEN NEGOTIATED AND DISCUSSED WITH COUNCIL. I'M GOING TO DAVID BEHRMANN AND MATT.

>> WE HAD A CONFERENCE CALL, KAREN WAS NOT INVOLVED IN THAT CALL.

AS WAS HFC'S COUNCIL LAST WEEK. THE PILOT AGREEMENT WAS IN FACT DISCUSSED AT THIS TIME.

I WAS TOLD, WELL, LET'S DO THIS, IF I MAY, MAYOR, THE AGENDA HAS A PROVISION THAT SAYS THE CITY RESERVES THE RIGHT TO CONVENE IN CLOSED EXECUTIVE SESSION FOR THE PURPOSES OF LEGAL ADVICE ON ANY ITEM. I WOULD LIKE TO ASK YOU CALL AN EXECUTIVE SESSION TO THIS MATTER. WE CAN CONVENE BACK IN OPEN SESSION.

>> ARE I WILL BE GLAD TO DO THAT, DAVID. MATT HAS HIS HAND RAISED.

I WANT TO SEE IF HE HAS A QUESTION OR COMMENT BEFORE WE GO TO EXECUTIVE SESSION.

>> MY ONLY OTHER COMMENT WAS ONE, WE SPECIFICALLY DID TALK ABOUT A PILOT AGREEMENT AND IF YOU LOOK AT EVERY HFC DEAL, WHICH HASN'T BEEN A LOT, WE ALL HAD A PILOT AGREEMENT AND WE HAVE NOT PASSED LETTERS BECAUSE THESE DEALS ARE SO TIGHT. IT HAS TO BE THE PERFECT PIECE OF PROPERTY TO MAKE THESE DEALS HAPPEN BECAUSE THE PILOT IS SO IMPORTANT TO THE CITY.

WE DON'T HAVE A HUGE TAX BASE TO SUPPORT THE SERVICES FOR THESE DEPARTMENTS.

THOSE SITES ARE VERY, VERY CRITICAL WHEN YOU CHOOSE THEM AND SO WHEN LOOKING AT THESE SITES. IF WE KNEW THE INFRASTRUCTURE COST WAS GOING TO BE SO HIGH AND MAKE A PILOT UNREASONABLE. THAT'S A DISCUSSION WE SHOULD HAVE HAD A REALLY LONG TIME AGO.

THE OTHER PIECE I HAVE AN ISSUE WITH AND I HAVE FROM THE BEGINNING, WE PASSED THIS AS A FORM BASED CODE. AND FORM BASED CODE IS SUPPOSED TO HAVE RETAIL IN IT.

WHAT WE HEAR OVER AND OVER AGAIN AND WE DID OUR COMP PLAN AND STRATEGIC PLAN, THE NORTH SHORE

[00:55:01]

WOULD BE DEVELOPED OUT WITH RESIDENTIAL, THE COMMERCIAL IS NEVER GOING TO COME.

WE NEVER HOLD THE DEVELOPER TO FEET TO THE FIRE TO MAKE THAT COMMERCIAL COME ALONG WITH THE RESIDENTIAL. AND HERE WE ARE AGAIN. WE HAVE A RESIDENTIAL THAT'S COMING IN AND WE'RE SAYING THAT THAT'S SOMEBODY ELSE'S ISSUE THAT'S GOING TO TAKE CARE OF THAT COMMERCIAL PIECE. I DON'T KNOW IF THIS IS GOING TO BRING IN COMMERCIAL DEVELOPMENT INTO THIS SITE. TO ME, YOU KNOW THAT IS SOMETHING THAT, THAT IS A PIECE OF OUR PROPERTY, PART OF OUR CITY WE HAVE TO HOLD ON BECAUSE WE CAN BRING REAL COMMERCIAL VALUE TO IT BECAUSE OF 190 BEING RIGHT THERE. IF WE KEEP SELLING OFF PIECES AND PIECES OF THIS AGAIN, IT'S GOING TO ALL BE DEVELOPED OUT WITH RESIDENTIAL AND WE'RE NOT GOING TO GET THE COMMERCIAL PIECE. I HATE WE KEEP COMING BACK TO THAT PART AND THERE WASN'T FURTHER DISCUSSION IN TERMS OF WHAT THE COMMERCIAL PIECE WAS GOING TO BE. THAT'S JUST ANOTHER EDITORIAL COMMENT ABOUT THAT WHOLE DEVELOPMENT AROUND THIS PIECE. I FEEL A LITTLE BIT LIKE WE WERE SOLD A BILL OF GOODS.

>> CAN I MAY >> SURE.

>> THANK YOU. MAYOR, I APPRECIATE COUNCIL MEMBER, I APPRECIATE YOUR COMMENTS. NUMBER ONE, WE DID TAKE A LOOK ON ON THE ROWLETT WEBSITE.

THERE'S ONLY ONE OTHER TRANSACTION THAT HAS BEEN AWARDED A PILOT IN THE CITY AND THAT IS THE LAKE VIEW DEVELOPMENT WHICH OPERATED IN PARTNERSHIP WITH THE ROWLETT HOUSING CORPORATION. YOU HAVE DIFFERENT INCENTIVES OUT FOR OTHER DEVELOPMENTS.

FOR A PILOT, THERE'S ONLY ONE THAT WE WERE ABLE TO ASCERTAIN AND CONFIRMED THAT WAS THE ONLY ONE THEY WERE INVOLVED WITH. THE SECOND THING I WANT TO ADDRESSES YOUR FRUSTRATION.

I HEAR THAT LOUD AND CLEAR. AS A LANDOWNER WHO OWNS MULTIFAMILY PROPERTY, WE WANT RETAIL AROUND OUR PROPERTY, I WOULD BE NERVOUS. WE DON'T LIKE TO BE IN THE MIDDLE OF NOWHERE AND AN AREA THAT WOULD TAKE A LONGER PERIOD OF TIME TO GET THE VARIOUS AMENITIES THAT WOULD MAKE IT DIFFICULT FOR OUR RESIDENTS. BUT LIKE A DOCTOR, EVEN IN THE DEVELOPMENT WORLD, THERE ARE DIFFERENT SKILL SETS. MULTIFAMILY DEVELOPERS ARE NOT NECESSARILY THE BEST RETAIL DEVELOPERS. THE RETAIL DEVELOPERS ARE NOT THE BEST MULTIFAMILY DEVELOPERS. THERE'S DIFFERENT WAYS TO ENGAGE LEASE IT, THE WHOLE NINE YARDS.

WE HAVE AN APPROVED MASTER PLAN WE PUT IN PLACE THAT YOU'RE CAN'T, WE'RE NOT BUYING THE PROPERTY BUILDING ON IT AND THEN OUR THREE PHASES ARE ALL GOING TO BECOME MULTI FAMILY.

THEY ARE DEDICATED USES. THE LAND OWNER IS ALREADY COMMITTED TO.

THE MULTIFAMILY IS NOT THE HIGHEST AND BEST PRICE TO POTENTIALLY GET FOR A PROPERTY ALTHOUGH IT'S NEEDED AND HE RECOGNIZES THAT. HE GETS GREATER VALUE IF HE TRIES TO GET RETAIL OR OFFICE DEVELOPMENT AT A MUCH HIGHER DENSITY.

IT'S ACTUALLY TO THE CITY'S BEST INTEREST TO MAKE SURE YOU HAVE ONE LANDOWNER DOING PART OF THE MASTER DEVELOPMENT AND UTILIZES DIFFERENT DEVELOPERS USING THEIR EXPERTISE TO BE ABLE TO MAKE THAT HAPPEN. AND IT WAS NEVER MEANT TO DO ANYTHING BUT TO OPERATE IN OUR

OWN WAY TO MAKE THAT WORK. >> THANK YOU VERY MUCH. I APPRECIATE THAT.

WHAT WE'RE GOING TO DO GO TO EXECUTIVE SESSION WITH OUR ATTORNEY.

FOR THOSE OF YOU NOT GOING INTO EXECUTIVE SESSION, JUST STAY ON THIS CALL AND WE WILL RECONVENE

THE ZOOM CALL AS SOON AS WE LAU. ARE WE OKAY >> YES, MA'AM.

>> OKAY. IT'S 6:55 P.M. WE HAVE RECESSED TO OUR EXECUTIVE SESSION AND NO FORMAL ACTION WAS TAKEN. I WILL MAKE A COUPLE COMMENTS.

WE HAVE BEEN VERY CLEAR ALL ALONG WE WERE EXPECTING TO NEGOTIATE A PILOT AGREEMENT.

VERY DISAPPOINTED THAT WE ARE IN THIS MEETING WITH NO DISCUSSION ABOUT THAT AND CERTAINLY WITH NO NEGOTIATION PRIOR TO - THAT. AT THIS TIME, WE ARE GOING TO MOVE TO ITEM 3 ON THE AGENDA. WHICH IS DISCUSS THE COVID-19 EVENT AND --

>> MAYOR, THIS IS -- >> BEFORE YOU MOVE FORWARD, WE WOULD JUST LIKE SOME MAYBE GUIDANCE OR INFORMATION ON THE GENERAL CERTIFICATE WHICH WAS ALSO ON YOUR AGENDA.

>> THE GENERAL CERTIFICATE IS NOT SUBJECT TO COUNCIL VOTE -- >> I'M SORRY.

[01:00:02]

>> MAY I SPEAK? >> SURE BARBARA. >> I WOULD LIKE TO ASK IF WE COULD GET MAYBE SOME KIND OF AGREEMENT THAT NUROCK AND AGREE TO SET UP MEETINGS TO HAMMER OUT A PILOT AGREEMENT. AND WITH THE CITY ATTORNEY AND THAT WE GET THE CERTIFICATE SIGNED AND THAT NUROCK AGREE THAT THEY WON'T PROCEED WITH ANYTHING UNTIL AN AGREEMENT IS SIGNED. CAN WE DO SOMETHING ALONG THOSE LINES? WILL NUROCK AGREE TO SOMETHING AND WILL THE CITY AGREE TO SOMETHING? THAT'S ALL I'M ASKING. ALL THE HFC WANTS IS SOME AFFORDABLE HOUSING FOR THE WORK FORCE AND -- MY QUESTION WOULD BE IS AN AGREEMENT CONTINGENT ON SIGNING OF THE CERTIFICATE OF

THE GENERAL CERTIFICATE? IS THAT WHAT YOU'RE ASKING? >> WE HAVE NOT SAID THAT.

WE HAVE ASKED ALL ALONG THAT A PILOT AGREEMENT BE NEGOTIATED AND WE SET UP THIS SPECIAL MEETING TO FACILITATE A DISCUSSION OF THE STATUS OF OUR OPEN ISSUES.

AND OUR OPEN ISSUES WERE UNDERSTANDING THE INTEGRATION OF A MIXED USE DEVELOPMENT AND BRINGING FORTH A PILOT AGREEMENT. YOU KNOW YOU ALL WENT FORWARD WITH THE DECK AND THE STRUCTURE OF THE DEAL AND DIDN'T BRING FORWARD A PILOT AGREEMENT FOR US TO NEGOTIATE AND DISCUSS. EVEN THOUGH WE ASKED IN FEBRUARY.

WE HAVE ASKED IN SUBSEQUENT MONTHS PRIOR TO THIS. WE TALKED ABOUT IT LAST WEEK.

WE TALKED ABOUT IT AGAIN WHAT IS TODAY? THIS WEEK.

SO, YOU KNOW WE DON'T HAVE A PILOT AGREEMENT TO DISCUSS. YOU GAVE YOUR PRESENTATION.

YOU DISCUSSED HOW YOU'RE MEETING THE REQUIREMENTS OF THE MIXED USE INTEGRATION, BUT WE STILL

DON'T HAVE A PILOT AGREEMENT. >> UNDERSTAND. >> THAT'S HOW WE'RE IN

PARTNERSHIP ON THIS TRANSACTION. >> I WOULD JUST LIKE TO ASK IS THAT A CONDITION, IS A PILOT AGREEMENT A CONDITION OF YOU THE MAYOR SIGNING? I UNDERSTAND THAT COUNCIL NO

AUTHORITY TO VOTE ON THIS? >> I HAVE TO STEP IN. >> MAYOR, YOU DON'T NEED TO ANSWER THAT QUESTION. I DON'T WANT YOU ANSWERING THAT QUESTION.

