THIS IS THE MAKEUP OF THE COMMITTEE. THE MAYOR, MYSELF AS CHAIR,

>> WE WILL CHANGE THAT. >> THANK YOU. >> THE CGC IS COMPRISED OF MEMBERS SELECTED BY THE CITY COUNCIL. ANY VACANCIES WILL BE FILLED BY THE CITY COUNCIL AND WE HAVE A PRESIDING JUDGE AND THE CITY MANAGER.

NEXT SLIDE. THE PURPOSE OF THE CGC IS TO SERVE AS NOMINATING COMMITTEE THAT APPROVES AND RECOMMENDS MUNICIPAL JUDGE CANDIDATES AND PROSECUTOR CANDIDATES FOR THE CITY COUNCIL'S DIRECTION AND APPOINTMENT. THAT'S WHAT WE ARE PRESENTING TO THE CITY COUNCIL TONIGHT. CGC ENSURES THE COURT OPERATIONS ALIGN WITH THE CHANGES IN LEGISLATION. CGC, IT WILL NOT INTERFERE WITH OR DIMINISH THE AUTHORITY OF THE JUDICIARY OR PROSECUTORIAL DISCRETION. NEXT SLIDE, PLEASE.

HERE ARE OUR PERFORMANCE METRICS. I WON'T GO THROUGH THEM JUST ONE BY ONE, BUT THE JUDGE DISTRIBUTES QUARTERLY REPORTS TO THE COUNCIL.

I HOPE THAT SHE TAKES A LOOK AT THOSE EACH QUARTER. IT'S VERY INTERESTING, THE NUMBER OF CASES THAT HAVE BEEN FILED. RIGHT NOW THEIR CLEARANCE RATE IS AROUND 92.5%. SO REALLY GREAT CLEARANCE RATE FOR OUR COURTS.

WE APPOINTED JUDGE HAYDEN AND WE HIRED JUDGE CASS CALLAWAY THIS YEAR.

I THINK IT'S WORTH NOTING THE SUCCESSFUL IMPLEMENTATION OF THE IMAGINE STRAEUGS OF THE VIRTUAL COURT DOCKETS THAT THE JUDGE HAS IMPLEMENTED IN RESPONSE TO COVID-19 ORDERS.

I HEAR THAT OUR METHOD OF DOING THAT IS JUST THE ENVY OF OTHER COURTS IN THE STATE.

I CAN BELIEVE IT. I HAVE SEEN SOME OF THE VIDEO OF THAT.

I WATCHED THE VIDEO FOR ONE OF THE PEOPLE. I WISH YOU COULD SEE THEM ALL BECAUSE YOU CARE. I THOUGHT THAT WAS A GREAT COMMENT FROM A CITIZEN TO OUR JUDGE, THAT THAT METHOD IS WORKING VERY WELL. OUR JUDGE COMPLETED SUPERVISORY TRAINING WITH THE TEXAS WORK FORCE COMMISSION AND ALSO IMPLEMENTED THAT TRAINING FOR THE COURT STAFF. ALSO IMPLEMENTED COURT RECORD KEEPING IMPROVEMENTS AND STAFFING STANDARDS TO ENSURE THE PUBLIC IS WELL SERVED. HUGE IMPROVEMENT WITH OUR RECORD KEEPING. IN THE EVALUATION OF THE COURT GOVERNANCE COMMITTEE THE PERFORMANCE METRICS OUR JUDGE HAS MET OR EXCEEDED ALL THE AREAS OF PERFORMANCE EVALUATING INCLUDING THE ADHERENCE TO THE CANONS OF THE JUDICIAL CODE OF CONDUCT.

NEXT SLIDE, PLEASE. I THOUGHT IT WAS GOOD TO LIST SOME OF JUST THE PROFESSIONAL ACCOMPLISHMENTS OF THE JUDGE. THIS IS NOT A COMPREHENSIVE LIST BY ANY MEANS.

