AND COLD WORK SESSION ORDER. THIS IS THE PLANNING AND ZONING MEETING FOR TUESDAY, OCTOBER 27 2020. THE FIRST THING WE WANT TO DO IS DISCUSSED THE CITIZENS INPUT FOR ANY OF THE CITIZENS TO PROVIDE COMMENT FOR THE MEETING.

PLEASE SEND AN EMAIL TO CITIZEN INPUT AT ROWLETT.COM BY 30 3:30 P.M. THE DAY OF THE MEETING AND PLEASE STATE WHETHER YOUR COMMENT IS REGARDING A SPECIFIC AGENDA ITEM OR A GENERAL COMMENT TO THE COMMISSION. YOU CAN SPEAK ON ANY TOPIC YOU WOULD LIKE TO SPEAK ON IN YOUR COMMENT WILL BE READ INTO THE RECORD DURING THE MEETING.ND HAS A THREE MINUTE TIME LIMIT.

AND THERE WILL BE NO COMMENTS TAKEN DURING THE MEETING.ONLY THOSE THAT ARE SUBMITTED AND THEY WILL BE READ IN. ITEM TO A FOR THE WORK SESSION IS TO RECEIVE A PRESENTATION

PROVIDING AN OVERVIEW OF ROBERTS RULES OF QUARTER. I BELIEVE THIS IS BY MS.

I WILL GO OVER THIS OVERVIEW OF THE ROBERTS RULES. ONE OF THE FIRST THINGS WE WANT TO START OUT WITH WITH THE ROBERTS RULE. NEXT SLIDE, PLEASE, LAURA.

NEXT SLIDE. IS CREATING A MEETING. HOW DO THE WHOLE MEMBERS OF THE COMMISSION AT THE MEETING. WITH THAT WE HAVE WHERE IT IS A QUORUM.

IS A QUORUM WE HAVE A MINIMUM OF FOUR MEMBERS MUST BE PRESENT TO CONDUCT A MEETING.

IF A REGULAR MEMBER IS ABSENT, AND ALTERNATE MEMBER CAN PARTICIPATE TO MAKE OF ãTO MAKE THAT QUORUM. IN QUORUM MUST BE PRESENT FOR A MEETING TO BE CONSIDERED VALID FOR ANY MOTIONS THE GROUP DOES DECIDE TO ACT ON. IF A QUORUM IS NOT AVAILABLE, MEMBERS MAY ONLY SET A TIME FOR ANOTHER MEETING DATE. THOSE ITEMS WILL BE MOVED OVER TO THE NEXT MEETING DATE. NEXT SLDE, PLEASE.BUT THAT WE HAVE THE CHAIRPERSON WHO HAS A RESPONSIBILITY IN ENSURING THE COMMISSION RULES THE PROCEDURES ARE FOLLOWED IT ALSO, A SYSTEM MAINTAINING PROTOCOL AND PRESERVES THE DIGNITY OF THE MEETING AND SPEAKING TIME. IT PROVIDES EVERY CHANCE FOR THE COMMISSION TO HAVE AN OPPORTUNITY TO SPEAK DIFFERENT MOTIONING OR PUBLIC HEARINGS WERE DIFFERENT HEARINGS WE MAY HAVE FOR A COMMISSION MEETING. IT IS A STANDARD ORDER OF BUSINESS AND SOMETIMES IT MAY NOT BE THE SAME AS THE LIST SHOWN ON THE SCREEN, BUT ONE OF THE THINGS THAT WILL ALWAYS OCCUR IS THE MEETING IS ALWAYS CALLED TO ORDER BY THE CHAIR AT THIS TIME, THAT IS SPECIFIED ON THE AGENDA. SO WITH THE ORDER OF BUSINESS YOU HAVE THESE ITEMS YOU ARE READING AND APPROVAL OF MINUTES. YOU ARE FOLLOWING AN AGENDA OR AS A CHAIRPERSON WILL READ A MAJORITY OF THE ITEM, THE TITLE INTO THE RECORD TO BE RECORDED.