IT'S NOT A RELEVANT QUESTION AND BEYOND THE SCOPE OF THE AGENDA. WITH ALL DUE RESPECT TO BARBARA, DISCUSSING A SERIES OF MEETING TO DISCUSS A PILOT AGREEMENT IS ALSO NOT ON THE

>> CORRECT. >> OKAY. >> THE CERTIFICATE IS LISTED ON THE AGENDA. THE DISCUSSION OF A GENERAL CERTIFICATE IS LISTED AND THERE

WS NO REAL DISCUSSION OF THAT. SO. >> YEAH WE DID HAVE A DISCUSSION

OF THAT. >> OF THE GENERAL CERTIFICATE? >> BARBARA, WE DID DISCUSS THE TRANSACTION AND THE REQUIREMENTS. BARBARA.

WE'RE GOING TO TAKE IT >> OKAY. >> ALL RIGHT.

I'M GOING TO MOVE TO ITEM THREE. UNLESS DAVID YOU HAVE SOMETHING ELSE.

[3. Discuss the COVID-19 event and take any necessary action. (45 minutes)]

DISCUSS THE COVID-19 AND TAKE NECESSARY ACTION. ALL RIGHT.

ED, WELCOME. >> THANK YOU MAYOR. I'M NOT SEEING THE PRESENTATION YET. WELL THANK YOU MAYOR AND COUNCIL, I'M GOING TO GIVE A BRIEF UPDATE ON THE COVID SITUATION. I WILL START OFF WITH THE CURRENT CASE COUNT. WE DID RECEIVE TWO OR 12 NEW CASES TODAY.

WHICH IS THE HIGHEST NUMBER SINGLE DAY TOTAL. LIKE WE HAVE SEEN IN THE LAST COUPLE WEEKS, THE AVERAGE AGE OF THOSE CASES IS FAIRLY LOW. COMPARED TO THE PREVIOUS 140 CASES. SO FIVE OF TODAY'S CASES ARE UNDER 20S AND ONE IN THEIR 30S.

OVERALL WE HAVE SEEN A 38 TO 40% DROP IN THE AGE OF CASES. THE REASON FOR THAT HAS BEEN EXPLAINED AS YOUNG PEOPLE TEND TO NOT TAKE AS MANY PRECAUTIONS AS THE PEOPLE OLDER AND ENGAGING IN MORE ACTIVITIES WHERE THERE ARE SIGNIFICANTLY LESS OPPORTUNITY FOR SOCIAL DISTANCING. WE'RE STILL AT THREE DEATHS. WE HAVE 183 PERSONS WHO ARE UNDER SOME SORT OF QUARANTINE ORDER OR DIRECTIVE IN THE CITY. AT 76 HOUSEHOLDS.

[01:05:01]

IT INCLUDES 91 HIGH RISK PERSONS, OUT OF 91. THERE ARE SIX PROBABLE CASES.

WE ARE NOT COUNTING THOSE AS CONFIRMED CASES BECAUSE THE CLINICAL INFORMATION SHOWS THAT MOST LIKELY THEY ARE POSITIVE BUT THEY HAVEN'T BEEN TESTED. UNFORTUNATELY A LOT OF PEOPLE AT HIGH RISK WON'T END UP BEING TESTED AND SOME MAYBE ASYMPTOMATIC OR NOT TESTED.

YOU CAN TELL ABOUT THE CHART ON THE RIGHT. AS OF YESTERDAY OUR TOTAL ACTIVE CASES EXCEEDED OUR RECOVERY CASES FOR THE FIRST TIME SINCE THE BEGINNING OF MAY.

GO TO THE NEXT SLIDE. A BRIEF OVER VIEW ON THE UPDATES FROM DALLAS COUNTY CASE COUNTS.

YOU CAN SEE ON THE PICTURE ON THE LEFT, THE DAILY COUNT IS SIGNIFICANTLY HIGHER COMPARED TO ANY OTHER PERIOD THROUGHOUT THIS ENTIRE PANDEMIC. ON THE RIGHT, YOU WILL SEE FOR THE AGE GROUP 18-40, IT HAS SIGNIFICANTLY GROWN AS FAR AS PERCENTAGE OF TOTAL CASE COUNTS FOR EACH MONTH. YOU CAN SEE THE OTHER AGE GROUPS HAVE DECREASED WHERE WE HAVE INCREASED. GO TO THE NEXT SLIDE. ANOTHER GRAPHIC FROM UT SOUTH WESTERN. THIS SHOWS THAT THE COMPOSITION OF THE CASES ARE SORT OF MOVING TOWARDS THE YOUNGER POPULATION. THAT INCLUDES HOSPITAL ADMISSIONS AND ICU ADMISSIONS.

GIVE AN EXAMPLE. I HAVE A COUSIN WHO IS A YEAR YOUNGER THAN I AM WHO WAS HOSPITALIZED THIS PAST WEEKEND. WE'RE SEEING A LOT YOUNGER PEOPLE WHO TEND TO BE HEALTHIER AND NOT REALLY EXPECT TO HAVE TO GO TO THE HOSPITAL DUE TO COVID-19.

AND END UP IN THE HOSPITAL OR ICU. NEXT SLIDE.

LOOKING AT THE REGION AS A WHOLE, YOU CAN SEE THAT THE TOTAL CONFIRMED SUSPECTED HOSPITALIZATIONS FOR COVID-19 HAVE INCREASED SIGNIFICANTLY OVER THE LAST TWO WEEKS.

HOSPITAL BED OCCUPANCY HAS FINALLY EXCEEDED 70% SINCE THE OPEN TEXAS PLAN WAS ANNOUNCD.

YOU CAN SEE THERE'S BEEN A STEADY INCREASE IN THE PAST TWO MONTHS.

THE REASON WHY THOSE NUMBERS SORT OF FLUCTUATE IS BASED ON HOW MANY HOSPITALS ARE REPORTING. SO THEY TEND TO REPORT MORE TOWARDS END OF THE WEEK AND ON THE WEEKEND THERE'S A LAG OR A LAPSE IN REPORTING. SO THAT'S WHY THE NUMBERS SORT OF TEND TO FLUCTUATE LIKE THAT. YOU CAN SEE THE AVERAGE IS THAT EVERYTHING IS INCREASING.

UT SOUTH WESTERN DID ESTIMATE THERE'S A POSSIBILITY FOR ANOTHER 20% INCREASE IN TOTAL HOSPITALIZATIONS THROUGH JULY 4TH. WE WILL CONTINUE TO SEE THE NUMBER MOST LIKELY. GO TO THE NEXT SLIDE PLEASE. LOOKING AT DALLAS COUNTY, THOSE NUMBERS REFLECT EXACTLY WHAT WE SEE IN THE REGION. TOTAL SUSPECTED AND CONFIRMED CASES HAVE INCREASED AT DALLAS COUNTY HOSPITALS. HOWEVER, THE TOTAL DEATH RATE HAS DECREASED AND I WILL EXPLAIN SOME OF THE REASONS WHY THAT MAY BE ON THE NEXT SLIDE.

CURRENTLY ONLY ONE FDA TREATMENT REMDESIVIR, RECEIVED FDA EUA ON MAY FIRST.

THE AVERAGE RECOVERY TIME WAS REDUCED FROM 15 TO 11 DAYS. THE STATE IS CURRENTLY DISTRIBUTING DONATED DOSES TO HOSPITALS. THE TOTAL AMOUNT IS 977 CASES WHICH WOULD TREAT ABOUT 3900 HOSPITALIZED PATIENTS. ONE THING WE HAVE HEARD FROM OUR HOSPITALS AND OUR DOCTORS AND REGIONAL COLLEAGUES IS THAT -- WE'RE SEEING BETTER CLINICAL OUTCOMES FROM THOSE HOSPITALIZED INCLUDING THOSE IN

>> ED. >> YES. >> YOU MADE -- I COULDN'T HEAR WHAT YOU STARTED TO SAY ONCE YOU STARTED TALKING ABOUT DEXAMETHASONE.

>> WHAT WE HEAR IS THEY ARE SEEING BETTER CLINICAL OUTCOMES IN THEIR PATIENTS HOSPITALIZED AND IN THE ICU BECAUSE THEY'RE USING THIS TYPE OF TREATMENT. THE EARLY STUDY RESULTS SHOW THAT FOR ONE DEATH WOULD BE PREVENTED FOR EVERY EIGHT VENTILATED PATIENTS AND EVERY 25 PATIENTS REQUIRING OXYGEN WAS TREATED WITH A STEROID. THEY DIDN'T PROVIDE DOUBT FOR THOSE NOT ON SUPPORT, OXYGEN OR VENTILATION. NEXT SLIDE.

[01:10:07]

>> IT'S BEEN, I HAVE RECEIVED A LOT OF QUESTIONS WHERE TO GET TESTED.

THERE'S BEEN A SIGNIFICANT UPTICK IN PEOPLE VISITING TESTING SITES.

THERE ARE SEVERAL LOCATIONS THAT ARE FREE SUPPORTED BY FEMA RUN BY THE CITY OF DALLAS AND MOBILE TESTING SITE. THE RED BIRD WALK UP SITE. THE TWO PRIMARY SITES THAT HAVE BEEN IN OPERATION SINCE THE BEGINNING AND WILL OPERATE THROUGH JUNE 30TH.

THEY ARE WORKING THROUGH A CONTRACT TO IDENTIFY SOMEONE TO COME IN AND TAKE OVER IF FEMA DECIDES NOT TO CONTINUE TO SUPPORT THESE TESTING SITES. THEY ARE OPEN 8:00 TO 5:00 MONDAY THROUGH SATURDAY AMERICAN AIRLINE CENTERS. EVERY DAY WE ARE NOTIFIED THEY ARE TENDING TO CLOSE AROUND NOON OR ONE AND THERE'S A TWO HOUR WAIT.

WE WILL TAKE A LOOK AT SOME OF THE OTHER ALTERNATIVES TO THE FREE SITES.

WE HAVE THE ROWLETT WAL-MART SUPER CENTER. GO TO DO I NEED A COVID-19 TEST.COM. YOU CAN REGISTER AND I VERIFIED THAT IS STILL WORKING AND CAN GET TESTED TODAY. LAURA, DO YOU MIND CLICKING ON THAT LINK? THE STATE ESTABLISHED A COLLECTION OF TESTING SITES THE PUBLIC CAN VIEW TO SEE WHAT SITE TO GO TO TO SEE WHAT TYPE OF TEST THEY NEED. I GUESS IT'S NOT WORKING.

THERE WE GO. >> HOLD ON JUST A SECOND. I'M GOING TO HAVE LAURA CLICK THROUGH THIS. ONCE YOU GET TO THIS WEBSITE AND WE HAVE PUBLISHED THIS WEBSITE AS SOON AS IT WAS MADE AVAILABLE TO THE PUBLIC ON OUR WEBSITE. IF YOU TYPE IN YOUR ADDRESS, IT WILL GIVE YOU A, IT WILL ZOOM IN AND GIVE YOU A LESS OF SITES CLOSEST TO YOU.

LIST IN ORDER. IF YOU EXPAND THAT BOX, IT WILL GIVE YOU ADDITIONAL SITES.

YOU CAN IDENTIFY WHICH ARE THE CLOSEST SITES TO YOUR LOCATION. DO I MIND CLICKING OR ZOOMING INTO THE WAL-MART SITE PLEASE. I HAVE RECEIVED A LOT OF CALLS AND E-MAILS FROM CITIZENS REQUESTING INFORMATION ON WHERE THEY CAN GET TESTED, WHICH IS WHY I'M GOING THROUGH THIS REAL QUICK. WHEN YOU CLICK ON AN ICON, THIS IS A DRIVE THROUGH SO THE BLUE ONE NEXT TO IT IS NOT A DRIVE THROUGH. THAT'S AN URGENT CARE.

IT GIVES YOU ALL THE INFORMATION INCLUDING LINKS WHERE TO REGISTER AND OTHER RESTRICTIONS AT THAT SITE. YOU MIND ZOOMING OUT? LOOKING AT LEWISVILLE, THERE'S A

VEHICLE, THE ORANGE ICON >> WE HAVE MOBILE TESTING SITES. THERE WAS ONE IN ROCKWALL TODAY, ONLY FOR TODAY. THIS INFORMATION WILL CHANGE DEPENDING ON WHERE THE SITES ARE OPERATING. THE PLAN IS TO CONTINUE TO OPERATE THROUGH EARLY JULY.

SO IF YOU CHECK ON THESE, MAYBE IDENTIFY ADDITIONAL SITES. THEY ARE PUBLIC RUN SITES THROUGH THE CITY OF DALLAS OR OTHER GOVERNMENT AGENCIES. WHEN YOU GET ON THIS WEBSITE, IT GIVES YOU, IF YOU WANT TO ZOOM OUT, GIVES YOU HUNDREDS OF TESTING SITES AVAILABLE TO YOU.