I THINK IT'S IMPORTANT FOR OUR COUNCIL AND ALSO FOR OUR CITIZENS TO KNOW THE QUALITY OF THE COURT AND JUDGE THAT WE HAVE. I CAN TELL YOU SHE IS HIGHLY THOUGHT OF THROUGHOUT THE STATE OF TEXAS AND BEYOND. SHE WAS ELECTED PRESIDENT OF THE 2020/2021 BOARD OF DIRECTORS OF THE TEXAS MUNICIPAL COURTS ASSOCIATION AND THE TEXAS MUNICIPAL COURTS EDUCATION CENTER. SHE RECEIVED A LETTER OF COMMENDATION FROM THAT EXECUTIVE DIRECTOR OF THAT ORGANIZATION AND SUPPORTING THE JUDGE FOR OUTSTANDING JUDGE OF THE YEAR. SHE WAS A PRESENTER PROCEDURAL JUSTICE AT THE KANSAS ASSOCIATION OF COURT MANAGEMENT. HER INFLUENCE DEFINITELY GOES BEYOND THE STATE OF TEXAS.

SHE WAS ONE OF FIVE JUDGES STATE WIDE INVITED BY THE TEXAS SUPREME COURT TO APPLY FOR SERVICE ON THE STATE COMMISSION ON JUDICIAL CONDUCT. SHE WAS A DESIGN CONSULTANT FOR THE NATIONAL CENTER FOR STATE COURTS INTERACTIVE LEARNING MODULE.

CAPSTONE SPEAKER FOR THE TEXAS MUNICIPAL COURTS EDUCATION CENTER'S BAIL AND BONDS C3 INITIATIVE TRAINING. EDITOR OF THE TEXAS MENTAL AND INTELLECTUAL AND DEVELOPMENTAL DISABILITIES LAW BENCH BOOK 2ND EDITION PUBLISHED BY THE TEXAS JUDICIAL COMMISSION ON MENTAL HEALTH. MEMBER OF THE TMCA LEGISLATIVE COMMITTEE RESPONSIBLE FOR PRESENTING AND RESPONDING TO THE STATE LEGISLATURE REGARDING PROPOSED LEGISLATIVE CHANGES.

SHE ALSO TKEUZ THAT WITH OUR CHARTER REVIEW COMMISSION. BRINGS ALL OF OUR CITY CHARTER UP TO DATE AND IN ALIGNMENT WITH THE STATE LEGISLATIVE INITIATIVES.

SHE LED A STATE WIDE EDUCATION INITIATIVE THAT PROCEDURAL JUSTICE FOR REQUIRED JUDICIAL TRAINING AND SHE IS A MENTOR JUDGE TO NEWLY APPOINTED MUNICIPAL JUDGES THROUGHOUT THE STATE. NEXT SLIDE. SO THE RECOMMENDATION OF THE COURT GOVERNANCE COMMITTEE IS COUNCIL REAPPOINT THE JUDGE TO ANOTHER TWO YEAR TERM AS CHIEF JUDGE OF THE ROWLETT MUNICIPAL COURT. I DON'T HAVE A QUESTION BUT I DO HAVE A COMMENT. IN THE DALLAS MORNING NEWS TODAY THERE WAS AN ARTICLE ABOUT HOW WELL THE WHOLE JUDICIAL SYSTEM HAS DONE STATE WIDE THROUGHOUT THIS COVID EVENT, AND, YOU KNOW, IT JUST MADE ME KIND OF REFLECT BACK ON THERE HASN'T BEEN MANY

HICCUPS. I DON'T THINK THERE'S BEEN ANY HICCUPS IN HOW YOU'VE BEEN ABLE TO MANAGE THROUGH THIS PANDEMIC. I WOULD LIKE TO SPEND A MINUTE TO HEAR FROM YOU ABOUT A LITTLE BIT ABOUT THAT WHOLE PROCESS AND WHERE YOU'RE AT NOW, AND WHAT YOU SEE IN THE IMMEDIATE AND

SHORT TERM FUTURE OF WHERE THE STATE'S GONNA GO. >> I'M SO PROUD OF THE COURT STAFF. WE BEGAN GETTING ORDERS EARLY ON FROM THE TEXAS SUPREME COURT AND THEN THAT EVOLVED, I THINK IT WAS IN THE 20S OF THE NUMBER OF ORDERS THAT HAD COME DOWN AT THIS POINT. I THINK 26. AND SO ALL OF THAT, AS IT WAS FOR YOU GUYS DIFFICULT TO MANAGE ALL OF THE ORDERS COMING DOWN AND GOVERNING WAS PRETTY CHALLENGING FOR US IN THE COURT ROOM AS WELL. BUT STAYING ON TOP OF THAT AND STAYING COMMITTED TO THAT, WE DEVELOPED HERE IN THE ROWLETT MUNICIPAL COURT AN EXCELLENT VIRTUAL EXPERIENCE FOR COURT USERS. WHAT WE DID INITIALLY WAS, WE REALLY CEASED OPERATIONS FOR A SHORT PERIOD OF TIME SO THAT WE COULD CREATE THE VIRTUAL ENVIRONMENT THAT WILL BE HIGH QUALITY TO SERVE THE CITIZENS. SO AS I WAS ENTERING INTO THAT PROCESS WITH THE COURT ADMINISTRATOR AND THE CHIEF COURT CLERK, ONE OF MY STAFF MEMBERS ACTUALLY JUST STEPPED UP AND INTERJECTED HERSELF INTO THE PROCESS.

