A RECEIVE A PRESENTATION FROM THE COMMUNITY IMPROVEMENT PROJECT TASK FORCE CITF RELATED TO THE CITIZEN INPUT GATHERED REGARDING THE PRIORITIZATION OF CITY FACILITIES FOR A POTENTIAL MAY 2023 BOND ELECTION.DOES ANYBODY WISH TO SPEAK ON THIS ITEM? SEE NONE. IT'S YOURS.

AS YOU ALL KNOW, I'M THE DEPUTY CITY MANAGER.
I'M HERE. I'M GOING TO KICK IT OFF WITH A VERY QUICK CITYWIDE FACILITY.
THIS IS A CULMINATION OF SEVERAL MEETINGS.
IT'S A VERY SMALL SNAPSHOT OF PROBABLY THE 250 PAGE DOCUMENT THAT WAS ATTACHED TO THE PACKET.
THIS IS ALSO SOME OF THE INFORMATION THAT THE PTF REALLY USED TO KICK OFF THEIR STUDY.
AND THEN I WILL TURN IT OVER TO ERIC, WHO IS THE CHAIR OF THAT COMMITTEE.
HE'LL INTRODUCE HIS COMMITTEE AND HE'LL GO THROUGH WHAT THEIR RECOMMENDATIONS ARE.
I WILL TELL YOU THAT TONIGHT IS JUST A PRESENTATION FROM THESE GUYS FROM THE PTF.
AND IN JANUARY WE WILL HAVE A FOLLOW UP VERY DETAILED WORK SESSION WHERE THIS COUNCIL DISCUSSED THE FUTURE OF FACILITIES BASED ON THE STUDY AND BASED ON THEIR FINDINGS AS THEY DID PUBLIC INPUT.
SO OVER 2019, 2020 AND 2021, THEY CONDUCTED THE STUDY.
IT WAS A COMBINATION OF 720 DESIGN WHICH HELP WITH OUR LIBRARY STUDY.
FRANKLY, SERGEANT WIGENTON ARCHITECTS WHO WORKED WITH THE REST OF OUR CITY FACILITIES.
THEY ACTUALLY WENT OUT INTO THE CITY FACILITIES.
MASTER PLAN THAT YOU RECEIVED IN THE PACKET MATERIALS STUDIO WAS PART OF THAT.
SO THE FACILITY ASSESSMENT WAS FUNDED IN THE 2018 CIP BOND.
2020 THROUGH A LITTLE BIT OF A WRENCH INTO HOW WE COMPLETED THIS, BUT THEY HAD ALREADY DONE A LOT OF THEIR INTERVIEWS IN 2019, SO THEY WERE ABLE TO DO A LOT OF THINGS BEHIND THE SCENES IN 2020.
THEY ANALYZED THE CURRENT DEPARTMENTS AND DETERMINE WHAT THEIR FUTURE SPACE NEEDS WERE, REALLY CITY HALL, POLICE, FIRE, ADMINISTRATION, PARKS, PUBLIC WORKS AND COURTS. THEY DID PROJECT STAFFING NEEDS FOR THE NEXT 10 TO 20 YEARS OF POPULATION GROWTH.
THEY DETERMINED BUILDING AND PARKING NEEDS FOR STAFF AND CITY SERVICES.
KEEP IN MIND, A LOT OF THESE WERE DEVELOPED IN 2020.
SO THE CURRENT STATUS OF FACILITIES RELET.
THESE ARE THE FINDINGS DIRECTLY FROM BERKELEY, SERGEANT ROLLA.
IT'S BEEN VERY EFFICIENT AND IT'S USE OF FACILITIES TODAY, BUT THE MAJORITY OF OUR FACILITIES HAVE REACHED THEIR USEFUL LIFE WITHOUT A SIGNIFICANT INVESTMENT IN THE FACILITIES TO EXTEND.
THAT STAFF HAS GROWN, BUT OUR FACILITIES HAVE NOT.
AND SO IN DOING THAT, OUR SUPPORT SPACES, OUR CONFERENCES, CONFERENCE ROOMS OR STORAGE ROOMS HAVE BEEN SACRIFICED TO MAKE WAY FOR NEW EMPLOYEES AS WE HAD TO GROW OUR EMPLOYEE BASE TO MEET THE NEEDS OF OUR CITIZENS.
AREA PROJECTIONS FOR NEW FACILITY NEEDS.
SO THERE IS THE POPULATIONS BASED ON THE STUDY, WHAT THE CURRENT WAS IN 2019, WHICH WAS JUST ABOVE 60,000, WHERE WE WOULD BE IN 2029 AND WHERE WE WOULD POTENTIALLY BE IN 2039.