YOU CAN CONDUCT THEM TO SEE WHAT THEIR PROCEDURES ARE. SOMETIMES YOU CAN CALL THEM AND THEY SET YOU UP WITH AN APPOINTMENT WITH A PHYSICIAN TO SEE IF YOU NEED TO BE TESTED.

MOST TESTS ARE FAIRLY EASY TO GET THROUGH. MOST OF THE TIME YOU WILL GET THE RESULTS IN A DAY. HOWEVER THE TURN AROUND TIME FOR THE TESTS THAT AREN'T RECEIVED WITHIN THE SAME DAY AS SIGNIFICANTLY REDUCED TO TWO OR THREE DAYS.

SO THERE ARE PLENTY OF SITES WHERE YOU CAN GET YOUR RESULTS WITHIN A COUPLE DAYS.

YOU DON'T HAVE TO WAIT AN ENTIRE WEEK TO GET THE RESULTS. THAT'S ALL I HAD ON THAT LAURA.

>> NEXT TOPIC JUST AN UPDATE ON THE DALLAS COUNTY CARES ACT FUNDING.

THEY HAVE THREE PROGRAMS. THE FIRST ONE IS EMERGENCY BUSINESS ASSISTANCE PROGRAM.

[01:15:04]

THE FIRST ROUND IS OPEN FOR APPLICATIONS. FREE APPLICATIONS AND HAVE $5 MILLION. THEY CAN FUND 333 BUSINESSES AS OF TODAY.

DALLAS COUNTY NOTIFIED US THAT THEY HAVE ONLY RECEIVED 700 POLITICALS.

SO WE REALLY ENCOURAGE ANY BUSINESS IN THE CITY TO GO AHEAD AND APPLY.

GET YOUR APPLICATION IN. THERE'S A POTENTIAL FOR ADDITIONAL FUNDING AVAILABLE THERE. THERE'S A RANDOM SELECTION PROCESS.

THOSE SELECTED WILL BE INVITED. EVEN THOUGH THERE'S 700 APPLICANTS, DOESN'T MEAN EVERYBODY WILL BE ELIGIBLE. THOSE NOT SELECTED, THE COUNTY WILL ALLOCATE $30 MILLION TO FUND ADDITIONAL BUSINESS ASSISTANCE GRANTS. NO NEED TO RE-APPLY.

THERE'S AN OPPORTUNITY TO USE THEIR CONTRACTOR AND ADMINISTRATIVE CAPACITY TO FUND ADDITIONAL BUSINESSES ASSISTANCE LOANS TO THOSE NOT SELECTED IN EITHER THE FIRST OR SECOND ROUND. THIS IS EXPECTED TO OCCUR IN AUGUST AND THE AMOUNT AVAILABLE WILL BE CITY SPECIFIC, DEPENDING ON HOW MUCH EACH CITY IS SIGNED THE ILA THAT PROVIDE BACK TO DALLAS COUNTY. THERE WILL BE A SEVEN TO 10% REDUCTION IN THE AMOUNTS.

IF WE PROVIDE $100 TO DALLAS COUNTY, THERE WILL BE A SEVEN TO $10 FOR THE ADMINISTRATIVE COST TO MANAGE THIS APPLICATIONS AND ALSO DOING THE FOLLOW UPS AND ENFORCEMENT FOUR MONTHS TO A YEAR AFTER THE PROVISION OF THE ASSISTANCE. THE TYPE OF ASSISTANCE PROVIDED IS A FORGIVABLE LONE OF UP TO $15,000. THEY FORGIVE ON A MONTHLY BASIS UP TO FOUR MONTHS. GENERAL ELIGIBILITY. NOT MORE THAN 100 EMPLOYEES.

REVENUE LESS THAN 1.5 MILLION. MUST HAVE EXPERIENCED AN INCOME LOSS.

MUST BE CURRENT WITH PAYMENT OF TAXES AND MUST BE LOCATED IN DALLAS COUNTY.

NDC IS THE COMPANY THAT DALLAS COUNTY CHOSE TO ASSIST WITH THE APPLICATIONS AND DOING THE FOLLOW UP WITH IT. NEXT SLIDE PLEASE. THE SECOND LARGE PROGRAM BEING CONDUCTED THROUGH DALLAS COUNTY IS THE HOUSING ASSISTANCE PROGRAM.

>> ED, I WOULD LIKE TO PAUSE FOR A MINUTE. IF WE COULD GO BACK ONE SLIDE LAURA. I HAVE A QUESTION IN THE SMALL BUSINESS GRANT PROGRAM AND I WANT TO SEE IF THE REST OF COUNCIL DOES WHILE WE'RE TALKING ABOUT THIS SUBJECT.

SO IS THERE ANY RESTRICTION FOR APPLYING FOR THIS IF A BUSINESS HAS ALREADY RECEIVED A PPP LOAN?

>> YOU CAN'T DUPLICATE BENEFITS. I CAN'T REMEMBER WHAT TYPES OF SBA ASSISTANCE YOU WOULD BE RESTRICTED TO. THERE ARE DUPLICATION OF BENEFIT RESTRICTIONS.

I CAN'T TELL YOU WHICH PROGRAMS WOULD ELIMINATE YOU. ADDITIONALLY A QUESTION I ASKED DALLAS COUNTY FOR THOSE WHO RECEIVED ASSISTANCE THROUGH THE CITY'S ROBUST GRANT.

THE MAX WAS $10,000, YOU CAN RECEIVE UP TO $15,000. WOULD THEY BE ELIGIBLE TO APPLY AND RECEIVE THE $5,000. STILL WAITING TO HEAR BACK ON THAT.

THEY HAVEN'T PROVIDED US WITH ALL THE ANSWERS TO THE QUESTIONS WE HAVE REGARDING THIS PROGRAM.

WE'RE STILL WAITING TO HEAR BACK ON SOME OF THAT. >> SO, BUT THE MESSAGE TO OUR

BUSINESSES WOULD BE -- >> TO APPLY. >> APPLY.

APPLY. BETWEEN NOW AND SUNDAY. BECAUSE WE GOT ROUND TWO AND

ROUND THREE COMING DOWN TOO. >> ABSOLUTELY. I THINK WE NEED TO CONTINUE TO PUSH THE MESSAGE TO APPLY. EVEN IF YOU DON'T THINK YOU'RE ELIGIBLE TO GO AHEAD AND APPLY.

IF YOU'RE NOT SELECTED THE FIRST ROUND, YOUR APPLICATION WILL BE IN FOR THE SECOND ROUND.

>> I GUESS WE WILL HAVE TO DISCUSS THE THIRD ROUND AT A DIFFERENT TIME BECAUSE I HAVE SOME QUESTIONS ON THAT, THAT MIGHT BE APPROPRIATE FOR LATER. I DO HAVE QUESTIONS ON THAT.

>> YEAH, WE NEED IT TALK ABOUT THAT. I CAN'T SEE IF ANYBODY HAS THEIR

HANDS RAISED. >> HIT THE ESCAPE BUTTON ON YOUR COMPUTER.

[01:20:05]

DO YOU HAVE THAT? >> YOU WILL BE ABLE TO SEE THE WHOLE PANEL.

>> LAURA JUST DID IT FOR ME. SO IN REGARDS TO OUR REQUEST TO YOU KNOW USE SOME OF THE FUNDS ALLOCATED TO US, BY DALLAS COUNTY TO FURTHER PROVIDE FUNDING FOR OUR ROBUST GRANT, OUR ANSWER IS WE CAN'T RIGHT NOW. IS THAT CORRECT, ED?

>> WE CAN BUT WHAT THEY REITERATED ON TODAY'S CALL IS THAT THEY WOULD LIKE TO APPROVE OUR PROGRAMS BEFORE WE IMPLEMENT THEM. YOU KNOW RETROACTIVELY REIMBURSING ACTIVITIES BEFORE WE SIGNED THE SLA. THEY ARE PUSHING FOR US TO SEEK APPROVAL BEFORE WE INITIATE THAT. I DID ASK THEM TO RECONCILE THE CONCERNS I HAVE WITH THE DIFFERENCES IN PARAMETERS WE ESTABLISHED AND THOSE

ESTABLISHED THROUGH THE DALLAS COUNTY PROGRAM. >> I MEAN YOU HAVE BEEN WORKING

WITH THEM TO TRY TO GET THEM TO APPROVE THAT OR NOT, CORRECT? >> YES.

>> SO, THEIR PROGRAM MANAGERS WERE NOT REALLY ACTIVATED UNTIL LST THURSDAY.

WE HAD OUR FIRST MEETING TO DISCUSS THE APPROVAL PROCESS AND THE OTHER QUESTIONS THAT EVERY JURISDICTION IN DALLAS COUNTY HAS HAD SINCE THEY MADE THIS INITIAL ALLOCATION OR THE ONLY ALLOCATION. WE'RE WAITING QUITE A BIT FROM DALLAS COUNTY ON THE ANSWERS TO A LOT OF THE QUESTIONS WE HAD AND HOW SOON WE CAN START PROVIDING AID TO SOME

BUSINESSES. >> MAYOR, WOULD IT BE ACCEPTABLE FOR US TO TRY AND REACH OUT TO OUR COMMISSIONER TO GET BETTER ANSWERS QUICKER? IS THAT SOMETHING YOU WOULD BE

ABLE TO DO? >> WE CERTAINLY COULD. WE CERTAINLY COULD.

BUT -- SEEMS TO BE THE SAME STORY OVER >> YEP.

>> YEAH. I THINK WE NEED TO TRY AND GET IN TOUCH WITH OUR COMMISSIONER AND SEE IF HE CAN GET US A BETTER CONTACT OUR SOMETHING LIKE THAT.

>> OKAY. THANK YOU, ED, SORRY ABOUT THAT. >> AGAIN THE SECOND BIG PROGRAM IS THE HOUSING ASSISTANCE PROGRAM. THIS IS FIRST COME FIRST SERVED.

I ASKED THE FUNDING AVAILABLE AND THE RESPONSE FROM CHARLES REED IS THEY WILL FUND THIS PROGRAM AS THE NEED IS THERE. I STILL HAVE QUESTIONS REGARDING THAT.

IF WE ARE GOING TO TRY TO PURSUE ANY FUNDING CITY SPECIFIC, IF THEY ARE GOING TO CONTINUE PUSHING MONEY TO THAT, HOW THAT'S GOING TO, WORK. HOW THAT IS GOING TO BE CLEAR CUT FOR POSSIBILITY OF DUPLICATE IN ELIMINATING THAT. THE TYPE OF ASSISTANCE IS A GRANT NOT A LOAN. MAXIMUM $1,500 FOR THREE MONTHS FOR RENT, MORTGAGE PAYMENT AND UTILITIES AND PAYMENTS ARE NOT MADE TO THE PERSON SUBMITTING THE APPLICATION BUT MADE DIRECTLY TO THE LANDLORD OR PROVIDER. MUST HAVE LIVED IN DALLAS COUNTY SINCE MARCH FIRST AND POSSESS INCOME OF THE 80% OF DALLAS MEDIAN INCOME AND MUST NOT HAVE RECEIVED MONEY FROM THE CARES ACT. YOU CAN GO TO JEWISH FOUNDATION OF DALLAS AND CATHOLIC CHARITIES OF DALLAS. THEY DID TALK ABOUT MOVING THE CASE MANAGEMENT AWAY FROM THE TWO ORGANIZATIONS TO THE HEALTH AND HUMAN SERVICES DEPARTMENT STARTING JULY 4TH. SO THERE ARE STILL SOME QUESTIONS WE HAVE REGARDING THE ADMINISTRATIVE PROCESS ONCE THAT OCCURS AND WHETHER OR NOT WE WOULD WANT TO SEE A CONTRACT THROUGH JFS OR CATHOLIC CHARITIES TO MANAGE CITY-SPECIFIC PROGRAMS. STAFF IS STILL WORKING ON THAT AND HOPE TO HAVE AN ANSWER WITHIN THE NEXT WEEK AS TO WHAT THE BEST ROUTE IS. NOW THAT WE HAVE A LITTLE MORE CLARITY AS TO WHAT DALLAS COUNTY IS PROPOSING TO DO. THE LAST PROGRAM I HAVE A SLIDE FOR IS THE CHILD CARE ASSISTANCE PROGRAM. ONE THING DISCUSSED AT THE LAST COUNCIL MEETING I BELIEVE WAS THE ELIGIBILITY FOR NON-PROFITS. I DID SUBMIT A REQUEST FOR OUR PROPOSED ROBUST GRANT FOR NON-PROFITS TO DALLAS COUNTY LAST WEEK. TODAY WE WERE NOTIFIED AGAIN

[01:25:04]

THAT NON-PROFITS ARE NOT ELIGIBLE. THE TREASURY DID PUSH OUT GUIDANCE TODAY HOWEVER THE LANGUAGE IN THAT GUIDANCE INDICATES THE ONLY ELIGIBILITY FOR A NON-PROFIT IS SERVING AS A PASTOR ENTITY AND PROVIDING DIRECT FINANCIAL ASSISTANCE TO BUSINESSES. THOSE NON-PROFITS WOULD BE ABLE TO RECEIVE FUNDING AS A CONTRACT BASED FOR ADMINISTRATIVE SERVICES. I AM STILL GOING TO SUBMIT OUR PROPOSAL. PUSH IT THROUGH THE APPROVAL PROCESS TO GET THE REJECTION IN

WRITING IF THEY ARE GOING TO REJECT THAT PLAN. >> I FIND THAT CONFUSING BECAUSE EVEN THOUGH FEDERAL GOVERNMENT PPE PLAN WAS AVAILABLE TO NON-PROFITS.