I'M VERY PROUD OF HER. SHE'S A JUVENILE CASE MANAGER. SHE STEPPED UP.

SHE'S YOUNG. SH SHE'S ABLE TO DO TECHNICAL THINGS. ZOOM. I HAD NEVER USED ZOOM BEFORE.

AND SO SHE INTERJECTED HERSELF AND CREATED AND DESIGNED AN EXEMPLARY COURT FOR US.

WE TESTED IT OUT THOROUGHLY. WE TESTED IT OUT WITH OTHER COURT STAFF FROM OTHER CITIES.

JUDGE CALLAWAY WAS ALL ABOUT IT, TOO. HE WOULD CALL IN AND PRETEND TO BE A DEFENDANT. IT WAS A LOT OF FUN. BUT WE RAN TEST AFTER TEST.

I THINK WE HAD SIX TESTS BEFORE WE WERE READY TO ACTUALLY ATTEMPT IT WITH PEOPLE WHO WERE CHARGED WITH OFFENSES. AND I STILL REMEMBER THE FIRST PERSON THAT I HAD.

HE WAS WONDERFUL. I'M STILL IN AWE OF HOW WELL THIS ALL WORKS.

SOMETIMES I'LL BE ON WITH A DEFENDANT AND THEY'LL SAY, WOW, WE CAN'T BELIEVE IN AND I'LL SAY, WOW, I CAN'T BELIEVE IT EITHER. IT'S AMAZING.

I MIGHT ASK THEM, DID YOU EVER THINK THERE WOULD BE A DAY WHERE A JUDGE WOULD APPEAR IN YOUR KITCHEN OR YOUR LIVING ROOM OR WHEREVER THEY HAPPEN TO BE CONNECTING FROM? IT'S BEEN A FANTASTIC EXPERIENCE. WE HAVE GOTTEN INCREDIBLE FEEDBACK, PARTICULARLY I CAN CALL TO MIND AN ATTORNEY WHO I WAS -- I HAD TAKEN ATTORNEYS OUT OF ORDER ON ACCIDENT ONE DAY, AND SO I APOLOGIZED TO THE ATTORNEY WHO I WAS SPEAKING WITH. I WAS SO SORRY I HAD TAKEN THEM OUT OF ORDER.

THE ATTORNEY THAT CAME ON SAID, JUDGE, DO NOT APOLOGIZE. YOU ARE DOING GREAT.

THIS IS THE BEST VIRTUAL COURT EXPERIENCE I HAVE SEEN. I REALLY APPRECIATE THOSE TYPES OF COMMENTS AND THAT TYPE OF SUPPORT. I CAN TELL YOU THAT I AM VERY PROUD OF THIS COURT AND WHAT WE'VE DONE. IT WAS GREAT FOR TEAM WORK AND CAMARADERIE. IT TURNED INTO AN EXCELLENT PRODUCT.

I HAVE OTHER JUDGES CONTACTING ME FOR HELP, CREATING A SIMILAR SYSTEM AND I'M ENJOYING THE PROCESS IMMENSELY. EVERYBODY FEELS VERY SAFE, WHICH IS VERY IMPORTANT IN THIS DAY

WHERE DO YOU SEE THE STATE GOING? WHAT'S THE CURRENT STATE OF IN

PERSON VERSUS VIRTUAL, AND WHAT DO YOU SEE COMING DOWN? >> THE TREND IS THAT THE POWERS THAT GOVERN US, THE SUPREME COURT, OR THE OFFICE OF COURT ADMINISTRATION, COURT TO PUSH BACK WHEN WE CAN START HAVING IN PERSON PROCEEDINGS. RIGHT NOW THE CURRENT DATE TO THEORETICALLY BE ABLE TO HOST PEOPLE IN PERSON WOULD BE JANUARY 1ST.

