STATUSES AT THE RESIDENCES IT'S MERITT HILL. I ASSUME YOU'RE GOING TO START

US OFF ON THAT. >> GOOD AFTERNOON, TAMMY AND MEMBERS OF COUNCIL.

I HAVE A BRIEF PRESENTATION TO PROVIDE AN UPDATE ON THE STATUS OF THE PROGRAM.

IF WE CAN GO TO SLIDE TWO. YOU CAN SEE THE LOCATION OF THE PROPERTY, IT,A BUTTS THE EXISTING HARMONY HILLS MULTIFAMILY DEVELOPMENT AND WHAT YOU SEE IN THE DOTTED RED AREA IS A PORTION OF THE SUBJECT SIDE ITSELF. QUICK UPDATE, THE APPLICANT DID SUBMIT THEIR PROPOSAL FOR THE MERRITT RESIDENCES. IT WOULD BE FINANCED THROUGH A PARTNERSHIP WITH OUR ROWLETT HOUSING CORPORATION. THE APPLICANT CAME BEFORE US IN WORK SESSION BEFORE YOU, ULTIMATELY TO COME FORWARD IN A COUNCIL MEETING TO SEEK A RESOLUTION OF NO OBJECTION TO FINANCE A PORTION OF THE PROJECT WITH THE CREDIT.

ONCE THE PANDEMIC DID COME UPON US OR HIT US ON MARCH 20, THE GOVERNOR WAIVED THE REQUIREMENTS FOR A RESOLUTION OF NO OBJECTION FROM THE CITY COUNCIL. ON APRIL 10TH, A REGULATING PLAN WAS APPROVED. IF YOU RECALL ON THE WORK SESSION IN FEBRUARY, SOME THE CONCERNS WERE COMPLIANCE WITH THE FORM-BASED CODE, REGULATING PLAN AND HAVING THAT MIXED USE INTEGRATION OF USES. JUNE 17TH, WE HAVE CONDITIONALLY APPROVED THE SITE PLAN AS IT RELATES TO THE MULTIFAMILY DEVELOPMENT AND BUILDING PERMIT PLANS OR APPLICATIONS HAVE NOT BEEN SUBMITTED AND REVIEWED. NEXT SLIDE PLEASE. THE PROJECT IS BEING DEVELOPED IN PARTNERSHIP WITH ROWLETT HOUSING FINANCE CORPORATION AND WILL BE EXEMPT FROM PAYING PROPERTY TAXES. THE CITY HAS NEGOTIATED A PILOT AGREEMENT WITH ANOTHER HOUSING FINANCE CORPORATION PROGRAM, AND THE INTENT OF THE PILOT OBVIOUSLY IS TO AID IN COVERING THE COST OF PROVIDING THE NECESSARY SERVICES TO THE DEVELOPMENT.

NEXT SLIDE PLEASE. THIS GIVES A VERY GOOD PICTURE OF WHAT IS BEING PROPOSED ON THE SITE. YOU CAN SEE THERE ARE THREE PHASES OF DEVELOPMENT REFLECTED THERE, THIS IS THE APPROVED REGULATING PLAN AND DOES COMPLY WITH THE FORM BASED CODE AS IN PHASE ONE AND PHASE TWO IS THE MIXED RETAIL COMPONENT. SO IN PHASE ONE YOU CAN SEE THAT THERE IS A MULTIFAMILY COMPLEX. THE EXTENSION OF A ROADWAY AS WELL AND I WILL POINT TO THOSE IN A SUBSEQUENT SLIDE. YOU CAN SEE THERE'S A DRIVEWAY CALLED HOPE ROAD TO THE NORTHWEST SO TO SPEAK. THAT IS NOT ON THIS PROPERTY. HOWEVER YOU DO SEE HARMONY ROAD WHICH CONNECTS INTO HARMONY HILLS DEVELOPMENT. AND THE APPLICANT WILL BE REQUIRED TO PROVIDE AND YOU CAN ALSO SEE TWO ROADWAYS INTERSECTING AND CREATING BLOCK LENGTHS WITHIN THE SUBJECT PROPERTY WITHIN PHASE ONE AND TRAVERSING PART OF PHASE TWO.