OFTEN WITH THE PUBLIC HEARINGS WILL BE OPENING AND CLOSING THE PUBLIC HEARING CURRENT AND CLOSING THE MEETING AND ADJOURNING THESE MEETINGS. THIS IS BASICALLY YOUR STANDARD ORDER OF OPERATION. THERE MAY BE OTHER ITEMS IN THIS LIST, BUT THE CHAIRPERSON WILL ALWAYS BE THE ONE THAT WAS WITHOUT THIS PROCESS AS WE MOVE THROUGH ANY MEETINGS WE MAY HAVE. SLIDE, PLEASE, LAURA.

ONE OF THE VERY IMPORTANT THINGS WE HAVE HERE IN ORDER FOR A MEMBER TO MAKE A SIGNAL TO ACT ON A DECISION OR OPEN A DISCUSSION IS THE MOTION. A MOTION IS A SIGNAL TO THE SCARE AND IS RECOGNIZED MAKES A MOTION TO OPEN UP THE DISCUSSION TO MAKE ON IT I DIDN'T. WHEN THERE IS A MOTION ON THE TABLE, NEEDS TO BE SECOND BY ANOTHER MEMBER IN THE WHATEVER MEMBER PROVIDES A SECOND MOTION.

WITH THAT, ONCE A MOTION IS ON THE TABLE AND WE HAVE COME TO AGREE WITH THIS ITEM, THE CHAIR MEMBER WILL RESTATE THE MOTION SO THAT THE AUDIENCE IS ABLE TO HEAR THE RESTATED MOTION AND

ALSO AS THE COMMISSIONERS WILL BE ABLE TO HEAR AND DECIDE IF THEY WOULD LIKE TO ACT ON IT.

SO WITH THAT MOTION, THE MOTION CAN BE DEBATED OR CAN BE REVISED.

IN ORDER FOR A MOTION TO PASS, IT HAS FOUR VOTES REQUIRED FOR IT TO PASS.

YES COMMISSIONER COTE? WANT TO MAKE SURE WE UNDERSTAND THIS.O BE HONEST WITH YOU, I DON'T THINK WE IT FOLLOW THE INTENT OF THIS. THAT IS FOR US TO DISCUSS

ANYTHING WE NEED TO HAVE AN ACTIVE MOTION ON THE TABLE. >> THAT IS CORRECT TO SECOND THAT MOTION, YOU DON'T NECESSARILY HAVE TO AGREE WITH IT.

AND THAT MAY BE ASKED BY THE COMMISSION MAY ASK THE STAFF QUESTIONS. AFTER THAT, THE APPLICANT DELIVERS THEIR PRESENTATION THE ONES APPLICANT IS FINISHED THEIR PRESENTATION, QUESTIONS TO THE APPLICANT MAY BE ASKED APPEARED ONCE ALL THOSE ITEMS HAVE BEEN CLEARED OUT, THE CHAIRPERSON OPENS A PUBLIC HEARING AND SOLICITS COMMENTS. ONCE THOSE COMMENTS HAVE BEEN PROVIDED AND EVERYBODY HAS HAD A CHANCE TO SPEAK IN THE AUDIENCE THAT WANTS TO SPEAK ABOUT THE CHAIRMAN CLOSES THE PUBLIC HEARING AND SEEKS COMMENTS ON THE COMMISSIONER.

THAT IS WHERE WE DO OUR OPENING MOTIONS. THROUGH THOSE MOTIONS AND THAT DISCUSSION THAT WE ARE TALKING THROUGH, CLARIFICATION CAN BE SOUGHT FROM STAFF OR APPLICANT.

ND THERE IS NO ADDITIONAL INFORMATION TO BE ADDED ONCE A PUBLIC HEARING IS CLOSED.

A MOTION IS REQUESTED BY THE CHAIR AND A MOTION IS MADE BY COMMISSIONER GIVEN A MOTION TO SECOND THROUGH THAT CAN BE THROUGH AMENDMENTSOR ANY CLARIFICATION.

IF THERE'S ANY , THERE MOTION DOES NOT PASS THE CHAIR MAY REPEAT MOTIONS AND CALL FOR VOTES.