WE ALL HAD TO CREATE A PLAN OF OPERATIONS FOR WHEN WE DO HAVE IN PERSON PROCEEDINGS THAT ACTUALLY CREATED QUITE A BIT OF CONFUSION AMONG JUDGES AND OTHER CITY OFFICIALS ACROSS THE STATE.

MANY PEOPLE THOUGHT ONCE WE GOT OUR PLAN IN BY THE DEADLINE THEY REQUIRED, THAT WE COULD START GOING BACK TO IN PERSON PROCEEDINGS. BUT WE WERE QUICKLY CLARIFIED

THAT WE CANNOT GO BACK TO IN PERSON PROCEEDINGS. THAT'S JUST WHEN AND IF WE EVER HAVE AN IN PERSON PROCEEDING. I CAN AND I HAVE HELD AN IN PERSON PROCEEDING IF I MAKE A FINDING THAT FOR REASONS OUTSIDE OF MY CONTROL, THE PERSON COULD NOT APPEAR REMOTELY.

SO I DID HAVE SOMEONE WHO WAS ELDERLY AND COULD NOT USE TECHNOLOGY AND REQUESTED THROUGH A FAMILY MEMBER THAT SHE BE ABLE TO COME UP AND TAKE CARE OF HER CITATION.

WE DID MAKE THAT ARRANGEMENT AND I DID MAKE THAT FINDING THAT I MUST MAKE UNDER THE LAW BEFORE I SEE ANYONE IN PERSON. SO THAT IS AN EXAMPLE OF HOW THAT COULD HAPPEN.

THE BIOMARK IS WE'RE NOT SUPPOSED TO HAVE ANYBODY IN PERSON.

THAT'S SUPPOSED TO BE STATE WIDE. ALTHOUGH I HEAR FROM MY COLLEAGUES THAT SOME COURTS ARE AT A DIFFERENT LEVEL OF ABILITY AND COMMITMENT REGARDING THE COURT ORDER THAT CAME DOWN FROM THE TEXAS SUPREME COURT. SO WHAT I FORESEE IS THAT WE WILL CONTINUE TO ALL BE ALIGNED, COURTS ACROSS THE STATE WILL BE ALIGNED IN REMOTE PROCEEDINGS.

I AM AWARE OF THE JUDGE THAT'S IN CHARGE OF OUR ADMINISTRATIVE REGION.

I'M AWARE OF HIS EFFORTS TO BRING JUDGES THAT ARE NOT COMPLIANT INTO COMPLIANCE SO I SEE THOSE EFFORTS AS ON GOING. I'M THINKING ABOUT WHAT ANOTHER COLLEAGUE OF MINE SAID RECENTLY.

HE SAID WE'RE NOT GOING TO GO BACK TO IN PERSON IN JANUARY. HE SAID WE'RE NOT GOING TO DO IT. THEY KEEP PUSHING BACK THE DATE. SO THAT IS SPECULATION ABOUT WHAT'S COMING IN THE FUTURE. I WILL SAY THAT THE DIRECTOR OF THE OFFICE OF COURT ADMINISTRATION HAS SAID SEVERAL TIMES THAT IT IS HIS DESIRE THAT COURTS BEGIN USING THIS REMOTE TECHNOLOGY EVEN AFTER ANY THREAT OF THE PANDEMIC HAS PASSED. AND IT IS WORKING VERY, VERY WELL. AND WE MAY WANT TO DO THAT TO SOME EXTENT.

I CAN TELL YOU THAT IN THE PAST, IT HAS BEEN DIFFICULT FOR PEOPLE WHO LIVE OUT OF STATE, FOR EXAMPLE, TO MAKE THEIR COURT DATE. SO I SEE A WHOLE OTHER WAY THAT WE ARE GOING TO BE ABLE TO ACCOMMODATE THOSE PEOPLE. I'M VERY EXCITED ABOUT THAT IN

THE FUTURE. >> YEAH, THAT WILL BE INTERESTING TO SEE THAT UNFOLD.