THE MASTER THOROUGHFARE PLAN AS ADOPTED REQUIRES DEVELOPMENT ADJACENT TO THIS DEVELOPMENT TO EXTEND OR INSTALL IT. AS YOU CAN SEE, HARMONY HILL ROAD ON THE MASTER THOROUGHFARE ROAD IS A TWO LANE ROADWAY. THE NORTH SHORE FRAMEWORK PLAN WE ADOPTED CALLED OUT THE NECESSARY STREET INTERSECTIONS FOR DEVELOPMENT WITHIN THE NORTH SHORE AND YOU CAN SEE HARMONY HILLS IS REFLECTED AS A PRIMARY CONNECTOR AND YOU CAN SEE SECONDARY URBAN STREET AND DESIGN THROUGH THOSE PINK SEGMENTS THAT TOUCH UPON THE FUTURE HOPE FOR HARMONY HILL ROAD. THE FORM BASED CODE REQUIRES THESE TYPES OF INTERSECTING STREETS BASICALLY TO FORMALIZE THE BLOCK PHASE OF DEVELOPMENTS AND THEN IN ADDITION, THESE NEW DEVELOPMENTSOR ANY NEW DEVELOPMENTS THAT ABUT THE PROPERTIES ARE REQUIRED TO HAVE CONNECTIVE WHEREVER POSSIBLE.

THE FORM BASED CODE, THE INTENT OF THE FORM BASED CODE IS TO HAVE A NUMBER OF USE THAT IS WORK TOGETHER AND COMPLEMENT ONE ANOTHER. THE ZONING DISTRICT, THE URBAN NEIGHBORHOOD ZONING DISTRICT DOES PERMIT MULTIFAMILY USES AND OTHER RESIDENTIAL USES AS WELL.

THE CAVEAT IN THE FORM BASED CODE IS THERE'S A PROJECT THAT IS A PHASED PROJECT, IT IS REQUIRED TO COMPONENTS OF MIXED USE COMPONENTS, SOME OF THOSE HAVE TO BE MIXED USE SUCH AS FLEX BASE AND THEY REQUIRE A MIXED USE COMPONENT FROM THE RETAIL ASPECT OF THINGS.

THAT'S WHAT THEY'RE PROVIDING IN THE SECOND PHASE. WHEN APPLICANT CAME BEFORE US FOR THE FIRST TIME TO PERSONALITY THE CONCEPT. THEY HAD NOT ACCOUNTED FOR THAT OR THE FORM BASED CODE. THEY HAVE PRESENTED A HORIZONTAL PALETTE THAT COMPLY WITH THE

MOM AND DAD GET A DIVORCE, THEY END UP, THEY GET A DIVORCE AND MOVE OUT OF THE OUT. THE MOM OR WHOEVER GETS THE CHILD OR CHILDREN NEEDS TO GO INTO A DIFFERENT FORM OF HOUSING AND MAKE THAT WORK.

IN MANY CASES THEY DON'T HAVE TIME TO FOCUS ON THEIR CHILDREN FROM A TIME PERSPECTIVE.

SO THEY WILL PUT IN DAY CARE FACILITIES. PUT THEM IN, LET THEM STAY HOME ALONE AND ET CETERA. WE ARE A BIG BELIEVER THAT IDLE TIME IS SOMETHING THAT IS NOT HEALTHY FOR OUR CHILDREN AND OUR GENERATION. WE PROVIDE ALL SORTS OF AFTER SCHOOL, ACADEMIC AND RECRERECR RECREATIONAL PROGRAMS. THERE'S POSTERS UP THERE. WE HAVE A GRADE WALL IN WHICH THE KIDS ARE GOING THROUGH SCHOOL, WHEN THEY GET THEIR REPORT CARD, DOING BETTER, THEY PUT IT UP ON THE WALL AND WE HELP FOSTER THAT TYPE OF SITUATION THAT THE PARENTS IN MANY CASES BECAUSE THEY'RE SINGLE PARENTS DON'T HAVE THE OPPORTUNITY IN SOME CASES TO BE ABLE HELP THEIR KIDS AND THIS IS SOMETHING THAT WORKS WELL. WE ARE NOT A DAY CARE, WE ARE AN AMENITY.