>> THEY'RE REALLY ASKING US TO REDIRECT NON-PROFITS TO THE ONE STAR FOUNDATION.

AND ALSO FEMA. FOR THOSE WHO WERE PROVIDING ANY COVID-SPECIFIC ASSISTANCE.

DALLAS COUNTY DID SAY TODAY THE ONLY ELIGIBLE NON-PROFITS THEY COULD ENVISION WOULD BE THOSE PROVIDING COVID-19 SPECIFIC ASSISTANCE. THERE'S NOT A LOT OF CLARITY IN THAT AND NOT A LOT -- WE HAVEN'T BEEN GIVEN PARAMETERS. EVEN IF THEY WERE TO BE ELIGIBLE. THEY STILL WANT THEM TO PURSUE FEMA FUNDING BECAUSE THAT WAS AVAILABLE. THEY REALLY WANT TO SHY AWAY FROM THAT.

UNFORTUNATELY, IT'S THEIR ALLOCATION AND CAN SET UP THE PARAMETERS AS THEY DEEM FIT.

>> JUST AN EDITORIAL COMMENT ON THAT. NON-PROFITS ARE DYING RIGHT NOW.

THEY'RE NOT GETTING ANY ASSISTANCE. THEY WERE ABLE TO GET PPE STUFF, BUT FUNDING ACROSS THE BOARD IS DOWN AND FUNDERS THAT WERE COMMITTED ARE FUNDING COVID RELATED TYPES OF THINGS. THERE'S GOING TO BE A LOT OF PUBLIC SERVICE NON-PROFITS THAT ARE OUT THERE THAT ARE GOING TO GO OUT OF BUSINESS THAT WE'RE GOING TO FEEL A PINCH WHEN THIS

IS ALL DONE. I GUARANTEE IT. >> SORRY.

>> THAT'S EXACTLY RIGHT, MATT. AND THE FEMA ASSISTANCE, I'M GOING TO ASSUME THAT WOULD BE IN

THE FORM OF SBA LOAN AND WOULD NOT BE A GRANT. >> I KNOW THEY WERE FOLLOWING THE TYPICAL PROCESS FOR ANY PUBLIC ASSISTANCE. 75-25 COST SHARE.

IF LIFE MESSAGE WERE TO APPLY BECAUSE THEY PROVIDE FOOD COMMODITIES TO THE PUBLIC.

75% OF THE COST WOULD BE REIMBURSABLE BUT THEY WOULD HAVE TO APPLY.

HOWEVER GIVEN WHAT WE KNOW AS FAR AS THE CURRENT FEMA GUIDELINES, WE WOULD ACTUALLY HAVE TO SERVE AS A PASS THROUGH FOR LIFE MESSAGE. PURCHASE THE FOOD COMMODITIES

AND PASS IT THROUGH THEM. >> TRULY DISAPPOINTING. >> I DON'T GET IT.

THE FUNDING IS OUT THERE. WE WANT TO USE IT TO SAVE THE BUSINESSES AND SAVE THE NON-PROFITS. AND THERE'S SO MANY STRINGS ATTACHED WITH ALL OF THIS AND

EXCEPTIONS, I'M JUST -- I THINK IT'S UNBELIEVABLE. >> AND FORTUNATELY, A LOT OF GUIDANCE HAS BEEN VERBALLY COMMUNICATED AND HAS BEEN THE CASE WITH A LOT OF THINGS WE WORK WITH DALLAS COUNTY THROUGHOUT THIS ENTIRE PANDEMIC. WE DON'T HAVE A LOT OF THESE THINGS IN WRITING. IT'S DIFFICULT TO FIGURE OUT HOW WE NEED TO APPROACH ANYTHING, OPERATIONS AND RESPONSE TO COVID AND THIS WITHOUT THAT IN WRITING.

WE ARE WORKING HARD TO GET ANSWERS TO THE QUESTIONS. IT'S BEEN A STRUGGLE.

>> WE'RE NOT SHOOTING THE MESS MESSENGER, ED.

>> >> THANK YOU. ARE YOU DONE?

>> YES, MA'AM. THE WHOLE PRESENTATION? >> THAT WAS YOUR COVID UPDATE?

>> YES, THAT'S ALL I HAVE. THANK YOU FOR THAT. SO, ONE OF THE THINGS I ASKED YOU TO COVER JUST SO OUR PUBLIC IS INFORMED IS WHAT SPECIFICALLY IS THE NEW ORDER FROM DALLAS COUNTY IN REGARDS TO REQUIREMENT OF MASKS? SO IF YOU COULD PLEASE GO THROUGH THAT AND THEN AFTER YOU GO THROUGH THAT, I WILL TAKE OVER THE CONVERSATION FOR A

LITTLE BIT. >> I WOULD PREFER IF MUNAL COULD COVER THAT AND HAS MORE

INTERACTION WITH OUR BUSINESSES REGARDING THAT. >> SURE.

SORRY MUNAL. >> WE JUST PASSED IT OFF. >> BEFORE YOU GO THERE, MUNAL, I JUST WANT TO GO BACK TO ED FOR A SECOND. YOU KNOW THERE'S A LOT OF PEOPLE WORKING EXTREMELY HARD AND SMART, AND THIS GUY IS ONE OF THEM.

[01:30:02]

AND ED, YOU KNOW, THANK YOU SO MUCH. I KNOW THERE'S A LOT OF PRESSURE ON YOU. A LOT OF STRESS ON YOU. YOU ARE YOU KNOW SUCH AN IMPORTANT ASSET TO THIS COMMUNITY AND WE ARE SO THANKFUL YOU ARE IN THIS ROLE AND SO THANKFUL THAT CHIEF HOWARD IS IN THIS ROLE. WANT TO EXPRESS OUR APPRECIATION FOR EVERYTHING YOU'RE DOING. THERE'S, THIS IS GETTING WORSE. WE SEE IT IN ROWLETT, WE SEE IT IN OUR SURROUNDING COMMUNITIES AND DALLAS COUNTY AND NORTH TEXAS.

IT'S NOT GOING TO GET BETTER IN THE NEXT COUPLE WEEKS. SO, THANK YOU FOR EVERYTHING YOU'RE DOING. THANK YOU FOR THAT VERY COMPREHENSIVE UPDATE.

>> THANK YOU, MAYOR. >> I WILL TRY AND PICK UP FROM WHERE ED LEFT OFF.

I THINK THE DISCUSSION IS THE RECENT ORDERS THAT HAVE COME DOWN FROM THE DALLAS COUNTY AS IT RELATES TO PROTOCOL FOR BUSINESSES AND HOW WE'RE GOING TO TACKLE THAT.

THE RECENT ORDERS BASICALLY STATE THAT EACH BUSINESS IS REQUIRED TO HAVE A PROCEDURAL OR SOP THAT IS CLEARLY VISIBLE ON WHAT THE REQUIREMENTS ARE WHEN THE ENTER THE BUSINESS AS A CUSTOMER AND EMPLOYEE OF THE BUSINESS. SO BASICALLY STATES THAT YOU HAVE TO WEAR A MASK WHEN, IF, IN THE FACILITY AND AS AN EMPLOYEE OF THE FACILITY.

THAT BEING SAID, ONE OF THE CONCERNS THAT WE HAD WAS WE RECEIVED A LOT OF PHONE CALLS FROM OUR BUSINESS, A LOT OF INQUIRIES. LET ME REPHRASE AND SAY WHAT ARE WE SUPPOSED TO DO? WE RECEIVED INPUT FROM DALLAS COUNTY AS IT RESULTS TO WHAT ARE PARAMETERS AND ENFORCEMENT LEVELS ASSOCIATED WITH IT. IN A NUT SHELL, BASICALLY, YOU KNOW, WE WILL, THE COUNTY ENCOURAGES THAT PEOPLE WEAR MASKS, BE SAFE, PRACTICE SOCIAL DISTANCING. HOWEVER MORE IMPORTANTLY BE WISE ABOUT IF THERE IS SOMEONE, VISITING YOUR FACILITY OR BUSINESS, BE SMART ON HOW YOU ENCOURAGE THEM TO WEAR A MASK AND WHAT HAVE YOU. HOW DID WE TACKLE THAT OR HOW WILL WE TACKLE THIS? WE HAVE ALREADY DEALT WITH IN PAST WHEN THE PANDEMIC WAS DECLARED, ON COMPLAINTS ON BUSINESSES NOT PRACTICING OCCUPANCY LEVELS. WE WILL CONTINUE TO SEE THAT.

HOW WE HANDLE THAT. WE USE IT AS A COACHING MOMENT AND PHYSICALLY GO THERE.

VISIT AND TALK TO THEM AND EXPLAIN WHAT THE PARAMETERS ARE. THAT'S WHAT WE'RE LIKELY GOING TO DO THIS THIS GO AROUND TOO. WE DON'T WANT TO GO OUT THERE AND SEEK AND FIND OUT WHAT THOSE PROCEDURES OUT THERE. WE WILL GUIDE WHEN WE GET PHONE CALLS.

WE WILL HELP TO THE GREATEST EXTENT POSSIBLE AND PROVIDE THAT INPUT ON HOW TO AND WHAT TO DO WHETHER THAT'S WITH RESTAURANTS OR YOU KNOW STORES OR LARGER RETAIL OUTLETS.

BUT WE'RE THERE TO ASSIST AND GUIDE AND HELP THOSE ESTABLISHMENTS AND ALSO OUR RESIDENTS. I TRIED TO SUMMARIZE THAT AS SUCCINCTLY AS POSSIBLE.

>> THANK YOU, MUNAL. WHAT I'M GOING TO DO NOW. I JUST WANT TO MAKE SURE THAT WE KIND OF SET THE STAGE HERE. WE HAVE HISTORICALLY KIND OF GONE THROUGH THIS JOURNEY ON CITY ORDERS IN RELATION TO THIS DISASTER DECLARATION AND WE ALL KNOW THAT WHEN THE GOVERNOR ISSUES AN ORDER, WE ARE REQUIRED TO FOLLOW THAT. AND OUR CURRENT CITY OF ROWLETT DISASTER DECLARATION AND ORDERS THERE UNDER MIRROR THAT OF THE GOVERNOR.

AND THAT'S WHAT WE DECIDED AS A COUNCIL. AND JUST FOR THE PUBLIC'S UNDERSTANDING, IS A MAYOR HAS THE ABILITY TO ISSUE A DISASTER DECLARATION FOR THE INITIAL SEVEN DAYS AND AFTER THAT IT CAN BE EXTENDED ONLY BY A MAJORITY VOTE OF THE COUNCIL.

THIS COUNCIL WE WERE GOING TO MIRROR THE DISASTER DECLARATION AS ISSUED BY GOVERNOR ABBOTT FOR THE STATE. THAT'S WHAT WE'RE CURRENTLY UNDER.

THE SPECIFIC ORDERS UNDER THAT DISASTER DECLARATION CAN BE DETERMINED BY A LOCAL AUTHORITY IN THE CASE OF THE CITY, THE MAYOR, AND THE CASE OF THE COUNTY, THE DALLAS COUNTY JUDGE, IN THE CASE OR THE COUNTY JUDGE, I'M SORRY, IN THE CASE OF THE STATE, THE GOVERNOR.

[01:35:07]

THE GOVERNOR HAS MADE IT CLEAR THAT ALL MUNICIPALITIES, COUNTIES, CITIES ARE TO FOLLOW THE ORDERS OF THE STATE AS LONG AS THE INDIVIDUAL LOCAL ORDERS ARE NOT IN CONTRADICTION TO WHAT THE STATE ORDERS ARE. AND I'M PARAPHRASING BUT I THINK WE ALL KNOW THAT.