ONE OF THE THINGS WE DO WHEN WE'RE BEGINNING THIS PROCESS, WE LOOK FOR STORIES IN THE COMMUNITY. THESE ELEMENTS TEND TO BE BRANDING AND CASH ELEMENTS THAT REFLECT THE COMMUNITIES THEY'RE BUILT IN. SO WE TRY TO MAKE THOSE TIES TO THE COMMUNITY AS STRONG AS WE CAN. AS WE BEGIN TO LOOK AT YOUR COMMUNITY, WE TOOK A DEEP DIVE TO FIND SOMETHING UNIQUE AND SOMETHING INTERESTING, EXCITING, HAVE SOME ENERGY WITH IT. THE FIRST STORY WE CAME UP WITH ON THE NEXT SLIDE WAS KITE BOARDING. IT'S A VERY VIBRANT ACTIVITY, SOMETHING VERY UNIQUE TO ROWLETT. WE THOUGHT THAT WOULD BE A GREAT PLACE TO START.

AND SO WHAT YOU'LL SEE ARE SKETCHES THAT REFLECT ART THAT WOULD BE PLACED ON THE RETAINING WALLS AND THE SOUND WALLS. WE'LL GET INTO THOSE DETAILS AFTER WE GO THROUGH THESE DIFFERENT CONCEPTS. KIND OF A RESOLUTION OF NO OBJECTION. WHEN THAT CHANGED THIS YEAR, IT ALSO IMPACTED THE CITY OF ROWLETT'S ABILITY TO PARTICIPATE IN THOSE KIND OF DISCUSSIONS. THAT'S REALLY WHAT THE PURPOSE OF TONIGHT IS. THERE WAS A DISCUSSION THAT WE BROUGHT TO THE ROWLETT HOUSING FINANCE CORPORATION. WE HAVE A PROPOSAL FROM THEM IN TERMS OF A RESOLUTION.

THAT'S WHAT WE'RE GOING TO DISCUSS TONIGHT. JUST FOR CLARITY, LITTLE BIT ABOUT THE HOUSING FINANCE CORPORATION. INCORPORATED IN 2017 TO PROVIDE SINGLE FAMILY MULTIFAMILY AFFORDABLE HOMES TO WORKING CLASS FAMILIES AND SENIORS.

THE BOARD OF DIRECTORS WE HAVE FIVE VOLUNTEER RESIDENTS OF ROWLETT APPOINTED BY THE ROWLETT CITY COUNCIL. THEY SERVE AS THE BOARD OF DIRECTORS.

IT IS A SEPARATE LEGAL ENTITY. IT'S NOT PART OF THE CITY OF ROWLETT TAX IDENTIFICATION NUMBER, SO TO SPEAK. IT IS A SEPARATE CORPORATION. BUT THE CITY DOES APPOINT THE BOARD. IT DOES TALK ABOUT THAT. SO THE CITY COUNCIL NOT ONLY APPOINTED THE ORIGINAL BOARD, BUT ALSO CAN REAPPOINT BOARD MEMBERS AS THEY EXPIRE.

THERE WERE SEVERAL OTHER HOUSEKEEPING ITEMS. ONE OF THE MAIN THINGS THAT WAS CHANGED WAS THAT ARE REQUIREMENT THAT THE CITY OF ROWLETT APPROVE THE ISSUANCE OF DEPTH. THAT WAS SECTION 4.03. BASED ON THE CHANGE, I'LL GET TO THAT IN THE SLIDES COMING UP. BASED ON CHANGES DUE TO THAT THE GOVERNOR MADE REGARDING RESOLUTION WITH NO OBJECTION, WE BROUGHT THAT ISSUE TO THE HOUSING FINANCE CORPORATION BECAUSE WHAT WE FELT LIKE WAS THAT IT REMOVED AN IMPORTANT SINK HOLE FOR THE CITY OF ROWLETT TO KNOW WHAT KIND OF PROJECTS WERE COMING UP AND TO HAVE INPUT FEEDBACK ON THOSE PROJECTS THAT USED TAX EXCEPT FINANCING, AND THAT COULD BE DONE UNDER THE HOUSING FINANCE CORPORATION. SO THE MECHANISMS IN PLACE RIGHT NOW FOR THE CITY OF ROWLETT TO BE INVOLVED IN DECISIONS LIKE THIS IS IF A PROJECT NEEDS LANGUAGE APPROVAL, FOR EXAMPLE, REZONING, OR IF THERE ARE MAJOR WARRANTS NECESSARY IN AREAS THAT ARE ZONED FORM BASED CODE. THE OTHER WAY THAT THE CITY CAN INJECT ITSELF IN IS THROUGH THE -- WHEN THESE DEVELOPMENTS, WHEN THEY APPLY FOR FINANCING CREDITS THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, GENERALLY TO GET, THERE'S 4% AND 9%. ONE OF THOSE IS VERY COMPETITIVE.