LET ME BE CLEAR ABOUT THAT. ALSO DURING THE SUMMER WE PROVIDE LIGHT SNACKS BECAUSE WE RECOGNIZE THE KIDS ARE HUNGRY AND HAVE AN ABUNDANCE OF ENERGY. WE WORK OUT A SITUATION WHERE THEY CAN BURN OFF THEIR ENERGY AND HAVE A HEALTHY SNACK. SOMETHING THAT'S NOT ALWAYS FOUND IN A DIVORCED REQUIREMENT. WE ARE REAL PROUD OF THIS. WE DO THIS AT ALL OF OUR MULTIFAMILY PROPERTIES BECAUSE WE BELIEVE IT'S GOOD BUSINESS. THIS IS A COMBINATION OF PLANK AND INTERIOR BRICK. THIS PROPERTY HAS BEEN AROUND FOR ALMOST 10, 11 YEARS NOW AND HAS HIGH OCCUPANCY AND DOES VERY WELL.

NEXT SLIDE EXCUSE ME. THIS IS ANOTHER PROPERTY DOWN IN THE SOUTHEAST AREA OF FORT WORTH CALLED THE RESIDENCES OF EAST LAND. IT'S A 146 UNIT.

IN THIS CASE, THE REASON I SHOW YOU THIS, THE TOWNHOUSE HAS DIFFERENT DETAIL AND DESIGN TO BE ABLE TO DO SOME OFF SET. WE TRY TO DESIGN A PROPERTY SUBJECT TO THE NEIGHBORHOOD, SUBJECT TO THE LOCATION SO WE CAN FIT IN. NEXT SLIDE.

IN THIS CASE, WHEN THIS DISCUSSION CAME UP WITH EXISTING LAND USE AND I KNOW YOU FOLKS

KNOW THIS ALREADY, THEY WERE A LOT OF AREAS WHERE YOU HAD STRATEGIC OPPORTUNITY AREAS IN YOUR PLAN AND NUMBER ONE ON THE LIST OF STRATEGIC OPPORTUNITY OF WHICH WE'RE A PART OF.

WHAT WE FOUND MOST ILLUMINATING IN THE PLAN. THE PARTICIPANTS OF PLAN BELIEVE FULL CIRCLE HOUSING AND COMMERCIAL DEVELOPMENT WAS AN ATTRACTION.

CREATING AFFORDABLE HOUSING AND DIVERSE HOUSING OPTIONS WOULD PLAY A MAJOR PART OF FUTURE GROWTH IN THE COMMUNITY AND THAT'S EXACTLY WHAT WE'RE DOING. AS FAR AS THE IMPLEMENTATION IS CONCERNED, WE LOOKED AT ALL OF THE FIVE GOALS ASSESSED IN THE PLAN

>> WE ARE PROVIDING SUPPORTED INFRASTRUCTURE WHICH WE WILL DISCUSS IN A SECOND AND WE ARE PROVIDING HOUSES THAT DO SUPPORT VARIOUS LIFESTYLES SO THAT WE CAN WORK WITH OUR RESIDENTS AND BE ABLE TO CREATE AN ENVIRONMENT WHERE THEY REALLY DON'T WANT TO LEAVE.

WE LIKE OUR FOLKS TO STAY IN OUR APARTMENTS FOR A LONG PERIOD OF TIME.

NEXT SLIDE. AND THEN FINALLY, ONE OF THE LARGE TICKET ITEMS IS CAPITAL IMPROVEMENTS. THAT IS PART OF PLAN. WE WILL TALK ABOUT COSTS IN A SECOND, AS I INDICATED EARLIER, THIS IS A $60 MILLION DEVELOPMENT GOING INTO THIS PARTICULAR AREA WHICH IS DESIGNED, WHICH IS A HUGE CAPITAL IMPROVEMENT PROJECT BY ANY MEASURE. AND THEN THE ALTERNATE SEAT IS HELD BY MAYOR HOGUE WHO IS THE RILEY MAYOR WHO TERMS OUT OF HIS OFFICE IN NOVEMBER OF THIS YEAR. SO I WILL FROM A FULL DISCLOSURE STANDPOINT INDICATE TO YOU AND TO THE PUBLIC, I DID CONTACT THE MAYORS OF THOSE CITIES AND ASK THAT I BE CONSIDERED IN THE ALTERNATE POSITION FOR THIS MEMBERSHIP SEAT. THE ONLY OTHER COMMUNICATIONS I'VE SEEN FROM THE MAYORS OF THOSE, OF OUR GROUP, WERE THAT CITIES OF ALLEN AND RIDELY ARE REQUESTING TO NAME ALLEN COUNCILMEMBER SHULWISETER. AGAIN, MAYOR HOGUE TERMS OUT IN NOVEMBER. THAT'S THE FULL INFORMATION I HAVE.