WHAT I THINK WE ALL UNDERSTAND WHAT I'M SAYING. THE GOVERNOR RECENTLY CAME OUT WITH ADDITIONAL GUIDANCE AND THERE'S SEVERAL COUNTIES THROUGHOUT THE STATE WHO HAVE PUT IN LOCAL REGARDS IN REGARDS TO THIS MASS ORDINANCE AND DALLAS COUNTY IS ONE OF THOSE.

SO WHAT I WANT TO MAKE SURE THE PUBLIC IS VERY AWARE OF, IS THAT WE DON'T HAVE FLEXIBILITY IN REGARDS TO THE JURISDICTION OVER THAT. DALLAS COUNTY JURISDICTION TRUMPS ANYTHING WE WOULD DO TO THE CONTRARY FROM THE CITY PORTION OF ROWLETT IN DALLAS COUNTY. I JUST LIKE WE TALKED ABOUT BEFORE AND WHAT I PROMISED THE COUNCIL IS THAT ANY TIME THESE ORDERS CHANGE AND HAVE CHANGED HISTORICALLY, WE HAVE COME TO COUNCIL TO MAKE SURE WE HAVE A DISCUSSION AND THAT WE MAKE A DECISION AS A COUNCIL.

I COULD MAKE A DECISION INDIVIDUALLY THAT I'M NOT GOING TO EXTEND THOSE ORDERS TO THE ROCKWALL SIDE OF ROWLETT. BUT I MADE A PROMISE TO ALL OF YOU THAT I WOULD NOT BE MAKING THOSE DISCUSSIONS UNI LATERALLY AND WE WOULD DISCUSS IT AS A COUNCIL.

SO THAT IS WHY I AM BRINGING THIS PARTICULAR PART OF THE AGENDA ITEM FORWARD IS TO MAKE SURE THAT WE HAVE A DISCUSSION AS A COUNCIL IN REGARDS TO IF THERE'S ANY INTEREST IN EXTENDING THIS MASK ORDER TO ALL OF ROWLETT. I WILL TELL YOU I'M NOT IN FAVOR OF IT. I WILL GO THROUGH THOSE DETAILS AT SOME POINT IN THIS CONVERSATION. BUT JUST TO SET THE STAGE IN REGARDS TO HOW I FEEL ABOUT THAT, I AM NOT IN FAVOR OF EXTENDING THAT TO THE ENTIRE CITY OF ROWLETT.

AGAIN I WILL STATE MY REASONS AT A LATER TIME. I THINK AT THIS POINT, I AM GOING TO GO AHEAD AND READ CITIZEN INPUT. BECAUSE WE HAVE ABOUT 16ISH LETTERS OF INPUT THAT I NEED TO GO THROUGH. THE FIRST WAS MICHAEL GALLOP.

ON BEHALF OF ROWLETT CHAMBER OF COMMERCE. I WOULD LIKE TO STATE OUR OPPOSITION TO PUT THE BURDEN ON BUSINESS OWNER SAYS AND THEIR EMPLOYEES.

ADDITIONALLY, FINDING A BUSINESS OWNER FOR THE AND ACTION OF CONSUMER CREATING AN UNDUE HARDSHIP ON A BUSINESS WHEN MANY STRUGGLE TO SIMPLY SURVIVE DUE TO THE CLOSURE ORDERED OR FORCED REDUCTION IN SERVICE WERE THE ORDERS FROM DALLAS COUNTY DATED JUNE 19TH, 2020, IS AMBIGUOUS.

WE STRONGLY ENCOURAGE YOU TO CREATE AN ORDINANCE RATHER THAN MIRRORING THE DALLAS COUNTY ORDER. I URGE YOU NOT TO EXTEND THE MASK POLICY TO ROCKWALL, IF YOU DO, YOU WILL BE OVER STEPPING YOUR BOUNDARIES AND DESPITE MEDIA CLAIMS TO THE CONTRARY, THERE'S NO DEFINITIVE STUDY THE MASK WEARING IS EFFECTIVE. I WILL SUBMIT THE FOLLOWING OF AN EXAMPLE OF A STUDY THAT SHOWED THERE WAS NO EFFICACY IN MASK USE REDUCING INFLUENZA VIRUS TRANSMISSION AND THE COVID-19 VIRUS HAS TRANSMISSION SIMILARITIES.

THERE IS A HYPER LINK TO THE C.D.C.. DO I NEED TO SPECIFY THAT HYPER

[01:40:06]

LINK? IT'S A CENTER FOR DISEASE CONTROL REFERENCED ARTICLE.

LET -- PLEASE DON'T BE A SHEEP. SHARI DANIEL. THANK YOU FOR THE OPPORTUNITY TO COMMENT AND THANK YOU FOR SAYING THAT SHERRY, THAT'S WHAT THIS IS ALL ABOUT.

WE WANT CITIZEN COMMENTS ON THOSE ITEMS WE'RE CONSIDERING BEFORE THE CITY.

WE'RE REPRESENTING THE CITIZENS AND IT'S IMPORTANT TO ALL OF US WE GET CITIZEN COMMENTS.

JUST BE NICE WHEN YOU DO THEM. I'M NOT JUST TALKING TO YOU, SHARI.

YOU WERE NICE. IT ONLY SEEMS LOGICAL TO EXTEND THE MASK MANDATE, IT ONLY SEEMS LOGICAL TO EXTEND THE MASK MANDATE TO THE ROCKWALL PART OF THE CITY.

THE ONLY HOSPITAL IS WITHIN THE AREA AND WOULD KEEP THOSE IN THEIR CARE SAFE DURING THIS VULNERABLE PERIOD. THIS IS FROM TIKIGAL. I URGE YOU NOT TO EXTEND THE MASK MANDATE. THIS IS THE SAME ONE. I APOLOGIZE.

THIS IS FROM ROD STARK. DO YOU INTEND TO ENCROACH ON ANOTHER COUNTY'S RIGHTS.

YOU HAVE SHOWN YOU HAVE LETTER REGARD FOR THE CITIZENS OF ROWLETT AND OUR ONLY CONCERN WITH POWER. GROWING THE GOVERNMENT CONTROL. I WILL PERSONALLY MAKE IT MY HOBBY TO LAUNCH A MASS RECALL PETITION OF THIS COUNCIL IF EVEN ONE OF YOU VOTES IN FAVOR OF ATTEMPTING THIS LIBERAL COMMUNIST STUNT. IT JUST SAYS TOM.

WHEN YOU PROVIDE INPUT, WE NEED YOUR FULL NAME. THIS IS THE ONLY SAFE THING TO

DO REGARDING WEARING MASKS. CHEERS, PARKER. >> THANKS FOR BEING KIND PARKER.

THIS IS FROM BROOK YOUNG. I AM WRITING YOU TO VOICE THAT I DO NOT WANT MASKS TO BE REQUIRED IN THE ROCK WALL COUNTY PORTION OF ROWLETT. I LIVE AT 8702 LIKE SIDE DRIVE AND I AM A DIRECT CITIZEN OF THIS AREA YOU ARE ATTEMPTING TO AFFECT.

IF THIS OCCURS, I WILL TAKE MY BUSINESS TO OTHER AREAS. PLEASE GIVE THOSE THE DECISION

[01:45:02]

OVER THEIR PERSONAL HEALTH. A CITIZEN OF ROWLETT, ROCKWALL COUNTY.

THIS IS FROM WILL YOUNG. HI, LIVE ON THE EAST SIDE AND WOULD LIKE TO NOT BE REQUIRED TO WEAR A MASK. WE ALREADY HAVE BUSINESS IN THE DALLAS COUNTY THAT REQUIRE US TO WEAR A MASK. THIS WOULD PROVIDE AN OPTION FOR THOSE WHO DO NOT WANT TO WEAR ONE. LEAVE AN OPTION FOR BOTH PARTIES TO MAKE A DECISION.

WE DON'T OTHERS TO MAKE OUR DECISION FOR US. I'M SURE MEANT WE DON'T WANT OTHERS. THIS IS FROM CHRIS BUNKOF. DEAR MAYOR AND CITY COUNCIL, WE UNDERSTAND THE CONCERN REGARDING THE SPREAD OF COVID-19, WE DO NOT AGREE WITH THE DALLAS COUNTY ORDER THAT PUTS THE BURDEN OF ENFORCEMENT ON BUSINESS OWNERS AND MANAGERS AND THEIR EMPLOYEES. WE ARE STRUGGLING TO KEEP OUR DOORS OPEN AND THIS NEW ORDER CREATES AN UNDUE HARDSHIP AT A TIME WE ARE SIMPLY TRYING TO SURVIVE.

I FEEL THAT FINDING A BUSINESS FOR THE INACTION OF A CUSTOMER IS LUDICROUS.

THIS IS VAGUE AND CREATED MORE CONFUSION NOT LESS. PLEASE CONSIDER THIS BEFORE YOU PUT A RUBBER STAMP ON THE DALLAS COUNTY ORDER FOR ALL OF ROWLETT. WE FOLLOWED EVERY GUIDELINE, OUR BUSINESS HAS BEEN DEVASTATED AND HAVE YET TO RECEIVE FINANCIAL HELP.

WE NEED YOU, OUR CITY COUNCIL TO LOOK OUT FOR THE INTEREST OF ALL WITHOUT PUTTING MORE HARMFUL POLICIES IN PLACE. THIS IS FROM DR. STEVEN HOROWITZ.

TO THE MAYOR, PLEASE DO NOT EXTEND THE MASK ORDER TO THE ROCKWALL SAID.

OTHERWISE WE WILL BRING OUR BUSY TO ROCKWALL COUNTY. THANK YOU.

THIS IS FROM MISY TID WELL. COUNCIL MEMBER, IT SEEMS LIKE COMMON SENSE SHOULD PREVAIL SINCE THE DALLAS COUNTY SHOULD ENCOMPASS THE ENTIRE CITY OF ROWLETT.

THE BUSINESSES LOCATED IN ROWLETT THAT FALL IN ROCKWALL COUNTY ARE MINIMAL.

IF THE CITIZENS DO NOT WANT TO COMPLY, THEY CAN DRIVE ACROSS THE BRIDGES TO THE CITY OF ROCKWELL, THIS IS A MINOR INCONVENIENCE. I WON'T BOTHER WITH MY LONG LIST OF WHYS AS I'M SENDING THE SHORT NOTE FROM MY PHONE AND HAVE LIMITED TIME TO THINK OF A BUNCH OF WORDS TO CONVEY MY OPINION. COMMON SENSE SHOULD PREVAIL AND INCLUDE ALL OF ROWLETT.

THANKS, MISSY TIDWELL. I THINK THAT'S THE LAST ONE. THAT IS THE LAST ONE.

>> MAYOR DID YOU INCLUDE THE ONES I SENT TO YOU PREVIOUSLY? >> ARE THEY DIFFERENT ONES?

>> YES, MA'AM. I THOUGHT THEY WERE ALL ENCOMPASSING.

GOOD THING YOU'RE WATCHING. OH, THERE'S 15 MORE. ALL RIGHT.

THIS IS FROM SHARON PHILLIPS. I SUPPORT, GOOD MORNING I SUPPORT EXTENDING THE DALLAS COUNTY ORDER TO THE ROCKWALL COUNTY PORTION OF ROWLETT. 100%.

I HAVE UNDERLYING HEALTH ISSUES AND I'M HIGH RISK AND THINK ALL OF ROWLETT SHOULD BE IN THE SIX FOOT DISTANCING ORDERS. PLEASE MAKE THE COMMUNITY AROUND US AS SAFE AS YOU CAN.

THANK YOU SHARON PHILLIPS. >> THIS IS FROM AMY SHEEHAN. PLEASE DO NOT EXTEND THE DALLAS COUNTY ORDERS TO ROWLETT PLEASE ALLOW THE BUSINESSES TO BE GOVERNED BY ROCKWALL COUNTY AND NOT HAVE FINED THROWN AGAINST THEM. THIS IS FROM CHRIS HERRON.

I WOULD LIKE TO VOICE MY SUPPORT FOR EXTENDING THE DALLAS COUNTY COVID-19 REQUIREMENTS TO THE ROCKWALL COUNTY OF ROWLETT. WEARING A MASK HAS BEEN PROVEN TO BE EFFECTIVE THROUGH SCIENTIFIC STUDY. I ENCOURAGE THE COUNCIL TO ENCOURAGE AND MAYOR THE POSSIBLE MANDATE WHEN PEOPLE ARE OUT IN PUBLIC. THANK YOU FOR WORKING TO PROTECT ROWLETT CITIZENS AND THE MOST VULNERABLE AMONG OUR RESIDENTS. THIS IS FROM MATT HORN.