THEY TYPICALLY MIGHT ONLY DO ABOUT TEN PROJECTS A YEAR. WHEN THAT HAPPENS, THEY GET POINTS THAT THEY GET TO COUNT IF THE CITY PASSES A RESOLUTION OF NO OBJECTION.

SO IT'S VERY IMPORTANT FOR THAT TYPE OF FINANCING AS ONE OF THE WAYS WE GET TO BE INVOLVED.

THEN TEXAS LOCAL GOVERNMENT CODE 394.9025, IT REQUIRES A PUBLIC HEARING BEFORE HOUSING FINANCE CORPORATION CAN ISSUE FINANCING FOR MULTIRESIDENTIAL DEVELOPMENT.

NEXT SLIDE. SO IN APRIL, DUE TO THE COVID RESTRICTIONS, GOVERNOR ABBOTT REMOVED THE REQUIREMENT REGARDING THE RESOLUTION TO NO OBJECTION.

AGAIN, THIS WAS AN IMPORTANT SAFE GUARD FOR THE CITY SO THAT THESE KIND OF PROJECTS WOULD STILL HAVE CITY INPUT OR FEEDBACK. SO AS A RESULT, WE BROUGHT THOSE ISSUES TO THE ROWLETT HOUSING FINANCE CORPORATION TO DISCUSS. NEXT SLIDE.

SO AT THE MEETING, WE MET ON OCTOBER 14TH. THE BOARD OF DIRECTORS SUGGESTED INSTEAD OF REINSTATING THAT PROVISION IN THE ARTICLES OF INCORPORATION, THEY SUGGESTED THAT TO INSTITUTE A MEASURE THAT WOULD REQUIRE A RESOLUTION OF NO OBJECTION FROM THE CITY PRIOR TO CONDUCTING HEARINGS UNDER THE TEFRA ACT REGARDING TAX EXCEPT FINANCING PROJECTS.

SO ESSENTIALLY, THIS PROPOSAL WOULD, IN EFFECT, PLACE THE CITY BACK IN THE SAME POSITION IT WAS PRIOR TO GOVERNOR ABBOTT'S CHANGE. SO WHAT RICK SHEFFIELD, EXECUTIVE DIRECTOR OF THE HSC EXPLAINED, AN AS WE DISCUSSED WITH THE BOARD OF DIRECTORS IS THAT BEFORE THE HOC WOULD CONSIDER THE PROJECT AND BRING IT TO A PLACE WHERE THEY USUALLY DO THEIR OWN HEARINGS THAT WOULD BE REQUIRED UNDER THE TEFRA ACT, THEN THEY WOULD REQUIRE THAT THE DEVELOPER HAVE THE CITY OF ROWLETT'S RESOLUTION OF NO OBJECTION, WHICH THEN ALLOWS US TO PROVIDE INPUT FEED BACK ON THESE TYPES OF PROJECTS. THEY ALSO RECOMMENDED THAT THIS MEASURE WOULD REMAIN IN PLACE UNTIL GOVERNOR ABBOTT REINSTATED THE REQUIREMENT AS A RESOLUTION TO NO OBJECTION. THIS PUTS US BACK IN THE SAME POSITION WE WERE IN BEFORE.

AS YOU KNOW, WE'VE HAD A PROJECT OR TWO WHERE WE HAD A NUMBER OF THEM OVER THE YEARS THAT HAVE COME TO THE CITY TO SOLICIT OR TO REQUEST A RESOLUTION OF NO OBJECTION.

I THINK THE HSC COULD ACHIEVE THE SAME RESOLUTION THAT WE'RE LOOKING FOR AND STILL PROVIDE THE CITY OF ROWLETT THE OPPORTUNITY TO PROVIDE FEED BACK ON THESE PROJECTS.

I THINK THAT WAS MY LAST SLIDE. BASICALLY THE SAME ONE. JUST OPEN UP DISCUSSION WITH THE CITY COUNCIL AND AS I MENTIONED, WE DO HAVE RICK ON TONIGHT WITH US, TOO.