THE AGE OF THE BUILDING AND THEN WHERE THE LOCATION IS.SO CITY HALL COMPLEX, WHICH IS EVERYTHING YOU SEE HERE, OTHER BUILDINGS, ANIMAL SHELTER, COMMUNITY DEVELOPMENT, ECONOMIC DEVELOPMENT, THE PARKS MAINTENANCE, BUILDING FIRE ADMINISTRATION, WHICH IS AT THE CORNER OF ROWLETT ROAD AND MAIN STREET PUBLIC WORKS, WHICH IS OVER AN INDUSTRIAL.
THE LEASE SPACE AT THE VILLAGE IS APPROXIMATELY 12,000, ABOUT 12,045 I THINK.
AND THEN THE COMMUNITY CENTER AS WELL, WHICH HAS PARKS ADMIN.
THIS IS THE INFORMATION THAT WAS TAKEN TO COUNCIL BACK IN 2019 AND 2020.
THIS IS PUBLISHED IN OUR HEALTH PLAN AS WELL.

THE EAST AREA OF THAT PROPERTY IS ABOUT 47 ACRES.
THE WEST AREA IS ABOUT 24 ACRES.

SO HERE THIS ARE SOME DETAILS THAT ARE IN THE PLAN ABOUT THE DEFICIT OF SPACE AND WHERE WE SIT NOW AND THEN WHAT WE WOULD NEED FOR ADDITIONAL SQUARE FOOT FOR BUILDOUT AND YOU CAN SEE THERE WE'VE GOT SOME SOME MAJOR SPACE ISSUES IN A LOT OF CASES.

AND THEN PARKS MAINTENANCE AS WELL.
THEY'RE CURRENTLY IN ABOUT 1550 SQUARE FEET.
AND SO TO INCREASE THEIR SPACE FOR OFFICES AND SUCH.
SO THEN WE DID THE FACILITY MASTER PLANNING KIND OF THE BUDGET AND TIMELINE.
SO THESE ARE KIND OF THE MARCHING ORDERS THAT THE PREVIOUS COUNCIL GAVE TO CIP.
BACK IN FEBRUARY AND MARCH OF 2020 TO TAKE THESE SIX MAIN FACILITIES.
THESE ARE OUR ESTIMATED COSTS.
AND THEN WE DID ABOUT AN 8.5% INCREASE FOR A PROJECTED BUDGET.
SO YOU SEE THERE 60 MILLION, 36 MILLION, 22.5, 5 MILLION FOR A POTENTIAL ANIMAL SHELTER.
AND THIS IS ALL BASED ON VERY DETAILED INFORMATION THAT IS IN THE PLAN.
AND HOW THEY CAME UP WITH THESE DIFFERENT NUMBERS, WHAT MIGHT BE AT THE MUNICIPAL CAMPUS, PUBLIC SAFETY CITY HALL LIBRARY, AND THEN WHAT WE MIGHT HAVE TO HAVE CONVERSATIONS ABOUT, ABOUT WHERE THEY WOULD BE IF WE ENDED UP WITH DOING THOSE FIRST, THE ANIMAL SHELTER, WHERE WOULD THAT POTENTIALLY BE? A NEW PUBLIC WORKS FACILITY IF THAT WAS NEEDED, AND THEN PARKS MAINTENANCE AS WELL.
PERFECT PARK. PHASE ONE IS FUNDED.
SO THERE'S TWO REMAINING PHASES THAT NEED TO GET DONE.
AND WITH THE PARKS BOND NOT PASSING IN MAY 2021, THERE WAS SOME CONVERSATION ABOUT THE IMPORTANCE OF FINISHING THIS PARK AND THE THE BENEFIT IT HAS TO THE DOWNTOWN AREA AND DEVELOPING DOWNTOWN.
IT'S IT'S REALLY DIVIDED INTO THREE SECTIONS.
THE CENTRAL GREEN IS PHASE ONE, ACTIVE PLAY IS PHASE TWO AND MAIN STREET IS PHASE THREE.
SO THE DOG PARKS, FOR EXAMPLE, WE WANT TO MAKE SURE WE ARE ABLE TO KEEP TENNIS COURTS AND THE DOG PARK OPEN WHILE WE WORKED ON IN THE MIDDLE PHASE, WHICH IS PHASE ONE, WHICH IS GOING TO BE A LOT OF LAND SCULPTING TO GET IT TO A BIG OPEN EVENT AREA.

TODAY, WE'RE LOOKING CLOSER TO PROBABLY TO 2.4 OR EVEN 2.6.
AND IT'S DESIGNED SO THAT WE CAN USE OUR CURRENT STAGE.
WE HAVE PLACES FOR FOOD TRUCKS TO PARK, ALL THAT GOOD STUFF.

