[CALL TO ORDER]

[00:00:12]

THE FIRST THING I WANT TO SAY IS THAT ONE OF OUR MEMBERS HAD TO RESIGN, COMMISSIONERS, SO MR. MOORE HAS RESIGNED.

AND SO THERE WILL BE -- I'M NOT SURE HOW WE'RE GOING TO ARRANGE THE MOVE UP OF THE ALTERNATES, BUT IT'S GOING TO HAPPEN, I HOPE, BUT I WANT TO THANK KEVIN FOR ALL THE WORK THAT HE'S DONE.

KEVIN WAS A HUGE HELP TO ME PERSONALLY.

I KNOW HE WAS HELPFUL FOR ALL THE COMMISSION MEMBERS BECAUSE OF HIS BACKGROUND IN BUILDINGS AND DESIGN AND THE FACT THAT HE'D BEEN ON PLANNING AND ZONING PREVIOUSLY.

I THINK HE WAS A PREVIOUS CHAIRMAN.

SO IT WILL BE TOUGH TO REPLACE HIM, BUT I HAVE NO DOUBTS THAT PEOPLE ON THIS COMMISSION WILL DO THAT, BUT I JUST WANT TO SAY THANK YOU VERY MUCH, KEVIN, FOR ALL THE WORK THAT YOU'VE DONE AND YOU'LL BE MISSED ON THE PLANNING AND ZONING COMMISSION BY ALL THE CITIZENS OF ROWLETT. THE NEXT THING ON OUR AGENDA IS THE CITIZENS INPUT. WHICH IS THREE MINUTES FOR EACH INDIVIDUAL THAT CAN COME UP AND ADDRESS THE ROWLETT PLANNING AND ZONING COMMISSION ON ANY TOPIC, WHETHER IT'S ON THE AGENDA OR NOT. IF ANYBODY WOULD LIKE TO ADDRESS THE PLANNING AND ZONING COMMISSION THIS TIME, PLEASE RAISE YOUR HAND AND I'LL RECOGNIZE YOU.

SEEING NONE, WE WILL CLOSE THE CITIZEN INPUT SECTION AT THIS TIME AND GO TO THE CONSENT AGENDA.

[CONSENT AGENDA]

WE HAVE TWO ITEMS ON OUR CONSENT AGENDA, BOTH OF THEM MINUTES.

ONE IS CONSIDER THE MINUTES OF THE CAPITAL IMPROVEMENT ADVISORY COMMITTEE MEETING OF NOVEMBER 12TH, 2019.

AND ITEM 3B IS CONSIDER THE MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING OF NOVEMBER 12TH, 2019.

COMMISSIONERS, EVERYBODY GET A CHANCE TO LOOK AT THE MINUTES? ANY CHANGES, COMPLAINTS? I'M READY FOR A MOTION.

WE HAVE A MOTION FROM MR. COTE TO APPROVE THE CONSENT AGENDA.

SECOND FROM MS. MCKEE. ANY DISCUSSION ON THE MOTION? LET'S TAKE THE VOTE. THAT ITEM CARRIES UNANIMOUSLY.

WE ONLY HAVE ONE ITEM FOR INDIVIDUAL CONSIDERATION,

[Item 4A Consider and take action on a Preliminary Plat for Rowlett Station Addition. The 7.421 acre site is located at the northwest and southwest corner of Melcer Drive and Industrial Street, City of Rowlett, Dallas County, Texas.]

ITEM 4A, CONSIDER AND TAKE ACTION ON A PRELIMINARY PLAT FOR ROWLETT STATION ADDITION. THIS 7.421-ACRE SITE IS LOCATED AT THE NORTHWEST AND SOUTHWEST CORNER OF MELCER DRIVE AND INDUSTRIAL STREET, CITY OF ROWLETT, DALLAS COUNTY, TEXAS.

CARLOS. >> CHAIRMAN MOSLEY, COMMISSIONERS, THANK YOU FOR COMING HERE TODAY.

WE'RE HERE TO DISCUSS THE PROPERTY JUST MENTIONED.