PLEASE DO NOT EXTEND THE DALLAS COUNTY RESTRICTIONS IN ROCKWALL COUNTY.

[01:50:04]

FAMILIES AND BUSINESSES ARE HAVING A HARD TIME STAYING IN BUSINESS.

PEOPLE WILL DIE AS A RESULT OF YOUR STUPID POLICIES. MORE PEOPLE WILL DIE AS A RESULT OF YOUR STUPID POLICIES. PEOPLE NEED TO WORK JOBS TO FEED THEIR JOBS.

THEY WILL KILL PEOPLE, HURT CHILDREN, KILL THEMSELVES ET CETERA.

WE'RE PRETTY MUCH ALL GOING TO GET THE VIRUS EVENTUALLY ANYWAY. WE HAVE DONE A GOOD JOB PUSHING THAT OFFAS LONG AS AS WE CAN. THESE RESTRICTIONS WERE NEVER TO STOP THE VIRUS BUT TO SLOW IT DOWN SO THE HOSPITALS CAN KEEP UP. THEY CAN.

AND I RESENT THE FACT YOU SAID OUR CITIZENS MYSELF ARE UNEDUCATED.

I WILL EDUCATED AND WILL VOTE OF YOU TRYING TO GET PEOPLE OTHER THAN LIBERAL WHACKOS.

THAT'S MATT HORN AND I WILL EDITORIALIZE ON THAT AS I SAID EARLIER.

WE HAVE NO CHOICE. WE HAVE TO FOLLOW THE DALLAS COUNTY ORDERS.

ALL RIGHT. KERRY HAMPTON. HELLO I AGREE WHOLEHEARTEDLY EXTENDING THE MASK MANDATES OVER ROWLETT. THANK YOU FOR CONSIDERING THIS AS THE VIRUS DOES NOT STOP AT COUNTY LINES. BUT MANY OF US DO.

PLEASE CONTINUE TO TAKE THIS VIRUS SERIOUSLY AND THANK YOU FOR INFORMATIVE DAILY UPDATES VIA FACEBOOK. FIGURE OUT WHERE I WAS. I THINK I MUST HAVE SKIPPED ONE.

GIVE ME JUST A SECOND EVERYBODY. ALL RIGHT. THIS IS FROM BRIAN ECTON.

I AM A RESIDENT OF DALLAS COUNTY ROWLETT. I ASK YOU NOT EXTEND THE MASK ORDER. THIS IS FROM JULIE KILGORE MD. THE HOSPITALS ARE FILLING UP AND THIS IS JUST THE BEGINNING. UT SOUTH WESTERN COVID UNIT IS OVER FLOWING.

PEDIATRIC HOSPITALS ARE TAKING ADULT ICU PTS. I DON'T KNOW WHAT PTS IS.

TIP OF THE ICEBERG. SCREW THE IDIOTS. DO THE RIGHT THING AND MAKE PEOPLE WEAR MASKS. THANKS, JULIE KILGORE. THIS IS FROM ALISSA SUMNER.

I LIVE ON THE ROCKWALL COUNTY SIDE OF ROWLETT. I AM AGAINST THE EXTENDING OF WEARING MASKS. THIS IS A FINANCIAL BURDEN ON SMALL BUSINESSES GIVEN THE OTHER PRECAUTIONS BEING TAKEN. MAINTAINING DISTANCE AND SANITIZING SURFACE CLOSED PARENTHESIS. I'M NOT INTERESTED IN PENALIZING BUSINESSES AND TURNING AWAY CUSTOMERS FOR NOT WEARING MASKS OR FACE A FINE. I THINK IT'S A GOOD ORDER GIVEN THE LARGE AREA IT COVERS CONSIDERING THE LARGE AREAS AND BARS WHERE IT'S LESS SANITARY.

PEOPLE ARE MORE SPREAD OUT? COMPARISON. PLEASE DO NOT EXTEND THIS ORDER TO MY AREA. THIS IS FROM MARY GONZALEZ VEGA. I AM 100% IN FAVOR OF RESIDENTS AND BUSINESSES BEING HELD TO DALLAS COUNTY ORDER REQUIRING MASKS.

THIS IS FROM CODY AND RACHEL CLEMENTS. AS CITIZENS OF ROWLETT LIVING IN DALLAS COUNTY WE STRONGLY AGREE WITH THE PROPOSAL TO MANIDATE THE USE OF MASKS IN THE PORTION OF ROWLETT IN ROCKWALL COUNTY. IT IS CONFUSING TO SOME WHO DO NOT KNOW THE BOUNDARIES AND A DANGER OF SPREADING THE COVID-19 IF SOMEONE IS TRAVELLING BACK AND FORTH ACROSS THE COUNTY LINES. THIS IS FROM LINDSEY VARMA. I URGE YOU TO EXTEND DALLAS COUNTY MASK ORDINANCE TO THE PORTION ARE OF ROWLETT IN ROCKWALL COUNTY.

ROWLETT'S RESIDENTS ARE NOT IMMUNE TO COVID-19 AND I WOULD LIKE THE MOST EFFECTIVE STRATEGIES WHEN I'M VISITING ROWLETT BUSINESSES. THIS IS FROM PAUL WILHEIGHT.

I URGE YOU NOT TO EXTEND THE POLICY MASK MANDATE. YOU WILL BE ONCE AGAIN OVERSTEPPING YOUR BOUNDARIES. ROCKWALL COUNTY -- THIS IS THE SAME LETTER THAT REFERENCES THE

[01:55:10]

C.D.C. HYPE LINK FROM PAUL WILHEIGHT. THIS IS ONE IS FROM JUSTIN HEDRICK. RECEIVED A NOTE THIS MORNING THAT THE CITY COUNCIL WILL BE MEETING THIS EVENING CONCERNING EXTENDING THE DALLAS COUNTY ORDINANCE OF ROCKWALL.

MY CITY AND FAMILY DO NOT SUPPORT THE EXTENSION DO ROCK WALL COUNTY.

MANY RESIDENTS ARE CHOOSING TO GO OUTSIDE THE COUNTY TO CONDUCT BUSINESS AWAY FROM FORCED MANDATES. I PRAY YOU WILL TAKE THEM INTO CONSIDERATION DURING TONIGHTS DISCUSSION. I THINK WE HAVE ONE MORE. THIS IS PAUL WILHEIGHT AGAIN.

WITH DIFFERENT WORDING. I AM STRONGLY AGAINST THE CITY OF ROWLETT EXTENDING THE MASK ORDER. IF PASSED, I CAN ASSURE YOU, I WILL BE DOING NO SHOPPING AND THUS PROVIDING THE CITY NO SALES TAX FUNDS. I WILL DRIVE ACROSS THE BRIDGE AND DO MY SHOPPING THERE. I NEED A DRINK OF WATER. IT'S WATER.

IS ANYBODY THERE? IT'S VERY QUIET. >> WE DIDN'T HEAR IT.

YOU HAVE TO READ IT ALL AGAIN. >> I THINK SOMEBODY WOULD STOP SO COUNCIL.

I HAVE GIVEN YOU MY THOUGHTS. MY THOUGHTS ARE SUR MUCH IN ALIGNMENT WITH WHO MICHAEL WROTE ON BEHALF OF CHAMBER AND WHAT CHRIS WROTE IN HIS LETTER. I THOUGHT THOSE WERE ELOQUENTLY STATED. I AM A HUGE BELIEVER IN MASKS. EVERY COMMUNICATION I MAKE IN THIS CITY TO OUR RESIDENTS IS ABOUT SOCIAL DISTANCING AND HYGIENE AND WEARING MASKS.

BUT I AM NOT IN FAVOR OF PUTTING THIS BURDEN ON THE BUSINESSES. AS FAR AS THE POLICIES GO.

THAT'S MY OPINION. I WILL OPEN IT UP. I THINK BROWNIE YOU HAD YOUR

HAND RAISED FIRST. >> YES, THANK YOU. I AM FOR MASKS.

MASKS ARE NOT TO PROTECT YOU, THEY'RE TO PROTECT OTHER PEOPLE. KEEP YOU FROM GIVING YOUR GERMS TO OTHER PEOPLE. I AM FOR THE MASK AND I AM DEFINITELY NOT FOR PUTTING THIS BURDEN ON THE BUSINESSES. THIS IS NOT WHAT THEY SIGNED UP TO DO.

AND IN TALKING WITH SOMEONE WHO TALKED WITH A LADY AT WAL-MART MARKETPLACE, WHO WAS GIVEN THE TASK TO ASK PEOPLE TO PUT ON MASKS, SHE HAS BEEN CURSED AT AND SPIT ON BECAUSE PEOPLE DIDN'T WANT TO WEAR A MASK. IT'S A GOOD THING THEY DIDN'T SPIT ON ME BECAUSE IT WOULD HAVE BEEN A WHOLE DIFFERENT SITUATION. BUT THAT IS NOT WHAT PEOPLE AT WAL-MART OR ANY OTHER BUSINESS DID NOT SIGN UP FOR THAT. SO I AM VEHEMENTENTLY AGAINST BUSINESSES POLICING THIS THING. I SAY IF DALLAS COUNTY WANTS POLICE, THEY CAN DO IT THEMSELVES. THEREFORE I AM NOT FOR THIS ONE BIT.

THANK YOU. >> THANK YOU BROWNIE. I AM GOING TO GO IN THE ORDER.

BLAKE. >> YES. I AM FULLY SUPPORTIVE OF AND ENCOURAGE EVERYONE TO WEAR A MASK WHEN IN PUBLIC, ESPECIALLY WHEN SIX FEET SOCIAL DISTANCING CANNOT BE MAINTAINED, THAT BEING SAID, AS SHARED BY SEVERAL OTHERS.

I AM NOT SUPPORTIVE OF THE DALLAS COUNTY ORDER DUE TO THE FACT IT REQUIRES BUSINESSES TO ENFORCE MASK WEARING OR THEY CAN BE FINED. OUR BUSINESSES HAVE SUFFERED ENOUGH WITH THE ECONOMIC IMPACT OF THE CORONOVIRUS AND I BELIEVE THE MASK ORDER SHOULD BE ON THE INDIVIDUAL SINCE THIS ISTIMATEL TO PROTECT THEMSELVES AND BE CONSIDERATE OF OTHER

>> THANK YOU. >> THANK YOU. BLAKE.

SKWLOO -- MATT. >> YEAH I AGREE WITH BROWNIE AND BLAKE AND OTHER PEOPLE HERE.

I'M NOT IN SUPPORT OF PUTTING THIS ON THE BUSINESSES. BUT I DO WANT TO MAKE A PERSONAL CALL OUT. I GOT CALLED OUT LAST WEEK AND I WILL AGAIN THAT THERE IS A LOT OF EVIDENCE THAT SHOWS AND THERE IS MULTIPLE STUDIES OUT THERE THAT SHOW THAT WEARING MASKS AND SOCIAL DISTANCING IS THE BEST WAY YOU CAN STOP THE SPREAD OF THIS.

AND YOU MAY THINK THIS IS NOT GOING TO BE YOUR CALL BUT IF THE SITUATIONS CONTINUE TO GET

[02:00:03]

WORSE, IT'S GOING TO BE LOCKED DOWN AND NOT OUR DECISIONS IF THAT HAPPENS.

AS NUMBERS KEEP GOING UP THE WAY THEY ARE. BUSINESSES ARE GOING TO HURT EVEN MORE. PEOPLE ARE GOING TO HURT EVEN MORE.

THE ECONOMY IS GOING TO HURT EVEN MORE. SO, NO IT'S NOT THE BUSINESSES RESPONSIBILITY TO ENFORCE MASKS ON THEIR BUSINESSES, IT'S THE CITIZENS JOB TO WEAR A MASK WHEN YOU'RE OUT IN PUBLIC OR SOCIAL DISTANCE FROM PEOPLE. SO, I URGE EVERYBODY TO DO THAT BECAUSE THAT'S THE WAY WE'RE GOING TO BE ABLE TO KEEP OUR BUSINESSES OPEN.

THAT'S THE WAY WE'RE GOING TO BE ABLE TO CONTINUE TO GROW THE ECONOMY BACK UP.

IF YOU DON'T DO THAT, IT WILL BE FORCED ON YOU BY COUNTY, THE STATE AND MAYBE EVEN NATIONALLY IF IT GETS BAD ENOUGH. SO I'M GOING A LITTLE BIT STRONGER AND EVEN MY SENTIMENT IN TELLING PEOPLE YOU NEED TO WEAR YOUR MASK AND IT'S YOUR RESPONSIBILITY NOT THE BUSINESSES AND THAT'S WHY I'M NOT IN FAVOR OF EXTENDING THAT ORDER INTO ROCKWALL.