475 RESPONDENTS INDICATED THEY WERE ROWLETT RESIDENTS, AND THREE RESPONDENTS INDICATED THEY WERE NOT ROWLETT RESIDENTS, AND TWO RESPONDS TO NOT ANSWER THE RESIDENCY QUESTION. JUST A LITTLE BIT OF FEEDBACK ON THAT.
SO WE ANALYZED THE RESULTS OF THE SURVEY USING THE 475 RESPONDENTS WHO SAID THAT THEY WERE RESIDENTS AND BROKE THE SURVEY DOWN TO THREE THEMES. ONE WAS THE RANKING OF THE PROJECTS THAT THAT LITERALLY MEANS OR ACTUALLY MEANS WHAT THE RESIDENTS SAID WERE MOST IMPORTANT TO THEM AS FAR AS FACILITIES THAT NEED TO BE REPLACED OR UPGRADED.
THE SECOND THEME WAS THE TAX RATE AND FUNDING.
AND THEN THE THIRD SURVEY THEME WAS HERFORD PARK.
AND WE'LL GO THROUGH AND LOOK AT EACH OF THESE AREAS.
SO WE DISCUSSED BEFORE THESE WERE THE PROJECTS TO BE RANKED BY PRIORITY.
I WILL SAY AS MUCH AS I THOUGHT I KNEW ABOUT THE CITY FACILITIES GOING INTO THIS, WHEN WE REALLY STARTED TO TAKE A DEEP DIVE INTO SOME OF THE AREAS THAT ARE LESSER KNOWN POLICE AND FIRE OR PARKS, MAINTENANCE, ETC.
I GOT TO GIVE A SHOUT OUT TO THE CITY EMPLOYEES WHO MAKE IT WORK BECAUSE SOME OF IT WAS JUST, WOW, HOW DO YOU DO THAT? BUT I DIGRESS.
SO PUBLIC SAFETY, POLICE, FIRE COURTS, THESE WERE THE DIFFERENT PROJECTS AND THESE WERE THE ESTIMATED DOLLAR AMOUNTS FOR THOSE VARIOUS PROJECTS AT 60.1 MILLION CITY HALL AT 36 MILLION LIBRARY, PHASE ONE AT 22 AND ONE HALF MILLION, ANIMAL SHELTER AT 5.3 MILLION, PUBLIC WORKS AT 15.3 MILLION AND PARKS MAINTENANCE AT 4 MILLION.
NOW, THESE ARE NOT THE THE PRIORITY ORDER.
THIS IS JUST REVIEW OF WHAT WE WERE GETTING REQUESTING FEEDBACK ON FROM THE RESPONDENTS.
WE USED AN AVERAGE METHODOLOGY ON THIS.
AND THEN WE TOOK THE AVERAGE OF ALL THE RESPONSES BY PROJECT.
SO THE LOWEST, AVERAGE, LOWEST AVERAGE NUMBER WAS ACTUALLY THE HIGHEST PRIORITY.
AND HOW THAT BROKE OUT IS PUBLIC SAFETY.

POLICE, FIRE AND COURTS WAS THE HIGHEST PRIORITY, FOLLOWED BY THE ANIMAL SHELTER, THE PUBLIC WORKS FACILITY, THE MAIN PUBLIC WORKS FACILITY, PARKS DEPARTMENT MAINTENANCE, THE ONE OVER IT, SPRINGFIELD COMMUNITY.THANK YOU. CITY HALL AND THEN THE LIBRARY, PHASE ONE.

IF WE LOOK AT THAT, 90 19% OF RESPONDENTS SAID THEY WOULD SUPPORT A 6% SIX CENT INCREASE, 6% AT $0.05, 24%, $0.04, 26% SAID NO OR NONE AT ALL.
MAYBE THE NEXT QUESTION ASKED WOULD YOU SUPPORT A TAX RATE? WOULD YOU SUPPORT AN INCREASE IF THE TAX RATE WAS DECREASED? JUST A NOTE ON THIS.
THIS WAS PRIOR TO THE FISCAL YEAR 23 BUDGET BEING COMPLETED.
SO AT THE TIME THERE WAS NO GUARANTEE OF A TAX RATE CHANGE OR ANYTHING LIKE THAT.
SO I THINK IT'S INTERESTING HERE TO SEE THE CHANGE IN THE NUMBERS.
IT WAS MORE SIGNIFICANT, I THINK, THAT I WOULD HAVE THOUGHT PRIOR TO SEEING THE RESULTS.
BUT IF THERE WAS A TAX RATE DECREASE, THE YES, $0.06 WENT UP TO 24%.
THE YES, $0.05 WENT DOWN THE YES, $0.04 STAYED THE SAME.
BUT THE NO OR NOT AT ALL WENT DOWN BY APPROXIMATELY 10% AND THE MAYBES WENT UP BY 5%.