IT IS LOCATED NORTHWEST AND SOUTHWEST CORNER OF MELCER DRIVE AND INDUSTRIAL STREET. THE 7.421-ACRE SITE IS LOCATED AT 5,009 INDUSTRIAL STREET, AND ZONING IS -- URBAN VILLE IJ LOCATED WITHIN THE DOWNTOWN STRATEGIC AREA.

THE PURPOSE OF THIS PLAT IS TO CREATE TWO LOTS FOR MIXED RESIDENTIAL USE, A COUPLE EASEMENTS WHICH ARE UTILITY EASEMENTS THAT CURRENTLY INTERSECT OR GO THROUGH THE PROPERTY, ESTABLISH NEW EASEMENTS, AND DEDICATE ADDITIONAL RIGHT OF WAY. AS I MENTIONED, TWO OF THESE LOTS WOULD BE FOR MIXED RESIDENTIAL USE, APPROXIMATELY 300 UNITS. THE SITE ACCESS, UTILITY EASEMENT, BISECTS THE NORTHERN LOT, INDUSTRIAL STREET APPROXIMATELY 300 FEET NORTH OF MELCER AND ANOTHER ACCESS DRIVE 350 FEET EAST OF ROWLETT ROAD. AND I'LL SHOW YOU THAT ON THE NEXT SLIDE. THERE IS AN ACCESS DRIVE TO THE PROPERTY TO THE SOUTH OFF OF MELCER AS WELL.

IT CALLS FOR MELCER DRIVE TO BE A 60-FOOT RIGHT OF WAY AND IT IS CURRENTLY A 50-FOOT RIGHT OF WAY.

THERE A FIVE-FOOT DEDICATION REQUIRED ON EITHER SIDE TO ACCOMMODATE FOR THAT 60 FEET. ADDITIONAL DRAINAGE EASEMENTS BORDER A PORTION OF BOTH LOTS AND THE APPLICANT WILL BE REQUIRED TO FINAL PLAT THE PROPERTY ON COMPLETION AND ACCEPTANCE OF ALL PUBLIC INFRASTRUCTURE.

SO HERE IS THE PRELIMINARY PLAT AS IT STANDS.

AND AS YOU SEE THE ACCESS AND UTILITY EASEMENT DOES RUN THROUGH THE NORTHERN PORTION WITH BUILDINGS REALLY FACING -- FRONTING ON THE STREET. OUR RECOMMENDATION IS FOR APPROVAL OF THIS PRELIMINARY PLAT, AND I'M OPEN TO ANY

QUESTIONS YOU MAY HAVE. >> COMMISSIONERS, QUESTIONS FOR STAFF ON THIS PRELIMINARY PLAT? MR. WINTON? I DON'T EITHER. I THINK THAT IT LOOKS PRETTY WELL LAID OUT AND BASICALLY WHAT THEY'RE DOING IS CONSOLIDATING ALL THOSE SEPARATE LOTS INTO TWO MAJOR LOTS, THAT'S WHAT IT LOOKED LIKE TO ME WITH THE ACCESS ON IT.

SO I DON'T THINK IT'S ANY PROBLEM AT ALL AND I'LL BE

[00:05:03]

SUPPORTING THAT. IF WE'RE NOT GOING TO HAVE ANY MORE DISCUSSION ON THE MOTION, I'M READY FOR A MOTION ON THIS

PRELIMINARY PLAT. >> I'LL MAKE A MOTION TO

APPROVE. >> WE HAVE A MOTION FROM MR. COTE TO APPROVE THE PRELIMINARY PLAT.

DO I HAVE A SECOND? MR. SWIFT SECONDS THE MOTION.

ANY DISCUSSION ON THE MOTION? LET'S TAKE THE VOTE.

TAKE THE VOTE. RAISE RIGHT HANDS.

ALL IN FAVOR? THE ITEM CARRIES UNANIMOUSLY.

THANK YOU VERY MUCH. WE ARE ADJOURNED AND HAVE A HAPPY THANKSGIVING, FOLKS, AND