AND I WOULD LIKE TO CALL A VOTE THAT WE ARE NO LONGER ALLOWED TO ARGUE ABOUT MASKS ON SOCIAL MEDIA. I DON'T THINK THAT'S ON THE AGENDA.

DAVID LOOKS AT MARTHA. >> HEY.

>> GO AHEAD MARTHA. >> YEAH. MATT, I AGREE WITH YOU.

I AM IN A HIGH-RISK CATEGORY. I'M OVER 65, HAVE A 90-YEAR OLD MOTHER THAT LIVES WITH US AND SHE DOESN'T GO OUT. WE DO HER SHOPPING FOR HER ALTHOUGH SHE IS HEALTHY, THANK GOD. BUT I WEAR A MASK WHEREVER I GO OUT.

I AM REALLY DISAPPOINTED THAT DALLAS COUNTY PUT THIS BURDEN ON THE DALLAS COUNTY BUSINESSES TO ENFORCE THIS. IT'S ABSOLUTELY AWFUL AND I FEEL SO BAD FOR THE LADY AT WAL-MART THAT BROWNIE REFERRED TO. I WOULD LIKE TO REMIND OUR CITIZENS, PLEASE BE KIND TO ONE ANOTHER. THOSE PEOPLE ARE DOING A TOUGH JOB AND THEY'RE ONLY DOING WHAT THEY HAVE TO DO. AND SO PLEASE BE KIND TO THEM. BUT I AGREE WITH MATT, I WEAR MY MASK. I WILL WEAR MY MASK IN THE WAL-MART IN THE SMALL MART OR IN TOM THUMB WHEN I'M IN ROCKWALL COUNTY. I DON'T BELIEVE WE SHOULD ENFORCE THIS IN ROCKWALL COUNTY. I DON'T BELIEVE THAT WE SHOULD, THAT WE SHOULD HAVE OUR BUSINESSES HAVING TO ENFORCE DALLAS COUNTY'S DIRECTIVE ON THIS.

BUT, I AGREE WITH MATT, PLEASE WEAR YOUR MASK. I DO BELIEVE IT MAKES

DIFFERENCE. >> AND MISS BELL. >> I AGREE WITH EVERYONE ABOUT WEARING YOUR MASKS BECAUSE I'M ALSO IN THAT GROUP, I CAN'T SEE WHY WE HAVE THE BUSINESSES TO ENFORCE THIS TO WEAR THE MASK BECAUSE PEOPLE, I FEEL SORRY FOR THE LADY AT WAL-MART.

AND THERE'S OTHER STORES WHERE PEOPLE ARE PROBABLY GETTING THE SAME TREATMENT.

AND THEY'RE JUST DOING WHAT THEY'RE TOLD TO DO. THEY'RE NOT THERE JUST TO MAKE YOU UNCOMFORTABLE AND I'M SUMMON WOULD HAVE SPIT ON ME, I'M SORRY, THE CHIEF WOULD HAVE BEEN

THERE >> SO BUT ANYWAY, I JUST REALLY FEEL SORRY FOR THE BUSINESSES.

I WISHES IT WASN'T IN DALLAS COUNTY, BUT WE HAVE TO DO WHAT WE HAVE TO.

AND ROTHOW COUNTY, THERE'S NOT MANY BUSINESSES THERE. I DON'T THINK WE SHOULD ENFORCE IT THERE. WE REALLY DON'T WANT IT OVER HERE.

BUT WE HAVE TO. SO THAT'S IT. >> WHIT KNEE.

THERE YOU ARE. >> I'M LAST AGAIN BECAUSE I START WITH W.

>> MASKS ARE ABSOLUTELY A PERSONAL DECISION AND NOT A BUSINESS RESPONSIBILITY.

SO I WOULD NOT BE IN FAVOR OF EXTENDING ANY TYPE OF RULING OVER TO ROCKWELL COUNTY.

>> OKAY. THANK YOU, EVERYBODY. THAT IS ALL SEVEN OF US ON THE SAME PAGE. AND AGAIN, YOU KNOW, GRACE IS SO IMPORTANT RIGHT NOW.

I HAVE NOT SEEN SUCH NASTINESS IN MY LIFE AS WE ARE SEEING RIGHT NOW.

[02:05:04]

ON SOCIAL MEDIA, ON PERSON IN REGARDS TO THE EXAMPLE THAT BROWNIE GAVE.

IN PERSON IN MANY INSTANCES. I'VE HEARD LOTS OF DIFFERENT SITUATIONS.

YOU KNOW, WE ALL NEED TO HAVE, YOU KNOW, UNDERSTANDING AND GRACE DURING THIS PERIOD OF TIME. WE'RE NOT FIGHTING EACH OTHER. WE'RE FIGHTING A HUGE VIRUS.

AND WE ALL SHOULD BE ON THE SAME PAGE AGAINST THE VIRUS NOT, YOU KNOW, POLARIZED AGAINST EACH OTHER RIGHT NOW. I'M JUST SO SAD TO SEE SOME OF THIS DISCOURSE AND FIGHTING THAT'S GOING ON. SO I HOPE THAT WE'LL ALL CONTINUE TO HAVE GRACE AND TOLERANCE AND UNDERSTANDING TO OUR FELLOW CITIZENS. AND YOU KNOW, THIS THING IS SERIOUS. WE STARTED THIS WITH TALKING ABOUT, YOU KNOW, THIS CURRENT STATE OF AFFAIRS. AND IT IS NOT GOOD RIGHT NOW. AND IT'S GOING TO GET WORSE.

SO WE ALL NEED TO -- I'M NOT SURE WHY DAVE IS PUTTING HIS HAND ON THE CAMERA.

ARE YOU TRYING TO SHUT ME UP? YOU KNOW, WE WILL CONTINUE TO COMMUNICATE AS A CITY THE IMPORTANCE OF WEARING MASKS AND THE IMPORTANCE OF SOCIAL DISTANCING, AND THE IMPORTANCE OF HYGIENE AND THE IMPORTANCE OF, YOU KNOW, STAYING AWAY FROM CROWDS.

WE WILL CONTINUE COMMUNICATING THAT. WE'LL CONTINUE COMMUNICATING THE FACTS THAT ARE OUT THERE IN REGARDS TO OUR TRANSMISSIONS. OUR POSITIVE TRANSMISSIONS AND OUR HOSPITALIZATION RATES. SO PLEASE STAY TUNED TO ALL OF THAT INFORMATION WE PROVIDE.

AND WE AS A CITY WILL CONTINUE TO REQUIRE MASKS TO BE WORN IN OUR CITY FACILITIES.

THAT IS A POLICY WE HAVE DECIDED AS A CITY THAT IS REQUIRED. SO APPRECIATE EVERYBODY'S SUPPORT AND INPUT. AND THERE'S NO ACTION TO BE TAKEN, OBVIOUSLY.

BECAUSE EVERYBODY'S IN AGREEMENT THAT WE WILL NOT BE EXTENDING THAT.

PEOPLE STILL HAVE THEIR HANDS RAISED. DOES ANYBODY STILL WANTING TO

TALK. BROWNIE? >> YEAH, I JUST WANTED TO SAY.

I FORGOT TO SAY A WHILE AGO, A LOT OF PEOPLE AND MYSELF INCLUDED, LOOK A LOT BETTER WITH

THE MASK ON. >> YOU KNOW WHAT? I CAN GO TO THE GROCERY STORE WITHOUT MAKEUP ON. ALL I DO IS PUT MY MASK ON AND MY SUNGLASSES ON AND MY HAT ON.

AND I'M IN HEAVEN. >> NOBODY RECOGNIZES ME. >> MARTHA, YOU HAVE YOUR HAND

UP. >> YEAH, I DID WANT TO MENTION. I DIDN'T HEAR IT MENTIONED.

IF IT WAS, I APOLOGIZE. BUT I DID WANT TO LET EVERYONE KNOW THAT MASKS ARE NOT REQUIRED IN THE CHURCHES. THAT WAS A QUESTION THAT CAME UP THIS WEEK.

AND SO I DID CONFIRM THAT WITH OUR COUNTY COMMISSIONER'S OFFICE.

MAYOR, I DON'T KNOW IF THAT WAS SOMETHING THAT WAS ADDRESSED ON YOUR CALL WITH THE COMMISSION.

>> IT'S JUST REALLY NOT A QUESTION. IT'S BEEN CLEAR FOR A LONG TIME THAT THEY'RE NOT GOING TO REGULATE THE CHURCHES. AND SO YOU KNOW, THAT'S NOT EVEN A QUESTION. WHAT I DO THINK IS IMPORTANT TO SAY IS THAT BUSINESSES AND CHURCHES AND ORGANIZATIONS HAVE RIGHTS TO DEVELOP THEIR OWN POLICY.

>> THEY DO. >> YOU KNOW, CITY FACILITIES, WE'VE MADE A DECISION, WE'RE GOING TO REQUIRE A MASK TO WALK IN TO CITY FACILITIES. AND CHURCHES CAN MAKE THAT DECISION ON THEIR OWN. BUT THE DALLAS COUNTY MASK MANDATE DOES NOT COVER CHURCHES.

>> YES. AND I THINK A LOT OF CHURCHES WERE UNCLEAR ON THAT.

I WEAR MY MASK WHEN I WALK IN TO MY CHURCH AND WE'RE PRACTICING SOCIAL DISTANCING, AND HYGIENE.

ALL OF THOSE OTHER THINGS. BUT THAT QUESTION DID COME UP THIS WEEK.

AND SO I THOUGHT IT WOULD BE WORTH MENTIONING. >> THANK YOU.

ANYBODY ELSE ON ANY OTHER TOPICS ON COVID, MASKS, DALLAS COUNTY ORDER, TESTING, STIMULUS PROGRAMS? OKAY. STAY TUNED.

IMPORTANT THAT WE KEEP ALL UP TO DATE ON WHAT'S GOING ON WITH THAT.

[4. Discuss and consider appointment of a primary and alternate member to the Regional Transportation Council (RTC). (15 minutes)]

>>> NEXT AND LAST ITEM ON AGENDA.

>> ARE YOU TAKING THAT DISCUSSION INITIALLY? >> NO, MA'AM, I THINK THAT'S

YOU. >> YOU DIDN'T TELL ME I WAS GOING TO GET TO TALK A LOT.

SO EVERY YEAR WE ARE ASKED TO PROVIDE OUR VOTES IN REGARDS TO A PRIMARY MEMBER OF THE RTC AND AN ALTERNATE MEMBER OF THE RTC. THEY SEND OUT GUIDANCE EVERY YEAR IN REGARDS TO WHAT YOU

[02:10:04]

SHOULD CONSIDER. AND I'M GOING TO PULL IT UP HERE.

MY IPAD IS NOT COOPERATING SO LET ME GO TO THIS COMPUTER.

>> SO WE ARE CURRENTLY IN A CLUSTER WITH ALLEN, LUCAS, RILEY, MURPHY.

WE HAVE NOT BEEN HAPPY BEING IN THAT CLUSTER BECAUSE IT REALLY IS NOT REPRESENTATIVE OF OUR TRANSPORTATION. THERE'S JUST NOT A LOT OF SYNERGY BETWEEN THE TRANSPORTATION NEEDS OF THOSE OTHER COMMUNITIES AND THE CITY OF ROWLETT.

WE'VE TRIED TO SEE IF WE CAN CHANGE THAT AND HAVE NOT BEEN SUCCESSFUL TO THIS POINT.

BUT WE WILL CONTINUE DOWN THAT ROAD. TO TRY TO, YOU KNOW, EEFFECTATE.

REGARDLESS OF THAT, YOU KNOW, WE'VE BEEN A PART OF THAT GROUP. AND HAD BEEN VERY INVOLVED IN THOSE DISCUSSIONS AS IT RELATES TO THAT. OUR VOTES IN REGARDS TO A REGULAR MEMBER AND AN ALTERNATE MEMBER ARE BASED ON OUR POPULATION COMPARED TO THE POPULATION OF ALL THE OTHER CITIES IN THAT CLUSTER. AND THEN IN REGARDS TO WHAT THE GUIDANCE IS, EACH SEAT ON THE RTC WILL BE PROVIDED A PRIMARY MEMBER AND PERMITTED AN ALTERNATE MEMBER. I'M JUST READING FROM THE LETTER FROM THE RTC.

THE CITIES OF ALLEN, ROWLETT, LUCAS SHARE A SEAT ON THE RTC. THE RTC'S BYLAWS AND PROCEDURES REPRESENT A GROUP OF SEVERAL CITIES SHALL BE SELECTED BY THE MAYORS, USING A WEIGHTED VOTE.

AND THE PERSON SELECTED SHALL SERVE A TWO-YEAR TERM BEGINNING IN JULY OF THE EVEN NUMBERED YEARS AND SHALL BE SERVING ON ONE OF THE GOVERNING BODIES THEY REPRESENT.

THE BYLAWS FURTHER STATE THAT IN THE SPIRIT OF INTEGRATED TRANSPORTATION PLANNING, ALL CITIES WITHIN A CITY ONLY CLUSTER ARE ELIGIBLE TO HOLD THE RTC MEMBERSHIP SEAT FOR THE CLUSTER, AND THE CITY SHOULD STRONGLY CONSIDER ROTATION OF THE SEAT AMONG THE ENTITIES WITHIN THE RESPECTED CLUSTER. ITEMS TO CONSIDER WHEN CONTEMPLATING SEAT ROTATION MAY INCLUDE A NATURAL BREAK IN A MEMBER'S GOVERNMENT SERVICE, SUCH AS THE CONCLUSION OF AN ELECTED TERM, A MEMBER'S POTENTIAL TO GAIN AN OFFICER POSITION OR ADVANCE THROUGH THE OFFICER RANKS, A MEMBER'S STRONG PERFORMANCE AND COMMITMENT TO TRANSPORTATION PLANNING, OR THE CRITICAL NATURE OF A PARTICULAR PROJECT WITHIN THE CLUSEE. CLUSTER.

SO IN REGARDS TO WHO HAS HISTORICALLY BEEN HOLDING THOSE SEATS, FORMER MAYOR OF ALLEN.

I'M PULLING UP MY INFORMATION. THE FORMER MAYOR OF ALLEN, MAYOR TERRELL, HE RESIGNED AS POSITION OF ALLEN MAYOR TO RUN FOR COUNTY COMMISSIONER. HE WAS THE PRIMARY SEAT.

AND THEN THE ALTERNATE SEAT IS HELD BY MAYOR HOGUE WHO IS THE RILEY MAYOR WHO TERMS OUT OF HIS OFFICE IN NOVEMBER OF THIS YEAR. SO I WILL FROM A FULL DISCLOSURE STANDPOINT INDICATE TO YOU AND TO THE PUBLIC, I DID CONTACT THE MAYORS OF THOSE CITIES AND ASK THAT I BE CONSIDERED IN THE ALTERNATE POSITION FOR THIS MEMBERSHIP SEAT. THE ONLY OTHER COMMUNICATIONS I'VE SEEN FROM THE MAYORS OF THOSE, OF OUR GROUP, WERE THAT CITIES OF ALLEN AND RIDELY ARE REQUESTING TO NAME ALLEN COUNCILMEMBER SHULWISETER. AGAIN, MAYOR HOGUE TERMS OUT IN NOVEMBER. THAT'S THE FULL INFORMATION I HAVE.

AND I WILL OPEN IT UP FOR DISCUSSION AND CONSIDERATION.

[02:15:11]

>> MARTHA. >> YES, MAYOR, I WOULD LIKE TO SUPPORT YOUR REQUEST AS THE ALTERNATE TO BE PUT FORWARD. AND I THINK THAT ALSO SUPPORTS THEIR STATED PURPOSE OF ROTATING THE CITIES. IT SOUNDS LIKE TO ME RILEY AND, I'M SORRY --

>> ALLEN. >> YES. HAVE BOTH SERVED SOME TERMS. IF THEY WANT TO ROTATE THE CITIES SO THAT EVERYONE IS REPRESENTED.

I KNOW YOU'VE BEEN REALLY ACTIVE IN THE RTC. AND I THINK YOU'RE A GREAT CANDIDATE AS AN ALTERNATE AND I SUPPORT THAT. DON'T REALLY HAVE ANY IDEAS ON WHO THE PRIMARY WILL BE. BUT I DO SUPPORT YOUR NAME BEING PUT FORWARD.

>> THANK YOU, MARTHA. MATT, I THINK YOU RAISED YOUR HAND NEXT.

>> YEAH. I RESPECT YOU WANTING TO BE THE ALTERNATE, BUT I WOULD -- THE SEATS NOT CURRENTLY VACANT. IT'S THE PRIMARY SEAT THAT'S VACANT.

SO I'D LIKE TO THROW YOUR NAME IN FOR THE PRIMARY SEAT. UNLESS YOU HAVE A REASON WHY YOU

WOULD LIKE TO SERVE AS THE ALTERNATE SEAT? >> WE DON'T HAVE ENOUGH VOTES I DON'T THINK TO DO THAT. I THINK WE HAVE PROBABLY A BETTER CHANCE TO GET REPRESENTATION FOR ROWLETT IF IT'S AN ALTERNATE SEAT. THAT IS MY BELIEF.

AND THAT IS WHY I SENT THAT MESSAGE TO THE MAYORS. WE CAN'T CARRY THIS VOTE ALONE.

AND I DON'T -- AND I KNOW FROM WHAT I'VE SEEN THAT THERE WON'T BE SUPPORT FROM A PRIMARY SEAT.

AND I DOUBT THERE WILL BE SUPPORT FROM AN ALTERNATE SEAT. >> BECAUSE ALLEN'S GOT THE MOST VOTES, RIGHT? BECAUSE THEY'RE THE LARGER POPULATION.

>> YEAH. >> WE SHOULD BE SECOND, THOUGH, RIGHT?

>> YEAH. SO ALLEN HAS 96,000. WILEY HAS 49,000.

ROWLETT HAS 58,000. SACKSY HAS 58,000. MURPHY HAS

7,000. ROUGH NUMBERS. >> YEAH, I WILL BE IN FAVOR OF, SINCE WE HAVEN'T HAD A SEAT ON THERE BEFORE, I'M FULLY SUPPORTIVE OF US DOING ANYTHING THAT WE CAN TO GET A SEAT ON THIS BOARD WHETHER IT'S IN THE PRIMARY OR THE ALTERNATE.

AND YOU'RE CLOSER TO THE SITUATION, SO IF YOU THINK THAT THAT'S THE BETTER CHANCE THAT WE

HAVE, THEN I'M FULLY SUPPORTIVE OF THAT. >> THANKS, MATT.

PAT -- I CALLED YOU PAT FOR SOME REASON. BLAKE.

I HAD NO IDEA. >> I CAN DO PAT. I COMPLETELY AGREE WITH MARTHA HAD STATED. YOU KNOW, I HOPE THAT INTERGOVERNMENTAL POLITICS FROM WILEY AND ALLEN DOESN'T TAKE PLACE IN THAT MAKING THE RIGHT DECISION.

BUT I DO SUPPORT YOU BEING APPOINTED TO THE RTC AS AN ALTERNATE, OR PRIMARY.

>> PAM. YOU'RE MUTED, DEAR.

>> SORRY ABOUT THAT. I KNOW YOU DIDN'T WANT TO HEAR MACY TALKING.

BUT I SUPPORT YOU AS THE ALTERNATE, REALLY THE PRIMARY, BUT JUST NOT SURE.

LIKE MATT SAID, YOU'RE CLOSER TO THEM AND YOU KNOW WHAT'S GOING ON.

SO ALTERNATE. ARE YOU SURE WE CAN'T VOTE YOU IN?

YOU HAVE SIX FOR SURE. >> YEAH. I THINK, YOU KNOW, I THINK -- I HOPE WE HAVE SUPPORT FOR THE ALTERNATE POSITION. WE'LL SEE.

I DON'T UNDERSTAND SUPPORTING A MAYOR THAT'S GOING TO BE TERMED OUT IN NOVEMBER.

>> YEAH, HE'S TERMING OUT. >> BUT WE ONLY HAVE OUR VOTES. SO WE CAN ONLY DO WHAT WE CAN

DO. >> YEAH. >> WHITNEY.

>> YEAH, YOU HAVE MY SUPPORT. >> THANKS, PAM. WHITNEY.

>> I ALSO SUPPORT YOU FOR THE ALTERNATE POSITION AND I THINK THAT'S PROBABLY A ROUND ROBIN CONSENSUS. BUT DO WE ALSO NEED TO FIGURE OUT WHO WE'RE GOING TO SUPPORT

FOR PRIMARY? >> YOU KNOW, I -- WE WERE SUPPOSED TO VOTE FOR BOTH BUT I

DON'T KNOW IF YOU HAVE TO. WE CERTAINLY CAN. >> THAT WAS JUST A QUESTION.

I DON'T KNOW PROCEDURALLY WHETHER WE HAVE TO DO THAT. I KNOW THE RESOLUTION THAT LAURA

[02:20:06]

HAD SENT OUT EARLIER HAS BOTH SPOTS IN THAT. AND I DON'T KNOW IF WE HAVE TO PUT A NAME IN BOTH OF THOSE SPOTS. MAYBE WE PUT YOUR NAME IN BOTH

SPOTS. >> DAVID, YOU'RE SHAKING YOUR HEAD OR YOU'RE NODDING.

WHY ARE YOU NODDING? >> I'M KIND OF WAITING TO SEE WHAT THE ACTUAL MOTION IS GOING TO BE. BUT THE FORM RESOLUTION SHOULD HAVE TWO BLANK SPACES.

YOU DON'T HAVE TO FILL BOTH IN IF YOU DON'T WANT TO. BUT YOU SHOULD MOVE SOMEBODY EITHER AS THE PRIMARY OR ALTERNATE. I'M NODDING BECAUSE I'M AGREEING. TRYING TO REAFFIRM THAT THE MOTION SHOULD BE TO APPROVE A

RESOLUTION. DON'T HAVE TO DO BOTH. >> CAN'T SHE BE PUT IN BOTH

SPOTS? >> I DON'T SEE WHY NOT. BUT SHE CAN'T SERVE IN BOTH OF THOSE SPOTS IF SHE GETS FORMALLY ELECTED.

>> IF WE DON'T VOTE FOR ANOTHER PERSON, OUR VOTES DON'T COUNT? I MEAN, IF WE DON'T APPROVE A RESOLUTION OF SUPPORTING SOMEBODY ELSE, THEN WE'RE ESSENTIALLY NOT VOTING FOR

SOMEBODY ELSE? >> THAT MIGHT BE A BETTER QUESTION.

TAMMY MIGHT BE BETTER SUITED TO ANSWER. BUT OUR VOTES ARE NON-VOTES.

>> ALSO IF WE PUT HER BOTH PLACES. SAY TWO PEOPLE WANT TO SUPPORT HER. AND ONE OF THEM SUPPORTS HER ON THE PRIMARY AND ANOTHER ONE SUPPORTS HER ON THE ALTERNATE, THAT CUTS YOUR VOTES IN HALF. SO PROBABLY ONLY NEED TO BE IN

ONE SPOT. >> I SENT THE LETTER TO THE MAYORS AND ASKED TO BE CONSIDER FOR THE ALTERNATE POSITION. SO MY RECOMMENDATION IS TO DO THAT.

AGAIN, I'M VERY DOUBTFUL THAT WE'RE GOING TO HAVE THE SUPPORT TO GET A ROWLETT SEAT AT THE TABLE. I HOPE WE DO. BUT I THINK WE SHOULD VOTE TOO THAT ROWLETT IS A REPRESENTATIVE. I DON'T HAVE A STRONG OPINION ON THE PRIMARY SEAT. SO MY INCLINATION WOULD BE TO LEAVE THAT BLANK.

>> I KNOW IT'S NOT GOING TO BE WILEY OR ALLEN.

>> I'D AGREE ABOUT LEAVING IT BLANK. IT JUST, YOU KNOW, MAKES NO --

MAKE A MOTION FOR THE ALTERNATE. >> MAKE A MOTION. >> FIRST WHITNEY.

>> DAVID, YOU'LL HAVE TO HELP ME CRAFT THIS. >> LET ME ASK A QUESTION, ARE YOU GOING TO MAKE A MOTION TO APPROVE A RESOLUTION THAT NOMINATES THE MAYOR OF ROWLETT

AS THE ALTERNATE POSITION TO THE RTC? >> SO I MAKE A MOTION TO SAY

WHAT HE SAID. >> JUST SAY YES. >> YES.

>> WE HAVE A MOTION AND A SECOND. ANY FURTHER DISCUSSION? CALL TO VOTE. ALL THOSE IN FAVOR RAISE YOUR HAND.

AND THAT PASSES 7-0. THANK YOU, GUYS, FOR THIS SPECIAL MEETING.
